Excellencies, colleagues, ladies and gentlemen. First, thank you for attending the first meeting of the Group of Friends for International Cooperation on AI Capacity Building. The agenda of today's meeting is as follows. I will start with a few opening remarks. Then I would invite Her Excellency, Mrs. Prudence Kalma, permanent Secretary of the Ministry of Finance and National Planning of Zambia, to deliver her opening remarks. And after that we will proceed with thematic presentation and interactive discussions. So, let's get started. I'll deliver my opening remarks if you allow me. Your Excellencies. You. Your Excellency, Ms. Prudence Kalmer. Excellencies, ladies and gentlemen. Good afternoon. Welcome to the inaugural meeting of the Group of Friends for International Cooperation on AI Capacity Building. The rapid growth of artificial intelligence is truly a game changer. It holds immense potential for improving people's lives and making our world a better place. But also it brings uncertainties and challenges such as the widening digital divide between the north and the South. To truly harness this double edged sword requires the collective wisdom and efforts of the international community. And China, guided by the Global AI Governance Initiative proposed by President Xi Jinping, has has long been playing an active role in this regard. This Group of Friends is one example of such commitments. The origin of the Group derives from the GA Resolution on International Cooperation on AI Capacity Building which was adopted by consensus in July. We are very proud that the resolution tabled by China together with the Core Group was co sponsored by 143 member states. And here I wish to once again thank members of the Core Group and the broader UN membership for their active and valuable support. In December, the UN Summit of the Future adopted the Pact for the Future, including the Global Digital Compact gdc, laying further emphasis on bridging the digital and AI device between and within countries. During the High Level Week, China and Zambia co hosted the High Level Meeting on International Cooperation on Capacity Building of AI. At the meeting, the Chinese Foreign Minister Wang Yi unveiled the AI Capacity Building Action Plan for good and for all and proposed to set up a Group of Friends for International Cooperation on AI Capacity Building. And today, here we are having the first meeting of the Group as a follow up action to the GA Resolution and the gdc. We hope this Group of Friends can play a role in helping the international community seize the immense opportunities presented by digital development, build partnerships and take actions for a brighter and a smarter future. With this in mind, I wish to propose the following. First, we must promote AI for good. On the one hand, AI can play a crucial role in implementing the 2030 Agenda, enhancing people's well being and addressing global challenges such as climate change and biodiversity loss. On the other hand, we must stay vigilant and carefully manage the conflicting rules, social risks and the ethical challenges brought forth by the development of AI. We must always keep in mind that high quality AI development can only be possible when robust security guardrails are in place. AI must always be under human control. Second, we must uphold fairness and inclusiveness. The international community should respect and safeguard the right of all countries to develop and utilize AI technology on an equal footing and work together to create an open, inclusive and non discriminatory environment for AI development. AI should be a boon for all, not a game reserved for the rich and the powerful. Third, we must champion multilateralism. There is only one system in the world and that is the UN centered international system. And there is only one set of rules, that is the basic norms of international relations. Based on the UN Charter, the United nations should serve as the main channel for global AI governance that coordinates international efforts on AI development, security and governance and guarantees that AI frameworks are developed through broad inclusive participation of states. Any attempts to create divisions or raise barriers must be resolutely rejected. Fourth, we must focus on capacity building. We should actively promote North, South, south, south and the Trilateral cooperation to help developing countries enhance AI and digital infrastructure connectivity. We should also encourage greater efforts in capacity building cooperation through policy exchanges, technical support, financial assistance, personnel training and joint research in order to close the digital and AI device. Dear colleagues, this Group of Friends is open to all member States and we look forward to welcoming more countries on board. China intends to make good use of this platform and the work with fellow members and the wider international community to implement the visions and actions set out in the GA Resolution on AI Capacity Building, the GDI as well as the AI Capacity Building Action Plan for good and for all working together, we can make a big difference in AI capacity building around the world and the better harness its potentials for the benefit of all humanities. Your Excellencies, distinguished delegates, it is my distinct honor to welcome you all to the launch of the Group of Friends for International Cooperation on AI Capacity Building. And I am deeply grateful for your presence here today at this crucial gathering. We stand at a transformative moment in in human history. Artificial intelligence is not merely reshaping our world. It is creating entirely new possibilities for human development and progress. Yet, as we witness this technological revolution, we must ensure that its benefits are shared equitably across all nations and peoples. This vision of inclusive AI development led Zambia and China to co host the High level Meeting on International Cooperation on Capacity Building of AI during the 79th session of the United Nations