2nd Meeting, 76th Session of UNHCR Executive Committee

Buenas tardes.

Good afternoon. Excellencies, distinguished delegates, we're going to begin the second meeting of the 76th plenary session of the ExCom. Before we continue, I'd like to remind delegations that, in order to allow the interpreters to demonstrate their skills fully, a copy of your statements should be submitted to the ExCom secretariat at the address hgxcom@unhcr.org. We shall now resume consideration of agenda item 3, continuing with the list of speakers. and I will give the floor to the distinguished representative of Uganda. Minister, you have the floor.

Thank you very much, Chair. The High Commissioner, Mr. Filippo Grandi, honorable ministers, distinguished delegates, ladies and gentlemen, Uganda aligns with the statement delivered on behalf of the African group and the Global Refugee Forum co-conveners. I also want to take this opportunity to appreciate the good work and commend my dear friend, Commissioner Filippo Grandi, and the Bureau for the work done for the ExCom since last year. Chairperson, we convene amidst a humanitarian crisis worsened by the unprecedented liquidity and financial crisis that has shaken the entire UN system, jeopardizing its ability to deliver mandated programs, especially humanitarian aid. As if the financial crisis is not enough, Global conflicts, including our immediate neighborhood, continue to lead to record high displacements and escalating humanitarian needs. The unfortunate situation in the DRC, the South Sudan, and Sudan proper needs our collective attention. We currently receive an average of between 500 to 600 refugees per day. At the last ESCOM, I informed you that Uganda has was hosting 1. 75 million refugees. We currently receive on an average of 500 to 600 refugees a day. And our received refugee population to date surpasses 2 million. Humanitarian work is at its worst test. I cannot be I cannot be It cannot be businesslike, as usual. This increased displacement, shrinking support, and growing helplessness, the pressure of forced migration that is frowned upon, especially on the high seas, and the human rights abuse in the Sahara will become unpreventable. I would like to thank our partners that have supported and remain committed to sharing the responsibility of assisting and protecting refugees, and especially those that donate flexible funding. As I have severally said, whereas the donors have the privilege to earmark their contributions, Hosting countries like Uganda do not earmark whom to host. If we did, the global reaction would be unmatched. The ever-shrinking humanitarian and development support not only worries us, but also tests our resilience. This calls for higher degree of collaboration and cooperation. Since humanitarian funding is increasingly unpredictable, the international community should prioritize addressing and resolving the underlying causes of conflicts which lead to forced displacements. I think that should become now a priority. Finally, Chair, I want to thank my dear friend Filippo Grandi in a special way Thank you for your friendship, leadership, and service to humanity. As you conclude your tenure as High Commissioner, our prayer and expectations is that the agency carries on the good work and builds on what you and your team have done. And as we await the appointment of your successor, we hope that After 75 years of existence, the UNHCR, of the UNHCR, leadership and senior management of the organization will reflect the global displacement and burden being borne by the global south into consideration. That has changed since 1950, when the organization was birthed. Otherwise, really appreciate your service, Mr. High Commissioner, and we want to thank all of you and your team for the good work done for humanity. Thank you very much.

Thank you very much. The next speaker. is the distinguished representative of Turkmenistan. Minister, you have the floor.

Thank you, Mr. President, High Commissioner, distinguished ladies and gentlemen. Allow me, on behalf of the delegation of Turkmenistan, to greet you at the 76th session of the Executive Committee and to express gratitude for the warm welcome and wish you fruitful work. Distinguished delegates, the current world situation today requires multilateral cooperation, to support peace, and to ensure the preservation of the principles of international law. The importance of trust in the institutions of international law is exemplified in the slogan for this year, the International Year of Peace and Trust, which was declared as such by the UN General Assembly at its 78th session following an initiative of Turkmenistan and 86 co-sponsors. The This year's slogan coincides with the 80th anniversary of the establishment of the UN and the 30th anniversary of Turkmenistan's permanent neutrality, which was recognized three times, and this demonstrates its effective use as a principle to achieve peace. This was recognized at the 80th session of the UN General Assembly, in particular, by the declaration of 2028 as the year of international law and the development of an international code on international trust as an important step towards peace. Turkmenistan is convinced that achieving global peace is an issue that cannot be dissociated from the protection of the rights and freedoms of individuals. And in this context, as an example to inspire other states, Turkmenistan has demonstrated to the world that the legal identity and the well-being of persons are possible by entirely eradicating statelessness in the world. Turkmenistan took upon itself the international commitment and indeed completed it and lived up to this commitment in 2024 under the global campaign I Belong. As a result of decisiveness and political will by the President in Turkmenistan, over 32,000 persons who were stateless became full citizens of Turkmenistan. In this connection, the efforts of Turkmenistan were recognized by the High Commissioner, distinguished Mr. Filippo Grandi, by the issuing of a certificate of success as a country that has eradicated all cases of statelessness. Turkmenistan continues to work as a participant in the Global Alliance and has made its first contribution towards the eradication of statelessness in the world by holding a conference on the 8th of November 2024, the outcome of which was the Ashabatt Declaration to remove statelessness in the region. Furthermore, in April of this year, Turkmenistan actively participated in a ministerial conference for Asia and the Pacific. There will be a conference, so there was a conference called World Peace, Sustainable Development and Migration, and we made a contribution to that conference towards the eradication of statelessness. So we should note the key role of the UNHCR in promoting these solutions so as to make sure that no one in the countries remained behind. However, Turkmenistan has not left it at that. On the 25th of September of this year, continuing our annual celebratory traditions, we extended a residence permit to 142 foreign citizens living in our country. amongst which there are mandate refugees, and thereby we guaranteed equal rights with the citizens of Turkmenistan. Building on the key international frameworks and innovative practices and approaches, together we can facilitate the achievement of sustainable development in the world. Turkmen Turkmenistan is prepared to fully support the efforts of the international community towards the well-being of all. Thank you.

Thank you very much. The next speaker is the distinguished representative of Rwanda. Minister, you have the floor.

Chairperson, High Commissioner, distinguished ladies and gentlemen. On behalf of the Government of Rwanda, I extend my warm greetings and deep appreciation for the tireless efforts of UNHCR and Member States in advancing protection, solutions and dignity for the refugees across the globe. Allow me first to extend once again our profound gratitude to the High Commissioner for Refugees for his visit to Rwanda in August 2025. I highly appreciate the fruitful discussion held and commitment made to improve the well-being of refugees in Rwanda, as well as enhancing their integration into different national programs. My delegation aligns itself with the statement made by Cote d'Ivoire on behalf of the Africa Group. Currently, Rwanda is hosting close to 137,000 refugees, mainly from the Democratic Republic of Congo and Burundi. 90% of them are living in refugee camps across the country and are depending on humanitarian assistance. Despite the pressures on our limited national resources, Rwanda has consistently maintained its open door policy and remains committed to ensuring that those forced to flee find safety and dignity within our borders. Rwanda has long upheld its humanitarian tradition of providing protection and solutions to refugees and asylum seekers. In this spirit, we continue to advance the pledges and commitment we made in various areas, mainly education, health, jobs, and livelihood of refugees, as well as documentation. And tremendous progress has been made among others. We commend the recent tripartite meeting between Rwanda, DRC and UNHCR held in Addis Ababa in July 2025, which resulted in the return of 1,033 Rwandan refugees in August and September, while 3,974 were repatriated since January 2025. On the other hand, More than 30,907 Burundian refugees have been facilitated to repatriate home since 2020, though these days return is at a low pace. Rwanda reaffirms its commitment to the voluntary, safe and dignified return of refugees as a cornerstone of durable solutions. In this regard, we call upon the international community to support peace processes as well as promotion of voluntary repatriation in the Great Lakes region to give hope and chance to refugees to return to their countries. In the spirit of providing our contribution to global humanitarian challenges, the Emergency Transit Mechanism continues its operations. The facility has provided safety to 2,760 people from Libya. 88 families were blessed with born babies, and 82% attained their durable solution through resettlement to third countries. All the aforementioned efforts are hindered by global funding challenges, undermining the provision of basic assistance and protection. We therefore call for renewed international solidarity to ensure that refugees and their hosts are not left behind. In light of finding alternative durable solutions, the government of Rwanda has introduced the Refugee Sustainable Graduation Strategy 2025-2030 which aims to transition 50% of refugee households from dependency on humanitarian assistance to self-reliance by 2030. This strategy is anchored in livelihood, skills development, and integration into national systems and programs. In the same spirit, we are exploring the possibility to move from the traditional camp settings to integrated resilient settlements. This shift will enable refugees to access services and opportunities equally with nationals, fostering greater inclusion and sustainability. Chairperson, before I conclude, I once again I would like to thank you, to thank the High Commissioner and the entire UNHCR leadership for the programs and achievement made this year, despite many challenges. Rest assured of Rwanda's commitment to continued good collaboration with UNHCR. I thank you for your kind attention.

Muchas gracias.

Thank you very much. The next speaker is the distinguished representative of Pakistan. Ministry, you have the floor.

Bismillah rahmanir rahim. Chairperson, ESCAM, High Commissioner, Excellencies and distinguished delegates, good afternoon. Pakistan pleased to participate in this session of the Executive Committee. Pakistan appreciate UNHCR for its commendable work in responding to forced displacement across the globe and refugees management in accordance with its mandate. On behalf of Pakistan, I also congratulate High Commissioner, Mr. Filippo Grandi, for the remarkable services he has rendered during his tenure throughout the world, especially in serious security situation, his visits to Afghanistan and Pakistan, he not cared of his life, but stood with refugees either in any part of the world. Chairperson, Displacement continues to be a serious global challenge. More than 132 million people worldwide are forcibly displaced, including due to conflicts, persecution, violence, and climate-induced disaster. Clearly, most of these humanitarian crises are man-made. Pakistan also reiterates its solidarity with and support for the people of occupied Palestinian territory, who continue to face one of the worst humanitarian crises in the world. On the other hand, resources needed to respond to the growing needs of forcibly displaced worldwide are shrinking rapidly. The international community must support UNHCR in creating conditions that make return home both desirable and sustainable. When returnees are welcomed back with meaningful support, they can contribute to the recovery and progress of their societies. Provision of adequate, predictable and flexible resources to UINCR remain critical. Chairperson, For over four decades, Pakistan has hosted more than 4 million Afghan nationals, managing one of the world's largest and most protracted refugee situations. Despite our domestic problems, including economic pressure, security challenges, and overstretched public services, we have upheld humanitarian principles by providing safety, access to education, health care, and livelihood to the extent possible. Pakistan remains one of the most climate-vulnerable countries. Pakistan has endured repeated climate-induced calamities, with this year's devastating floods displacing millions destroying infrastructure and causing huge economic losses. These events have had far-reaching humanitarian, economic and social impacts. Pakistan reiterates its call for urgent start of the UNHCR Climate Resilience Fund and other financing mechanisms to support countries most affected by climate change. Pakistan continues to combat terrorism, which has severely impacted our people and economy over the years. Over 90,000 Pakistani have lost their lives, and the nation has endured economic losses exceeding $150 billion in this struggle. Chairperson, it is now our shared responsibility to facilitate safe and dignified returns of displaced Afghans to their country. However, durable returns require investment in countries of refugee origin for peace, stability, schools, clinics, and livelihoods to make return viable. Repeated calls for such support, along with predictable multi-year funding for host countries like Pakistan, have yet to be fully realized, amid donor fatigue and delayed disbursements. Chairperson, in this context of UN80 in humanitarian relief, this initiative must help the UN respond to humanitarian crisis more effectively. Pakistan reiterates its commitment to partnering with the international community to find a durable solution to the humanitarian situation. Looking ahead, we urge three imperatives. First, urgent investment in the countries of refugees' origin for stability and reintegration. Second, timely and predictable international support to offset the burdens on host communities, and third, fast-track resettlement in third countries. Thank you, all of you.

Muchas gracias.

Thank you. The next speaker is the distinguished representative of Ghana. Minister, you have the floor.

