Conference of the Parties to UNTOC, 13th session [Meeting 3]

Good morning. Excellencies, ladies and gentlemen, distinguished colleagues, may I ask you please to take your seats. We are about to start this session. Today we will resume our discussions of agenda item 1F, general debate. I would like to remind that the list of speakers for this item closed on Monday, 31st August 2026. We will therefore resume with the list of speakers at the point where we stopped yesterday. I would also like to remind the speakers, including high-level representatives, to limit their statements for the general discussion and all other agenda items to three minutes sharp. For the general discussion, all statements will be made from the lectern. Colleagues from the conference management services will provide support and escort the speakers to the lectern at the appropriate time. The first speaker on the list today is the distinguished representative of Finland, Her Excellency Ms. Nina Vaskunarti, Permanent Representative of Finland to the International Organizations in Vienna. Please, Excellency, you have the floor.

Thank you. Good morning, everybody. Distinguished Chair, Excellencies, ladies and gentlemen. First of all, let me start by congratulating you, Mr. President, on your election to lead the work of the Conference of Parties today. Mr. Chair, international criminal law is paramount in the fight against transnational crimes. Finland considers the UNTOC a prime example of working multilateralism in this field. The UNTOC is one of the most widely ratified treaties. It serves as the principal legal instrument against transnational organized crime. The UNTOC will not achieve its goals by default. The success of the convention depends on national implementation of the treaty provisions. Finland considers it appropriate to refer to the cornerstone of the law of the treaties, Vienna Convention of the Law of Treaties, and its basic rule pacta sunt servanda. Finland emphasizes that in case of eventual difficulties in implementation, reservations included, the UNDO community should assist each other. We should not attempt to exclude, but rather to work together in the spirit of collegiality. Crime is a global phenomenon which necessitates global response. Mr. Chair, Finland places high value in the UNTOC review mechanism. It is crucial for the success of the Convention. Regular assessment of the mechanism itself is necessary, considering that the review process needs to be dynamic and open to development, based on lessons learned from the past and ongoing country reviews. Continuous, prompt commitment to the mechanism is also necessary. Finland, together with Cape Verde, has recently finalized Italy's country review. We, on our side, commit to the timely completion of our own national review. Fighting against crime affecting the environment is in our common interest. A variety of measures should be employed to combat these crimes, including criminal law measures. Global commitment and cooperation are vital to tackle the manifold manifestations of this type of crime. Finland comments the efforts that have already been done. For instance, European Union's new environmental crime directive significantly strengthens criminal law measures against environmental harm. At the Council of Europe, the 1988 Convention on the Protection of the Environment through Criminal Law addresses comprehensively environmental crime in the context of climate change, pollution and biodiversity loss. However, crimes affecting the environment do not stop at state borders. They continue to cause a global challenge. Therefore, envisaging measures with global outreach is a very welcome initiative. Mr. Chair, I would like to end our intervention by welcoming the resolution L4 tabled by Brazil. I thank you, Chair.

Thank you. Next on my list is the distinguished representative of Chile, His Excellency Mr. Harry Jurgensen Rutz-Schahin, Permanent Representative of Chile to the International Organizations in Vienna. Please, you have the floor.

Thank you, President. Through you, allow me to congratulate Mr. Gabriel Orellana Ceballos following his election to presidency of this conference, reiterating Chile's full commitment to support his work. Chile aligns itself with the statement made by GRULAC, the Group of Latin American and Caribbean States, reaffirming its commitment to the United Nations Convention against Transnational Organized Crime and its three protocols. President, organized crime is today one of the greatest threats to security, to democracy, and the stability of our nations. We are facing criminal organizations which are increasingly sophisticated. They operate across borders. They diversify their illicit activities using new technologies to expand their economic power. In the face of this reality, the government of the President of the Republic of Chile, Mr. Jose Antonio Kast, has placed security and combating organized crime as its highest priorities. Under his leadership, Chile has advanced a new agenda against organized crime and terrorism aimed at strengthening criminal prosecution, migration control, and the modernization of our police forces. President Kast has established clear direction to confront determinedly criminal organizations, strengthening state institutions and safeguarding the security of our citizens. President, Chile is convinced that no country can face this threat in isolation. For this reason, We place great value in international cooperation and the work of organizations such as the UNODC and the regional mechanisms that strengthen our capacity for prevention and timely response. In this spirit, Chile promoted the Santiago Regional Commitment adopted last May, bringing together seven South American countries around concrete measures to combat transnational organized crime. On 22nd October, this Thursday, Chile will be hosting a side event together with participating countries and UNODC to present the progress and the challenges ahead of the implementation of this initiative. Mr. President, Chile reaffirms its commitment to actively contribute to international cooperation that is more effective, supported by strong institutions, concrete action, and measurable results. Because combating organized crime is not only a matter of security, it is also about defending freedom, defending the rule of law, and above all, defending steadfastly human development. Thank you very much.

Thank you. And now I have a pleasure to give the floor to Mr. Daniel Barbari, Deputy Permanent Representative of Canada to the International Organizations in Vienna. Please, you have the floor.

Mr. Vice President, Excellencies, Distinguished Delegates. More than two decades after the convention entered into force, transnational organized crime continues to evolve in scale, sophistication, and reach. Criminal organizations are increasingly leveraging digital technologies to expand transnationally and diversify across multiple criminal markets. Canada is particularly concerned by the growing prevalence of online fraud and scam centers and related forced criminality. To be better equipped to address those threats, Canada is establishing a new financial crimes agency to tackle money laundering, fraud, and other financial crimes as part of a broader national anti-fraud strategy. Addressing transnational organized crime requires a comprehensive approach and robust international cooperation. Canada strongly supports a follow-the-money approach to investigate, prosecute, and disrupt transnational organized criminal networks, holding those involved accountable, and depriving them of the proceeds of their criminal activities. Partnerships with civil society, the private sector, and affected communities remain essential to addressing evolving criminal threats. We also know the importance of taking into account the experiences and needs of victims and survivors, and trauma-informed and gender-responsive measures. We invite participants to attend Canada and the UNODC's side event on integrating a human-centered approach to strengthen criminal justice responses to human trafficking and migrant smuggling this Thursday at 1 p.m. Vice President, Canada supports efforts to enhance effectiveness and accountability within the United Nations system, including within UNODC. to enable them to discharge their mandates and support member states. At the General Assembly, Canada and partners from around the world launched the Partners for Multilateralism initiative, which seeks to reform multilateral institutions so as to make them more representative, more effective, and more worthy of the trust member states place in them. The United Nations Convention against Transnational Organized Crime has been a cornerstone of our multilateral architecture for more than 25 years now. Its foundations remain sturdy, but in view of the fast evolution of crime, we also must adapt and perfect our use of these key tools. Following on from our recent experience with the Convention's IRM, Canada encourages the adoption of specific measures to speed up the implementation of the outcomes. We are a reliable partner in combating transnational organized crime and fully signed up to the rule of law, human rights, the United Nations Charter, and effective international cooperation.

Thank you.

Thank you. And next on my list is the distinguished representative of Morocco, His Excellency Mr. Azzedine Fahran, permanent representative of Kingdom of Morocco to the international organizations in Vienna. Please, Ambassador, you have the floor.

Thank you, Mr. President. Mr. President, Excellency, distinguished delegates, allow me to congratulate you and the member of the Bureau on your election and to assure you Morocco's support. And also I would like to thank UNODC for its sustained commitment to strengthening our collective response to transnational organized crime. Mr. President, more than two decades of its adoption, the Palermo Convention is still relevant and considered as the cornerstone of the international cooperation against organized crime. It embodies fundamental convictions that I would like to share with you this morning. threats that transcend borders require collective response and shared responsibility and full respect of the rule of law. Besides, its three additional protocols addressing trafficking in persons, migrant smuggling, and illicit manufacturing and trafficking in firearms form a complementary international framework. Their implementation is interdependent and indivisible as criminal networks may harness common routes, facilitators, and financial channels. Mr. President, this conference is being held in an international context marked by protracted conflicts, institutional fragility, and rapid technological transformation. Technological developments, including digital financial services and emerging technologies, are also creating new opportunities for criminal networks to recruit victims, coordinate their activities, and hide illicit proceeds. Our response, to our view, must therefore keep pace with these evolving methods while ensuring respect of human rights, the rule of law, and fundamental freedoms. In this regard, criminal networks harness this condition to expand their reach, penetrate legitimate economics, and turn human vulnerability into profits. Indeed, corruption can therefore facilitate their operation and weaken the accountability. At the same time, trafficking and smuggling can generate resources for armed groups, including separatists and terrorist groups, while violence can protect criminal markets and perpetuate instability. These phenomena remain legally distinct and their connection vary across context. Yet, where they reinforce one another, fragmented response risk leaving intact the relationships that sustain them. At the heart of this convergence lies a profound denial of human dignity. The person becomes a commodity, vulnerability becomes a market, and fear becomes a source of power. That's why Morocco considers that our success must therefore be measured both by the networks dismantled and by the lives rebuilt. Mr. President, under the high guidance of His Majesty King Mohammed VI, Morocco contributes actively to international efforts through judicial cooperation, intelligence exchange, joint operations and capacity building. As part of this effort, and according to the Moroccan relevant authorities, Morocco dismantled many migrant smuggling networks and prevented many irregular migration attempts. At the regional level, Morocco also contributes to strengthening African capacity. By October 2025, the United Nations Office of Counter-Terrorism Programme office in Rabat, in partnership with the Kingdom, has had delivered specialized training to more than 1,000 officials from 34 African member states. This effort reflects our conviction that effective security cooperation and the protection of human life are mutually reinforcing. They also demonstrate that national actions acquire greater impact when it strengthens collective capacity and builds trust among partners. In this regard, we believe that Africa priority and expertise must be fully reflected in international cooperation efforts. Strengthening national institutions, promoting regional cooperation, and ensuring access to sustainable technical assistance are essential to building effective response adapted to the reality on the ground. No state should be left without the capacity required to contribute meaningfully to our common efforts. Mr. President, Believing in the interdependence and the indivisibility between threat and security, Morocco wishes to reiterate its proposal announced at the United Nations Crime Congress in Abu Dhabi two weeks ago, to undertake a profound reflection, collective reflection on the interdependence between organized crime, corruption, illicit trafficking, migrant smuggling, and the activity of armed groups, including terrorist groups. Morocco called for this reflection to lead to action through three priorities. The first priority, to develop a shared evidence-based understanding of this connection through reliable data, financial investigation and exchange among practitioners, particularly in the region affected by instability, including the Sahel-Sahara region. The second priority, to strengthen complementarity, in implementing the Palermo Convention and its three protocols, the United Nations against corruption, and the relevant international counterterrorism instruments, while respecting their respective mandates. This should translate into coordination investigation, strong judicial cooperation, information exchange, and asset recovery. The third priority that I would like to share with you this morning to place prevention, victim protection and capacity building at the center of our collective response. Sustainable partnership must address the vulnerability that criminal harness, support recovery and reintegration, and enable all states to participate effectively in international cooperation. Ultimately, the interdependence of threats must be matched by the coherence of our collective response. Justice creates trust. Trust makes cooperation possible, and cooperation gives our commitment practicable force and results. Let this State Party Conference contribute to transform political commitment into operational trust, operational trust into cooperation, and cooperation into concrete results. Our collective credibility will ultimately rely on our ability to translate shared principles into concrete and concerted actions and coordination actions into tangible and well-being of our citizens. Thank you.

Thank you. Next on my list is distinguished representative of Dominican Republic, Her Excellency, Ms. Angela Viguielita, Permanent Representative of Dominican Republic to International Organizations in Vienna. Please, Ambassador, you have the floor.

Muy buenos dias.

Very good morning to you all. The Dominican Republic congratulates the Presidency and thanks the Secretariat for all the efforts deployed towards the successful organization of this conference. This meeting is a wonderful opportunity to increase dialogue, share experiences, and consolidate joint responses in the face of a threat that continues evolving and affecting security, governance, and sustainable development of our nations. The government of the Dominican Republic reaffirms its commitment to the principles and the objectives of NTk. We recognize that increasingly complex and transnational nature of criminal networks requires comprehensive responses based on international cooperation, mutual legal assistance, information sharing, capacity building, and full respect for human rights and the rule of law. The Dominican Republic has continued strengthening its legal and institutional framework to prevent, investigate, and prosecute the various manifestations of transnational organized crime. These are fundamental pillars of our national commitment to deal with emerging challenges and the financial structures that sustain organized crime. Thanks to these efforts and coordinated work of the relevant institutions, the Dominican Republic has strengthened its investigative and prosecutorial mechanisms. We'd like to underscore achievements of the joint task force and the enhancement of data intelligence and analytical mechanisms which led to the dismantling of 152 criminal organizations in 2025. Furthermore, the homicide rate declined by 8.15 per 100,000 inhabitants, the lowest ever recorded, representing a decrease of almost 15% since 2024 and confirming a downward trend since 2023. In combating drug trafficking, we continue to strengthen our operations, intelligence capabilities, and information sharing with regional and international partners. Between 19 August 2020 and 20 August 2026, Actions undertaken have led to the seizure of 265,731.72 kilograms of illicit substances, including 195,027.93 kilograms confiscated domestically and 70,703.79 kilograms seized through international operations conducted with the collaboration of Dominican authorities. As for trafficking in persons and smuggling of migrants, the DR has promoted a comprehensive response based on the strengthened legal framework, protecting victims and enhancing our coordinated action with international partners. We'd like to highlight the amendment of law 13703 to align it more closely with international standards, particularly in cases involving minors and in full line with the National Action Plan against Trafficking Persons 2025-2028. We would like to highlight our links program, including El Pacto 2.0, which brings together cooperation between countries leading to the rescue of 153 victims. This has led to the advancement to tier two of the DR in international assessments on combating trafficking in persons. In criminal justice, we have considered progress registered. with support of IOM, protection and assistance pathway for children and adolescents rescued at sea, strengthening victim support mechanisms and institutional capacity have all been undertaken to prevent and combat these transnational crimes. We have also increased our capacities to deal with the use of new technologies by organized criminal groups, strengthening measures against illicit trade in falsified and adulterated medicine through the coordination among health, customs, and judicial authorities. In conclusion, the DRC reaffirms its commitment to the convention as well as the strengthening of multilateral cooperation. Thank you.