General assembly this September. Today's launch builds upon that foundation and marks a significant stage step forward in our collective journey. The establishment of this group of friends represents our shared commitment to implementing the UN General Assembly Resolution 78311 and the Global Digital Compact. These frameworks recognize that AI capacity building is not just a technical necessity, it is a moral imperative for ensuring inclusive global development. As co chair of this group alongside China, Zambia envisions this platform as a catalyst for three critical objectives. First, we must work to bridge the growing AI divide between nations. This means ensuring that countries in the Global south have the infrastructure, knowledge and resources to participate meaningfully in the AI revolution. Second, we must foster practical cooperation that translates into tangible benefits for our peoples. This includes knowledge sharing, technical assistance and the development of human capital in AI related fields. Third, we must ensure that AI development is guided by ethical principles and contributes to sustainable development goals. This requires building capacity not just in technical skills, but also in policy making and regulatory frameworks. The path ahead is both exciting and challenging. We must address common complex questions about AI governance, risk management and ethical deployment. But I'm confident that through this group of friends, we can create a collaborative framework that enables all nations to harness AI's potential while managing its risks. Zambia stands ready to work with all member states and international organizations represented here today. We invite your active participation and valuable contributions to shape this initiative. Together we can ensure that AI serves as a force for good, advancing sustainable development and improving lives across all nations. Thanks for this Opportunity to share some of our work on AI capacity building in China. The AI Capacity Building Action Plan for good and for all proposed by China includes five visions and 10 actions which are highly targeted, optional, fully reflecting China's determinations and sincerities in promoting the pragmatic cooperations in the field of AI. The development of AI is a result of the jointly effort from industry, academia and research institutions. This interdisciplinary corporations model is is crucial for the promoting innovation, applications and popularizations of AI. China proposed establishment of Group of Friends for international corporations on capacity buildings hoping it will become a platform for implementing the inclusive plan and carry out exchange and cooperations. The Chinese AI industry is willing to participate in this initiative acting as one of the pioneered actors implemented AI capacity building Action plan Strengthen the cooperations with colleagues from virus countries making a conducive environment for broader range of groups to truly engage with AI so as to promote a sustainable development. The AI industry chain cover layers of the fundamentals, frameworks, models and applications. The mutual collaborations between the levels in industry chain jointly builds and shape new models for the development of AI industries. Against this backdrop, decoupling and breaking the industry chain will not only hinder the industrial developments but also weaken the mentality of global economy. Therefore, strengthen the international cooperation's build industry platforms and promoting the exchange and integrations of AI industry chain and supply chain will become the new cornerstone of the global economic corporations bridge by sharing technology, capital and market resource, promoting the construction of digital infrastructures, technology transfer, strengthening the corporations in cutting edge technology directions among regions and encouraging countries to jointly promote innovations and applications in AI will bridge the digital divide. By integrating the industrial networks to strengthen the international corporations and promote collaborative developments of industry upstream and downstream, we can share the resource and facilitated the development of AI applications that can be generally utilized by the countries around the world. Through the industry exchange and collaborations, we can promote implementations of industry standards ensuring that the AI industry development safely, reliably and fairly. This will further stimulate innovations and applications in the field of AI, leading the mutual benefits and win win outcomes for all stakeholders and injecting the new inputs in global economic growth as a revolutionary technologies AI being widely applied across various industries, providing them with the new monuments for the developments. Innovative applications from the industry can lead the transformations of AI technologies offering new solutions and ideas to the world. The industrial group proposed by China covered industries such as smart cities, health care, transportation, finance, automotive media, petrochemicals, energies, government affairs, culture and tourism, educations and biopharmaceuticals. As AI technology become deeply integrated Integrated with the real economy. It also indicates that AI will show a greater development potentials in the future by apply a more diverse range of the scenarios and unlock the dividends of AI as a new quality productive force. The emergence of startup AI companies in virus countries has become an important driving force in global AI industry. Injecting the fresh blood in the virus industry and promoting the technological innovations and the diversifications of AI applications. With their flexible innovation capabilities and rapid response to the new technologies, they are becoming an important force in shaping the transformations and upgrading the industries. Under the tension and the support of industry alliance, we will further promote the development of AI startups and build a new force in international