Okay, let's have a countdown of. We're finally at the end of a very long week of intensive consultations and negotiations, and I would like to thank co-facilitators and delegations for their work throughout the week. Before we proceed with our agenda for this plenary meeting, I would like to state that as this is a UN meeting, the UN system code of conduct applies, which should allow everyone to participate in an inclusive, respectful, and safe environment guided by highest ethical and professional standards. I also would like to acknowledge that our co-facilitators have accepted the important and demanding responsibility of facilitating our negotiations and guiding us toward consensus. As we advance in our work, differences of opinion may arise. However, it's imperative that we treat one another and the views expressed with utmost respect while engaging constructively and in the spirit of cooperation.

Can and should be. Given the discomfort of a number of delegations, Member States met for a concise informal informal on Wednesday, discussing to what extent there is a shared understanding of the scope of the resolution and report back to me. In line with the organization of work of the Open-ended CPR endorsed at the plenary meeting held on Monday, I then worked on developing streamlined operative paragraphs into a co-facilitator's non-paper in an attempt to take into account the various positions to the extent possible. In the name of God, the Merciful, the Compassionate. May the peace of Allah be upon you. Chair, colleagues, dear friends, it is a great honor and pleasure for me to speak on behalf of 22 member states, those of the Arab League. The group of Arab states would like to pay tribute and conveys gratitude to the Sultanate of Oman, this brotherly country, for the very valuable efforts it has undertaken in terms of leading the work of this session of UNEP. We would also like to pay tribute to the Omani presidency and we are sure that they will lead our work next week in an outstanding way. We would like to thank all of the co-facilitators this week for all the efforts they made in terms of facilitating our negotiations. Chair, we also underscore that no additional duties should be imposed on developing states. Efforts have to be focused at the national level to ensure that there is respect of the environment, respect of water security, land security, and security of the seas. We'd also like to underscore and indeed draw your attention to the environmental challenges faced by our region, including a shortage of water, drought, desertification, and indeed a growth of ambient temperatures. All of this requires additional support to meet these very difficult challenges. We'd also like to voice our reservations regarding a number of draft resolutions, inter alia that of environment.

Good evening, all distinguished colleagues, ladies and gentlemen. Thank you, Mr. Chairman, His Excellency Ambassador Sultan Hajyev. I would like to echo what was just stated by distinguished representative of Saudi Arabia and put emphasis and the principles that we should put in place our work and efforts, especially sovereignty, country ownership, consensus. But I would like to add another element to that frameworks, and our specific recommendation is to remove it from MTS or change it to right to or the right of people to. General Assembly has the mandate and authority to address those issues, including peace and security or human rights, in accordance with the Charter of the United Nations, while UNEP as a program has its own specific and defined mandate in the field of environment. Therefore, the context and the mandates are different, and the General Assembly resolution in a selective manner goes beyond the purpose and the mandate of the UNEP. In paragraph number 77 of this strategy regarding access to technology and financial resources for improved mitigation and adaptation, the text lacks a transparent and equitable framework for resource distribution. There is a danger that support will flow towards influential and high-capacity countries. This approach can, in practice, lead to cherry-picking and discrimination against most.