Chairwoman, High Commissioner, Excellencies, distinguished ladies and gentlemen. I'm honored to deliver Ghana's statement at this important meeting of the Executive Committee of the High Commissioner's Program. I join earlier speakers to commend the effort of the Executive Committee Bureau and the UNHCR Secretariat for the hard work and dedication in convening this session. We further commend the High Commissioner, Mr. Filippo Grandi, for his comprehensive report of the activities and status of the organization and seize this opportunity to congratulate him for his remarkable leadership and tireless dedication during his tenure as the UN High Commissioner for Refugees. In the face of unprecedented global displacement and persistent funding challenges, Mr. Grandis steered the organization with wisdom, compassion, and resilience. Your unwavering commitment to protecting refugees advocating for their rights, and upholding the principles of international solidarity, has indeed left an enduring legacy within the UNHCR and beyond. High Commissioner, we wish you well in your retirement, and we know that we all shall continue to benefit from your rich expertise. Mr. Chairman, Ghana aligns itself fully with the statement delivered by the Republic of Cote d'Ivoire for and on behalf of the Africa Group, Ghana is gravely concerned about the severe reduction in funding at a time that there is unprecedented increase in displaced persons. As earlier indicated by the High Commissioner, this funding shortfall has forced the UNHCR to suspend or reduce vital programs worth around $1.4 billion, leaving millions without lifesaving aid And the consequences are dire, with over 11 million refugees at risk of losing access to food, shelter, and healthcare, while 6 million children face the loss of education and medical support. This funding crisis is not just a financial challenge; it is a test of our shared humanity and the world's resolve to stand with those who have lost everything. It is our hope that, in the spirit of burden-sharing, we shall all contribute to adequately restore hope to displaced persons worldwide. Mr. Chairman, I am pleased to report that Ghana has made strides, working with countries of origin of refugees to ensure efficient accomplishment of all aspects of durable solutions, including the legal aspect of it. We have put in mechanisms which have enabled us to use indefinite resident permits to former refugees. Mr. Chairman, as a result of the excellent collaboration with our neighboring coastal countries, namely Togo, Benin and Cote d'Ivoire, hosting refugees and asylum seekers from the Sahel, we participated in a series of meetings graciously hosted by the government of Togo, where we enhanced our commitment to implement recommendations that aim at developing a subregional strategy for reinforcing national security whilst guaranteeing refugee protection and facilitating durable solutions. Ghana's commitment to ensuring that the ideals of the Global Compact for Refugees remain unshaken. A key tenet of the GCR is to extend livelihood opportunities for refugees. We support the High Commissioner's call for practical and innovative approaches to respond to forced displacement. To this end, the Ghana government is working with the UNHCR to implement the Ghana Refugee Agri-Business Sustainability Program, dubbed GRABS. GRABS, which aims at establishing a flagship livelihood activity for refugees and their host communities that could serve as best practice for refugee livelihood. This GRABS program has been incorporated into His Excellency, the President, Nana Dramane Mahama's Feed Ghana program. initiatives which aim at transforming Ghana's agricultural sector to make Ghana self-sufficient in food production. The government intend to invest about $1 million a year for the next two years in the GRAS program, following which we expect it to be self-sustaining. Additionally, other state organizations are being roped in to ensure its success. Despite this effort by the government, Ghana, like others, has not been spared the effect of shrinking funding for refugee work. It is for this reason that we have endeavoured to increasingly rely on local expertise in managing refugees as funds dwindle. However, in the spirit of burden sharing, it is hoped that the UNHCR will be better resourced to provide the vital technical and other support that is so badly needed. As we bid farewell to Mr. Filippo Grandi, Ghana is greatly honored to present the candidate of Mr. Matthew Kweisi Krensel, a distinguished Ghanaian, for the position of the United Nations High Commissioner for Refugees. Mr. Krensel is currently the senior executive of the Office of the UNHCR and serves as a UNHCR representative in Uganda, overseeing Africa's largest refugee operation. Having dedicated 31 years of his professional career to humanitarian and development work within the UNHCR, Mr. Krenzel has demonstrated exceptional leadership in protection, strategic innovation, and inclusive governance across Africa, Americas, Europe, and Asia. Rooted in Ghana's proud legacy of peace building, hospitality, and multilateral cooperation, Mr. Krenzel embodies the spirit of global solidarity that defines the United Nations High Commissioner for Refugees mission. His appointment will mark a historic milestone, as no African has ever served as the High Commissioner since the establishment of the Office of the UNHCR 75 years ago. It is therefore with great confidence and optimism that the Government of Ghana present Mr. Matthew Kwesi Krenzel as an extraordinary choice to lead the UNHCR into a future of renewed hope, resilience, and shared humanity. I take this opportunity once again to thank all of you for your attention. Thank you very much.

Muchas gracias.

Thank you very much. The next speaker on the list is the distinguished representative of the United States of America. Madam, you have the floor.

Thank you, Chair. Good afternoon, High Commissioner and UNHCR leadership team. Good afternoon, colleagues. The humanitarian and refugee situation today demands our collective, honest reflection and subsequent reform. We have seen in recent months just how much the global humanitarian system relied on the United States paying a disproportionate share of costs. That imbalance will no longer continue. As President Trump has made clear, abuse of the asylum system by economic migrants seeking to undermine immigration law has reached epidemic proportions and now threatens support for the asylum principle itself. That must change. The issues we face are significant, but not without solutions. Solutions that we can find together, together with UNHCR's expertise, together with Member States' collective experience. For the United States, the most important solution, however, is peace. Humanitarian aid can and does save lives in the short term, but only peace can end displacement in the long term. Humanitarian needs do not exist in isolation, and responding solely with aid without tackling the underlying causes will leave us addressing symptoms rather than resolving the crisis at hand. We also need to ensure that the United Nations' own institutions are getting back to basics by sticking to core operational mandates with clear recognition of national sovereignty. UNHCR's mandate is to protect refugees and to facilitate permanent solutions to displacement, and it plays an essential role in emergency response. However, over time, UNHCR has expanded its scope beyond this original purpose, taking on responsibilities that have stretched its capacity and diluted focus. And while we appreciate the efforts of fellow member states, we are not able to endorse a statement of solidarity at this time when so much remains unknown and the need for reform is so urgent. Instead, today we call on everyone here to help together to advance meaningful reform. As the United Nations approaches its 80th anniversary, this is a pivotal moment to demonstrate that institutions can evolve to meet new realities. For UNHCR, we believe this means a renewed focus on efficiency, transparency, and accountability. a willingness to continue to embrace innovation, and the discipline to stay true to the original mandate while working with others to avoid duplication. The recent reductions and reorganization must not be treated as a short-term financial savings. They must represent fundamental, measurable change. Specifically, the United States calls on UNHCR to enact budget reforms that produce a more reasonable and achievable program budget for 2027, ensuring that resources are allocated effectively to address the very most pressing humanitarian needs. These reforms must prioritize fiscal discipline, operational efficiency, and measurable outcomes, enabling the agency to deliver meaningful results while avoiding overextension. With staff costs making up the largest portion of the UN regular budget, those costs must be part of any UN80 cost containment discussion. Further, more transparency on staff costs is needed so member states can identify which entitlements are driving cost growth over time. This is a discussion long overdue. At the same time, UNHCR must maintain a strong emphasis on oversight and transparency to advance accountability, ensuring member states and stakeholders can clearly assess how funds are utilized and whether programs are achieving intended goals. We also urge UNHCR to eliminate all divisive and political cultural initiatives that do not reflect shared member state values. The agency's mandate is humanitarian in nature. and its focus must remain on addressing the urgent needs of displaced populations, rather than engaging in activities that alienate member states or detract from the core mission. By concentrating on its foundational purpose, UNHCR can strengthen its credibility and foster greater unity among member states. UNHCR must maintain an unwavering emphasis on life-saving interventions, ensuring that refugees and displaced persons receive immediate shelter, food, and medical care. These interventions are the cornerstone of the agency's work and must remain the highest priority. Fellow heads of delegations, colleagues, reforming UNHCR alone will not be enough to address broader challenges of displacement and illegal immigration. The global framework governing refugee status and asylum must also evolve to meet the realities of today's world. As Deputy Secretary of State Landau discussed at an event at the New York High Level Week for UNGA recently, around the world, asylum systems are under enormous strain due to exploitation by economic migrants, migrants who do not face genuine persecution use asylum as a pathway to circumvent border and immigration laws, placing unsustainable pressure on systems meant to provide temporary protection. This system no longer serves our nationals, no longer serves genuine refugees, nor the nations caught in between. We stand ready to work with fellow states and organizations that share our vision for a system that protects those who genuinely face persecution while upholding the vital principle of national sovereignty recognizing that sovereignty is not a barrier to cooperation, but actually the foundation for meaningful collaboration. If we are serious about reducing displacement rather than simply managing it year over year, we must seize this moment for change. Together, I believe we can change to meet this moment with UNHCR's expertise and fellow member state expertise. In closing, as I always like to do, Thank you to the UNHCR staff here in Geneva, but especially in the field in some of the most difficult and dangerous locations in the world, doing work that none of us here in Geneva can do. High Commissioner, I know you said at the beginning of your speech that this was not the time for farewells, so I will abide by that, but I will say thank you for all that you do, a humble thanks.

Thank you very much. The next speaker is the distinguished representative of South Sudan. Minister, you have the floor.

Mr. Chair, High Commissioner, distinguished delegates, ladies and gentlemen, South Sudan aligns itself with the statement presented this morning on behalf of Africa Group. It is a profound honored to address this 76th session of the Executive Committee on behalf of the people and the government of South Sudan. I convey the warm greetings of His Excellency Salva Kiir Mayardit, the President of the Republic of South Sudan, and express our deep appreciation to UNHCR for its steadfast leadership in providing continued solidarity and international protection to displaced and stateless persons, both in South Sudan and globally. Mr. Chair, since gaining independence 14 years ago, South Sudan has maintained an open door policy toward refugees and asylum seekers from neighboring countries and beyond. This is not merely a policy, but more commitment, moral commitment, one rooted in our values and our own history of displacement. Today, South Sudan hosts approximately 600,000 refugees and asylum seekers, the majority of whom come from neighboring Sudan. Our open door policy extends beyond entry at the border. It reaches into the communities that welcome refugees, share their limited resources, provide land for farming, and engage in joint agricultural cooperatives and small businesses. This inclusive approach underpins our efforts to transition refugee camps into integrated settlements, fostering peaceful coexistence between refugees and host communities, as outlined in our Durable Solutions Strategy and Action Plan launched last year. Mr. Chair, I am pleased to share that, in our commitment to ending statelessness, South Sudan has this year acceded to the 1954 and 1961 statelessness conventions. Our efforts are not only on paper, they are being realized in practice. For instance, our more than 80 professors and lecturers displaced from Sudan have been absorbed into institution of higher learning, such as Juba University. Additionally, over 50 medical professionals have been integrated into private hospitals and clinics, with several receiving licenses to establish private practices. These actions reflect our dedication to refugees' protection, hospitality, and solidarity, as well as our commitment to Global Compact on Refugees and other international frameworks. Mr. Chair, despite our firm commitment, we face severe and compounding challenges. The impact of climate-related shocks and the ongoing conflict in Sudan have stretched our response capacity to its limits. While we are grateful for the continued support from UNHCR, UN agencies, and international NGOs, sharp reductions in donor funding since earlier this year 2025 have led to a significant programmatic reduction in staff layoff, office closures, and restructuring. These funding constraints are directly impacting the delivery of essential services, including protection, healthcare, education, food assistance, and livelihoods. UNHCR's response, alongside other partners, to the influx of over 1.2 million refugees from Sudan since 2023 has been commendable, particularly in managing key entry points at the South Sudan-Sudan border and supporting transit reception sites in Rong, Malakal, including refugee camps in Maban, Jangjang, Wedwil and Gorom. With coordination from IOM, South Sudanese forcibly returning from Sudan were supported in their onward transportation across the country. The government contributed USD 5.3 million to these national efforts. Mr. Chair, in closing, allow me to highlight the steps South Sudan has taken to strengthen documentation system for refugees. With support from UNHCR, we have formulated policies and legal frameworks to initiate the issuance of mechanic, machine-readable refugees IDs and passports. However, due to the strained national resources and the shrinking external funding, the process slowed significantly in 2025. As a result, refugees, especially those seeking to start businesses, open bank accounts, Access to loans or travel for medical and educational needs continues to face barriers. Mr. Chair, without meaningful solidarity and shared responsibility, the pressure on South Sudan as a post-conflict country will only deepen the existing humanitarian crisis. We therefore call for a renewed international partnership that empowers government institutions to protect, sustain, and find durable solutions for refugees, IDPs, returnees and vulnerable host communities. In this context, we urge Member States and partners to join hands in upholding the principles of responsibility sharing that lie at the heart of the global refugee protection system. On behalf of the Government and people of South Sudan, I reaffirm our commitment to work closely with UNHCR, member states, and partners in pursuit of sustainable and lasting solution.