exchange and corporations. This September, China and United nations jointly hold the first workshop on AI capacity building. During the four days, training experts, scholars, government officials and industry expertise from 38 countries conduct on site investigations on AI developments in Shanghai, discuss the cutting edge technologies, governance models, ethical issues and the best practice of AI capacity buildings and promote mutual understanding and cooperations among countries. We're looking forward that work of Group of Friends for international corporations on AI capacity building could help strengthen the global industry cooperations through sharing the expertise and good practice and helping the Global south countries seize the development opportunities in the new round of technological revolutions. We hope that both technological innovations, industrial integrations and sustainable inclusive growth can be achieved to bridge the international digital divide, enable to more countries around the world, especially those in Global south, to rapid tangible benefits from developments of digital technologies and jointly enjoy the divide brought by the technology co process. We believe those cross border and cross industry collaborative models will not only facilitate trans transformations of scientific research and alignment of supply and demand, but also promote the development of AI governance and ethical standards. We welcome the launching of the Group of Friends for International Cooperation on Artificial Intelligence capacity building. I look forward to actively participating in all the coming meeting and that wonderful work we're doing here. We consider this to be a very timely initiative to allow for more in depth discussion and exchanges related to AI. Especially given the fast pace with which AI is progressing and the growing need for developing countries to be able to harness its potential. You have said it all, Ambassador Fu, in your great remarks and the distinguished panelists as well has elaborated on that. We acknowledge the valuable efforts exerted by China to shed light on the importance of capacity building in this field, thereby augmenting the ability of State states to employ this emerging and potentially limitless technology. We also recall the adoption of the UNGE Resolution on Enhancing International Cooperation Capacity Building of Artificial Intelligence, which we consider a milestone document on AI capacity building. Proud to have Zambia taking a lead on that, my dear sister. Underscoring the emergence of a common international denominator on the imperative need indeed the moral, ethical imperative as my dear sister has said, need to make use of this field through synergizing international efforts and fostering cooperation on AI. In this regard, I wish to emphasize that you import that Egypt accords to bolstering international cooperation and building capacity on AI on the national level. Egypt has established a National Council for At Least artificial intelligence in 2019 entrusted with formulating and overseeing the execution of Egypt national Artificial Intelligence strategy through a multi stakeholder process. In 2023, Egypt adopted the Egyptian Charter for the Responsible Use of Artificial Intelligence and remains active in various international and regional endeavors relating to the governance of AI including the African Union, League of Arab States and UNESCO. Egypt will also engage in a number of capacity building activities on AI on both regional and international levels and shall continue to remain committed to maximizing benefits from this field. In conclusion, I wish to emphasize that the rapid pace of digital transformation and the expansion of the applications of AI will require a consolidated international effort to establish an extensive international framework that facilitates capacity building in this important field. To regulate what we are doing. Distinguished CO Chairs in a manner that is befitting of the transformative nature of artificial intelligence. I admire a lot, Distinguished CO Chair Ambassador Fu, the very non selfish attitude China takes sharing what they have and so on in that very important technological field. As the transformative power of artificial intelligence reshapes our global economy and societies, it is imperative that no country is left behind in harnessing its benefits for developing countries. Like my own Zimbabwe, AI holds immense potential to drive sustainable development, enhance public service delivery and address critical challenges such as food security, healthcare and education. However, realizing this potential requires access to resources, technical expertise and robust capacity building frameworks. This Group of Friends is a timely and vital platform to promote international cooperation in bridging the digital and technological device that persist between developed and developing countries. It offers a unique opportunity to address key barriers including limited infrastructure, access to funding and the lack of AI specific skill set which hinder many nations from fully leveraging the opportunities that AI presents. Zimbabwe strongly supports the emphasis on fostering collaboration, knowledge sharing and technology transfer within this group. We urge that its work remains anchored in principles of inclusivity equity, ensuring that the benefits of AI are accessible to all countries regardless of their level of development. We also emphasize the importance of ethical considerations and capacity building in AI governance so that its deployment aligns with human rights, fairness and sustainability. Zimbabwe looks forward to this group's efforts in building AI capacity, mobilizing resources and promoting policy coherence for sustainable development. We stand ready to cooperate with all member states and partners to ensure that AI becomes a tool for empowering the most vulnerable and accelerating progress towards the 2030 Agenda. It is an honor to speak today on the first meeting