Official records and official documents are available on the Official Document System of the United Nations. --- members of the Security Council that are States Parties to the Rome Statute of the International Criminal Court · Ambassador [0:15]: Good afternoon We delivered a statement on behalf of the members of the Security Council that are state parties to the Rome Statute of the International Criminal Court Colombia the Democratic Republic of the Congo France Greece Latvia Panama United Kingdom Liberia and Denmark We extend our deepest appreciation to the Deputy Prosecutor of the International Criminal Court Mrs Nashat Khan and her team for presenting the forty third report of the office of the prosecutor to the United Nations Security Council on the situation in Darfur Sudan pursuant to Resolution 1593 We welcome the recent visit of Deputy Prosecutor Khan to Chad where she has engaged with affected Darfuri communities reflecting the continued priority and focus given by the Office of the Prosecutor to the situation in Darfur in line with this Council's mandate We wish to thank the government of Chad for facilitating this visit and for their continued support with respect to this investigation Also recognizing the support provided by the United Nations partners for the visit We recognize the important investigative steps taken by the office of the prosecutor in this reporting period including the conduct of crucial interviews of key witnesses that has allowed the office to link crimes recently committed in Darfur to high level perpetrators as well as to confirm the identity of a range of victims that were previously unknown In this context we also welcome the continued focus of the Office of the Prosecutor on the extensive allegations of gender based crimes and crimes against and affecting children in this situation We further recognize the continued positive trajectory of cooperation between the Sudanese authorities and the office of the prosecutor including the support of Sudanese authorities for the deployment of the office of the prosecutor's staff team to port Sudan Conversely we note that despite significant efforts of the office of the prosecutor the rapid support forces has failed to respond to cooperation requests This failure to engage with the Security Council mandated accountability mechanism amidst the most serious and widespread allegations of international crimes is of deep concern We recall the obligation that all actors including the rapid support forces must fully cooperate and provide any necessary assistance to the court and the prosecutor pursuant to Resolution 1593 Journalist [3:09]: Ambassador members of the Security Council that are States Parties to the Rome Statute of the International Criminal Court · Ambassador [3:14]: We also note with deep concern, the shared view of the council of the office of the prosecutor and the United Nations High Commissioner for Human Rights. That the reported imminent offensive against El Obeid, the capital of Sudan's North Kordofan state, carries the risk of serious international crimes. While the ICC's mandate is currently limited to the situation in Darfur, we emphasize that accountability, action, and cooperation pursuant to the council's referral, is central to preventing this further cycle of atrocity crimes in other regions of Sudan. This includes tangible results such as arrest, warrants, and their execution. Vis a vis those responsible for serious international crimes committed in Darfur since April of 2023. We stress the importance of further strengthening support to the office of the prosecutor in its efforts. To implement the mandate from the council in relation to Darfur and its brother activities with respect to both resources and cooperation. We underline that continued impunity for many crimes committed in two thousand and three, two thousand and four has fed the current cycle of violence and atrocity. And that conviction and sentencing of Ali Mohammed Ali Abd Al Rahman also known as Ali Kushep has now provided a measure of justice. to victims. But that support is now needed for the reparations that will result from ongoing proceedings that were initiated pursuant to resolution 1593 of. two thousand and five. We call on states, including members of the council, to provide assistance in this regard, including through support for the trust fund for victims. Finally, we reaffirm our steadfast and unwavering support for the court. As an independent and impartial judicial institution. We reiterate our strong commitment to upholding and defending the principles and values enshrined in the Rome statute. Safeguarding is integrity against. any threats or actions aimed at the court, its officials, or its partners. Such actions are counterproductive to our shared goal of ensuring accountability for the most serious crimes, promoting the rule of law, and fostering lasting respect for international law, including International Humanitarian Law, and international human rights law.