Thank you. Next on my list is distinguished representative of Costa Rica, Ms. Anna Maria Calderon Carbanzo, Minister-Counselor and Charged d'Affaires ad interim to the United Nations in Vienna. Please, you have the floor.

President, we congratulate Ambassador Gabriel Orellano following his election to presidency of this conference, as well as the members of the Bureau. I thank Ambassador Peter Buren for his leadership. Costa Rica aligns itself to the statement made by the G77 and China and GRULAC. Mr. President, transnational organized crime thrives in the gaps that we leave within and between our jurisdictions and among our legal instruments. Closing these gaps is the task of this conference. In this regard, allow me to highlight three points. First, implementing the United Nations Convention against Transnational Organized Crime and its three protocols as an integrated system, as relates to drug control, fighting corruption, and anti-money laundering is important. This is why Costa Rica is participating in the mechanism for review of the implementation of the convention, which is a useful tool for guiding technical assistance. With the support of UNODC and IOM, Costa Rica combats trafficking in persons and smuggling of migrants through the human rights-based lens, with special attention to women and girls. The 911 emergency system includes a unique system for reporting suspected cases of trafficking and ensuring immediate follow-up. We also have strengthened firearms control measures and joined regional roadmaps to combat illicit firearms trafficking. Secondly, we must equip the Convention with a specific instrument to address environmental crimes, which constitute a source of financing for transnational criminal organizations, while harming biodiversity, ecosystems, and livelihoods of communities. The Convention already applies to crimes when they meet conditions set out in Article 3. Many states, however, do not classify them as serious crimes, and there is no single instrument that sets common standards. Costa Rica, therefore, supports the development of a protocol to the convention on this matter. Thirdly, we must match the speed of criminal networks. Our states must share information swiftly streamlining mutual legal assistance and confiscate assets of illicit origin. Costa Rica signed the United Nations Convention against Cybercrime in Hanoi, reaffirming our commitment towards its prompt ratification and implementation with full respect for due process and guarantees for human rights. Lasting security with democratic institutions, prevention, and full respect for human rights. Costa Rica reiterates its support to the UNODC. Thank you very much.

Thank you. Next on my list is distinguished representative of United Arab Emirates, Mr. Abdurrahman Al Abloshi, Assistant Undersecretary for International Cooperation and Legal Affairs. Please, sir, you have the floor.

Thank you, Mr. President. Mr. President, it gives me great pleasure to extend to you my sincere congratulations on assuming the presidency of this session. We are confident that your wise leadership will contribute to the success of the conference and to strengthening international efforts aimed at combating transnational organized crime. The delegation of the UAE affirms its full readiness to cooperate with you and support your efforts to achieve the objectives of this session. Mr. President, the United Arab Emirates reaffirms its steadfast commitment to the objectives and principles of the United Nations Convention against Transnational Organized Crime. and its conviction that international cooperation constitutes a fundamental pillar in addressing growing security and criminal challenges. Organized crime today is no longer confined within the borders of any single state. Its networks now extend across multiple jurisdictions, exploiting technological developments and differences between legal systems to transfer funds, assets, and evidence, and to conduct illicit activities. Accordingly, The UAE believes that transnational organized crime cannot be effectively addressed through national efforts alone. Rather, it requires a collective international response based on effective coordination, the exchange of information and expertise, and strengthened mutual trust and transparency among states. Mr. President, in this context, the UAE takes pride in the success of the 15th United Nations Congress on Crime Prevention and Criminal Justice hosted by Abu Dhabi from 26 September to the 1st of October 2026. The Congress witnessed broad international participation and constructive dialogue that contributed to strengthening international efforts in crime prevention, criminal justice and the rule of law. We are also proud of the adoption of the Abu Dhabi Declaration as one of the principal outcomes of the Congress. and a strategic framework to guide international efforts in crime prevention, criminal justice, and the strengthening of the rule of law over the next five years. We consider it important to translate these commitments into practical measures and initiatives that protect societies, prevent perpetrators from escaping justice, strengthen international cooperation, and contribute to building justice systems that are more efficient and responsive to future challenges. Mr. President, The UAE attaches the utmost importance to strengthening international judicial cooperation as one of the fundamental pillars in combating organized crime, money laundering, and terrorist financing, and in ensuring that national borders or differences between legal systems are not exploited to evade justice. In this regard, the country has continued to develop its legislative and institutional framework and expand its network of international judicial cooperation agreements. It has concluded more than 140 bilateral agreements with 53 countries in the field of international judicial cooperation, in addition to acceding to 16 multilateral and regional conventions. These arrangements strengthen cooperation in extradition, mutual legal assistance, and the tracing and recovery of funds and assets derived from crime. The UAE believes that effective international judicial cooperation depends not only on agreements and legislation, but also on building mutual trust among states, strengthening direct communication between central authorities, facilitating the exchange of information and the execution of requests, and finding practical solutions to challenges arising from differences in legal systems and judicial procedures. This reflects the expanding scope of judicial cooperation and the strengthening of international partnerships. The country also continues to enhance its cooperation with Interpol and UNODC, as well as other specialized international and regional organizations and mechanisms. thereby supporting the exchange of expertise, capacity building, and enhanced coordination in confronting various forms of organized crime. The UAE reaffirms its commitment to further developing mechanisms for international judicial cooperation, especially in extradition, mutual legal assistance, and the tracing, freezing, confiscation, and recovery of criminal funds and assets, while fully upholding the rule of law and respecting judicial procedures and safeguards. Mr. President, The rapid development of technology and the emergence of new and increasingly sophisticated forms of crime require us to continue modernizing our tools and approaches to preventing and combating crime. Criminal networks have come to exploit modern technologies, cryptocurrencies, and digital platforms to carry out illicit activities and conceal their proceeds. This makes it necessary to strengthen the capabilities of law enforcement agencies and harness innovation and technology in support of national and international efforts. Accordingly, the UAE continues to invest in innovative technological solutions, including artificial intelligence applications and digital tools, to enhance the effectiveness of law enforcement agencies and strengthen their capacity to confront emerging criminal threats. One prominent example of these efforts is the AI for Safer Children initiative, launched through a partnership between the UAE Ministry of Interior and the United Nations Interregional Crime and Justice Research Institute. with the aim of harnessing AI technologies to support efforts to combat the online exploitation and abuse of children and strengthen law enforcement capabilities in this field. In response to the alarming rise in digital fraud, the UAE led a specialized cross-border security operation over a three-month period in coordination with its international partners, targeting the organized criminal networks behind these crimes, dismantling their infrastructure, and disrupting their sources of financing. Mr. President, Trafficking in persons, migrant smuggling, and the exploitation of children sexually continue to pose serious challenges and require a coordinated and comprehensive international response. The UAE has been committed to developing its national legislation to combat trafficking in persons and strengthening its partnerships with states and international organizations. in order to confront and dismantle criminal networks involved in these crimes. The country also stresses the importance of adopting a victim-centered approach to combating these offenses, ensuring that victims are protected and provided with the necessary support, while at the same time strengthening cooperation between law enforcement agencies and judicial authorities. Mr. President, The UAE is also devoting increasing attention to crimes that affect the environment, including the illicit trafficking of wildlife, natural resources, and waste. Such activities have developed into a parallel criminal economy that generates substantial proceeds for organized networks, while causing devastating harm to ecosystems and the stability of communities. The UAE stresses the need to confront these crimes with the same determination applied to other forms of organized crime and to strengthen international cooperation in prosecuting their perpetrators and tracing and confiscating their proceeds. Mr. President, recognizing the close nexus between organized crime and illicit financial flows, the UAE has taken proactive steps to strengthen its national framework for combating money laundering and terrorist financing. These efforts have included strengthening the capabilities of FIUs, developing systems and mechanisms for analyzing and monitoring suspicious financial transactions, and continuing cooperation with international partners and UNODC in this field. The UAE also pays particular attention to those most affected by organized crime, especially women, children, and other vulnerable groups. the UAE seeks to take their needs into account in its criminal justice policies and strategies thereby strengthening victim protection and ensuring access to the necessary support in this context Mr. President the UAE stresses the importance of strengthening women's leadership and active participation in crime prevention and crim and criminal justice efforts based on the conviction that building inclusive and effective Justice systems requires the participation of all segments of society the UAE also recognizes the importance of capacity building and technical assistance, especially for states and regions most affected by organized crime. The UAE has contributed to supporting a number of international initiatives aimed at providing financial, logistical, and training assistance, thereby strengthening the capabilities of judicial and law enforcement authorities to address growing criminal challenges. Mr. President, in closing, the UAE once again reaffirms its steadfast commitment to the objectives of the UN Convention against Transnational Organized Crime. and its determination to continue working with all international partners to strengthen judicial and security cooperation, exchange expertise, build capacities, and harness innovation and technology in confronting organized crime. We also renew our call to continue building on the international momentum generated by the 15th UN Congress on Crime Prevention and Criminal Justice and to work together to implement practical measures that achieve a tangible impact on the ground, recognizing that effective justice requires international cooperation founded on trust, shared responsibility, and respect for the rule of law. Thank you, Mr. President.

Thank you. Next on my list is the distinguished representative of Jordan, His Excellency Mr. Mohammed Hindawi, Permanent Representative to the International Organizations in Vienna. Ambassador, please, you have the floor.

Thank you, dear brother.

Sayed al-Rais.

Mr. President, my delegation aligns itself with the statement delivered by the Group of 77 and China and the Asia-Pacific Group, and wishes to add the following remarks in our national capacity. We extend our congratulations to His Excellency the Ambassador of Guatemala on his election as President of the Conference, and we assure him of our support for the success of this session. We would also like to thank the Secretariat and UNODC for their efforts in supporting States Parties and strengthening international cooperation in combating transnational organized crime. I reiterate the commitment of the Hashemite Kingdom of Jordan to the convention as the principal international framework for addressing this crime. Mr. President, our session is taking place against a backdrop of interconnected security challenges in which criminal networks exploit conflict and instability to expand their activities, develop their methods, and enhance their ability to operate across borders. The impact of these activities goes beyond threats to security. They undermine institutions and national economies, impede development, and expose the most vulnerable groups to exploitation. Jordan faces direct challenges arising from drug trafficking, especially the trafficking of synthetic drugs, and the associated activities of organized criminal networks. Protecting the Kingdom's borders from such activities is a national priority, while the efforts undertaken in this regard contribute to safeguarding the security and stability of the region. Jordan stresses that tackling these networks requires effective cooperation among countries of origin, transit, and destination, targeting the organizers and financiers of trafficking operations, and strengthening information exchange and coordination among competent authorities. Jordan also emphasizes the importance of supporting the capacities of states that bear increasing burdens in combating cross-border trafficking. Jordan hosted in July of 2026 a regional meeting on combating synthetic drugs in cooperation with UNODC. and Naif Arab University for Security Sciences in Saudi Arabia in order to support the exchange of expertise and experiences and developing national, regional, and international responses. The Kingdom continues its efforts to tackle trafficking in persons based on the national strategy for 2024-2027, which is based on protection, prevention, prosecution, partnership, and international cooperation, we believe that the effectiveness of these efforts requires us to identify victims, ensure their dignity, and provide them with protection, as well as prosecuting perpetrators. Jordan believes that the effective implementation of the Convention requires strengthened international and judicial cooperation and law enforcement cooperation, as well as mutual legal assistance and direct communication channels between competent authorities to accelerate response and prevent impunity. We believe that countering crime requires the need to stem its sources of finance by the exchange of financial information in line with the convention and national legislation. In light of the evolving criminal methods, there is a need to strengthen specialized capacities to counter the use of technology for criminal purposes, enhance the effectiveness of digital investigations, and develop mechanisms for preserving and exchanging electronic evidence in line with the law, while respecting human rights and ensuring the necessary safeguards for the protection of personal data. Jordan believes that supporting these efforts requires the provision of sustainable technical assistance that responds to the needs of states and their national priorities, thereby enabling national institutions to keep pace with evolving threats and address them effectively. Mr. President, Jordan supports an effective and comprehensive mechanism for the review of implementation that contributes to identifying needs and gaps, exchanging good practices, and translating review outcomes into practical capacity-building programs. Jordan also emphasizes the importance of strengthening prevention through investment in young people, raising community awareness, expanding partnerships with relevant stakeholders, and protecting persons vulnerable to exploitation or recruitment by criminal networks. In closing, the Hashemite Kingdom of Jordan reaffirms its commitment to continuing its work with States Parties and UNODC to strengthen implementation of the Convention and to translate our shared commitments into tangible measures that protect our societies, uphold human dignity, and support security and development. Thank you, Mr. President.