of the Group of Friends. As AI continues to shape industries, societies and economies globally, it is clear that no single country has can harness the full potential of AI alone. From the perspective of Kazakhstan, AI is not just a technological innovation, but a strategic asset for our nation's future. Our country recognized that artificial intelligence will be critical in driving economic growth, enhancing productivity. Therefore, Kazakhstan is deeply committed to building our AI capacity and doing so through meaningful international cooperation. Kazakhstan is uniquely positioned to become a leader in AI development within the Central Asian region. Our government has made digital transformation a priority through initiatives like the Digital Kazakhstan Program, which aims to modernize our economy and integrate cutting edge technologies such as AI into sectors like mining, energy and agriculture and logistics. But while infrastructure is important, we know that capacity building goes beyond technology. It requires human expertise, strong institutions and a regulatory framework that promotes innovation. For Kazakhstan, international cooperation is a key enabler for advancing our AI agenda. We are working with global institutions like the United nations, the OECD and and the World bank to exchange knowledge and best practices. At the same time, partnerships with leading AI nations including China, are critical in helping Kazakhstan adopt the latest AI advancements. As we continue to expand our AI capabilities, Kazakhstan is committed to engaging with the international community, fostering collaboration and contributing to future where AI drives sustainable and inclusive growth for all. Chair, Excellencies, colleagues, I welcome the convening of this first meeting of the Group of Friends for International Cooperation on AI capacity building. One cannot overemphasize that AI capabilities are increasingly concentrated in a few countries and corporations, reinforcing disparities and creating a global knowledge oligopoly. Against this backdrop, we must ensure that developing nations consume AI but also contribute to its development and governance. AI has an immense potential to address global challenges and advance the SDGs. The Brazilian government has recently prepared a National Artificial Intelligence Plan to develop infrastructure, foster professional training, enhance public services, drive business innovation and strengthen governance in the AI sector. However, national efforts alone cannot close the gap. International cooperation is vital to address the many divides. Inclusive participation, knowledge and innovation sharing, including open innovation, financing and capacity building, as well as best practices on AI policies, are key to equitable AI development. These efforts should also tackle AI's implications for labor markets, information integrity and public service delivery in the G20 digital economy. Working Group, Brazil equally emphasized the Development Pillar by aligning AI with digital inclusion. This culminated in a significant outcome, the G20 Maseoa Ministerial Declaration, which includes an annex on AI for good and for all. We also view the Global Digital Compact as a critical platform to address disparities in AI access while ensuring an inclusive, human centered and development oriented governance. The UN is uniquely positioned to foster intergovernmental approaches to AI that address the realities and needs of the Global south, safeguard human rights and promote responsible and ethical technology use. Resolutions adopted during the 79th session of the GAA, including ICT for Sustainable Development, Human Resources Development and the QCPR, further highlight the importance of AI in fostering inclusive development and addressing AI's potentially negative impacts, such as on labor markets. Brazil believes that the overall objectives of the Group of Friends for International Cooperation on AI capacity Building should be advanced through the implementation of relevant commitments in the GDC and UNGA resolutions next year. Whistas20 International AI Panel and Global AI Dialogue processes also offer valuable opportunities to further this agenda. By working together, we can bridge AI divides, promote digital inclusion and ensure AI becomes a force for sustainable and inclusive development. I thank you. My delegation would like to express its appreciation to you for organizing this first meeting of the Group of Friends for International Cooperation on AI capacity building. The first meeting of our group demonstrates the urgency of the task at hand and that is to maximize the best benefits and stem from the development, deployment and application of artificial intelligence. We all know the pace at which the technology of AI developing is unprecedented and its contributions to fuel economic growth and enhanced productivity have become more apparent. We're also witnessing the critical role AI is playing in accelerating the implementation of the SDG. Developing countries, particularly LDCs, face a critical juncture with AI adaption. Failure or delay in embracing AI would enormously cost them. However, at the moment, the deployment and application of these technologies is not evenly shared and accessed. A few countries continue to benefit from the development and application of artificial intelligence. It is therefore a must that that we work closely and together to breach the existing digital divide by fostering stronger international cooperation, a fair and equitable access to artificial technologies. Artificial intelligence technologies enable developing countries accelerate growth and sustainable development. The stakes for developing countries are high. Failing to quickly adapt AI, leave them ensnared in a commodity export, support a trap and able to expand job opportunities and improve living standards. The resolution that was adopted in July this year on AI capacity building is instrumental in this regard. It calls for strengthened cooperation