I thank you.

Thank you very much. The next speaker is the distinguished representative of the Central African Republic. Minister, you have the floor.

Excellency, Mr. President.

Excellency, President of this session, High Commissioner of the UNHCR, Excellencies, ladies and gentlemen, heads of delegations, distinguished guests, I would first and foremost like to express myself on behalf of His Excellency, the President, Head of State and Supreme Head of the Army, who has asked me to solemnly convey to Her Excellency, Ms. Carina Keller-Sute, the President of the Swiss Confederation, our most brotherly greetings and his gratitude. I would like to take this opportunity to also extend my sincere thanks to Mr. Filippo Grandi, the UN High Commissioner for Refugees, for the invitation and for the warm welcome extended to me and my delegation to allow us to participate in this session of the Annual Meeting of the Executive Committee. Since his accession to the high judiciary of the state, His Excellency the President and Supreme Chief of the Armies has made The protection of refugees, one of the highest priorities of the state, through the warm welcome extended to 27,000 Sudanese refugees in Bakenga prefecture, sub-prefecture. There are, moreover, others in Haikoto, in the Benda Koto sub-prefectures, 3,500 Chad refugees in Limpele. in the Bitoko settlement in particular, which makes a total of 62,000 spread out throughout the country, including 3,600 refugees from the Democratic Republic of the Congo. And with a view to obtaining reliable statistics In order to allow us to better plan protection and assistance activities for refugees, the government of the Central African Republic, on 18 June 2025, has carried out a physical verification, a biometric verification, of all the documents of refugees present currently. And this is being carried out with the financial and technical support of the UNHCR. There's biometric data, such as fingerprints, that are systematically collected in order to avoid any duplication and reduce any risk of fraud. In line with the provisions of Article 28 of the Convention, That's the 1951 Geneva Convention on the Status of Refugees and the requirements of international organizations of the International Civil Aviation Organization. And in order to provide for the free movement, as the Minister of the Interior entrusted with security, I have also instructed a national coordination to take place for the protection of refugees and provided instructions to provide for conventional travel procedures with biometric data and the delivery of biometric national identity papers, and this is being carried out by our national agency with the support from the UNHCR. In line with the tripartite agreement on voluntary returns, persons living within Cameroon from the DRC and the Congo, the Central African government has facilitated the return in a dignified and safe manner of approximately 14,000 persons, in total 67,000 persons who voluntarily resettled since 2007 with the multifaceted support from the UNHCR. In terms of humanitarian action, the situation of Yaounde of 2002, the declaration of Yaounde in 2002, and the platform that is associated with that, the Central African Republic and the six co-signatories of this declaration of the Yaounde have reiterated their commitment, their political will towards this regional approach to find a solution for regionally IDPs. and forced displaced persons while guaranteeing their rights. This should also provide investments towards stability in areas which are affected. This will also include long-term humanitarian assistance and guarantee the return of internally displaced persons who will need to be supported in terms of reintegration and in terms of basic social provisions. And it is with this in mind that the government, with the assistance of the UN system and the EU, has organized in the capital Bangui a high-level forum on the mobilization of the private sector to promote the economic inclusion of forced migrants in connection with the Central African crisis. Thanks to the committed support of governments and with the assistance of the United Nations, particularly the UNHCR, we can see that significant progress has been made, in particular the signing of the tripartite agreement for voluntary return of refugees with Chad. The implementation of the mechanisms of the platform for support, there was a second meeting of the ministerial committee in the Republic of the Congo. to support refugees in the Central African Republic and with a funding agreement of the World Bank. I'm sorry, the African Development Bank. The project for capacity building of the signatories of the Yaounde Declaration from 2025 to 2028 aims to address budgetary constraints and the Ministry of Humanitarian Assistance has decided upon a reduction of personnel costs for the support program for the return and reintegration and the closure of four field offices for refugees and IDPs. Within the framework of the reduction of financing and we would ask the UNHCR not to forget the Central African Republic. All the field offices of the National Coordination for Refugees are operational as of this day and given the budget constraints which prevail currently, it would be appropriate to ensure the transfer to the National Office for Refugees in order to facilitate assistance at a lower cost, including the resale of real estate and other assets of the UNHCR offices that have already been closed to the Ministry of Internal Affairs and provide for communication systems. This would allow us to ensure that we can live up to our commitments in terms of the protection of refugees for the international community. Thank you very much.

Thank you very much. The next speaker is the distinguished representative of The Gambia. You have the floor.

Thank you, Mr. Chair. Excellencies, distinguished delegates, on behalf of the President, government, and people of the Gambia, we wish to express our sincere gratitude to the outgoing chair of the Executive Committee, His Excellency, Mr. Marcelo Van der S, for excellently steering the affairs of the committee over the past year. Also, allow me to express sincere appreciation to the UN High Commissioner for Refugees, Mr. Filippo Grande and his team for their commitment, dedication, and leadership in driving the global refugee agenda during these difficult times. The government of the Gambia reaffirm its political will and strong commitment to the implementation of the 1951 Refugee Convention and 1967 protocols, the 1964 Stateless Net Convention, as well as the 1969 AU Convention. These international obligations have been domesticated through the Gambia Refugee Act, which creates the legal institutional framework for protection for refugees, asylum seekers, and other persons of concern to the UNHCR. To ensure an efficient refugee management regime, the government of the Gambia continues to develop the institutional capacity of the Gambia Immigration Department and the Gambia Commission for Refugees. As of September 2025, a total number of 4,099 people have been granted refugee status in the Gambia, while 504 asylum applications are under review from 21 different countries. Although the modest scale relative to global refugee database, this number represents the commitment of the Gambia to contribute its quota to protection of vulnerable persons. Excellencies, distinguished delegates, given the Gambia's strategic geographical location in Africa, it is imperative to foster cooperation with neighboring countries and international partners and to improve our border management in line with standard protection norms. We have implemented early warning systems and strengthened our maritime coordination and rescue capacity to mitigate risks to migrants and asylum seekers using the Gambia as a transit route. The Gambia places particular importance to the welfare and integration of refugees and asylum seekers. Our social inclusion system allows for refugee children to be enrolled in schools, benefiting from the same curriculum and standards as Gambian children. In a similar vein, access to healthcare is guaranteed via the national health referral system, ensuring essential services on equal basis with our own citizens. The Gambia also recognizes that protection is not limited to refugees, but must include stateless persons and those at risk of being stateless. Accordingly, we provide civil registration documentation to identify and protect individuals at risk of statelessness. To ensure that persons of concern are effectively identified and protected, my ministry, through the Gambia Commission for Refugees, has been providing necessary identification documents for refugees and asylum seekers to enable them to access vital social services. We also facilitate voluntary and safe repatriation in consultation with UNHCR where safe conditions prevail in countries of origin. Kindly allow me to acknowledge the support of the UNHCR multi-country office in Dhaka, through whose collaboration the Gambia conducted an assessment aimed at identifying persons of being at risk of statelessness. At the end of the exercise, a total of over 900 individuals, including men, women, children, who were identified to be at risk of being stateless. The Gambia government has committed to regularizing the status of these identified to become Gambian citizens in the near future. Excellencies, distinguished ladies and gentlemen, finally, the Republic of the Gambia calls for greater international cooperation, solidarity, shared responsibility in refugee matters. The government of the Gambia stand ready to continue working closely. with our bilateral and multilateral partners, as well as the civil society, to guarantee protection and dignity for all persons of concern. In this regard, the Gambia is committed to maintaining our standing in the UNHCR in the Commonwealth. I thank you all. Muchas gracias.

Thank you very much. The next speaker is the distinguished representative of Guinea-Bissau, Minister of the Floor.

President of the 76th plenary session of the Executive Committee, Filippo Grandi, the High Commissioner of the UNHCR, ladies and gentlemen, representatives of Member States, ladies and gentlemen, Allow me, on behalf of the Government of the Republic of Guinea-Bissau, and on my own behalf, to convey my greetings to the High Commissioner and the President of this session, and to commend them for making it possible for us to hold this ExCom as planned. I would also like to take this opportunity to thank the organizers for all the arrangements made to make it possible for us to be here today, as well as the warm welcome that has been extended to my delegation. Guinea-Bissau commends the efforts and the work done by the UNHCR, in particular by the High Commissioner for Refugees, Mr. Filippo Grandi, and we would encourage him in his work for the future. We align ourselves with the statement given by Cote d'Ivoire on behalf of the African Group. Ladies and gentlemen, we support and reaffirm the commitments taken by our country at the 2022 Global Forum on Refugees as to the implementation of the Global Compact. in particular, improving the asylum system, reducing the risk of statelessness, and managing the risk of internally forced displacement following climate insecurity and other conflicts. Over this time, Guinea-Bissau has worked closely with the UNHCR. which, in addition, has an office in Guinea-Bissau and a focal point for the global compact on refugees and the global compact on migration. It is against this backdrop that our national commission for refugees and internally displaced persons, in a spirit of partnership, contributed to fulfilling a number of significant tasks over these past few years. in particular, responding to regional and African humanitarian crises, and by continuing to offer support as part of consolidating the integration locally of the 10,451 refugees that have been naturalized. Turning to the Portuguese-speaking world and the member countries, under the guidance and the presidency of the Republic of Guinea-Bissau, during its 15th summit of the heads of state and government of this community, drafted a final statement. And in its point 52, this Portuguese-speaking community reaffirmed the commitment to human rights of all migrants and refugees, regardless of their migratory status. as well as the implementation of the Global Compact on Refugees. And they also hailed the creation of the Coalition for the Compact on Refugees. This is an initiative that will help bolster cooperation between member states in implementing the compact. High Commissioner. I'd like to take this opportunity to say that next year, as part of its commitments, The government has a number of priorities that require technical and logistical support from the UNHCR. This is, number one, the initiative of the Portuguese-speaking coalition for implementing the two global compacts on refugees and on migration. And this is essential to help implement the results of the Summit of Heads of State and Government of the Portuguese-speaking World. Point two, we require support for consolidating the local integration of refugees already naturalized. Three, managing the forced displacement of the Djibouti community. And four, legal and institutional reforms on asylum, forced displacement, and statelessness. Globally speaking, the situation of refugees and displaced persons in our country is under control. There are mechanisms and institutional reforms that are being overseen by the government, and we are broadening our commitments and developing a national road map and policies in which we have seen progress. However, it has to be said that there are still some challenges. For example, the management of the internally forced displacement situation in Jobel, which is an island in the north of Guinea-Bissau, to the need for technical and logistical assistance from the multi-central commission led by the head of government. with a view to trying to find lasting solutions to the forced displacement of these communities in Djobel, Elia, Arame, Farela, Kasso and Elalab. And then, finally, we need to see a mobilization of resources to support the process for consolidating local integration of naturalized refugees. This concerns around 150 villages. I should also point out here that as regards irregular migration towards Europe, despite the fact that the departure point generally is in neighboring countries, we need to see some improvements made for 2025. Thank you.

Thank you very much. The next speaker. is the distinguished representative of the Syrian Arab Republic. Madam Minister, you have the floor.