Thank you. Next on my list is the distinguished representative of Afghanistan, Her Excellency Ms. Manijeh Bahtari, Permanent Representative to the International Organizations in Vienna. Please, Ambassador, you have the floor.

Mr. President, I have the honor to congratulate you on your election as President of 13th Session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime. Please be assured of our full support and cooperation throughout your presidency. We also extend our appreciation to the outgoing president and the members of the Bureau for their leadership and commitment during the past two years. We warmly welcome Ms. Monica Joma as Executive Director of UNODC and wish her every success in her new role. We also thank the Secretariat for its excellent preparation for this session and its continued efforts to strengthen international cooperation against transnational organized crime. Mr. President, transnational organized crime poses a serious threat to international peace, security, sustainable development, and the rule of law. Criminal networks exploit institutional weaknesses, emerging technologies, and illicit financial systems, undermining stability, human rights, and legitimate economies. Speaking in the interest of the people of Afghanistan, I reaffirm our commitment to the objectives and principles of UNTOC and its protocols. effective implementation of the Convention requires a strengthened international cooperation, information sharing and accountable criminal justice institutions. Afghanistan continues to face serious challenges from the interconnected threats to transitional organized crime, drug trafficking, trafficking in persons, migrant smuggling, arms trafficking, and terrorism. The presence and activities of terrorist and extremist organizations raise serious concerns for regional and international security. Their links to organized criminal networks and illicit financial flows create risks extending far beyond Afghanistan's borders. The evolving illicit drug economy, particularly the emergence of synthetic drugs such as methamphetamine, presents further challenges requiring stronger regional cooperation, effective border management, and coordinated international action. Meanwhile, the collapse of accountable institutions and the absence of an independent judiciary under the Taliban rule have severely undermined efforts to combat organized crime effectively. We must also recognize the human dimension of organized crime. Poverty, displacement, unemployment, and erosion of fundamental rights have increased the vulnerability of millions of people in Afghanistan to trafficking, exploitation, and criminal recruitment. The systematic exclusion of women and girls from education, employment, and public life has further deepened economic insecurity and dependence, exposing them to heightened risk of exploitation, trafficking, and forced marriage. These realities demonstrate that combating transitional organized crime cannot be separated from the protection of human rights, the promotion of inclusive development, and the restoration of the rule of law. And the national cooperation against organized crime must therefore remain firmly grounded in international law and must not be used to confer political legitimacy upon the Taliban. Effective cooperation requires accountability, transparency, and respect for the fundamental rights of the people of Afghanistan. Mr. President, combating transitional organized crime requires strong international cooperation, effective implementation of the UNTOC and its protocols, and action against the conditions that enable criminal networks to flourish. The people of Afghanistan deserve peace, security, justice, and dignity. We reaffirm our commitment to principled multilateral cooperation, the rule of law, and the protection of fundamental human rights. Thank you, Mr. President.

Thank you. Next on my list is distinguished representative of Algeria, His Excellency Mr. Rachid Bledhane, Permanent Representative of Algeria to International Organizations in Vienna. Please, Ambassador, you have the floor.

At the outset, Mr. President, my delegation wishes to extend to you and to the distinguished members of your Bureau our warmest congratulations on your election. We also thank His Excellency Ambassador Peter Borian for his outstanding leadership during the previous session. We wish to commend the efforts of the UNODC and its Executive Director, Ms. Monica Juma, aimed at strengthening multilateralism against transnational organized crime, as well as the Secretariat for its excellent preparation of this session. My delegation aligns itself with the statements delivered by the Group of 77 and China and the African Group and wishes to deliver the following statement in its national capacity. Mr. President, our conference convenes amid highly complex international circumstances which have undermine the security and stability of states, particularly in light of the digital revolution and emerging technologies that have provided new momentum to transnational organized crime. And against these evolving and intractable challenges, Algeria emphasizes that a sustainable response to transnational organized crime requires joint action by all stakeholders within an approach grounded in addressing the root causes alongside the strengthening of institutional capacities through legal and security-based tools. We further affirm that the UNTOC and its supplementary protocols are the cornerstone of global cooperation in combating transnational organized crime, while respecting the principles of national sovereignty, non-interference, and shared responsibility. To this end, strengthening international cooperation is of paramount importance, particularly through supporting developing countries in building their capacities and providing them with the necessary technical assistance. including enabling their access to appropriate and effective technologies and technical tools, thereby enhancing their ability to counter criminal networks operating across national borders. In this context, Algeria, which has on numerous occasions called for strengthening international cooperation on asset recovery, reaffirms the need to intensify joint efforts to overcome the obstacles and challenges hindering effective international cooperation in this field. Algeria also commends the positions of friendly states that have expressed their willingness to cooperate to this regard. Mr. President, corruption and illicit financial flows drain the vital resources of developing countries. My country, therefore, renews its call upon the international community to streamline legal assistance, eliminate safe havens for corrupt assets, and expedite the unconditional return of smuggled or stolen assets to their countries of origins in accordance with international obligations. Furthermore, the dangerous nexus linking transnational organized criminal groups with arms traffickers and terrorism constitutes an existential threat to international peace and security, particularly in the Sahel region. In this regard, Algeria, which has been at the forefront of the fight against terrorism and extremism, stresses the need to dismantle the financial networks, drug trafficking gangs, and arms smuggling corridors that fuel terrorist groups in the region. Mr. President, We meet today as the humanitarian tragedy continues in the occupied Palestinian territories, in particularly the ongoing systematic plunder of Palestinian resources, including individuals' property and financial assets, matters that lie at the heart of our deliberations. While condemning these crimes and this systematic plunder, Algeria stresses that this situation must not become a normalized feature. and that addressing these crimes, which constitute a flagrant violation of international instruments, is the moral obligation incumbent upon all parties. Thank you for your kind attention.

Thank you. Next on my list is distinguished representative of State of Palestine, Ms. Rola Afifi, Deputy Permanent Observer of the State of Palestine to the international organizations in Vienna. Please, you have the floor.

Thank you, Mr. President. On behalf of the State of Palestine, allow me to congratulate the President for his election, as well as the other members of the Bureau. Also, I would like to take this opportunity to thank the outgoing President and his team for their leadership during the conference for the past two years. Mr. President, the State of Palestine aligns itself with the statements of the Group of 77 and China, as well as the Asia-Pacific Group, and would like to make the following remarks in its national capacity. As we gather here today to work for a safer and more just world, Israel, the occupying power, continues to commit genocidal acts with the specific intent to destroy in whole or part the Palestinian people in Gaza, according to the findings of the United Nations Independent International Commission of Inquiry. The genocide in Gaza cannot be separated from Israel's broader violations and crimes throughout the occupied Palestinian territory. In the occupied West Bank, including East Jerusalem, Israel, the occupying power, continues its unlawful occupation, illegal settlement enterprise, annexation measures, unlawful killings, arbitrary detention, home demolitions, land confiscations, forcible displacements, and settlers' terrorism, which has become increasingly organized and armed and frequently operates under the protection, acquiescence, or support of Israeli occupation forces. Mr. President, the State of Palestine has, since its accession to the United Nations Convention against Transnational Organized Crime, made significant progress in implementing the Convention, particularly in the fields of combating money laundering and asset recovery. However, Due to the impediments imposed by the Israeli illegal colonial occupation, such as its control over international crossings and borders and its unilateral coercive measures, the State of Palestine, as a State Party to the Convention, continues to face major challenges in combating transnational crime, especially crimes related to drugs and psychotropic substances and crimes of human trafficking, especially women and children, which contribute to the prevalence of these crimes. Mr. President, The State of Palestine highly values the pivotal role of the United Nations Convention against Transnational Organized Crime, which we consider to be not only a legal framework, but also a commitment to defending human rights and combating the scourge of organized crime in a comprehensive and impartial manner. In this regard, the State of Palestine expresses its deep concern over the remarks made by the head of the counterterrorism branch at the United Office of Drugs and Crimes in the UNODC, Mr. Roberto Arbitrio, at the political event of the 26th Shabtai Shavit World Summit on Counterterrorism held in Reichman University in Israel. And we considered that these remarks were one-sided and ignored completely the atrocities committed by Israel, the occupying power, in the occupied Palestinian territory. And that these remarks, they are most importantly question the neutrality of the UNODC. We would like to recall here the countless horrible crimes committed by Israel against the state of Palestine and its people, including, but not limited to, the genocide in Gaza, where children are being burned alive, and women and mothers are being exposed to femicide, not to mention the Israeli settler terrorism in the West Bank against the people, Palestinian land, agriculture and livelihoods. In conclusion, we reiterate the State of Palestine's full engagement in implementing the Convention, and we stress that more efforts should be done to address crimes that are committed in the context of armed conflict and territories under occupation. Thank you, Mr. President.

Thank you. And next on my list is distinguished representative of Nigeria, Her Excellency, Ms. Fatima Florence Ajimobi, Permanent Representative to the International Organizations in Vienna. Please, Ambassador, you have the floor.

Thank you, Mr. President. Mr. President. On behalf of my delegation, I congratulate you on your election as President of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, UNCOP. We are confident that under your able leadership, this session will achieve meaningful outcomes. We also congratulate Her Excellency, Ms. Monica Juma, on the amiable work she's doing as Director General of UNOV and Executive Director of UNODC. Nigeria aligns itself with the statements delivered on behalf of the Group of 77 and China as well as the African group, and reaffirms its commitment to implementing ONTOC as a principal framework for international cooperation to prevent and combat transnational organized crime, strengthen criminal justice responses in accordance with the rule of law and human rights, and promote capacity building and technical assistance. We remain concerned about evolving and interconnected threats, including trafficking in persons, smuggling of migrants, illicit firearms trafficking, crimes that affect the environment, and terrorism. Despite progress in implementing the Convention, these activities continue to threaten security and undermine institutions. Nigeria's commitment is reflected in the launch in August of its National Strategy for Combating Organized Crime 2027 to 2031. This strategy adopts a whole of government and whole of society approach. It provides a practical framework to prevent, detect, investigate, and prosecute organized crime and dismantle criminal groups operating within and across Nigeria's border. It is in this spirit that we have collaborated with UNODC to host a side event today at 1:00 PM at M7 to share experiences, learn lessons, and explore how enhanced coordination, accountability, and regional cooperation can deliver tangible results. We invite all delegations to attend this event. Mr. President, human trafficking remains a serious transnational threat, and Nigeria continues to strengthen its response through the National Agency for the Prohibition of Trafficking in Persons. Over the past three years, the achievements recorded include the development and implementation of key policies and standard operating procedures. nationwide awareness campaigns targeted at the grassroots, the rescue, rehabilitation, and reintegration of over 5,400 trafficking victims and 597 survivors of violence against persons, as well as the investigation and prosecution of 168 persons, resulting in 26 convictions. on migrant smuggling, Nigeria recognizes the criminal networks increasingly exploit lawful travel channels as well as irregular border crossing. In 2025, the Nigerian Immigration Service and the Ministry of Interior adopted a technology-driven, intelligence-led strategy that has significantly enhanced early detection at major international terminals. Nigeria continues to strengthen border security and intelligence, dismantle smuggling networks, prosecute offenders, and protect migrants, particularly women and children. Also, we recognize the serious impact of illicit firearms trafficking on organized crime and cross-border insecurity. Our national authorities recently launched a regional small arms and light weapons identification and tracing simulation program in Abuja, bringing together stakeholders from 12 African countries. The initiative strengthens law enforcement capacity to trace weapons, analyze supply routes, and identify illicit financial networks with the aim of dismantling criminal syndicates at their source. Nigeria is intensifying efforts to address crimes that affect the environment, including illegal mining, illicit mineral trafficking, crude oil theft, illegal logging, wildlife crime, and pollution-related offenses. Given their growth links to organized criminal networks and insecurity, these challenges require stronger international cooperation, technology transfer, and sustained technical assistance, particularly for developing countries. The increasing use of information and communication technologies by criminal networks presents additional challenges for prevention, investigation and prosecution. Accordingly, my delegation wishes to emphasize the importance of timely information sharing, digital forensics, electronic evidence, and effective cooperation among law enforcement authorities. Mr. President, Niger underscores the need for the full implementation of the Convention and its protocols, including through the implementation review mechanism and wishes to emphasize one, that sharing experiences, good practices and implementation challenges can strengthen national responses and identify areas requiring further assistance. to the importance of effective international cooperation through extradition, mutual legal assistance, joint investigation, information sharing, and the identification, freezing, and confiscation of proceeds from crime consistent with the domestic law and international obligation, and four, the importance of accessible needs-based technical assistance and sustained capacity building to enable developing countries to prevent, detect and effectively combat transnational organized crime. In conclusion, as we reaffirm our commitment to constructive engagement at this 13th session, we call for renewed collective efforts to strengthen implementation of the Convention and its protocols, deepen international cooperation, and ensure that responses to transnational organized crime remain effective, inclusive, and consistent with human rights and the rule of law. I thank you, Mr. President.