on and investment in AI capacity building and stresses the importance of supporting developing countries effective, equitable and meaningful participation and representation in international processes and forums on AI governance. The recommendations of the SG High Level Advisory Body on AI are also pertinent. So is the Global Digital Compact an important framework to further strengthen global digital cooperation. The work of this group should therefore make effective use of these initiatives to put AI capacity building high on the UN agenda. It should continue to call for support to breach the AI and digital divide and forward the AI Capacity Building Action Plan to maximize opportunities and mitigate risks from application of AI. Ethiopia is actively using AI to modernize and improve Efficiency across a variety of sectors. An AI Institute has been established and a national AI policy put in place. The government is working with various institutions to implement the major technological projects in health care, agriculture and other sectors to realize the national digital transformation agenda. Finally, building stronger AI cooperation, particularly through capacity building, transfer of technologies and sharing of best practices, help developing countries build a more sustainable future and attain the goal of living no one behind. Indonesia · Ambassador · Bowo [37:00]: Thank you very much, Ambassador Fu and allow me to also welcome Excellency Ms. Prudence Ka in our meeting and at the outset I wish to congratulate Ambassador Fu Chong for this important initiative it in forming the Group of Friends for International Cooperation on AI capacity building. We also welcome the AI Capacity Building Action Plan for good and for all to bring concrete projects but also concrete progress on AI capacity building, particularly to the Global South. Indeed, we feel this initiative is very timely and critical to progressively close the divide between between developed and developing countries. AI will continue to contribute substantially to the digital transformation and to sustainable development impacting various sectors and it will be significant to sustainable economic growth. And therefore we believe the Global south should not lose the momentum to ensure readiness and not further left behind. In this connection we we welcome the four objectives of the Group of Friends and will participate constructively to advance AI for mutual progress and allow me to highlight some specific areas that Indonesia is particularly interested in. Among others, on human capital development, including upskilling and reskilling of human capital on integration of AI in agriculture and food security in health, logistics and finance also in smart cities development and to promote policy and ecosystem conducive for innovation including to foster ecosystem conducive for startup development. So in this regard we believe that through synergies with the action Plan we can accelerate AI adoption and competence capacity and skills particularly for Global south and built a foundation for shared technological prosperity and resilience. Let me also joining other colleague and congratulate the permanent mission of China for this timely initiative. Iran welcomes this initiative and it's our honor to joining today. First friends of the Group and Excellency, let me highlight some of the challenges and needs and opportunities that we have. We consider AI as an opportunity for development. Rapid technological changes including AI hold immense potential to drive social economic development and accelerate progress toward the sustainable development goals, particularly in developing countries. New technologies including AI is a is a solution for our challenges among our challenges, poverty eradication remains the greatest global challenges and an essential requirement for sustainable development. AI must be leveraged inclusively to address this fundamental challenges. Inclusive and human centered AI the point that highlighted by your Excellency is an is an important issue. AI development must prioritize a balanced, inclusive and human centered approach focusing on international cooperation for capacity building, especially for developing countries. Bridging the the digital divide is highly important for global science. The growing digital and AI divides pose significant challenges with developing countries often lacking the infrastructure, skills and resources to fully benefit from AI. Bridging these gaps is urges to ensure no country is left behind. Global cooperation and investment is highly important. Now many of them participated in FFT force. The main point there, especially by the representative of South Global south, is the lack of financing and investment. So enhanced global coordination, including investment in AI capacity building and targeted support for developing countries is highly important that we believe that this group can do a lot in this case. And then the other area that my delegation would like to highlight is the role of the United Nations. The UN must play a central role in promoting international cooperation on AI development. The other area that we need to highlight is a structural partnership to overcome structural challenges and barriers that many developing countries suffering from, especially ucms. The adoption of Resolution 78311 was undoubtedly a landmark achievement, marking the first time the General assembly pronounced in depth on the issue of international cooperation on AI capacity building. We laud the Chinese initiative to champion this resolution and to establish this group of Friends. The AI related provisions of the Global Digital Compact further supplemented this resolution, providing us with a framework for global cooperation and governance of digital technologies and AI as we transition into the implementation phase of these frameworks. Our delegation fully supports the four objectives of this group of friends I.e. prioritizing AI capacity building, bridging the AI and