Distinguished Chair, Excellencies, Ladies and Gentlemen, as we look ahead, we also take a moment to recognize the effort of UNHCR and all those who have stood by us through the years. To all donor countries, partners, organizations, refugee-hosting nations, and civil society actors, we express our sincere appreciation for your continued support and solidarity with the Syrian people. When this current Syrian cabinet took responsibility, it inherited a country that was devastated. People were helpless and hopeless. Cities where ruins and entire generations had known nothing but displacement, pain, and despair. But yet today, with the return of one million displaced persons, we can finally say that hope is slowly returning. After years of darkness, Syrians now have the strength and resilience to begin rebuilding their lives. For the first time, we can speak of safe and voluntary return for our people. At this stage, our top priority is the safe and dignified return. Yes, the return of millions of displaced Syrians, as His Excellency, His High Commissioner, Mr. Philippe Grandis said, we have a chance. Let's not lose it. By the way, thank you so much. Highly appreciate all what you did for Syria. These families have endured years of uncertainty, waiting to go back to their homes. And now we are preparing the ground to make that possible. Both IDP and refugees will find a Syria that is becoming more stable, where communities are rebuilding and where hope is taking root again. To make return sustainable, we must focus on vital projects that restore life and dignity: housing, schools, hospitals, infrastructure, and livelihood. Without these, return remains only a dream. With them, it becomes a reality. Syrians have proven their resilience and creativity wherever they went, and now they are ready to rebuild Syria if given the opportunity. But that opportunity depends on creating the right environment for recovery by facilitating investment, supporting reconstruction projects, and fully lifting the sanctions that hinder Syria's rebuilding effort. Rebuilding Syria is not a political act. No, it's not. It is a humanitarian necessity. Every school rebuilt, every home restored, every hospital reopened, and every job created bring us closer to stability, dignity, and peace. Syria is ready for recovery, ready to welcome in displaced people, and ready to turn the page. But, Excellencies, we cannot do it alone. With your continued support, partnership, we can help Syrians return not only to their home, but to their future.

Thank you.

Thank you very much. I now give the floor to the High Commissioner to hear his thoughts on the discussion.

Thank you, Ambassador. Thank you, President.

Allow me to start from the last and express my heartfelt thanks, Minister, dear Hinde, for your very passionate but very to-the-point statement on Syria. I don't think I have to add much because I devoted quite some part of my own initial statement to what I think in this grim picture that we have around us is the one piece of positive news. And what a piece of positive news. The biggest refugee crisis for a long time may become the biggest returnee opportunity that we have now, but we must invest. And I agree word by word with what you said about the need for investment. And if I may say, just going a little bit further than what I said this morning, it's big investments, infrastructure, economy, jobs, lifting sanctions, services. This is not humanitarian, this is far beyond. But also humanitarian in that we have to continue to help individuals go back, be they refugees, but also, as you stressed and it is very important, internally displaced people. Now, if you add up the one million that went back from abroad and I think at least one and a half million from within, we have two and a half million Syrians that have gone back in the last few months, less than a year, voting with their feet. We cannot miss that opportunity and I really encourage all those that are engaged in helping Syria emerge in a macro sense from the disasters of war, and all those that are involved in helping individuals through humanitarian assistance to persist and to support this important effort. Thank you very much. Thank you. Let me now move to other statements. There were many statements from Africa, in particular West Africa, some coastal states. Ghana spoke, am I correct? I'm sorry, my notes. Yes, Ghana spoke and I want to salute the statement because there was a strong emphasis, like many others, and I'm very happy about that, on inclusion. And I really want to commend Ghana for the GRASP project that was described in the statement because it's a good example of how you can consolidate the inclusion of refugees and encourage Ghana to continue in this direction. Ghana announced the candidate for my succession, and I wish him, like I wish all the other candidates, all the best in the next process. Gambia also spoke importantly about onward movements and route-based approach. Ghana has been active in that context. This is very positive, but I want to commend Gambia for the efforts that it has made, like other countries in the region, on reducing statelessness. Likewise, same commendation to Guinea-Bissau for also...

I'll continue in French to thank you for your kind words, Minister of Guinea-Bissau. in particular to commend you on the elimination of statelessness, but I would also like to thank you for the initiative taken at the head of the group of Portuguese-speaking countries, which you spoke about, in order to support the Global Compact on Refugees. This is a very important initiative, and we will also be supporting it. I believe and I hope that other regional groups or specifically other communities of the international community will take note of this initiative. I would like to thank the Minister of the Central African Republic for having described once again, as this wasn't the first time, the welcome that the state provides to refugees requesting asylum in the country, despite all the challenges that this gives rise to. You have also referred to the return of refugees and internally displaced persons of the Central African Republic. with the establishment of a platform that occurred not too long ago following the Yaounde Conference. I hope, Mr. Minister, that this return can be accelerated. Since 2022, the Yaounde Conference, I think that approximately 40,000 Central African Republic refugees have been returned. This is notable, but our ambitions had been higher. So I think that all together we need to step up efforts at a regional level in order to accelerate this very important return.

Other statement from other parts of Africa, Uganda, Minister, dear Hillary, it's always a pleasure to have you here. And I have seen myself in I don't know how many visits almost every year to Uganda, the extraordinary efforts which I also mentioned in my opening remarks. I saw the work, relentless work that is being done by state institution, local government, civil society to include refugees in services in the economy. I could not agree more that those efforts need much more support, as we have said year in, year out. And if I really can make a special appeal for Uganda, which has been a champion of inclusion from the very early days when we launched the initial initiatives, even before the Global Compact on Refugees was adopted by the General Assembly. And thank you also for being in this forum and in other international fora, Uganda, such a champion of responsibility sharing. very important concept that requires more countries to benefit from the clarity and the persistence which you have displayed in upholding it. I visited Rwanda very recently. Thank you, Minister. Also, welcome to Geneva to yourself. And I could see in Rwanda too, Rwanda is another country where we have made very significant project in progress in inclusion. The minister mentioned transitioning from camps to settlements. This is really a master direction in terms of inclusion. But now we have another opportunity to which is represented, as I said this morning, also in response to the Democratic Republic of Congo, by peace framework within which we could push further the solution of other problems. And the repatriation of thousands of Rwandans from Congo to Rwanda is a witness to that. In the context of this framework, in the context also of the revitalized tripartite mechanism which we are now all engaged with. South Sudan, continues to host refugees in spite of many challenges. When I hear that asylum systems are under pressure, they are in crisis, the concept of asylum is somehow in question, I turn to countries like South Sudan which in spite of the incredible challenges that they're facing, continue to host people fleeing from neighboring countries in search of safety. Thank you for that. We know nevertheless the challenges you're facing, not just challenges of conflict, of poverty, but also of climate change. and we will continue to be with you. I hope that the complex internal political process of stabilization will continue to progress because that will create further conditions for more people to return to South Sudan from neighboring countries. And thank you for having embraced the statelessness conventions, as you reported. Minister Safran, Minister of Pakistan, spoke earlier. We also had a separate conversation earlier today. Pakistan, one of the longest host countries, or oldest host countries for many decades hosting Afghan refugees. We are sorry that you are facing additional challenges, like not only in the security area, but also floods, as was reported. Of course, I would be remiss if I didn't share that we have concerns about the return of many Afghans under less than ideal conditions to a country, Afghanistan, that is very ill-prepared, as we have discussed, to receive them. So a plea on my part to slow down the pace of these returns. to spare from returns categories of people that could be at risk and continue the discussion on reimagining the framework in the region from one that is focused very much on refugees and protection to one that encompasses also migration challenges that are becoming increasingly important in the sub-region. Turkmenistan must be commended once again. We've done it already last year, but it's never enough to commend Turkmenistan for its very special efforts to reduce statelessness, one of the most advanced efforts in the world. And as I told the delegation earlier today, we hope that you'll continue to champion the reduction of statelessness in your region and beyond. And thanks for having given a large number of resident permits and hopefully we will finish regularizing mandated refugees soon. And last but certainly not least, my thanks to the statement of the United States for America. I want to, I did it in my opening remarks, but I want to repeat my appreciation for peace efforts. They were mentioned in the statement and I refer Specifically to one of them, the Rwanda DRC effort that is being conducted under the leadership of the US, this is very important, I couldn't agree more that the more peace we have around the world, the less refugee movements and the more solutions. will be available. We thank you for your support. We take note that it will not be as prevalent as it was in the past, but it has continued and we have benefited from your support throughout the year. And we fully agree that we will continue to embrace efforts to be more effective, more transparent, and to have strong oversight. May I add, nevertheless, that I respectfully disagree with the statement that UNHCR has strayed beyond its mandate and has conducted activities that are infringing the sovereignty of states. As I explained this morning, all that we do is in fact in support of sovereignty of states. And as I said, that the event that was quoted in New York, chaired by the Deputy Secretary of State, we stand ready to discuss practical measures on how to overcome all the difficulties facing in this area.

Thank you.

Thank you very much to the High Commissioner. We'll now turn back to our list of speakers. And the next speaker is the distinguished representative of Yemen. Vice Minister, you have the floor.

Mr. President, Excellencies, High Commissioner Filippo Grandi, Excellencies, ladies and gentlemen, allow me first and foremost, on behalf of the government of the people of Yemen, to express our gratitude to the High Commissioner for his efforts to protect and support refugees, as well as the Executive Committee. We would like to thank the High Commissioner for his latest report, which testifies to progress achieved as well as challenges worldwide. We express support to his initiatives until the end of his mandate next December. The war in Yemen is reaching its 11th anniversary. It has led to the destruction of an overwhelming part of the infrastructure and led to a difficult humanitarian situation. Despite this, the Yemeni people has taken in over 4 million internally displaced persons as well as uh many citizens who depend on humanitarian assistance at the same time our country keeps taking in hundreds of refugees of different nationalities who are all treated with humanitarian humanity and without discrimination we believe that humanism is not determined by the difficult situation some people might find themselves in. This being said, we would need financial and technical support in order to allow us to guarantee protection to refugees and to guarantee reconstruction. There's been a positive change of policy in some regional countries, and this could allow for voluntary return and the return of IDPs. This experience shows that international cooperation, as well as the international system for technical and financial support, are essential to allow for the return of refugees. So we hope for similar support in Yemen, which would allow our country to continue to work towards peace and to assist refugees, as well as to support reintegration programs. Mr. President, during the International Forum for Refugees, so we had formulated 10 commitments. That was the highest in the region. In particular, reforms such as the recording of refugees by the government and the establishment of a framework to protect them. We are continuing to uphold our commitments. Peace is the key element to reduce the number of refugees. The issue, therefore, is to commit to share the responsibilities and the burdens. Our country has taken in over 500,000 refugees and asylum seekers. Most come from the Horn of Africa. and need support and assistance. This is a burden that we are incapable of shouldering alone. We require international assistance in terms of concrete technical and financial support. Mr. President, there are humanitarian tragedies that are incurred by displacement and beyond. We see the situation of refugees and civilians in Gaza who are bearing the brunt of a genocidal war. The actions of Israel has put an end to the lives of persons, has destroyed houses as well as infrastructure. There is no deterrent. There is, in fact, a system of double standards which undermines the international order. There are countries which are sending in weapons and we see people suffering from that as we observe it every day on our TV screens. To conclude, we cannot disregard climate change either. Recurrent Climate catastrophes have led to droughts and floods, and this has led people to leave their homes. In Yemen, millions of persons face displacement crises and conflict. The impact of climate change, in fact, exacerbates the vulnerability of communities. which suffer from the lack of resources. Tensions are exacerbated as well, and the state finds itself with a weakened ability to face its responsibilities. So we need to strengthen support for refugees while taking into consideration climate change factors and in order to provide assistance in humanitarian terms. Thank you.

Thank you very much. The next speaker is the distinguished representative of South Africa. Deputy Minister, you have the floor.