Thank you. Next on my list is Distinguished Representative of Spain, Her Excellency Ms. Maria Sebastian de Erice, Permanent Representative to the International Organizations in Vienna. Please, Ambassador, you have the floor.

Thank you, President. Spain aligns itself to the statement made by the European Union and its member states and would like to make the following remarks in its national capacity. Transnational organized crime poses a growing threat to security, the rule of law, human rights and sustainable development. Its prevention and combating it are therefore essential to advance the implementation of Agenda 2030. In this context, Spain reaffirms its commitment to the Palermo Convention and its protocols recognizing the fundamental work by UNODC to promote its effective implementation. We reiterate our support for the mechanism for the review of implementation of the convention and welcome all initiatives aimed at improving its efficiency and effectiveness. Spain continues to strengthen its response to organized crime through a comprehensive approach based on prevention, criminal prosecution, international cooperation, and victim protection. Our National Strategy against Organized Crime and Serious Crime 2025 reflects this approach, placing emphasis on anticipating threats, dismantling criminal structures, and recovering economic proceeds of crime. Spain's experience in combating maritime drug trafficking demonstrates that it is not enough to intercept illicit substances. It is necessary to take action against the means and services that sustain criminal activities. In this vein, Spain has established a specific legal framework for high speed vessels used by criminal organizations, allowing their seizure even before they are employed to transport illicit goods. Another key priority is asset recovery. This is essential to prevent criminal profits from being reinvested in further illicit activities. Spain places emphasis on interagency and international cooperation to ensure effective recovery of assets derived from criminal conduct, thereby depriving organized crime of its profits. We pay special attention in combating environmental crimes, they are a growing threat to biodiversity, natural resources, public health and sustainable development. The transnational nature and the link to organized crime require a more ambitious and coordinated international response. For this reason, Spain welcomes the resolution proposing the establishment of an ad hoc committee tasked with drafting an additional protocol to the Palermo Convention to address environmental crimes. As for trafficking in persons, Spain is strengthening its specialization of judges and prosecutors, convinced that an effective criminal justice system response must be accompanied by effective victim protection. We have also enhanced procedural safeguards. Within the implementation of the Convention, Spain chaired the 16th session of the Working Group on Trafficking in Persons. which adopted practical and concrete recommendations to address human trafficking in today's changing and complex environment. We are convinced that protecting victims is not only a human right obligation, it also contributes to a more effective criminal justice response. Mr. President, allow me to conclude by highlighting two cross-cutting priorities that guide Spain's work within the new ODC. The first being gender equality and empowerment of all women and girls. Gender inequalities can increase vulnerability to exploitation, limiting access to protection and justice. For this reason, we advocate the systematic integration of the gender perspective in prevention and criminal justice policies. For Spain, a gender perspective is not an additional consideration, but an essential component of an effective response to transnational organized crime. The second is equal access to justice for all. Nobody should be left behind in the protection of their rights, especially victims and those in vulnerable situations. Accessible, effective, affordable and non-discriminatory justice is essential for combating impunity and strengthening trust in our institutions. Both priorities are fundamental to build more just, secure, and inclusive societies and to fulfill the obligations arising from the Palermo Convention. Thank you very much, President.

Thank you. Next on my list is the distinguished representative of Portugal, His Excellency Mr. Jorge Silva Lopes, Permanent Representative to the International Organizations in Vienna. Ambassador, please come forward.

Thank you, Mr. President. Mr. President, Your Excellencies, Portugal fully aligns itself with the statement by the European Union and wishes to make the following remarks in its national capacity. Portugal reaffirms its strong commitment to the United Nations Convention against transnational organized crime and its protocols. 26 years have passed since the international community gathered in Palermo in December 2000 to open the convention for signature. What began in Palermo as a collective response to an increasingly transnational criminal threat has developed into a comprehensive international framework for preventing and combating organized crime. Portugal was among the states that signed the convention in Palermo 26 years ago and subsequently ratified its three protocols. Portugal is committed to translating these international commitments into concrete measures. We have developed a comprehensive legal and institutional framework to prevent and combat organized crime, including investigative tools, financial investigations, and the seizure and confiscation of criminal assets. We are implementing an anti-corruption agenda and strengthening the institutional capacity of the national anti-corruption mechanism, an independent public body mandated to promote transparency and integrity in public life and to ensure effectiveness of corruption prevention policies. Regarding trafficking in persons, Portugal has adopted a comprehensive national strategy combining prevention and protection of victims and criminal prosecution. Our current national action plan against trafficking in human beings for 2025-27 sets out a comprehensive range of measures and strengthens cooperation between law enforcement authorities, the judiciary, migration and labour authorities, as well as civil society. On smuggling of migrants, our response combines border management, criminal investigation and international cooperation, with particular attention to the links between migrant smuggling by sea, trafficking in persons and other forms of organised crime. Portugal also remains committed to combating the illicit manufacturing of and trafficking in firearms. Our national framework provides for strict controls over the manufacture, possession, transfer and circulation of firearms and ammunition, as well as enhancing investigative measures. When it comes to drugs, Portugal combines a strong response against trafficking and organized criminal networks with prevention, treatment, harm reduction and social reintegration. The human dimension must not be forgotten. Our national experience demonstrates that addressing drug use through health and social policies can coexist with a firm criminal justice response to trafficking and organized crime. We work closely with key partners, including the Maritime Analysis and Operations Centre Narcotics, tackling drug trafficking at sea, and the European Drug Agency, EUDA, both based in Lisbon. Lastly, Portugal invests in international cooperation and sharing of expertise with partner countries, including in the Portuguese-speaking community, CPLP, in key areas relevant to the Convention. Mr. President, Excellencies, today, organized crime is increasingly complex and interconnected. Drug trafficking, trafficking in persons, migrant smuggling, firearms, as well as money laundering and cybercrime form part of the same criminal ecosystem. We commend the UNODC's Executive Director, Monica Juma, for her efforts in pursuing an integrated approach to drugs and crime, including cybercrime and counter-terrorism. At the same time, Portugal encourages the UNODC and other international organizations, as well as all member states, to include a gender-responsive approach to the prevention and investigation of organized crime and to the protection of victims in all circumstances, including in the context of organized crime and terrorist attacks, as these are often interconnected. As we look back at the progress made since Palermo, much has been done on paper and on the ground, yet much needs to be done. Portugal places great importance in the UNTOC implementation review mechanism and welcomes the progress achieved so far. We encourage all States Parties to remain constructively engaged and to advance the review process, ensuring that it delivers tangible results, strengthens international cooperation and contributes to the effective implementation of the Convention and its protocols. Our collective objective must therefore remain clear: to disrupt criminal networks, dismantle their financial structures, and to protect the victims while ensuring that there are no safe havens for those who profit from transnational organized crime. Portugal stands ready to continue contributing to this effort and to the effective implementation of the Convention and its protocols. Thank you, Mr. President.

Thank you. Next on my list is distinguished representative of Nepal, Mr. Andra De Kaphle, Joint Secretary, Ministry of Home Affairs of Nepal. Please, you have the floor.

Mr. President, Excellencies, distinguished delegates, ladies and gentlemen. It is a distinct honor to address the 13th session of the Conference of Parties to the ONTUC on behalf of the Government of Nepal. Today, we don't merely reaffirm a place. We stand in solidarity with the global community to uphold the spirit of this convention and its protocols, recognizing that transnational organized crime is a serious threat that demands a unified and unwavering response. To translate our international obligation into tangible action, Nepal has methodically fortified its legal, institutional, and policy architecture. We have established a robust statutory bedrock anchored by the Organized Crime Prevention Act, the Human Trafficking and Transportation Control Act, and comprehensive framework for mutual legal assistance and extradition. Together, these instruments empower our justice system to criminalize offenses, pursue rigorous investigations, prosecute offenders, and facilitate seamless cross-border cooperation. Furthermore, we recognize that to dismantle criminal networks, we must target their lifeblood, illicit finances. To this end, Nepal has institutionalized stringent and anti-modeling measures and SS configuration protocols. We we have mobilized specialized law enforcement agencies to untangle and disrupt the complex intersecting web of illicit financing flows, drug trafficking, and the smuggling of migrants. At the operational level, securing our nation requires both vigilance and compassion. We are continuously enhancing our border controls while placing human dignity at the center of our response to dedicated victim identification and protection programs. Because organized crime respect no borders, our defense cannot either. Thus, we are actively depending our intelligence sharing and operational cooperation with neighboring states and international partners. This journey of continuous improvement thrives on transparency and constructive dialogue. Nepal has enthusiastically engaged in the On-Talk review mechanism, utilizing it as a vital tool for self-assessment and growth. In this spirit, we extend our deepest appreciation to the Secretariat and our reviewing States, Vietnam and Saint Lucia, for their invaluable collaboration, which reflects our shared commitment to mutual progress. Despite these steps, we remain clear-eyed about the hurdles that lie ahead. As criminal syndicates adopt and exploit new frontiers, our institutions must evolve with them. We face ongoing challenges in strengthening our institutional capacity, adapting to sophisticated, emerging forms of crime, and ensuring that the laws on our books translate effectively into justice on the ground. To bridge the gap between our current capabilities and our ultimate goals, Nepal places immense value on technical assistance, targeted capacity building, and robust international cooperation. We cannot fight tomorrow's crime with yesterday's tools, and no nation can succeed in isolation. Nepal stands firmly ready to collaborate with the UNODC and all State Parties to transform our sheer commitments into a safer, more resilient, and just future for all. Thank you, and namaste.

Thank you. Next on my list is the distinguished representative of Malta, Her Excellency Ms. Francesca Camilleri Wettiger, Permanent Representative to the International Organizations in Vienna. Please, Ambassador, you have the floor.

Thank you, Mr. President. Malta aligns itself with the statement of the European Union and would like to deliver some additional remarks in its national capacity. At the outset, we would like to extend our sincere congratulations to His Excellency Gabriel Orellana Zabalza on his appointment as President of the 13th session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, and assure him of our full support throughout his presidency. We would like to also take this opportunity to extend our gratitude to the outgoing President, His Excellency Peter Borian, and congratulate him for a successful presidency. Mr. President, organized crime is evolving at an unprecedented pace, exploiting emerging technologies and systemic vulnerabilities to transcend borders and deepen its reach. Our response must therefore evolve just as decisively. 26 years on, the Palermo Convention remains indispensable, but its strength ultimately rests on our collective resolve to turn its commitments into concrete action against the threats of today. Since the last session of the Conference of the Parties of the UNTOC, Malta has continued to strengthen its response through targeted operations, intelligence-led policing, and closer coordination. Recent operations included the seizure of 146 kilograms of suspected cocaine at the Malta Freeport and more than 28 kilograms of suspected heroin and cocaine in further operations, resulting in several arrests. Tackling organized crime also means depriving criminal networks of their proceeds. Malta's non-conviction-based confiscation framework enables the recovery of proceeds linked to specified serious offences, where criminal conviction cannot be secured, subject to legal safeguards. This is complemented by strengthened asset recovery capabilities and cooperation between law enforcement and financial authorities, guided by the follow-the-money principle. Malta also continues to invest in prevention. The Malta Police Force's Corporate Strategy 2025-2030 prioritizes intelligence-led investigations, while the National Strategy and Action Plan against Human Trafficking 2024-2030 strengthens prevention, early victim identification, prosecution, and victim protection. Malta has also strengthened the prosecution of drug-related crimes, with responsibility for all drug-related offences transferred to the Office of the Attorney General and a dedicated team established to handle all such cases. This reform enhances specialisation and institutional capacity to tackle drug trafficking and related organised crime. More broadly, Malta places a strong focus on prevention, public engagement and proactive enforcement, recognizing that resilient and secure societies depend on protecting those most vulnerable to crime and exploitation. This includes continued investment in child-centered policing, stronger victim support and child protection mechanisms, as well as closer cooperation between the competent authorities to deliver a more victim-focused response. Malta also values the important engagement of civil society for its role in raising awareness, supporting victims and strengthening community resilience. Mr. President, transnational organized crime cannot be confronted by any state alone. As an island nation at the crossroads of the Mediterranean, Malta recognizes the vital importance of sustained international cooperation. We therefore are pleased to invite you to our side event entitled "From Threats to Action: Strengthening International Cooperation Against Emerging Forms of Transnational Organized Crime" that will take place later today at 1 o'clock in room M5, where we hope to see many delegations represented. In conclusion, Malta reaffirms its unwavering commitment to the Palermo Convention and firm support in advancing multilateral efforts against transnational organized crime. Only through firm resolve and concerted international action can we stay ahead of increasingly sophisticated transnational criminal networks, disrupt their operations, and ultimately dismantle them. I thank you.

Thank you. Next on my list is distinguished representative of Netherlands, His Excellency Mr. Peter Portman, Permanent Representative to the International Organizations in Vienna. Please, Ambassador, you have the floor.