other digital divides, taking forward the AI Capacity Building Action Plan for good and for all and enhancing understanding of AI technologies. We are also in full agreement with the four key points highlighted by you, Chairperson concerning the promotion of AI for good, particularly for attainment of SDGs, the rights of all countries to develop and use AI responsibly, strengthening of multilateralism and focus on capacity building allow me to highlight a few avenues through which we believe we must pursue these objectives. First, the GDC outlines a range of key outcomes related to AI, including the Annual Dialogue on AI Governance, the International Scientific Panel on AI and the UN Office for System Wide Coordination. However, the none of these processes will be successful without the provision of capacity building support to developing countries for harnessing artificial intelligence. Therefore, our group must ensure that these processes are both risk informed and development oriented. The AI Dialogue and Panel should equally emphasize identifying opportunities to leverage AI applications for achieving the SDGs and providing actionable recommendations. The efforts and work of the UN Office should be member state driven with a mandate to provide capacity building support to developing countries for harnessing AI among other digital technologies. Second, our Group must pursue the recommendations of the Secretary General's High Level Advisory Board on AI to establish a global network of UN affiliated capacity development centers. This network could facilitate access to computational resources and data across multiple centers, supporting research and promoting fellowship programs for talented individuals to engage with academic institutions and technology companies. Third and last, our group should actively pursue the establishment of an AI Fund under the auspices of UN which can enable countries in need to access AI enablers. Excellency, un you can count on Pakistan's active and constructive support to this group moving forward. I thank you very much. Sri Lanka appreciates the concretizing of the proposal of the Minister of Foreign affairs of China to form the Group of Friends on International Cooperation on AI Capacity Building and is pleased to be part of its first meeting. Sri Lanka was also pleased to co sponsor GA Resolution 78, 211 on International Cooperation in AI Capacity Building earlier this year. Chair Ensuring equitable access to AI technology and preventing marginalization from the benefits of AI advancements is an essential aspect in ensuring digital inclusion. The digital divide, with unequal distribution of digital skills across countries and within and across populations is vast. While a part of the world talks of emerging technologies such as AI, quantum computing, blockchain and others, it is a fact that around 3 billion people on the planet do not yet have access to the Internet. With the pace of development of AI, this divide will soon become impossible to bridge if capacity building is not undertaken seriously. We agree with the sentiment expressed by the CO Chairs that bridging the AI dividend is therefore not just a technical requirement but a moral imperative and should not be a game reserved for the rich and the powerful. Following the adoption of the Global Digital Compact, therefore, Sri Lanka welcomes this initiative to support capacity building of countries in AI to help developing countries to access, develop, use and govern AI systems and direct them towards the pursuit of all SDGs. Sri Lanka was pleased to see the agreement to constitute an independent international scientific panel for AI governance and to initiate a global dialogue on AI governance. However, without AI literacy, most developing countries will not be able to participate in discussions to frame the governance framework or take informed decisions in this sector, internationally or domestically. The populations of the Global south will once again be left to apply and follow rules and a global order implemented without our active, effective, meaningful participation and input. Initiatives like these will help US Member States to ensure that commitments undertaken on AI in the relevant UN documents follow a coherent implementation plan. This includes particularly the request for the Secretary General to develop innovative voluntary financing options for AI capacity building to build towards establishing a global fund on AI. We cannot allow financing to support capacity building in AI go the same way as the inadequate implementation of commitments in SDG financing. Mr. President, artificial intelligence certainly offers many opportunities in various fields of life at the same time, as rightly pointed in the concept notes, it also poses serious risks and challenges, including of unethical nature on national strategies for development and security, especially if we all agree that at present time there is no level field when it comes to technological and digital advancements, including, as a result, among others, of the ongoing and illegal application of unilateral coercive measures. However, our country recognizes the role that AI may have in supporting national efforts for the achievement of sustainable goal, sustainable development and inclusive growth. As a matter of fact, our national assembly is currently immersed in discussions for enacting a law that would regulate AI and ensure its responsible use. Similarly, and aware of both the rapid developments in AI and the need to have capable professionals in that field, our universities are now adapting their academic programs, with the support of the People's Republic of China, to offer degrees that would provide, among others, in depth theoretical and practical knowledge in AI topics. On behalf of the Office of the Secretary General's Envoy and Technology, I would like to thank the Governments of China and Zambia for inviting us to this meeting meeting and to the Government of China for the invitation to make an intervention at this first meeting of the Group of Friends for international Cooperation on AI capacity building and also for inviting the UN to join the Workshop on AI and Capacity Building held in Shanghai in September, hosted by the Government of China. Recent research estimates estimates that AI can help accelerate nearly 80% of the SDGs. However, AI's opportunities are not evenly shared. The capacities needed to harness AI's opportunities, including of talent, data, compute, software and regulatory capacity to manage its risks, are concentrated in a few countries. Without access to these capacities, vast swathes of humanity could be left behind in a widening AI divide, so international cooperation can play a key role in helping to build capacity to bridge such divides. 