Thank you, Chairperson, Honourable High Commissioner, Excellencies, distinguished delegates. South Africa aligns itself with the statement delivered by the Republic of Cote d'Ivoire on behalf of the Africa Group. We commend the leadership of the High Commissioner, who during his tenure fostered collective responsibility amongst member states to address and alleviate the disappropriate burden borne by host countries, many whom are low and middle income nations. The establishment of the Global Refugee Forum, the I Belong campaign, and the sustained protection efforts during COVID-19 pandemic stand out as outstanding achievements of High Commissioner Grandi. Chairperson, South Africa remains firmly committed to the rules-based multilateral system and institutions of global governance. We believe that the time has come to safeguard their continued relevance and integrity by ensuring inclusive and transparent consultations aimed at making the system more equitable, effective, and responsive to current global realities and challenges. We say this because as a country, we have directly benefited from the positive intentions and cooperative spirit that underpin multilateralism. We are deeply concerned by the alarming increase of global displacement, which the UNHCR has projected will reach 123 million persons by the end of 2025. We recognize that wars, violence, and persecution are the immediate and visible symptoms of the inability to prevent forced displacement of people. We call for a resolute commitment by Member States to address the root causes of displacement. This, amongst others, include calling upon the international community to support initiatives aimed at creating a conducive environment for voluntary return as the preferred durable solution. Chepeshin, South Africa, notes that while the number of displacements continue to grow exponentially, funding cuts have forced humanitarian agencies to scale down on operations and activities. Southern Africa remains the worst impacted, even in the midst of humanitarian crisis in the region. The closure of the South African Bureau should not undermine the continued efforts and progress which has been made by the member states in enhancing international protection in the region. Chairperson, as we consistently reported previously, South Africa would like to reiterate that our country continues to be inundated by mixed movements of persons, of which many are not in need of international protection. This sadly overburdens our asylum system, compromising the provision of services to legitimate asylum seekers. At present, my government has recruited more legally qualified adjudicators to robustly address the historical appeals backlog in line with national legislation. We hope that the existing commitment by the UNHCR towards the search project on the backlog will be honored and completed within the agreed time frames. My government reassures your esteemed office, Commissioner, that this occurs gathering that we will continue to seek human and secure durable solutions for those who need international protection in our country. South Africa will provide a detailed report on this matter at the Global Refugee Forum Progress Review in December 2025. Chairperson, in 2024, South Africa approved the White Paper on Citizenship, Immigration and Refugee Protection. This policy is being reviewed and considerations are being made on the outcome raised by various stakeholders on some policy proposals. A revised white paper will be released for public comments by the end of this year. Lastly, Chairperson, we reiterate our call for the respect of international humanitarian and human rights law, especially providing the protection of humanitarian aid workers. We further call for the immediate release of South Africans and other nationals who have been abducted in international waters as part of the humanitarian mission on their way to Gaza. Finally, we reaffirm our solidarity with the people of Palestine. I thank you.

Thank you very much. The next speaker is the distinguished representative of Somalia. Ministry of the floor.

Honorable Chair, distinguished delegates, ladies and gentlemen, it's a privilege to address the 76th session of the UNHCR Executive Committee. I extend my warmest greetings on behalf of the Government of Somalia. As we gather here, we appreciate the opportunity to address this esteemed Assembly and express our gratitude to the High Commissioner for his unwavering commitment and support for Somali refugees in the Horn of Africa region. Yemen, and our internal displaced persons, IDPs. Somalia is currently overcoming a long period of instability during which our government structures lowest and systems were safely distributed. Despite these challenges, we are now taking critical steps towards peace, stability, and recovery. A major part of this journey involves upholding and implementing the laws that protect our most vulnerable populations, and our commitment is clear in the refugees and asylum seekers law, which was adopted in 2024. Since this adoption, we have been working intensively on implementation, including strengthening the National Commission for Refugees and IDPs, NCRI, institutional capacity. This year, we launched refugee and asylum seekers ID card insurance initiatives, a milestone in upholding the rights and access to service for these communities. For more than 35,000 individuals have received the due ID cards that will allow access to vital service. Chair, I'm honored to announce an historical development in Somalia's commitment to protecting and assisting our internally displaced persons, IDPs. The House of the People of the Federal Parliament has officially passed the Protection and Assistance Internally Displaced Persons Act of 2025. This landmark bill has been submitted to the Upper House for final approval, which we anticipate will be expected. This legislation represents a comprehensive legal framework designed to address the multifaceted challenges faced by millions of our fellow Somalians displaced by armed conflict. natural disasters and devastating impacts of climate change. It's best to underscore Somalia's unwavering dedication to upholding its obligation under the 2009 Kampala Convention of the African Union. The Act established foundational definitions and legal principles, assigned clear responsibilities for the Federal Government, Federal Member States, local authorities, and other actors, mandates the creation of an inter-ministerial committee, and allocated specific budgetary provisions. To ensure effective coordination and durable solution, we thank UNHCR Somalia for assisting With this legislation, Chair Somalia has made notable progress in implementing the pledges we made at the Global Refugee Forum, integrating them into NCRI's five-year strategic plan and national transformation plan. We are grateful for support from the international community, but the successful implementation of these national initiatives requires adequate and sustained funding. Current funding levels remain insufficient, which severely limits our ability to carry out comprehensive progress for our displaced populations. Finally, while the needs of challenges on the ground remain substantial, there is clear windows of opportunity for all stakeholders to work together and enhance capacity of receiving communities, expand access to basic services and create livelihood opportunities. This collaborative effort requires flexible mandates without relinquishing responsibilities. We therefore urge UNHCR to maintain its essential role in repatriation and reintegration efforts. Thank you.

Muchas gracias.

Thank you very much. The next speaker is the Distinguished Representative of the Holy See. Sorry, you have the floor.

Chair, High Commissioner, Excellencies, distinguished delegates. The plight of refugees, which affects entire communities across multiple regions of the world, poses an ongoing challenge to the protection of fundamental human rights. Today, the number of forcibly displaced people has reached a staggering 123.2 million, a figure that has steadily increased over the past decade. The gravity of their suffering and the serious violations of their fundamental human rights highlight the urgent need for a collective response that appeals to the shared conscience and responsibility of the international community. In this dire context, the Holy See wishes first and foremost to express its proximity to all those suffering the consequences of ongoing conflicts, particularly in Ukraine and Gaza, as well as in many often forgotten crises, such as Sudan, South Sudan, the Democratic Republic of the Congo, and Myanmar. The Holy See also wishes to convey its deep appreciation to the countries and host communities that continue to assist refugees generously, despite facing considerable challenges of their own. Mr. Chair, As the High Commissioner has observed, the humanitarian sector is experiencing a severe funding crisis that is jeopardizing the continuity of life-saving operations and the viability of multilateral institutions. These bodies were established precisely to foster dialogue and to address issues that require international cooperation and shared responsibilities due to their very nature and magnitude. The response to the global humanitarian crisis must transcend borders, political ideologies and short-term geopolitical interests. International protection is a duty and a right, not a privilege. This crisis is not merely a test of multilateral effectiveness, but of our humanity. The collective response should therefore be based on the principle of shared responsibility, No single state, particularly those bordering conflict zones, should be expected to bear the burden of mass displacement alone. This shared responsibility must extend beyond emergency relief to include investment in lasting peace, reconciliation, and post-conflict reconstruction. The Holy See has repeatedly emphasized that these efforts should be guided by four key principles. welcoming, protecting, promoting, and integrating. Such an approach includes establishing humanitarian corridors, facilitating family reunification, and upholding the rights of refugees in accordance with the 1951 Refugee Convention. It also entails promoting the integral human development of displaced people by ensuring they have access to education, health care and employment, and by addressing the root causes of displacement, including armed conflicts, religious and ethnic persecution, political oppression and climate change. Ultimately, durable solutions will only be attained when people live in peaceful, just and democratic societies that are free from fear. Mr. Chair, The route-based approach proposed by the High Commissioner presents a pragmatic framework for addressing the complex realities of mixed migration flows. Such a framework can only succeed, however, if the principle of shared responsibility among all States and stakeholders is respected and the inclination to delegate humanitarian obligations and assistance to human beings is resisted. The Holy See is deeply committed to supporting migrants and refugees on their journeys, including through the numerous Catholic organizations and the countless diocesan programs dedicated to the issue. These organizations, in order to uphold the inherent God-given dignity of every man and woman, and to defend the sanctity of human life, provide displaced persons with food, shelter, education, and psychological and spiritual support. regardless of their religion, sex, ethnicity, race, or origin. Pope Leo XIV affirms that, and I quote, "Recognizing that the other person is a brother or sister means freeing ourselves from the pretense of believing that we are isolated individuals or from the logic of forming relationships only out of self-interest." End of quotation. In this regard, The global community's concern for refugees must be a catalyst for the reaffirmation and emphasis of universally recognized human rights. It is imperative that these rights be effectively guaranteed to refugees. Thank you.

Thank you very much. The next speaker is the distinguished representative of Azerbaijan. Mr. Deputy Chairman, you have the floor.

Thank you very much. First of all, I would like to thank the High Commissioner on behalf of the delegation of the Republic of Azerbaijan for his thorough report clearly reflecting the global challenges and also current financial crisis that UNHCR and the entire international community is facing in order to respond to urgent humanitarian needs and large-scale displacement as a result of wars, conflicts, human rights violations, and persecution. I'm sure that the results of this session will be helpful for joint efforts to improve the situation of refugees and internally displaced persons. Unfortunately, despite our efforts, the number of refugees and internally displaced persons in the world is increasing, and at present, the figure has exceeded 123 million, according to the latest information. We must add, regretfully, that the number of military conflicts, which are the main cause of displacement, is also increasing. Therefore, in order to reduce the number of internally displaced persons, it's required to get significant progress in eliminating its main reasons, the said conflict and violence, also disregard for the fundamental provisions of international humanitarian law, In the meantime, it's important to mobilize resources in order to meet urgent humanitarian needs, to support host countries, to protect people from risks, and to help to the refugees and other displaced persons in finding of sustainable solutions. The liberation of our lands from occupation created conditions for return of hundreds of thousands of internally displaced persons to their former residential places. During the period of occupation, Azerbaijan cities and villages, all infrastructure facilities, national and cultural heritage were completely destroyed. Natural resources were looted. Significant damage was caused to the economy. At present, Azerbaijan takes all necessary measures in order to provide the safe and versatile life of the population who will return to these territories. The first state program on the great return adopted by the government is being implemented for the fourth year. It should also be noted that Azerbaijan implemented the necessary measures to improve the social protection and living conditions of persons of this category during the period of aggravation of the conflict. Provision of their food, medical care, and social and household needs created great difficulties. Our government has mobilized its opportunities to the maximum extent and also has received assistance from international organizations, including UNHCR. The assistance of international organizations was important, especially in the 1990s, in regard of survival of refugees and internally displaced persons. But Azerbaijan government undertook the main burden and today continues this work decently. During the period of preparation for the Great Return, the absolute majority of internally displaced persons who participated in social surveys conducted by the State Committee for Refugees and IDPs declared their desire to return to their former permanent living places. Multiple actions have been defined for return of the internal displaced persons in the first state program on the great return. These measures include the construction of new residential places, the restoration of cities and villages infrastructure, as well as adaptation of the population to new living condition and the reintegration to economic activities in order to increase the employment opportunities. According to the program, The process of returning of the internally displaced persons to their lands has started and already more than 50,000 internally displaced persons have been settled in the territories liberated from occupation. But one of the main reasons impeding the return is the problem of landmines. Since the end of the second Karabakh war on November 2020 till today, about 400 people became victims of landmines. This does not allow to carry out the large-scale reconstruction process. At present, the provision of all internally displaced persons with decent housing conditions and employment is the priority, and therefore the main attention is paid to the implementation of housing projects. Since year 2022, when the great return started, up to the resettlement of internally displaced persons in six liberated cities and 15 villages of nine regions have been implemented. The returning population is provided with the houses and apartments that meet modern requirements. The houses and apartments that are given to internally displaced persons are built and restored at the expense of state funds. In accordance with current legislation, the returning internally displaced persons will use social protection measures determined by the state for them for the period of three years, also receiving a one-time monthly allowance. The preparation of the second state program on the great return covering 2027-2030 years has already started according to the decree of the President of Azerbaijan. The program will indicate the effective measures for the settlement of the liberated territories. It can be said with certainty that Azerbaijan is creating a comprehensive, new and modern model of return of internally displaced persons to their former residential places, and this model can be used in other countries too. On August 8, 2025, the Joint Declaration on the Establishment of Peace and Interstate Relations between two states by the leaders of Azerbaijan and Armenia was signed within the framework of the summit of the leaders of Azerbaijan, the United States of America and Armenia. The acceptance of the declaration is confirmation of the long-standing peace agenda of Azerbaijan. The results arising from Azerbaijan-Armenia normalization process have historical importance. We hope that after this refugees and forced displacement problem will disappear forever in the region and people in the region will live in peace and prosperity. Despite the long-standing and large-scale problem of internal displacement, Azerbaijan also takes significant steps in the direction of accepting asylum seekers from third countries, strengthening the social protection of persons who have received refugee status and their integration into society, improvement of the asylum system, prevention of legal, uh, mi- migration as a transit country between Asia and Europe, and contributes to international efforts in this area. We believe that it's possible to achieve a just solution to problems as a result of combined international efforts only by observing accepted international obligations, providing of mutual respect, and taking responsible steps towards future generations. And Azerbaijan intends to play its role in this global process. Thank you very much.