Thank you, Mr. Chairman. It's always a pleasure to see you in the chair. Distinguished delegates, the Kingdom of the Netherlands fully aligns itself with the statement delivered by Ambassador Hollegaat on behalf of the European Union and its Member States and wishes to add the following in its national capacity. And through you, Mr. Chairman, I would like to congratulate the Chairman on his election and assure you, him and the Bureau of our full support. Chair, the Kingdom of the Netherlands reaffirms its full commitment to the UN Convention against Transnational Organized Crime and its protocols. We welcome the continued focus on the converging threats of organized crime. Criminal phenomena reinforce each other. Illicit drug markets generate fast proceeds. Corruption enables criminal supply chains to function. and organized criminal groups deploy violence and intimidation to protect their interests. Addressing these links in an integrated manner is essential to protect our societies and the rule of law. I would like to highlight a few topics. First, we must protect our children and young people. Criminal networks increasingly recruit and exploit minors as couriers, lookouts, online facilitators, and enforcers. They target vulnerable youth through social media, gaming platforms, and in neighborhoods where prospects seem limited. The Kingdom of the Netherlands is acting at home and partnering abroad to disrupt this recruitment pipeline. We invest in prevention, education, and community resilience. We work with platforms and telecom providers to counter grooming for crime online. and we strengthen early intervention and exit pathways for at-risk youth. We encourage the Conference to share good practices, develop guidance on prevention of recruitment of minors by organized crime, and promote public-private partnerships that make online spaces safer. The availability of illicit firearms is a significant and growing problem. The Kingdom of the Netherlands regards the Firearms Protocol as an essential legal foundation for combating cross-border crime and illicit firearms trafficking. The Protocol is the only international treaty that criminalizes the illicit manufacturing of and trafficking in firearms at the global level. Proper, full implementation prevents smuggling, strengthens accountability, and protects lives. Last but not least, transnational environmental offences, such as illegal waste trafficking, wildlife crime, illegal logging and mining, and pollution crime, cause severe harm to human health, biodiversity, climate, and the rule of law. They are attractive to organized crime due to the high profits and relatively low risks, and they often intersect with corruption, fraud, and document crime. Looking ahead, the Kingdom of the Netherlands supports a practical COP agenda focused on implementation, peer learning under the review mechanism, concrete and stronger cross-convention synergies to disrupt criminal ecosystems. We also see value in fostering innovation, responsible use of new technologies for lawful evidence collection, secure information sharing and tracing and partnerships with industry, academia, and civil society to stay ahead of criminal adaptation. Finally, we reaffirm our readiness to work with all regions to reduce the harms of organized crime. Together, through full adherence to ONTOC and its protocols, we can make our community safer and strengthen the rule of law. Thank you, Mr. Chairman.

Thank you for your statement. Now I give the floor to her Excellency, Ms. Maimounata Ouattara, Permanent Representative of Burkina Faso to the International Organizations in Vienna. You have the floor.

Thank you, Vice President. Burkina Faso would like to warmly congratulate you on your election. and also the other members of the Bureau, we assure you of our full cooperation. My country welcomes the adoption of the UN Convention against Cybercrime. We encourage states to consider signing and ratifying it so as to facilitate its entry into force. Transnational organized crime poses a major challenge to peace, security, development, and the stability of our institutions. Burkina Faso remains firmly committed to implementation of the United Nations Transnational Organized Crime Convention and its additional protocols. In view of the increasing sophistication of criminal networks, a comprehensive approach is required that takes on board the nexus between terrorism, firearms and munition trafficking, corruption, money laundering, illicit financial flows, and narcotic drug trafficking. Prevention strategies must also address the root causes of these phenomena. President, Vice President, terrorism poses a grave threat to Burkina Faso and to the Sahel. My country firmly condemns the terrorist attacks perpetrated against civilian populations and the defense and security forces. Although crime affects different countries in different ways, we must all commit resolutely to a collective response Therefore, we welcome our partnerships with the countries of the Alliance of Sahel States, and we also appreciate the efforts of the UNODC Terrorism Prevention Branch. My country also underscores the importance of my country also underscores the importance of combating illicit firearms trafficking and trafficking munitions and drones that are used by terrorist groups. We reiterate our attachment to the AU's vision that seeks to silence the weapons by 2030, and we call for increased international cooperation.

Trafficking persons and smuggling of migrants trample on human rights and human dignity and also provide fertile recruiting.

Grounds and logistical supports to terrorist groups. We call for enhanced international cooperation in the form of spontaneous information exchange, MLA, and capacity building.

We encourage UNHRC to continue providing technical assistance to States Parties tailored to their specific needs.

Burkina Faso.

Reiterates its commitment to the effective implementation of the Convention and its Protocols in the interests of peace, security and sustainable development.

I thank you.

Thank you for your statement. Now I give the floor to Ms. Paola Zanini, Counselor of Argentina to the International Organizations in Vienna. You have the floor.

Thank you, President, and congratulations following your election to preside over this conference. For Argentina, organized crime is no longer merely a security challenge. It is a multifaceted threat that requires multidisciplinary response. It poses a direct threat to democratic governance, to the lives of our citizens, the integrity of our institutions, and the sovereignty of state. Transnational organized crime has a clear political, economic, and social impact. It undermines and violates the rights of individuals. For this reason, Argentina brings a clear message to this conference. The United Nations must once again place the defense of life against organized crime at the highest level of its agenda. We have demonstrated that with political determination, this is achievable. Concrete actions translated into tangible results attest to our work. The implementation of reforms has enabled us to combat transnational organized crime. In 2025, Argentina seized more than 13 tons of cocaine, the highest amount ever recorded in our history. The impact of organized crime operations was immediate. The intentional homicide rate fell from 4.4 to 3.6 per 100,000 inhabitants compared to 2023, the lowest rate in South America. Argentina regards ANTOC the Palermo Convention as the principal global instrument for combating transnational organized crime and an essential tool for international cooperation and mutual legal assistance. Argentina judicial and prosecutorial authorities have increasingly relied on the convention to submit requests for mutual legal assistance, extradition, and has also served as a basis for establishment of JIUs. Furthermore, in line with Article 5 of the Convention, Argentina has enacted a Criminal Organizations Act, known as anti-mafia law, which enables the prosecution of criminal structures as a whole and not only the most visible operatives. Argentina has established the anti-mafia unit dedicated to detecting and preventing the activities of mafia-type organizations. Based on the principle that organized crime is best defeated by depriving it of its financial lifeline, Every organized crime investigation must be accompanied by financial and asset tracing investigation. Argentina incorporated virtual asset providers in its anti-money laundering prevention scheme. Mr. President, the nexus between transnational organized crime and terrorism is a phenomenon with global implications. Criminal organizations increasingly adopt terrorist tactics to pursue their economic objectives, while terrorist groups benefit from organized crime activities, including inter alia drugs, persons, cultural property being trafficked. We therefore have been a pioneer in establishing the register of persons and entities linked to acts of terrorism and their financing. We continue to advance the implementation of the adversarial criminal justice system to promote jury trials at the federal level. Within the framework of international cooperation, in April 2026, Argentina inaugurated the support with the support of the US Department of State, the Regional Center for Information Analysis and Organized Crime, with the aim of recovery, overcoming information fragmentation and transforming data into an alliance. We have taken part in different regional initiatives such as the Shield of the Americas, Santiago Regional Commitment against Transnational Organized Crime, recognizing that only through regional coordination can we effectively address a challenge that knows no borders. Argentina supports AMERIPOLE as a leading international security cooperation mechanism for the Americas. President, the recovery of proceeds of crime is not only a principle of the convention, it has over time become one of the most pressing issues. It requires coordination and collaboration of all involved institutions in international cooperation mechanisms and the strengthening of the tools that facilitate the successful recovery and repatriation of assets transferred or concealed in foreign jurisdictions. We have intensified efforts to strengthen international cooperation not only for the recovery of assets but also to address transnational organized crime in a comprehensive manner. Thank you very much President.

Thank you. Now I give the floor to Excellency Ambassador Brett Jonathan Miller, Deputy Permanent Representative of Israel to the International Organizations in Vienna. You have the floor.

Thank you very much, Mr. President. At the outset, allow my delegation to extend our gratitude to the outgoing President and extend our warmest congratulations on your election as the President of the 13th Session. Excellencies, distinguished delegates, transnational organized crime recognizes no borders. Criminal networks exploit weaknesses in law enforcement, abuse international financial systems, and profit from human suffering. The international community cannot afford to respond with declarations alone. We need action, accountability, and results. Israel leads by example. Mr. President, in February 2025, Israel became the second country in the world to complete the final stage of the UNTOC review mechanism, demonstrating our commitment to the Convention and its effective implementation. Israel continues to strengthen its fight against trafficking in persons, expanding legal assistance to victims, improving identification mechanisms, and developing innovative technologies, including artificial intelligence, to combat exploitation. Mr. President, in the Middle East, the connection between terrorism and organized crime is a serious reality. Palestinian Hamas, Hezbollah, and the Houthis exploit illicit financial networks, smuggling operations, and criminal activities to sustain their operations. These networks extend far beyond our region, exploiting the same international systems that organized criminal groups use worldwide. We cannot seriously fight transnational organized crime while ignoring the criminal networks that help finance terrorism. Political considerations must never become an excuse for selective enforcement or inaction. The UNCAC Convention provides us with the tools to strengthen international cooperation, disrupt criminal networks, and bring perpetrators to justice. But conventions are only as effective as the willingness of states to implement them. Israel will continue to act, cooperate, and contribute from its experience in this collective effort. Our success must be measured not by the declarations we adopt, but by the criminal networks we dismantle and the lives that we protect. I thank you, Mr. President.

Thank you for your statement. I now give the floor to Mr. Mohammed Salman Mohammed, Judge of the Supreme Judicial Council in Iraq. You have the floor.

in the name of God Almighty president ladies and gentlemen may the peace of God be upon of of all of you it's a pleasure for me to congratulate you president and the bureau following your election to lead the work of this meeting I also thank Ambassador Peter Burian for the efforts deployed and Ms. Monica Juma, the Director of UNOV. And I also thank the Secretariat for successfully preparing for this conference. This delegation supports the statements made by the Arab Group, the G77 and China, the Asia Pacific Group, and we would like to make the following remarks in our national capacity. Transnational organized crime is a threat to peace and stability. It also threatens the rule of law and it is tied to crimes against humanity and undermines the economies of our countries. This is why we need to effectively implement this convention and its protocols. We also need to improve our national legislations and institutions in building capacity of offices within our countries for them to respond to the challenge. There is need for shared responsibility and respect for the sovereignty of states. We must also facilitate extradition and judicial assistance, sharing of information and experience while respecting human rights. There is also need for sharing of information and data for its analysis in order to ensure that justice is served. My country has established our national policy in line with the principles of the International Charter for Safe, Secure Migration. We are also building institutional capacity. Since 2019, we have been cooperating with the United Nations Office and the IOM to put into practice implementing our national program, CLOACT. We have strengthened our national legislation to this tune. My country is working on a draft law to address smuggling of migrants and for the protection of victims, including through the reintegration. Dealing with smuggling of migrants calls for addressing the economic and social reasons for migration. In order to deal with trafficking in persons, my country places victims at the very center of all our efforts. giving special attention to women, children, and the young people through protection mechanisms and ensuring their reintegration. We also pay special attention to children and young victims of violent extremism and acts carried out by terrorist groups. We also pay attention to ensure that those that need assistance get it. We place a lot of value in the work that we are carrying out with the UNODC and the efforts that have been implemented by different institutions and offices within my country. The draft STRIVE Juvenile, which we have been implementing since July 2021, ending beginning of this year, offers a cooperation opportunity for us to deal with the effects of violent extremism on young people. We have been able to train more than 450 young people so that they can, they themselves run this kind of projects in all arms of government. We have also been able to reform and renovate two juvenile centers that offer services in Baghdad and Mosul. We have a draft following seven workshops, three in Baghdad and four in Mosul. 354 young people have been trained and this training has been both at personal and professional level. We have supported them such that when they go back to their camps, they're able to establish businesses. This is an essential part of their reintegration because their sustenance is important for them to earn a livelihood for them and for their families. President, my country continues to deploy these efforts through a project for the reintegration for minors and returnee children. In March 2023, up to November 2027, we have set aside a budget of 2.8 million to support the project. We continue to support human rights in all that we do. Our experience shows that Dealing with this scourge is an international challenge calling for human rights to be upheld, international cooperation, support for legal and judicial systems within our countries. We continue to support our work through increasing our cooperation with the United Nations to combat trafficking in persons, smuggling of migrants, protection of children, and the most vulnerable in society by strengthening the rule of law. We also call for partnerships that respect the priorities of our state towards the protection of victims, strengthening our judicial system, dealing with the root causes of vulnerability and exploitation. so that our societies become more stable. We take this opportunity to insist on the needs to respect the rights of the Palestinian people, their right to a dignified life and the establishment of an independent state with Jerusalem as capital. We condemn what is going on in the country in the hands of Israeli authorities. We are calling on UNODC and OIM and all relevant partners, not forgetting national partners, to take part in these efforts. We renew our gratitude to the presidency and all delegates, wishing you all success in this conference. Thank you very much.

Thank you for your statement. I remind all delegations that they need to limit their statements to three minutes, as was agreed upon at the beginning of the meeting. I now give the floor to His Excellency, Mr. Rolf Einar Pfeiffer, Permanent Representative of Norway to the International Organizations in Vienna. You have the floor.