2024 has been an eventful year for international cooperation on AI capacity building. At the United nations, the General assembly has adopted Resolution 78265 on seizing the opportunities of of safe, secure and trustworthy AI systems for Sustainable Development, Resolution 78311 on Enhancing International cooperation on capacity building of artificial intelligence and the Global Digital Compact as an annex to the Pact for the Future, which emphasized the importance of increased investment, particularly from the private sector and philanthropy, to scale up AI capacity building for sustainability sustainable development and also requested the Secretary General, in consultation with potential contributors and the United nations system, to develop innovative voluntary financing options for AI capacity development building that take into account the recommendations of the High Level Advisory Body on AI on a global fund on AI and here we would just reflect a little bit on the need for innovative voluntary financing options stemming from the need for these resources to reach places in a context where scarce resources are often concentrated in a few locations companies, meaning that traditional financing options can be less effective in improving access to the AI enablers such as talents, data, compute models and applications applications needed to contribute to sustainable development. Hence the need for innovative financing options for AI capacity building. The Secretary General's High Level Advisory Body on AI recommended a global public interest fund on AI to pool public and private resources, including in kind contributions, and also to channel some such resources to an AI capacity development network to make available expertise, compute and AI training data to key actors including public officials, researchers and social entrepreneurs to catalyze local empowerment for the SDGs and to bolster policy capacity to engage in governance discussions. Such an AI capacity development network can connect AI centers to provide expertise and training data especially for developing countries and accelerate the advancement of AI in local contexts, promoting data diversity, inclusivity and fostering cooperation rather than competition. It could also aid the implementation of Resolution 78311, which calls upon the international community to foster an enabling environment for international cooperation on AI capacity building and emphasizes that international law, in particular the Charter of the United nations, as well as human rights and fundamental freedoms must be respected and which calls upon the United nations system to enhance action oriented international cooperation on capacity building of AI, including through voluntary cooperation frameworks or initiatives, which also promotes meaningful participation of developing countries in processes of the discussion on AI Excellencies. A key dimension therefore of the proposed capacity development network is reinforcing international cooperation on AI capacity building, preventing fragmentation of international effort and building habits of mutual cooperation and trust. Distinguished Delegates, the need for international cooperation on AI capacity building for the good of humanity has never been more urgent and we hope for the engagement and support of all stakeholders in carrying forward digital cooperation that benefits all. Your Excellency, Excellencies, distinguished delegates, as we stand on the brink of an extraordinary digital revolution, it is imperative to practice to prioritize AI capacity building on the UN agenda with a special focus on promoting gender equality. In 2024, there are 189 million more men than women using the Internet, which not only limits women's access to technology, but also their potential for empowerment and economic participation. Moreover, women's lack of access also trickles to their representation in the technology space. Overall, around a quarter of those working in the industry are women, dropping to about 11%. At the executive level, women make up just 18% of AI researchers. AI systems, if not designed with a human rights based approach, can perpetuate existing biases and inequalities. We have witnessed a troubling rise in technology facilitated gender based violence such as Deepfake pornography, which comprises 98% of all deepfake videos online and targets women and girls almost exclusively. To combat these issues, it is essential that women and girls are actively included in the decision making processes related to digital governance. As we commemorate the 30th anniversary of the Beijing Platform, UN Women is committed to strategic journey to close the digital gender gap through decisive action actions. Our efforts include generating knowledge, mainstreaming gender in digital strategies, building capacity and facilitating the exchange of experiences among key stakeholders. The Global Digital Compact, adopted in September, provides a visionary blueprint for our digital future, underscoring the necessity of dismantling systemic barriers for women and girls, ensuring their meaningful engagement and guaranteeing their safety both online and offline to truly honor the legacy of the 1995 Fourth World Conference on Women