Thank you very much. The next speaker is the distinguished representative of the Republic of Ecuador. Vice-minister, you have the floor.

President, High Commissioner, Excellencies, distinguished delegates, On behalf of the Government of Ecuador, I would like to thank the High Commissioner for his clear presentation on the current challenges facing the UNHCR, the international protection system and the millions of forcibly displaced people in our world. We are now facing a complex international outlook. The High Commissioner indicated the crisis of the multilateral system that has been marked by the loss of trust in institutions, and this hampers the prevention and resolution of conflicts, and thus further exacerbates forced displacement. The scale of this phenomenon is unprecedented. More than 120 million people are displaced because of war, violence, persecution, or disaster. And each number represents a story of suffering and resilience. In the face of this, Ecuador reaffirms its commitment with the refugee protection system and its expression of humanity. Violence and transnational organized crime is turning countries that used to be countries of destination into new countries of origin, thus creating more complex displacement and additional risks. We need to update our institutions in order to more effectively tackle these new threats to our modern world. Our experience as a host country compels us to reaffirm the relevance of the 1951 Convention and its 1967 Protocol. It is not about replacing them, but rather strengthening them with new, innovative practices that guarantee protection for those looking for asylum and implementation of lasting solutions, as well as support for states and communities that are receiving refugees and guaranteeing the safety of citizens and states. Ecuador, over more than 30 decades, has welcomed tens of thousands of refugees and those seeking international protection. In spite of our economic limitations, our policy has been to open our arms and provide protection through a model of inclusion that respects human rights. We have implemented measures for social integration, education and employment, in the firm belief that inclusion guarantees dignity and self-sufficiency for people in need of international protection. However, as the High Commissioner rightly said, those efforts will come into difficulty if we do not have sustainable international support. Ecuador is a country with fiscal pressure and urgent security challenges, challenges for development and combating poverty. And yet we are continuing to shoulder responsibilities when it comes to international protection that ought to be shared. We do this because we believe in solidarity and because we firmly believe that well-managed human mobility is actually an opportunity. President, High Commissioner. Ecuador believes that the following areas are priority areas: 1. Predictable and adequate financing. The humanitarian financial crisis is threatening to undermine decades of progress. Budget restrictions in UNHCR are already affecting its capacity to respond. We therefore urge donors to increase their support. Investing in protection and inclusion is not an expense, it is rather an investment to contribute to peace and global stability. 2. Partnerships and cooperation for lasting solutions. Self-sufficiency for refugees requires access to decent work, education, and basic services. This involves not just humanitarian programs, but also partnerships and cooperation for development, financial institutions, and the private sector. The nexus between humanitarian action, peace, and development must be reflected in specific, measurable projects in our countries. Looking at the structural causes for displacement, preventing and trying to tackle conflicts is the best response to the displacement crisis. Ecuador supports diplomatic efforts to find a solution to conflict and underscores the importance of addressing the impacts of climate change and natural disasters as growing factors for displacement in the world and in our region. 4. Strengthening the national systems for social protection integration systems. International cooperation should be channeled to strengthen national and local systems, and the UNHCR has been a fundamental technical and humanitarian ally in this. Speaking about institutions, we recognise the complicated processes for revision and restriction that UNHCR has had to undertake. We understand the need to try to rationalise resources, but we must not weaken the presence of UNHCR in the countries where it is most required. For Ecuador, co-operation with the UNHCR has been crucial in many areas, from registration and documenting refugees and implementing programs for integration and inclusion. We trust that even in times of austerity we can maintain the capacity to support these our states that are host countries. President, High Commissioner, Ecuador is getting ready for the Global Refugee Forum progress review in December. We see this meeting as an opportunity to renew commitments, share best practices and forge ties. As a host country for refugees, we will present our progress and pending challenges, including specific needs for cooperation. Finally, we would like to acknowledge and recognise the almost 10 years of service from the High Commissioner, Filippo Grandi, whose management has been marked by inspiring leadership in defence of international protection, including in the face of exceptional challenges, and we express our deep gratitude. Ecuador reaffirms its commitment to a renewed multilateral system in step with current challenges, as well as international protection and solidarity-based solutions. History shows us that global challenges can be solved with cooperation and dialogue. Our country will continue to contribute to this cause, because we believe that this is how we can protect those who are fleeing violence and disaster, and safeguarding our future is safeguarding our shared humanity. Thank you.

Thank you. The next speaker is the distinguished representative of Georgia. Vice Minister, you have the floor.

Thank you. Thank you, Mr. Chairperson, Excellencies. I would like to use this opportunity to express our sincere appreciation to the High Commissioner Grandin and his office for their tireless efforts. At a time when the scale and complexity of forced displacement are reaching unprecedented levels, the work of UNHCR remains truly indispensable. Georgia actively contributes to global and regional responsibility sharing efforts through active engagement in the UNHCR global initiatives, including through undertaking concrete pledges under the GRF. Mr. High Commissioner, As we speak, hundreds of thousands of Georgian citizens that were expelled from Russian-occupied Georgian regions, Abkhazia and Tskhinvali, through several ways of ethnic cleansing, continue to be deprived of their fundamental right to return to their homes in safety and dignity. Unfortunately, every year the UN Secretary-General in his reports has to repeat that, quoting, no major changes were observed during the reporting period with regard to IDPs and refugees exercising their right to return, end of quote. Yet the humanitarian and human rights situation in the occupied regions continues to deteriorate. Ethnic discrimination against Georgians persists. Recently, in 2025, the Russian occupation regime in Sochi prohibited inheritance or real estate transfer to Georgians and their relatives who allegedly participated in 1992-93 armed hostilities or engaging in activities against Russian aggression. Let me stress that the government of Georgia continues its efforts to protect the rights of IDPs and provide them with decent living conditions, as well as durable social services and housing solutions, until their voluntary, safe, and dignified return to their places of origin. However, we are continuously prevented from extending same protection to those residing in Georgia's both occupied regions, who are deprived of minimal safeguards for their safety and are stripped of their fundamental rights and freedoms. In the absolute absence of international monitoring mechanisms on the ground, Russia's ongoing occupation and militarization of Georgia's occupied regions continue to severely affect the everyday lives of people living therein and pose an imminent threat of a new wave of forced displacement. We renew our call on the Russian Federation, the authority exercising effective control over the occupied regions of Georgia, to fulfill its obligations under the EU-mediated 2008 ceasefire agreement and allow international security and human rights mechanisms on the ground, cease the grave human rights violations, and ensure safe and dignified return of IDPs and refugees to their homes. Distinguished delegates, Since the start of Russia's ongoing aggression against Ukraine, Georgia has welcomed and supported more than 28,000 war-affected Ukrainians by providing accommodation, schooling, healthcare services, and socioeconomic support programs. In recent years, Georgia has implemented significant reforms to protect those forcibly displaced. Our country continues to provide legal and socioeconomic guarantees to persons under international protection in line with the 1951 Refugee Convention. According to Georgian legislation, these individuals are entitled to a range of rights and services, including social assistance, healthcare, education, employment and related support. Asylum seekers, as well as people granted international protection, are covered by national social and legal frameworks, securing their basic rights. They have access to social assistance programs and other state services equivalent to those available to Georgian citizens. In addition, persons under international protection are included in Georgia's universal health care program, which cover primary and mental health services. Their access to health care is part of the country's effort to realize the right to health for all persons of concern. Georgia also implements a state integration program, helping persons under international protection and asylum seekers with social integration. The integration center provides Georgian language courses, information on local laws, and introduction to Georgian history and culture. It also offers consultations on healthcare, social protection, education, and employment. Mr. High Commissioner, to conclude, we reiterate full support to the UNHCR in its global efforts to protect millions of refugees, returnees, stateless people, internally displaced and asylum seekers around the world.

I thank you very much.

Thank you very much. The next speaker is the distinguished representative of the Islamic Republic of Iran. You have the floor, Mr. Vice Minister.

Chairperson, His Excellency, Mr. High Commissioner, honourable colleagues. At the outset, I would like to make note of the ongoing human catastrophe in Gaza and the heinous genocide of Palestinian civilians by the Zionist regime, which has led to the displacement of millions. It is upon the international community to explicitly and unconditionally condemn the unfettered bombing of schools and hospitals, as well as the killing of civilians. We pay respect to the victims of these atrocities, in particular United Nations staff in the region, and unequivocally condemn these crimes. In its cowardly attack on the Islamic Republic of Iran, the Zionist regime murdered hundreds of Iranian citizens. The regime must be accountable for its unlawful criminal actions by members of the international community. The Islamic Republic of Iran has been hosting a significant number of Afghan refugees and displaced persons for over four decades. which has posed numerous challenges in this regard. This includes, among others, financial burden, overpopulation, pressure on infrastructure, reduced resilience of the host communities, security concerns, health care challenges, educational burdens, social tensions, and negative environmental impacts. Annually, billions of dollars are spent in providing food, shelter, education, and health care services to foreign nationals in the country, including illegal Afghans. As an example, the cost of $1,500 for each Afghan student benefiting of various educational services. In addition to that, the government has provided for the education of all illiterate individuals across age groups. This has improved the literacy rate from around 5% to nearly 70%. Temporary solutions cannot sustainably resolve the issue of refugees. It is upon the UNHCR and the international community to make greater efforts to facilitate and expedite the return of displaced persons to their country of origin. As the High Commissioner has repeatedly emphasized, the burden and responsibility of hosting refugees must be shared by the international community. Unquestionably, the notion that a single country should undertake the burden and cost of hosting or managing millions of refugees or displaced persons is neither pragmatic nor just. It is no authority that the principle of burden sharing has, to great regret, not been observed with regards to my country. Therefore, the situation cannot be continued. While it is estimated that the number of globally displaced populations will rise to 136 million people, it is a grave concern that UNHCR's budget has been cut by 20% from $10.6 billion to $8.5 million. In that light, we continue to follow the situation closely and with great concern. As UNHCR budget suffers from cuts, the severity of challenges in our region are increasingly on the rise. We note in disappointment that the 2026 UNHCR Tehran Office budget has also remained low, a figure insufficient in addressing our challenges. Regarding the current policies of the UNHCR in relation to international protection, while recognizing the importance of this principle, we note that UNHCR's approach in Iran has led to the prolonged presence of foreign immigrant nationals in the country, which is in stark opposition to the interests of front-line countries like Iran, whose social fabric is under severe pressure and heavily impacted by these populations. Distinguished colleagues, the international community is evidently backing down from responsibility sharing. Iran's support for refugees and displaced persons cannot remain indefinite. Serious and phased planning in line with the sustainable resolution of these issues, including the facilitation of returns, must be put at the forefront of international cooperation and responsibility sharing. To conclude, we wish to express our appreciation for the recent positive visit of the High Commissioner, Mr. Filippo Grandi, to the Islamic Republic of Iran. As he approaches the conclusion of his mandate, we extend our sincere gratitude for his dedicated efforts and leadership. We also express our hope that UNHCR will continue to play its constructive and vital role in supporting host countries and advancing sustainable solutions for refugees. We ask the UNHCR to implement a just and needs-based budgeting model. Thank you.

Thank you very much. The next speaker is the distinguished representative of Brazil. You have the floor.