Thank you, President. Let me at the outset warmly congratulate you on your election as President of this session. and the elected Bureau with the full support of the Norwegian delegation. Transnational organized crime is rapidly evolving and our response must evolve with it. Our efforts must be firmly anchored in the full and effective implementation of the UNTOC Convention and its protocols. We are pleased that the Abu Dhabi Declaration sets out a clear agenda for the coming years. Presidents, the recruitment and use of children by organized criminal groups is a major and increasing challenge. Also in Norway, we see a negative development with young offenders committing very violent and serious crimes, including linked to criminal networks. Social media provide criminal networks with broad reach and easy access to children and juveniles. Many who let themselves be recruited face significant and complex challenges, making them vulnerable to well-organized criminal networks that offer money, status, and a sense of belonging. Violent assignments are communicated through digital platforms that function as marketplaces for the ordering, coordination, and facilitation of violent acts. The combination of criminal networks and rapid recruitment of children and juveniles into criminal activity gives rise to serious concern. These networks are transnational, and we need coordinated international action. Norway has responded in a number of ways on a national level, including by introducing a new criminal provision that penalizes the involvement of minors in criminal activities. President, we are grateful To the Secretariat, for preparing conference papers on how to strengthen the future effectiveness of the review mechanism. We are at a crucial juncture. And I must admit that Norway is among the countries struggling to fulfill its tasks in the review process. The Secretariat has provided us with tremendous assistance and guidance throughout. And we have drawn the conclusion that such substantive support by the Secretariat throughout the whole review process is invaluable. We are grateful for the clear messages from the Secretariat, and we urge all to carefully consider possible measures that can bring the review mechanism rapidly forward. Finally, President, crimes that affect the natural environment are a growing threat and generate billions of illicit profits for organized criminal groups. Because this type of organized crime is international in nature, our response must be founded on international cooperation. The intergovernmental expert group on crimes that affect the environment brought gaps in the international legal framework to light. Norway supports the ongoing discussions at the COP to address such gaps. And I thank you, Mr.

President.

Thank you for your statement. Now I give the floor to Mr. Mr. Jack Sawicki, Minister Plenipotentiary, Alternate Permanent Representative of Poland to the Institutions in Vienna.

Mr. President, Excellencies, Ladies and Gentlemen, Let me congratulate you, Mr. President, on your election to the position of the President of this session and wish you and all of us effective and fruitful deliberation throughout the week. In addition to the statement made by the European Union, I wish to make the following remarks in my national capacity. Poland, as the initiator and proponent of the first draft of the Convention on Organized Crime, is fully committed to the effective implementation of this Convention and its Protocols. In the context of the 25th anniversary of the Protocol against the Illicit Manufacturing often trafficking in firearms, their parts and components, and ammunition. Let me inform you that Poland's experience shows that the ongoing Russian aggression against Ukraine has not led to mass trafficking of firearms into the European Union. However, the risk may grow after the conflict, since criminal groups are already exploiting the darknet platforms encrypted communications, 3D printing, and the trade in firearms components. In 2025, the Polish Central Bureau of Investigation seized 3,322 firearms. Holland is strengthening prevention and detection through EMPACT cooperation, cross-border operations and the Trident project, which develops technological, analytical and operational capabilities to address current and emerging firebomb.

Threats.

Trafficking in persons remained a serious transnational crime, increasingly involving online recruitment, forced labor, and exploitation of vulnerable people, including migrants and children. Poland supports early victims identification, effective protection and assistance, stronger international cooperation, and financial investigation to confiscate criminal proceeds. Poland is committed to preventing and countering migrant smuggling. Migrant smuggling networks adapt their methods, using encrypted communications, couriers, and coordination between movements. Poland calls for stronger intelligence sharing and operational cooperation among police and border authorities, while assuring that vulnerable people are identified and protected. Poland also supports actions to increase the effectiveness of the fight against environmental crimes. Poland considers that negotiations on possible UNTOC protocol on serious environmental crime may be warranted, provided its scope is clearly defined and it complements existing environmental agreements. The instrument should focus on serious transnational or organized crime, strengthen criminal cooperation and asset confiscation, and respect proportionality and legal sentencing. Thank you very much, Mr. President.

Thank you for your statement. I now give the floor to Ms. Victoria Ushenikova, Deputy Permanent Representative of Ukraine to the International Organizations in Vienna. You have the floor.

Thank you, Mr. President. Mr. President, distinguished delegates, Ukraine reaffirms its full commitment to the United Nations Convention against Transnational Organized Crime, to its full and effective implementation, as well as to the implementation of its three protocols. Russia's full-scale invasion against Ukraine continues to create serious challenges for Ukraine's security and law enforcement institutions. This also creates vulnerability that can be exploited by organized crimes. Therefore, combating organized crime during the war is an integral part of the safeguarding national security and preparing for recovery and reconstruction. We are grateful for the Executive Director of the United Nations Office on Drugs and Crime, Monica Juma, for her first visit to Ukraine in August this year. We highly appreciate this important expression of UN solidarity with Ukraine. The visit provided a valuable opportunity to witness firsthand the scale of the challenges Ukraine face in areas falling within the UNDC mandate. We are grateful for the engagement and are working with UNDC on the following steps. Excellencies, Ukraine is in the final stage of developing strategy against organized crime for 2026-2030 under the leadership of the Ministry of Internal Affairs of Ukraine with the support of UNDC and the United Kingdom. Drawing on the threat assessment conclusions with the relevant institutions and the views of the 4,000 Ukrainian citizens, the strategy addresses the challenges such as the corruption, the facilitate organized crime, environmental crimes, and vulnerability related for the integration of veterans. The next priority will be to secure its adoption and ensure effective implementation in the line with European Union standards and Ukraine reform commitments. We must also respond to revolving crime threats, including cybercrime, online fraud, and the misuse of digital technologies. The 15th United Nations Congress on Crime Prevention and Criminal Justice, held recently in Abu Dhabi, highlighted the importance of the international cooperation in this area. We express our sincere appreciation to UNDC and its donors partners, including Japan, Canada, Norway, and the United States, for their support in strengthening Ukraine's capacity to prevent the combat crime. We also welcome France's initiative under the European Coalition Against Drugs and its efforts to develop additional support for Ukraine. Given the scale and complexity of the threat Ukraine forces and Russia's ongoing war, international system is essential for Ukraine. We count on our partners' continued engagement, including through the force coming UNDC country program for Ukraine align with our national priorities and Ukraine's European integration objectives. Ukraine stands ready to work with the all states party to strengthen the implementation of the convention and its three protocols and to advance our collective response to transnational crimes. I thank you, Mr. Chairperson.

Thank you for your statement. I now give the floor to Mr. Van Cong Pham, Head of Division, Department of Legal Affairs and Administrative Judicial Reforms, Ministry of Public Security of Vietnam.

Mr. President, distinguished delegates, Vietnam aligns itself with the statement delivered by the distinguished representative of India. On behalf of the Group of 77 and China, I would like to deliver the following statement in this national capacity. The delegation of Vietnam congratulates you, Mr. President, and other members of the Bureau on your election at the 13th session of the Conference of the Parties. We assure you of our full support as you guide the work of this session. We also appreciate the efforts of the Secretariat in organizing and preparing this Conference. Mr. President, Transnational organized crime is being increasingly complex, particularly with the rapid development of digital technologies. Online fraud, cybercrime, and the misuse of artificial intelligence and deepfake technologies pose growing challenges to security and law enforcement. Recognizing the challenges, Vietnam has been taking comprehensive and coordinated measures to prevent and combat transnational organized crime, with a particular focus on online fraud and cybercrime. First, strengthening the legal and institutional framework and advancing digital transformation. Vietnam recognizes the need for a strong and forward-looking legal framework. In this regard, Vietnam has taken significant legislative reforms in 2025 and 2026 strengthening judicial cooperation and addressing emerging forms of crime. This includes revisions of the Penal Code, as intensively discussed in the National Assembly this year, revisions of the Law on the Prevention and Combating of Human Trafficking, together with four separate laws on mutual legal assistance in civil and criminal matters, extradition, and transfer of sentenced persons. The law of personal data protection, effective this January 2026, and the revised law of cybersecurity, effective on this July 2026, further enforce this framework. Second, developing a comprehensive response strategy. Vietnam is actively building an ecosystem preventing and combating fraud with people-centered approach and meaningful private sector participation, recognizing that law enforcement must be complemented by prevention and public awareness. We are promoting digital literacy education, particularly among young people, to help them recognize scams and protect their personal information. We also strengthen incorporation among public authorities and private sector, particularly in financing, telecommunications, technology sectors to improve early detection, information sharing, and prevention of online fraud. Prominent measures including national counter-terrorism strategy to 2030 with a vision to 2045, the national plan of action prevention and combating crimes, for the period 2026 2030 third Vietnam attaches great importance with international cooperation combating transnational organized crime recognizing that no country can address the challenges alone we continue to strengthen cooperation through bilateral and multilateral recognitions including Interpol as well as mutual legal assistance and information sharing Vietnam also appreciate UNODC's role and remain committed to implementing the UNTOC and its protocols, working closely with Member States to enhance international cooperation to ensure their effective implementation. As technology continues to evolve, our response to crime must be equally timely and coordinated. As we commemorate the first anniversary of the opening for signatures of the UN Nations Convention against Cyber Crimes, the Hanoi Conventions, on the last October 2025, Vietnam calls for renewed collective effort to translate the commitments made in Hanoi into concrete actions and secure the conventions early in trying to force and effective implementation. To this end, On this September 2026, the government of Vietnam and UNODC signed a letter of intent to establish a regional counter cybercrime hub in Vietnam. This initiative underscores our commitment to supporting countries in preparing for ratification and implementation of the Convention through capacity building and stronger regional cooperation. In this regard, we emphasize the vital role of the UN United Nations and the UNODC in bridging the digital and technology divide, ensuring that all countries can effectively respond to emerging threats. Mr. President, Vietnam firmly believes that stronger international solidarity and practical cooperation are essential to building a safer cyberspace in combating transnational organized crime more effectively in this period. We are pleased to invite Member States, international organizations, and partners to attend the High-Level International Conference on Preventing and Combating Transnational Crime, which will be hosted by the Ministry of Public Security of Vietnam in 2027. Vietnam stands ready to work closely with all partners in accordance with international law and national legislations. The delegation of Vietnam hopes that 13th sessions will make important contributions to effective implementation of the conventions and protocols. We wish the sessions very success. Thank you, Mr. President.

Thank you for your statement. Now I give the floor to His Excellency, Mr. Alejandro Garofali Acosta, Permanent Representative of Uruguay to the International Organizations in Vienna. You have the floor.

Thank you. First and foremost, President, allow me to congratulate you, dear Ambassador Orellana and the Republic of Guatemala, following your election to the presidency of this conference. We also thank the Bureau and the Secretariat. We are ready to collaborate with all of you. We are dealing with many challenges tied to an increase in transnational organized crime and the impact within our borders. There is a trafficking of firearms, which is a real threat to security, especially in the border areas with the use of national ports for illicit trafficking of drugs. In addition to this, there is an expansion of cybercrime and new modalities of fraud, which change with the rhythms of digital revolution. and this is tied to smuggling of migrants and trafficking in persons, which undermines the rights of people. In the face of this reality, our country has a National Public Security Plan 2025-2035, which is a long-term framework to prevent, coordinate at an institutional level, and build capacities for investigation. The goal is to strengthen the dismantling of networks that deal with trafficking of drugs and firearms, target the sources of financing, and improve the traceability of weapons and ammunitions. We are also increasing national capacities to prevent and investigate cybercrime, including the updating of our legal framework. As for trafficking in persons and smuggling of persons, we prioritize the early identification of victims, the access to assistance and protection and strengthening cooperation with the relevant authorities with a goal to prevent the re-victimization of these persons, paying particular attention to women, children, and adolescents. We believe that it is important to, in a cross-cutting manner, apply a gender-based approach in combating transnational organized crime. We recognize that the distinct manifestations disproportionately affect persons and could increase vulnerabilities and inequalities. At the same time, it is imperative to deal with the underlying causes such as poverty, lack of opportunities, and economic reasons. To this end, That is a public policy to counter the phenomena of social exclusion and poverty, improving our health and increasing social inaction, which is important to ensure that transnational organized crime is cut at the root. We also recognize that due to the nature of transnational organized crime, there are challenges that no state can deal with alone. For this reason, Uruguay pays special attention to coordination of forces at multilateral, regional, and international level, promoting sharing of information, reciprocal support, among other steps. President, and its protocols is a fundamental framework for an international response that is coordinated in the face of emerging threats. We reaffirm our commitment to the prevention, combating, and dismantling of these crimes in all its manifestations in line with human rights, with the full implementation of the convention, convinced that only through collective action and sustained action can we effectively respond to a phenomenon that is in constant evolution. Thank you very much, President.

Thank you very much. I now give the floor to His Excellency, Mr. Peter Buren, Permanent Representative of Slovakia to the International Organizations in Vienna. You have the floor.

Thank you, Mr. President.

At the outset, I

wish to congratulate you on assuming the presidency of COP13 and we wish you all success in your important position. And I want to also assure you of Slovakia's full support in your important job.

Mr. President, Excellencies, distinguished delegates,

Slovakia aligns itself with the statement delivered by the European Union, and let me add a few remarks in our national capacity.