in Beijing. We must strive to deliver tangible changes for women and girls. This entails advancing AI capacity building initiatives that support gender equality. By bridging the digital gender gap, we can reduce poverty and empower women with voice, choice and safety, creating a more inclusive digital future for everyone. Furthermore, we call on partners to strengthen our efforts and ambitions to better mainstream gender in AI discussions. We call on partners to implement the Global Digital Compact, the two United nations generally Assembly General assembly resolutions on AI, as well as to implement the recommendations of the Secretary General's High level Advisory Board on AI. By aligning around a shared commitment to mainstream gender equality in AI capacity building efforts, we must empower women and girls not only as beneficiaries of digital revolution, but also leaders in shaping the future and promise of AI. We urge all member states and multi stakeholder partners to join forces and collaborate in this vital mission. Together we can make a substantial difference and ensure the digital age leaves no women and girls behind. The developments in science and technology, especially the frontier technologies like artificial intelligence, have already become integral part of our daily lives, including international relations. Irresponsible use and development of artificial intelligence supported systems may cause irreversible harm to our children, our societies and our economies. Therefore, the protection of ethical principles, human rights and the rule of law is of the greatest importance in the development of artificial intelligence based technologies. We are aware that capacity development gaps among countries, especially in the field of artificial intelligence, pose many challenges, in particular for the developing countries which already have other pressing needs and limited resources. The technology divide remains particularly severe in least developed countries which lack the necessary science, technology and innovation infrastructure and capacity to leverage technological advancements. This disparity further exacerbates already fragile global system. In this respect, the UN Technology bank in Istanbul plays an important role in fostering sustainable development and bringing down the technological divide between the least developed countries and the rest of the world. Strengthening our support for the bank will help LDCs to develop their artificial intelligence capacity, better address their development needs and mitigate the risk of being left behind in the artificial intelligence revolution. Furthermore, tech giants and private sector also have the responsibility to contribute to the efforts for bridging this digital divide. Turkey has been Very vocal of the technological device among LLDs and the developed world for many years now. If we are all serious about reaching SDGs, sooner or later, abilities of the countries to build and utilize technology will play a key role. We reiterate our support and the importance of the multilateral efforts to help build STI capacity, especially for the least developed countries. Thank you very much. So in this context we stand in favor of collective and most important responsible efforts aimed at enhancing capacity building in the field of artificial intelligence. And we all need now to take actions in order to facilitate the sustainable development of countries and with the help of the artificial intelligence, it is possible to do so. And we have really benefited from the many reflections that have come on the floor. We have really agreed that AI development should be inclusive and should take a human centered approach. And also that there's need to bridge the digital divide through sharing of information and new technologies. And we thank those that are taking the lead in helping us to do this. And we are also hoping that this collaboration continues because it's very critical. We have also heard that global coordination is very important as many countries are making efforts towards getting onto this AI revolution, while others are standing by hoping that they can also be part of this transformation that is rapidly taking place. And hence the need for the UN to play play a critical role in providing AI global governance. AI opens up opportunities for improved public service delivery and poverty reduction. And therefore, as we move into implementation phase of the AI Action Plan, very progressive recommendations have come on board during this discussion and we look forward to taking forward the ideas that have come on board. This AI capacity building initiative really requires very strong leadership and support and we hope that everybody will come on board to ensure that we push this agenda so that we can achieve its objectives. We remain alive to the risks however, that come with a fast evolving phenomena such as AI. So this Group of Friends will be expected to play a key role in pushing or leveraging adoption of equitable and fair standards. And the capacity building plan that has been put in place, we look at it as a vehicle through which this could be achieved. The various financing proposals that have also been discussed during this phase meeting will need to be explored further to support this agenda of international cooperation on AI capacity building. AI capacity building needs to be prioritized in the UN agenda and should adopt a human rights based approach, bridging the digital and gender gap. So we see that from this first meeting that we had, we we had quite intense, comprehensive and very informative discussions and recommendations that this group would be depended on to take forward and see how best this agenda can be taken forward. And we look forward to the implementation phase of our agenda. And I would like to thank my co chair for convening this meeting meeting and we hope that we meet again to review progress that we would have made in terms of implementation of this important reform agenda.