Mr. Chair, Mr. High Commissioner, this year marks the 75th anniversary of the UNHCR. a milestone reflecting decades of dedication to the protection of refugees and displaced persons. We regret that this anniversary comes at a time of unprecedented financial and political challenges, which threaten the agency's ability to fulfill its vital mandate. Brazil is deeply concerned by the unprecedented budgetary crisis facing UNHCR and the wider humanitarian system. At a time of record forced displacement and increasing humanitarian needs, we are witnessing the reduction of life-saving activities and the dismantling of long-established institutional capacity. This crisis must be seen in the broader context of the crisis of multilateralism, with the erosion of norms and values that were once foundational to international relations. In the humanitarian sector, this crisis has also exposed the vulnerability of a system that should be guided by neutrality and impartiality, but is increasingly subject to political pressures. Narratives portraying asylum systems as part of the problem and attempts to undermine the international legal framework that protects refugees are worrying trends. As President Lula reminded us at the General Assembly last month, democracy falters when it closes its doors and blames migrants for the world's ills. Brazil, in the opposite direction, remains convinced that the protection of refugees is a shared responsibility that knows no borders. We reaffirm our unwavering support for the Global Compact on Refugees and for the international refugee protection regime. Upholding principles such as non-refoulement, the responsibility to provide asylum, and the need for greater burden and responsibility sharing is essential to preserve the credibility and effectiveness of the refugee regime. At the national level, we remain committed to solidarity and cooperation. Despite a significant reduction in support from international agencies, including UNHCR, Brazil continues to implement policies that promote protection and inclusion. In 2024 alone, my government assisted over 140,000 refugees and migrants. Our humanitarian visas have benefited people from different nationalities. In the northern part of the country, Operation Welcome, which the High Commissioner has personally visited, continues to provide protection and assistance, and has been recognized by UNHCR as a model for sustainable responses, responses that enable integration and promote self-reliance. Pursuing its commitment in the eradication of statelessness, Brazil has also joined the Global Alliance and its Advisory Committee, where today it serves as the only representative from the Americas. Next December, during the Global Refugee Forum Progress Review, Brazil will have the honor of reporting significant progress on the pledges announced at the second Global Refugee Forum in 2023. At the regional level, with the recent adoption of the Chile Plan of Action under the Cartagena Process, Latin American and the Caribbean continue to sustain their example of solidarity. Our generous and inclusive policies stand as a counterweight to the increasing reliance on restrictive, security-oriented migration policies. Yet, the Americas bear a disproportionate share of the burden of the crisis facing UNHCR, experiencing the highest percentage of budgetary cuts and the largest number of staff layoffs. Being a country in an area of peace, Brazil can understand that pressing needs elsewhere ask for particular attention, but we value and need the Agency's sustained support to overcome the challenges of our region. Mr. High Commissioner, as you conclude your tenure next December, Brazil wishes to express its deep appreciation for your leadership and dedication, particularly in navigating the enormous challenges of this year. We have valued your commitment to the protection of refugees and displaced persons and the dialogue you have strived to maintain with member states. Brazil trusts that the next High Commissioner will build on this legacy, strengthening UNHCR's mandate on its core activities, such as life-saving operations, protection, and the promotion of solutions that transform refugees' lives. If, as you said, doing less with less is inevitable, Brazil also trusts that UNHCR can do better by recentering its action on its historic mandate and concentrating protection efforts where they are most needed. Thank you very much.

Thank you very much. The next speaker is the distinguished representative of Botswana, Mr. Assistant Minister, you have the floor.

Chairperson, Excellencies, Distinguished Delegates, on behalf of the President of the Republic of Botswana, Advocate Dumagideon Bobo, I wish to extend warm greetings to you and further congratulate you and your team on the successful hosting of this important session. The meeting comes a week after Botswana celebrated 59 years of independence, an auspicious occasion that allowed us a moment of introspection, reflection, and renewed commitment to global solidarity, peace, and security. This year, Botswana attends the ExCom under a new administration following peaceful general elections and a transfer of power in November 2024. The new government is a government anchored on human rights, fully convinced of their universality, indivisibility, and imperative for their advocacy and protection. This commitment has already been demonstrated through amongst other definitive actions upon holding the human rights of asylum seekers and refugees by discontinuing housing of rejected asylum seekers in a detention facility, and also ensuring that children of refugees access equitable and quality tertiary education through government partnerships with tertiary educational institutes and community organizations. ensuring full civil registration and progressive efforts, which have led to an increase in the number of refugees granted citizenship. Chairperson, as displacement figures rise worldwide, it is imperative that we navigate and move beyond emergency aid to inclusive, long-term developmental strategies that support both displaced population and host communities. It is for that reason that the new government made a five-year development plan includes a chapter dedicated to upholding human rights and asylum seekers and refugees and proposes removing reservations Botswana entered on the ratification of the 1951 UN Convention relating to the status of refugees. To review the Refugees Act to align with the new administration's roadmap of human rights-centric approach to development. To review the Citizenship Act to enable local integration that is not a condition, President, to renunciation of citizenship of country of origin. To avert statelessness by stepping up the local integration of protected cases. and cases of unaccompanied refugee minors and children born in Botswana of refugee parents. Chairperson, we note the ongoing restriction of the UNHCR office in South Africa and are reassured by your statement this morning that the closure of the South Africa and multi-country office would not diminish UNHCR engagement with Botswana and the region. To paraphrase you, High Commissioner, small does not mean not being strong. Finally, we call upon UN agencies to enhance collaboration in overlapping mandates to better serve refugees and migrants. Botswana reaffirms her unwavering commitment to advancing durable solutions through strengthened partnerships. Thank you for your attention.

Thank you very much. The next speaker is the distinguished representative of Burundi. Permanent Secretary, you have the floor.

Chair, High Commissioner, this august assembly, first I'd like to thank the Lord for his God the merciful, compassionate for his grace in which he continues to bestow upon us, to him honour and glory forever and ever. Chair, High Commissioner, the delegation of Burundi is pleased to hear the statement given by the African group and is delighted to speak before this august assembly to express its deep gratitude to the High Commissioner of the United Nations Office for Refugees for having invited the Government of the Republic of Burundi to take part in the 76th session of the ExCom of the UNHCR. Allow me, on behalf of my Government, to convey my warm congratulations to the High Commissioner of the UNHCR for the exemplary role he has played over the course of two mandates leading this prestigious organization. I'd also like to take this opportunity to acknowledge the commendable work done by the Chair of the ExCom, working closely with your team of experts near and far. You are doing a very commendable job, which requires not just expertise, but also a heightened sense of humanity and thus commitment to mitigate the and help heal the suffering of all of the refugees across the world and those who are in Africa and Burundi in particular. Your team Please let me convey the encouragement of the Government of the Republic of Burundi. We'd also like to congratulate you, Chair, and you, High Commissioner, for your unmatched devotion to the cause of refugees and all those who, for many reasons, leave their homes, often to an unknown destination. Your concern for improving the lives of these people who've left everything behind must be commended and encouraged. It's thanks to your sense of humanity, your foresight and your people skills that through states and organizations, we are seeing the spirit of solidarity and support. This is an ostensible sign of international solidarity. Chair and High Commissioner, due to the drastic security situation in the east of the DRC, the latest statistics would indicate that Burundi is hosting, since the beginning of 2025, 110,104 refugees and asylum seekers coming from this brother country, the DRC. They all have prima facie refugee status. Of them, 31,670 are living in urban areas, whereas 78,434 are living in the five main refugee camps and in Musenyi in the southeast of the country, where these refugees are integrated into the local community and in the healthcare and education systems. The government of Burundi, as part of its legendary generosity, is continuing to welcome on a daily basis these refugees. And we have opened a site in Bweru in the province of Buhumusa in the east of the country that unfortunately is lacking funds to to be up and running appropriately and to reduce the congestion in Musenji and to welcome the new arrivals. Burundi is also hosting 1,188 people who are at risk of statelessness, and the database is regularly updated. Chair, High Commissioner, In spite of the specific steps taken by the government of the Republic of Burundi in collaboration with its partners, particularly the UNHCR, to welcome and host these refugees in optimal conditions, often the refugees are facing challenges because of the lack of assistance and first aid. Above all, when it comes to repatriation and returns, Burundi has also welcomed over 260,000 Burundian returnees since 2017 up to the end of September 2025. And of these, 6,500 returned this year in 2025 from countries of asylum, thanks to the peace and security that we're now enjoying in Burundi. Tripartite meetings and go and see visits or come and tell visits are organized regularly to raise awareness amongst Burundian refugees about voluntary return. However, support and assistance as part of this lasting reintegration effort are required in order to encourage those to take this decision to return to their country of origin in full dignity and security and respecting the principle of non-refoulement with a view to promote a peaceful social cohesion. amongst refugees and returnees and the host community. The government in Burundi has a number of projects for integrated community development and a project for strengthening social protection nets. This is to encourage socio-economic empowerment for returnees and to try to help bring Burundi along the path of development from 2040 to 2060. Chair, High Commissioner, the Government of Burundi reiterates its sincere thanks to the UNHCR and its partners for their unwavering technical and financial support granted to Burundi as part of the repatriation and protection of refugees, as well as for the trust placed in it as an observer member. Burundi reaffirms its constant commitment to respect the international conventions on refugees and asylum seekers and will continue to provide protection as it can. The Government of the Republic of Burundi would invite the UN High Commissioner, nevertheless, to step up efforts for repatriation and reintegration of Burundian returnees in order to ensure that they can contribute significantly to the development of our beloved country alongside their co-citizens who are in the country. Thank you.

Thank you very much. The next speaker is the distinguished representative of Niger. Director General, Excellencies.

Mr. President of the Executive Committee, High Commissioner for Refugees, ladies and gentlemen, ministers, excellencies, distinguished delegates. Allow me, first and foremost, to convey the warm greetings of the highest authorities of Niger, Engineer Armiani, the President, Head of State, and His Excellency, Mr. Ali Mohammed Dzen, the Prime Minister and Minister of the Economy and Finances, Minister Dumba, the Ministry of the Interior, of Public Security, and the administration of the territory. It is a pleasure for me to take the floor on behalf of my country at the 76th session of the Executive Committee of the UNHCR to once again address the situation of displaced persons throughout the world. These people now live in a place where solidarity and concrete actions to help them are shrinking. This calls upon us to pay more attention to the civil space to help them, given the great number of forced displaced persons who need help, and especially displaced persons, refugees and migrants. Niger, which is a landlocked Sahel country, is a host country, a departure country, and a transit country. Mr. President, in December 2023, we were in the same city where we took upon several commitments. So we committed, as our country, to increase high-quality, inclusive, and equitable education in a protected environment. Secondly, to fight the impact of climate change. Third, provide protection lasting solutions for refugees and help the host communities. There are 10 million refugee children who now have birth certificates, who are in the official registers and have access to support. In the framework of fighting climate change and the connection with migration, we have changed our migration policy, which now includes action to combat climate change and to increase the resilience of communities. With respect to sustainable solutions, we have organized several voluntary return actions with neighboring countries within the framework of our tripartite agreements. And we have also adopted an innovative approach with the implementation of an alternative solution to refugee camps, providing basic social structures in hosting areas and opportunity villages, which host refugees at a local level. Moreover, there are several operations for biometric verifications which have been carried out amongst the over 300,000 recognized refugees. 279,000 already have refugee cards, and over 74,000 are about to receive it. Refugees have access to all basic social services, to water and other services. Our progressive digitization is providing systematic support to physical persons. All of this is assisted by physical verification of refugee document and a national commission for eligibility for the granting of refugee status. Mr. President, the question of education for all, climate change, and sustainable solutions for refugees remain topical and remain a priority for us. I can assure you that my country will continue to live up to its commitments despite the challenges. However, we would recall that all our actions in this area now need to be coordinated within the framework of the Alliance of Sahel States. We therefore call -- launch an urgent call for solidarity to our countries, which will allow us to achieve success in all forms of development, but also in the humanitarian area. With respect to migration, the state facilitates the return of several migrants who have been turned back from their home countries. There are over 6,000 persons who have been repatriated from their countries, and there are over 3,000 persons who were expelled. Amongst them, and in addition, there are also displaced persons due to floods. The state has already established an inter-ministerial committee to quickly and effectively address the needs of these populations who are victims of this disaster or other natural disasters. We continue to work towards cooperation to address the situation of people who are forcibly displaced. Mr. President, despite these challenges, we attempt to find solutions with our own resources and with the assistance and cooperation of neighboring states. I would like to express our thanks to all, especially the UNHCR, whose support has never failed us. I would also like to present the High Commissioner, Mr. Filippo Grandi, who comes to the end of his mandate. with the full recognition of the authorities of my country, for all the efforts he has conducted for the people in need in my country. I would like to thank you for your kind attention.