Mr.

President, Slovakia reaffirms its commitment to preventing and combating transnational organized crime through effective implementation of the Convention and enhanced

international cooperation.

And we fully agree with UNODC Executive Director, Mrs. Juma, that the Convention

will only be as effective as our willingness to implement it comprehensively in practice.

In this respect, Slovakia is undertaking active measures on national, regional and international levels

to address the existing threats in close cooperation with its neighbors, international partners and organizations, including Europol, Eurojust and Interpol.

To this end, UNTOC provides a very solid legal basis for this cooperation and for strengthening interoperability of diverse actors.

Effective information sharing, mutual legal assistance, and coordinated operations remain essentials to bringing offenders to justice and preventing criminal networks from exploiting national borders and existing loopholes. Organized criminal groups operate across borders, exploit technological and legal vulnerabilities, and rely on increasingly complex financial structures.

Addressing these threats requires coordinated law enforcement, timely information sharing, and effective financial investigations. A key priority for Slovakia is to

identify, trace, freeze, and confiscate criminal proceeds, thereby disrupting the financial networks that enable criminal organizations to operate and expand.

Our law enforcement authorities pursue these objectives through targeted investigations and also cross-border operations such as Operation Gran Turismo and Operation Dallas, targeting organized

groups involved in laundering luxury vehicles through forged documents and fictitious business transactions, or organized fuel theft

from pipeline infrastructure, among others.

These cases highlight the importance of combining financial analysis with coordinated investigative action.

We also continue to develop specialized capacities to address emerging threats.

Since 2022, Slovakia has maintained a dedicated police unit for fighting environmental crime, comprising approximately 200 specialists. In May 2025, we hosted an international conference in Bratislava, bringing together nearly 230 practitioners from 27 EU Member States to exchange expertise on criminal law responses to environmental crime.

We are ready to strengthen cooperation in this area also with other partners.

Furthermore,

Slovakia National Program for Combating Trafficking in Human Beings for 2024-2028 provides a framework for strengthening prevention and victim support. We

are also enhancing our capacity to address cybercrime and the misuse of digital technologies and virtual assets by criminal networks.

Mr. President,

We recognize that an effective response to transnational organized crime requires the involvement of all stakeholders.

Beyond government institutions, civil society, academia, and the private sector contribute valuable expertise, insight, and practical perspectives to our collective efforts.

We believe their role in implementation review processes

should be further enhanced, strengthened in accordance with the respective roles and responsibilities of State parties. Looking ahead, we'll continue to advance the effective implementation of the Convention, strengthen international cooperation and support practical exchanges

of expertise to address evolving criminal threats.

Let us remain united in our determination to ensure that UN TOC remains an effective framework for our collective response to transnational organized crime.

I thank you.

Thank you for your statement. I now give the floor to His Excellency, Mr. Javier Enrique Carraballo Salazar, Permanent Representative of Panama to the International Organizations in Vienna. You have the floor.

President, on behalf of the Republic of Panama, allow me to congratulate you following your election to preside over this 13th session, and extend our congratulations to honorable members of the Bureau. We reiterate our full support as you carry out your role. Panama aligns itself to the statement delivered by the Group of Latin American and Caribbean States and the Group of 77 and China. In our national capacity, we wish to highlight the following considerations. The Republic of Panama reaffirms its commitment to preventing and combating transnational organized crime, whose various manifestations pose significant challenges to security, institutional stability, and sustainable development. For this reason, we continue to strengthen surveillance and control capacities in the air, land, and maritime domains. while enhancing our coordination with relevant authorities. We recognize that the transnational nature of these crimes call for coordinated responses based on international cooperation, sharing of information, and technical and mutual legal assistance in line with the convention and the protocols. In this view, the Republic of Panama as a co-sponsor of the draft resolution to establish an ad hoc committee tasked with the drafting an additional protocol to the convention reaffirms its full support to this initiative this instrument seeks to bolster International cooperation and legal mechanisms to address the trafficking in wildlife, including timber and timber products, illegal mining, the illicit trafficking of minerals and precious metals, as well as the illicit trafficking of waste. Panama believes that advancing in this process will continue strengthening states' capacities to combat criminal networks and protect our natural resources. As for trafficking in persons and smuggling of migrants, Panama prioritizes the identification of criminal networks, the detection of possible victims, and strengthening national institutional capacities. We therefore underscore the need to address the risks posed by use of new technologies, guaranteeing the protection of persons in vulnerable situation and full respect of human rights. As for illicit trafficking in firearms. Panama in 2025 adopted the Central American roadmap to prevent the illicit trafficking and proliferation of firearms, ammunition and explosives. This reaffirms our commitment to strengthening national and regional capacities to address this very specific challenge. In combating drug trafficking, we have joined operations between the public prosecutor's office and security services, including border surveillance, maritime interdictions, intelligence sharing, with the aim of identifying illicit routes, seizing controlled substances, and dismantling criminal structures operating within and without our borders. Similarly, since we in its capacity as chair of Inter-American Committee on Hemispheric Security 2025-2026, we promote multilateral dialogue and strengthening of regional responses to common threats, including transnational organized crime. President, Panama reiterates that Effectively dealing with these challenges calls for a collective response, one that is sustained until we address the issue. We reaffirm Our readiness to work constructively with member states and international organizations to strengthen cooperation, promote the effective implementation of the convention and its protocols, protect human rights and natural resources while contributing to peace, international security, and the rule of law. Thank you very much, President.

Thank you for your statement. I now give the floor to Mr. Nathan Banda, Director General, Drug Enforcement Commission of Zambia.

You have the floor.

Mr. President, Excellencies, distinguished delegates, let me start by congratulating you as I join the rest of the delegates and the Excellencies on your election to the position of president for this very, very auspicious session. Mr. President, according to the UNODC, globally, the illicit economy fueled by organized crime is estimated at over $2 trillion annually, and it is said that less than 2% of criminal proceeds are ever recovered. Mr. President, certainly this status calls for our joint action to demonstrate our commitment to the fight against transnational organized crime. And the Republic of Zambia has ratified the three international drug control conventions, namely the Single Convention on Narcotic Drugs of 1961, as amended by the 1972 protocol, the Convention on Psychotropic Substances of 1971, and the Convention against Illicit Trafficking on Narcotic Drugs and Psychotropic Substances of 1988. Mr. President, Zambia has ratified the United Nations Convention against Transnational Organized Crime of 2000 and has enacted several drug and money laundering related legislations to seal off the existing gaps that facilitate transnational organized crime. Mr. President, some of the specific deficiencies that were identified in the mutual evaluation that was conducted in 2024 included legislative gaps, porous borders, beneficial ownership vulnerabilities, siloed law enforcement agencies, and technical weaknesses such as lack of digital forensics capacity for cyber crimes, among others. Mr. President, to break the silos and address the identified systemic flaws, Zambia has established an inter-agency framework to counter, among others, transnational organized crime. Various pieces of legislation have since been reviewed and amended. Other measures include establishment of the Financial Crimes Court and periodic capacity building initiatives targeting judges, prosecutors, and investigators to strengthen the dispensation of justice. Mr. President, in order to align with best practices, Zambia has shifted from focusing only on arrests but focuses more on the financial approach by following the money. This is conducted through parallel financial investigations, identification of beneficial owners, forfeiture of tainted assets, and pursuit of both conviction and non-based forfeiture options. Mr. President, As a result of these holistic efforts, in the past 12 months, Zambia has managed to thwart two Asian-based cybercrime syndicates and arrested a total of 90 foreign nationals and 10 Zambian nationals. During the same period, Mr. President, Zambia has seized and forfeited to the state several high-value properties, including helicopters, hotels, luxury properties such as houses, motor vehicles, cash money, and bank accounts. Mr. President, despite these positive responses, we also acknowledge major challenges that affect our resolve to adequately combat transnational organized crime in Zambia. These include the need to invest in technology, blockchain analytics, and build capacity in officers to decrypt complex transactions. In conclusion, Mr. President, transnational organized crime is a multiple jurisdictional crime That requires joint investigations, mutual legal assistance, intelligence sharing, and joint border controls. Zambia, through the Drug Enforcement Commission, is working with its counterpart agencies in neighboring countries and other regional partners to strengthen regional and subregional cooperation to fight transnational organized crime. Mr. President, I thank you for your kind attention.

Thank you for your statement. I now give the floor to Mr. Aslan Nasirov, Deputy Head of the Main Investigation Department of the General Prosecutor's Office of Turkmenistan. You have the floor.

Chairperson, distinguished delegates, your excellencies, I'd like to begin by expressing gratitude to UNODC for having organized this 13th session of the Conference of the Parties to the UN Convention against Transnational Organized Crime, and also for the excellent organization of our work. Our discussions here demonstrate States' commitment to the Convention and its protocols. which are the main international instrument for countering transnational organized crime and for securing international cooperation in a context of changing international challenges.

We have policies based on the rule of law and priority for preventing crime and combating crime.

We see criminal justice as a key

instrument for combating transnational organized crime, and we also address its key

roots, and we engage in outreach to the population on this. The prosecutor's office is responsible for supervising law enforcement and is the main body for combating trafficking in persons, in accordance with the legislation on that, and also for provision of MLA, including extradition, in line with the relevant provisions of the convention. We recently adopted a national plan of action for 2025 to 2029.

to combat trafficking in persons under the leadership of the General Prosecutor's Office.

On a regular basis, we have an interagency working group to coordinate its implementation.

MOA and criminal cases is a priority for our country. We're continuing to work to build our multilateral and bilateral agreement base, and

We also use the Convention as a basis for cooperation in relevant cases.

We are continuing to work to improve our criminal procedural code and to bring it into line with international obligations stemming from the Convention and its protocols, distinguished participants. 26 years after the Convention has been adopted, it continues to be a cornerstone for our common efforts. It provides us unified standards for all states parties, we see the IRM as a key instrument for assessment of implementation of the convention and for identifying best practices and provision of TA and

for measuring the effectiveness of the convention.

We support the Conference of Parties as a key venue for sharing experience among Member States, for improving

implementation of the Convention and its

Protocols, and for responding to new and emerging forms of crime, including those related to digital technologies.

We firmly believe that this 13th session of the Conference of Parties will provide an excellent

platform for pursuing our common goals and for building cooperation in combating transnational organized crime.

Thank you.

Thank you for your statement. And I would like to announce that we have received requests for the right to reply, and therefore we will take two additional speakers now, and then we will give the floor to the requests we have received. I would also like to inform you that all delegations are requested to make their statements under the agenda items that reflect their statements they both given. We have a very long speaker's list. I thank you beforehand for your understanding on this issue. I now give the floor to Mr. Osama Harun El-Sayed Al-Shabak, Chief Public Prosecution of Sudan. You have the floor.

In the name of God, the compassionate, the merciful. Excellencies, heads of delegation, ladies and gentlemen, distinguished guests. At the outset and on behalf of the Republic of Sudan, I would like to express my appreciation for the efforts made by the United Nations Office on Drugs and Crime and the conference secretariat to ensure the success of this session. extend my sincere congratulations to you, Mr. President, on your election, and to the members of the Bureau, wishing you all the best. I would also like to take this opportunity to express my deep gratitude to the President of the previous session and his team for their efforts during the past period. Mr. President, ladies and gentlemen, despite exceptional circumstances, Sudan has continued its efforts to develop its legal and institutional framework to combat organized crime and related offenses, reaffirming our commitment to the objectives of the convention and its protocol, and out of our conviction that combating transnational organized crime requires now more than ever before effective international cooperation, especially in light of the rapid evolution of criminal patterns and the exploitation of technology, international borders, crises, and armed conflicts. The Sudanese penal code criminalizes the establishment or management of criminal organizations or groups that plan to commit crimes inside or outside Sudan, as well as participation in or aiding such crimes. Sudanese laws also provide for harsher penalties in cases involving organized criminal groups and transnational crimes. Justice and law enforcement institutions are working to strengthen their investigative and prosecutorial capabilities, develop mechanisms for international cooperation in criminal matters, and trace and confiscate the proceeds of crime. Mr. President, the Republic of Sudan attaches particular importance to combating trafficking in persons and the smuggling of migrants, especially in light of the humanitarian and security conditions in the region. Sudan emphasizes the need to strengthen regional and international cooperation in countering networks that exploit displacement, poverty, and vulnerability. The law on combating human trafficking includes modern provisions criminalizing trafficking in persons, including cases of a transnational nature. Sudan believes that combating these crimes requires addressing their root causes, strengthening the capabilities of affected states, and developing the capabilities of judicial authorities to identify and protect victims and prosecute organized networks. Mr. President, ladies and gentlemen, as for new forms of organized crime, Sudan is paying increasing attention to crimes that exploit technology and digital tools, including cyber fraud and the use of digital platforms to commit crimes and facilitate the activities of criminal networks. Sudan is also attaching growing importance to crimes that affect the environment and natural resources, as these are areas where criminal networks can take advantage of fragility and conflicts to generate illicit profits. Mr. President, in this context, Sudan attaches particular importance to strengthening international cooperation in criminal matters, as criminal networks that exploit conflicts do not respect borders. Therefore, combating them requires swift and effective cooperation among competent authorities. Sudan emphasizes the importance of supporting central authorities, public prosecutors' offices, and law enforcement agencies, and developing legal and procedural frameworks that enable them to respond effectively to requests for international cooperation, especially in tracing, freezing, and confiscating the proceeds of crime, given that depriving criminal networks of financial resources is one of the most important elements in dismantling them and preventing them from rebuilding their capabilities. Sudan views with particular concern the growing link between armed conflict and organized crime. War not only weakens institutions and disrupts certain law enforcement mechanisms, but also provides a fertile environment for the proliferation of organized criminal activities, such as human trafficking, migrant smuggling, illicit drug trafficking, and other forms of organized crime. This is a result of growing insecurity and displacement, weakened border controls, the spread of the informal economy, the exploitation of vulnerable groups, and the growing demand for services and resources that criminal networks can exploit. Therefore, Sudan affirms that prolonging the conflict through the continued flow of external support for insurgent militias from the United Arab Emirates does not only prolong human suffering, but also increases the risk of the emergence of transnational criminal networks that exploit the instability to build their capabilities and expand their activities, which would affect the security and stability of Sudan, neighboring countries, and the region as a whole. This highlights the importance of viewing the fight against organized crime as part of international efforts aimed at preventing the spillover of conflicts over and across borders, and not merely as a matter of law enforcement within national borders. Mr. President, in light of these challenges, Sudan calls on the international community to strengthen cooperation in the following areas. Supporting conflict-affected countries in building their capacity to combat organized crime and emerging crimes. Strengthening international judicial cooperation and developing mechanisms for tracing, confiscating, and recovering the proceeds of crime. Strengthening the international response to combat human trafficking and the smuggling of migrants and to protect victims. Integrating the dimension of organized crime risks in armed conflict and post-conflict contexts into peacebuilding, rule of law, and crime prevention programs. Mr. President, distinguished guests, the Republic of Sudan affirms that combating organized crime is a shared responsibility and that the persistence of conflicts and the fragile environments they create may transform organized crime from a national problem into a regional and international threat. Therefore, protecting the stability of conflict-affected countries and societies requires not only working toward peace, but also taking proactive measures to prevent criminal networks from exploiting such conflicts to build cross-border structures and networks. In closing, Sudan reaffirms its commitment to cooperating with States Parties and the UN Office on Drugs and Crime to effectively implement the Convention and its protocols, to strengthen the rule of law, and to combat organized crime, thereby contributing to the achievement of security, stability, and sustainable development. Thank you.

Thank you for this statement. I now give the floor to His Excellency, Mr. Hitham Abdulmoumen Hassan Shoa'adin, Permanent Representative of the Republic of Yemen to the United Nations in Vienna.

You have the floor.

Thank you, Mr. President. Excellencies, distinguished heads and members of delegations, may the peace and blessings of God be upon you. On behalf of the Republic of Yemen, I would like to congratulate you on your election as President of the 13th session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime. I wish you and the members of the Bureau every success in guiding our work. We also express our appreciation to the efforts made by the outgoing President. My delegation expresses your full support to you as you carry out your task during this session. My delegation welcomes the convening of this session following the 15th United Nations Congress on Crime Prevention and Criminal Justice and the adoption of the Abu Dhabi Declaration, which reflects the importance of moving from international commitments to practical measures to address crime in all its forms. The growing challenges posed by transnational organized crime require more comprehensive approaches that take into account the growing links between armed conflicts, terrorism, militias, smuggling networks, and illicit financing, and the threats they pose to the security and stability of countries and the rule of law. Mr. President, Yemen is participating in this session at an exceptional stage in our history, more than 10 years after the coup carried out by the Iran-backed terrorist Houthi militias against state institutions. This has undermined the rule of law, weakened justice and law enforcement institutions, and led to the expansion of illicit criminal activities whose repercussions are no longer confined within Yemen's borders, but have extended to pose a direct threat to regional security, international navigation, global trade, and neighboring countries. The situation in my country is a clear example of the nexus between armed conflicts and transnational organized crime. Armed groups, militias, and smuggling networks exploit the fragility of state institutions and weak controls at borders and points of entry to expand their activities in arms and drug trafficking, trafficking in persons, migrant smuggling, and illicit financial transactions. These challenges are even more serious in light of the geographical and strategic location of Yemen. overlooking one of the world's most important international maritime routes in the Red Sea, the Gulf of Aden, and the Bab al-Mandeb Strait. In this context, the Republic of Yemen stresses that continued Iranian support for the Houthi militias, including with weapons, represents a major factor in prolonging the conflict and strengthening the militias' capacity to threaten the security of Yemen and neighboring states, as well as international navigation. The Republic of Yemen stresses in this regard that restoring Yemen's state institutions and strengthening the rule of law are not merely political objectives, but essential prerequisites for combating organized crime, terrorism, militias, smuggling, and illicit trafficking, and for enabling judicial and security institutions to fulfill their responsibilities in protecting citizens and combating impunity. Ladies and gentlemen, despite the difficult and exceptional circumstances, the Yemeni government continues to develop its justice and law enforcement institutions, strengthen the independence of the judiciary, and create specialized units to combat money laundering, terrorist financing, organized crime, and cyber extortion, in addition to updating our legislation and developing our digital capabilities. In this context, the Republic of Yemen signed on the 22nd of September on the margins of the UN General Assembly High-Level Week, the United Nations Convention against Cybercrime. This reaffirms our commitment to strengthening international cooperation and addressing emerging forms of crime. We stress that combating crime cannot be achieved solely through the interception of shipments and arrest of individuals. It requires dismantling organized networks, tracing their sources of financing and proceeds, strengthening financial, criminal, and digital investigations, and facilitating the exchange of information and evidence in line with the law. We also emphasize the need to protect victims of trafficking in persons, especially women and children and most vulnerable groups, and to strengthen the capacities of competent authorities to identify victims early and to provide them with protection and assistance while maintaining a clear distinction between trafficking in persons and the smuggling of migrants. Mr. President, the Republic of Yemen appreciates the cooperation provided by UNODC, including work undertaken as part of the SPEAR initiative to strengthen counterterrorism responses in Yemen and address challenges related to the security of international navigation, as well as technical and training programs supporting the Yemeni Coast Guard. We look forward to mobilizing resources to implement these initiatives and programs and to develop these efforts in order to strengthen the capacity of state institutions to combat terrorism, smuggling, and illicit financing in this context. Our priority is to strengthen existing cooperation and to transform this cooperation into an integrated and sustainable national program to build the capacity of justice and law enforcement institutions to counter crime. This program would be based on national needs and would focus on legislative development, financial and digital investigations, combating smuggling and trafficking in persons, protecting borders and maritime entry points, through the container control program, facilitating international judicial cooperation and the exchange of evidence and information, and coordinating the efforts of international partners in a manner that respects national sovereignty and enhances the effectiveness of Yemeni institutions. In closing, Yemen reiterates its commitment to the effective implementation of the UN Convention against Transnational Organized Crime and calls for strengthened international cooperation to counter criminal networks to cut off their sources of financing and supply, and to support the institutions of the states affected by conflicts. We emphasize that supporting Yemeni state institutions and upholding the rule of law and countering organized crime serves not only Yemen, but also contributes directly to protecting regional and international security and ensuring the safety of international navigation and global trade, which is a shared responsibility for all of us. Thank you for your attention.

Thank you for your statement.

Our request to exercise the right of reply, so I will give the delegation of Israel the floor to exercise that right, which only asks to speakers to adhere to time limitations made for statements. Thank you. Israel, you have the floor.

Thank you, Mr. President. Israel came to this conference to work, to build partnerships, and to strengthen international cooperation against organized crime. Unfortunately, the Palestinian Authority has once again chosen to turn a professional United Nations forum into a political platform for attacking Israel. It is astonishing that an entire statement devoted to organized crime could contain so many supposed accusations against Israel yet so little reflection on the responsibilities of the Palestinian Authority itself. Blaming Israel for every failure may be politically convenient, but it is not a crime prevention strategy. It does not strengthen institutions, dismantle criminal networks, nor protect a single victim. But what we witnessed today went even further. A representative of the Palestinian Authority approached other delegations, requesting them to leave the room while the Israeli representative made his statement. Are these the standards and behavior expected while attending a United Nations conference? Such behavior demonstrates a remarkable inability to conduct oneself with the professionalism, maturity, and basic diplomatic courtesy expected in this hall. You cannot call for international cooperation while actively trying to prevent others from engaging in it. Mr. President, Israel will continue to participate, cooperate, and contribute to the fight against transnational organized crime. We came here to build bridges, not organize walkouts. I thank you.

I thank the delegation of Israel. I do not see the -- oh, I see a request also for a right of reply from the delegation of the United States of America. You have the floor.

Thank you very much, Mr. President. I wish to take the floor to raise three issues. The first is the allegations that were leveled earlier in this session that Israel is committing genocide in Gaza. I just wanted to note to the plenary here that we reject such allegations and urge all parties to refrain from escalatory rhetoric. It's worth reminding that Hamas bears the responsibility for sparking this war and perpetuating the suffering of the Palestinian people. at every stage, and Israel has an inherent right to defend itself consistent with international law. While I have the floor, I want to raise two other points. And the first is a more general point in terms of the engagement here in this forum in a non-politicized expert exchange manner. This is not the forum to raise extraneous topics. Doing so will only distract from this group's important work, and we therefore do not intend to engage in repeated back and forth interventions on issues that are being discussed in other fora, but I'm compelled to respond briefly to an earlier intervention by Iran. The United States is in an ongoing international armed conflict with Iran, and a durable diplomatic solution remains our preference, but we will only engage where dialogue is productive and commitments are executed in good faith. Iran, however, has continued to violate international law and undermine the understandings established between our two countries. And then finally, I'd like to raise a written reply with respect to the reference on these so-called unilateral coercive measures. And it's our opinion that economic sanctions can be a lawful, legitimate, important, and effective tool for responding to malign activity and addressing serious threats to international peace and security. The United States is not alone in that view or in that practice. U.S. sanctions target behaviors that threaten our national security, global stability, and undermine human dignity. Our sanctions are not punitive. Rather, they are a tool to change behavior, and they can be, and regularly are, removed if the damaging behavior stops. Again, U.S. sanctions programs are focused on constraining the ability of bad actors to take advantage of our financial system or threaten the United States, our allies and partners, or citizens, not on preventing bona fide humanitarian-related trade assistance or other activities. I thank you, Mr. President.

I thank the United States for their statement. I see also a request now by the Islamic Oh, no, from Iraq. Iraq, you have-- Iraq or Iran, sorry. Iran. Oh, Iran, you have the floor.

Yeah, sometimes it's being mixed, but Iraq is a good friend.

I make direct reply with regard to three statements.

Lately by the previous speaker as well. In response to the remarks made by one speaker regarding the established right of a state party to make reservations upon ratification of the UNTOC, this is in accordance with international law. It is regrettable that in what appears to be a misguided attempt to appease a particular country, they have chosen to align themselves with a politically motivated approach.

Lending their voices to positions that.

Stand in open contradiction with international law and the very principles they have undertaken to uphold.

The second was a statement which was a statement made.

Very earlier in this room, which I believe deserves no response to that.

So I would leave it to that.

The third one, we are not in in a war, a conflict with the United States, if you are defending against an aggression, two aggressions which have been inflicted upon us unprovoked. They have killed around 3,000 civilians, 4,000 civilians. In one case, 168 school children were killed in a triple tap missile attack, which we're still waiting for the investigation to resolve to come out, which I guess no time it will come out. They have used-- they have broken every aspect of international humanitarian law in this fight, in this.

Of which is against the UN Charter, is against international law, which is in no way justified.

I can go on for hours and hours, but just to keep it into two minutes, I will stop here.

Thank you.

I thank the delegation of Iran. Now I give the floor to the United Arab Emirates. You have the floor.

Mr. Qunne Said.

Thank you, Mr. President. My delegation would like to exercise its right of reply to the statement made by the Sudanese representative, who is speaking on behalf of the authorities of Port Sudan, which is one of the parties to the civil conflict in Sudan. The UAE categorically rejects the accusations against it, and we reaffirm that we are not a party to this war. We reject any attempt to use these forums to repeat accusations in order to distract attention from the responsibilities of the conflicting parties to the Sudanese party, to the Sudanese people. We call on the president to keep the discussion within its technical mandate and not to allow any attempts to turn this forum into a politicized forum. exploited by one party to the conflict. Thank you, Mr. President.

I don't see any further requests for the floor. I see the delegation of Sudan. You have the floor.

State of Palestine.

Not Sudan.

Could conference services please see which microphone? Okay, sorry about that. The microphone was applied to Sudan. You have the floor, State of Palestine.

Thank you, President, for giving me the floor to exercise my right of reply to what Israel said. Delegations did step out of the room because we know the crimes that are being perpetrated by Israel in Palestine. We know that Palestine is currently being considered in the International Criminal Court and International Court of Justice. Thank you very much, President. Okay.

I do not see any further requests for right of reply. So I will join the meeting. I would first just want to reiterate to all delegations to consider changing their statements to the agenda items that would follow the general debate as the list is quite long and otherwise we won't be able to follow the agenda that we have agreed at the beginning of the session. So I would kindly ask NGOs and intergovernmental organizations to do this. So with that, we will resume at 3 o'clock and have a good lunch.