Thank you very much. The next speaker is the distinguished representative of Zambia. Permanent Secretary of the floor.

Distinguished Chairperson, High Commissioner, Excellencies, Distinguished Delegates, Zambia aligns itself with the statement delivered by the Distinguished Honourable Minister from Cote d'Ivoire on behalf of the African Group. It is my profound honor to address this meeting at the 76th session of the Executive Committee of the High Commissioner's Program. On behalf of the government of the Republic of Zambia, allow me to express our deep gratitude to UNHCR for its tireless commitment and dedication to the protecting, safeguarding, and assisting refugees and other persons of concern across the globe. Allow me, Chairperson, to take this opportunity to thank His Excellency, Mr. Filippo Grandi, for his distinguished service in supporting refugees and restoring hope for those who have lost everything. High Commissioner, your work at UNHCR has been a beacon of solidarity and a reminder of our shared humanity. Your Excellencies, on 30th September 2025, Zambia officially launched the Zambia Refugee and Host Communities Project, which is being financed by the World Bank grant at a total cost of 30 million US dollars. The launch was graced by the Minister of Home Affairs and Internal Security, who is in charge of the refugee protection. The project aims to improve the social and economic inclusion of refugees, former refugees, and the host community by enhancing access to essential services, legal reforms, improved infrastructure development, and economic opportunities. The World Bank grant will see Zambia fulfilling some of its pledges made during the 2023 Global Refugee Forum. Zambia has begun conducting countrywide sensitization on the first ever national refugee policy launched in 2024. This is with the hope that more institutions as listed in the implementation plan will understand the plight of refugees and how they can be assisted in order to better their future. The policy has characterized wide-ranging initiatives from agriculture training and agribusiness. In addition, refugee youth are being given equal opportunities not only to build resilience but to showcase their talent side by side with their Zambian peers through sports such as football, judo, and boxing. This has led to strengthened social cohesion between refugees and host communities. Building on this, Zambia has initiated legislative reforms and efforts to include refugees in national digital ID systems and enhancing legal protection. This underscores Zambia's determination to build a right-based, forward-looking system of protection. Your Excellencies, In the second quarter of 2025, the government and UNHCR signed a memorandum of understanding to carry out a forced displacement survey to strengthen evidence-based planning for the persons of concern and the host communities, which will include education, health services being expanded. I wish to report to this plenary session phases of the HOPE project to support former refugees in the Mahaba, Mayukwauka local integration schemes was launched in July 2025. This project will see the improvement of infrastructure in the schemes and is being supported by JICA and UNDP at a total cost of $5.9 million. Through Zambia's continued inclusion Importantly, refugees are now formally recognized in our eighth national development plan, a historic achievement. This inclusion ensures that no one is left behind, regardless of status, and cements Zambia's commitment to the inclusion growth. Distinguished delegates, this progress has made possible has been made possible through the steadfast support of UNHCR, the World Bank, UN agencies, civil society, and local government partners working together to create inclusive solutions for refugees and host communities. However, Zambia's refugee response faces serious financial challenges, risking the loss of these gains. We call on UN, Sierra, and international community to sustain and increase their support to enable Zambia to uphold its commitment to protection, dignity, and development for all. In the spirit of upholding commitments, hospitality, and solidarity. The closure of the regional bureau would have negative effects in the southern region. As you may know, Chairperson, refugees movement in the southern part of Africa is unique and therefore deserves to have a dedicated office in the region. This closure will therefore affect the direct oversight and coordination of refugee protection and assistance across the region. Your Excellencies, in conclusion, Zambia reaffirms its strong commitment to protecting, including, and empowering refugees. The country is ready to innovate, collaborate, and lead by example to turn promises into action, transforming challenges into opportunities. Together, we can build a future where every refugee, host community member, and individual enjoys dignity, protection, and hope. Through shared resolve and collective effort, we can create an inclusive, resilient, and just world. I thank you.

Thank you very much. I now turn to the High Commissioner for thoughts and comments on the discussion.

Thank you very much. Chair, in your honor, I'm going to begin with Ecuador. Thank you, Ecuador, and to the Vice Minister for acknowledging that asylum is a pillar of these rights. And Ecuador's commitment that is manifested in policies of solidarity can be commended. At the same time, I understand and I'm only too aware of the security challenges and the poverty that Ecuador is trying to deal with at the moment. We will undoubtedly work together in the four areas that you mention, and I fully agree with you. These are priorities. I must say that the work we do together with the government and the authorities in civil society with refugees in Ecuador is testimony to the stabilizing effect that can be brought about through solid public policies and international support.

Can region and responding to Brazil's statement. I will certainly take note of the quote that you offered from President Lula that democracy fails when it blames refugees and migrants. I could not agree more. And I want to take this opportunity to commend Brazil's very good efforts, especially in areas of integration. I mentioned it this morning. And thank you also for mentioning, a few others have done so, but I have not picked it up, the Global Alliance on Statelessness of which you are part. And yes, I agree, and I said it already, the impact of financial cuts on your region, on Latin America, is severe. I think that given the fora that we have, especially the Cartagena Mas 40, I think it is important that we discuss how to address this, including with member states in the region, this decline in donor support and see how we can address it and respond. I also, of course, think of Brazil as host of the next COP. a forum, an important forum for us in so many ways, but also, I hope, a forum where the correlation between climate issues and displacement will be highlighted. I recently visited Iran, moving to another region. Thank you, Deputy Minister, for your statement. It was a very good visit, short, but very good visit, and not the first one. and an opportunity for me to recognize the long hospitality that you have offered to Afghan refugees. I want to, nevertheless, as I did earlier, reiterate the points I already made in Tehran. Please I understand the predicament and the complexity of the challenges that you explained, but please slow down the returns. You have actually slowed them down after my visit. Use the tripartite and quadripartite mechanism that we have put in place, including the support platform for Afghan refugees. And like I said in response to Pakistan, let's explore regionally also the migratory aspect of these movements that are complementary with the more protection-based ones. These are the challenges that you explained to me in Tehran you are facing at the moment. In response to the Deputy Chairman in Azerbaijan, I think you mentioned the joint declaration on the establishment of peace and interstate relations, which, like I mentioned in other situations, the United States has promoted and facilitated. I think this is the most significant development. We've said it many times in a region, in a sub-region, in a situation in which UNHCR has been involved for so long trying to help Armenia and Azerbaijan in the context of the conflict to deal with respective displacement issues. Hopefully, if there is movement towards peace and understanding, those opportunities can grow. We remain available to all parties to facilitate and help in the areas of our competence. I also took note with the concern, of course, of the stagnating political process, on the other hand, different in this case, reported by the Deputy Minister of Georgia in relation also to problems of displacement. I want to emphasize that UNHCR, in spite of this stagnation, will continue to play its role in terms of humanitarian assistance and in terms of providing humanitarian information to the dialogue process. And thank you, Georgia, for hosting the Ukrainian and offering opportunity to other asylum seekers, as was reported. The Holy See, thank you, Under-Secretary, for your very important speech. I am pleased that the Holy See continues to be a fundamental moral voice in the debate on migration and refugees. And also, the Catholic organizations, as was reported in the statement, continue to be a powerful grassroot network in support of refugees and people on the move in many parts of the world. I am happy, and I convey this to the Holy Father, that Pope Leo XIV, whom I had the pleasure of meeting just a few weeks ago in Rome, and conveying to him my gratitude for having kept that moral voice and that commitment of the Catholic Church to refugees and migrants, not only in material terms, in moral terms, but also by highlighting their dignity and their humanity. I regret the persistence of war in Yemen, as reported by the Deputy Minister, and also, of course, in relation to the persistence of war and conflict, the persistence of displacement. This in a situation in which perhaps more than any other crisis situation in the world, is coupled with a decline in humanitarian resources that makes it even more difficult, despite all other difficulties, to provide help to displaced and the refugees that Yemen continues to host. And I want to appeal to donors, especially to donors in the Arab region, to resume or to continue or increase, actually, contribution, humanitarian contribution to address the Yemen situation. Moving to Africa, thank you to the Deputy Minister of South Africa for the very clear, explicit support that you formulated for the multilateral system. It is very significant, this statement, especially coming from a country which comes from your history and your challenges. So thank you very much for having reiterated the commitment that, unfortunately, as I said this morning, is slipping in many parts of the world. And thank you also for explaining very clearly that the challenges South Africa is facing are challenges of mixed movements, of which I spoke quite a bit this morning. It's complex. We have made commitments to help you with that. We will continue to uphold to the extent that donors allow to do us, but it is a priority for us to help us because somehow the work that we can do with you on addressing mixed movements can be exemplary also for other parts of the world. Staying in the region, I want to congratulate Botswana for its recent independence anniversary, which was mentioned by the Assistant Minister, and the successful conduct of the elections. I'm very pleased to have heard that there are planned legislative improvements in line with the human rights consistent policy of the new government. And I want to assure Botswana, but also South Africa and others that have spoken from the southern Africa, let me repeat once again, we remain committed to that region, even if we had to make some difficult management choices because of lack of resources. And Assistant Minister of Botswana, your formulation was much better than mine in terms of being a bit smaller but remaining strong. I can assure you that we will live up to that commitment. Burundi.

Has expressed in many ways words of encouragement and thanks, and I would like to thank the delegation in turn. as well as thank them for their statement of their country. And once again, as I think I've done every year, I would like to thank Burundi for continuing to host and shelter refugees from the neighboring Democratic Republic of the Congo. I would encourage you to pursue efforts towards the inclusion of these refugees because unfortunately, humanitarian assistance, as we've said many times, is diminishing. But it is positive that you are continuing to encourage the return of your own citizens from neighboring countries, Tanzania and other countries. And I encourage all donors to support the reintegration of these refugees. so as to ensure that this protracted situation as well can be resolved.

The State Minister reported some very commendable advances in the policy and legislative domain, in particular regarding internally displaced people. domesticate the legislation, if I understand correctly, in line with the Kampala Convention. This is very, very positive. We haven't spoken much about IDPs, but of course this is a huge phenomenon in Somalia, and it is important to remind everybody of that. And, you know, with many other situations emerging or being more acute emergencies, we cannot forget or neglect the challenges of Somalia, a country that is trying to move beyond emergency to more stability. So, thank you very much for your statement.

Niger reported on challenges arising from its geographical landlocked position. There are population flows that I'm quite familiar with, as I have visited the country several times. There are flows of refugees. There are internal displacement situations, as well as migratory flows coming from other countries crossing Niger. So again, there are a variety of situations here which require different responses, and I would like to encourage Niger to continue, as I have done for other countries, to continue efforts towards inclusion and recording persons.

I jumped a bit the regions here, but Zambia spoke at the end, and Zambia has been another champion of inclusion from the very beginning of our initial efforts, the famous CRRF, which we launched many years ago, Zambia was one of the first countries to embrace it. And those efforts have now been developed further. I encourage you to continue, including, as you mentioned, it seems important to me, on the digital identity and legal protection. These are very important premises of inclusion. They may be less visible than education, health, or jobs, but without legal identity and legal protection, it's very difficult to access services and economic opportunities. May I, since this is my last comment, I want to pick on one mention made by Zambia to end with a positive note. Zambia spoke about sports as inclusion. You know that this has been a very positive area of work for my organization and for me personally in the past 10 years. So thank you, Zambia, for having mentioned it. I know it's happening in other countries. I encourage you to continue to use sports for integration and inclusion. It is very effective.
