It is my great pleasure to invite the International Indigenous Forum on Biodiversity to take the floor. The IIFB has long been an essential voice in this convention, representing indigenous peoples and local communities and bringing their knowledge, perspectives, and lived experience directly into our work. And of course, they are always contributing on the ground. On a day dedicated to honouring that contribution, it is only right that we listen to them. I now have the great pleasure to give the floor to the representative of the IIFB. IIFB, you have the floor. IIFB [47:48]: Thank you, Chair, for giving us the floor on this special day. Dear delegates, the International Indigenous Forum on Biodiversity takes the floor to greet everyone a happy International Day of the World's Indigenous Peoples. On 23 December 1994, the United Nations General Assembly decided that the International Day of the World's Indigenous Peoples shall be observed on 9 August every year. This date marks the first meeting in 1982 of the UN Working Group on Indigenous Populations. In the context of our work in the CBD, we take this opportunity to celebrate the Convention's foundations through Article 8 and beyond, in recognizing the critical roles of indigenous peoples and local communities and our distinct contributions in stewarding biodiversity through our traditional knowledge, innovations and practices. We also celebrate the years of our constructive engagement with Parties, leading to important advances in recognition of our rights, roles and contributions in the work of the Convention. However, these years of progress and constructive engagement may be reversed if the term actors other than national governments is used to replace indigenous peoples, local communities, women and youth in a non-contextual way. This is likely to have serious consequences for rights holders who are too often disadvantaged and made invisible by current implementation policies, mechanisms and data landscapes. We look forward to continued dialogue and constructive problem solving on this and other issues. Once again, a happy International Day of the World's Indigenous Peoples to all. Asante sana. Today on August 9, on the International Day of the World's Indigenous Peoples, We celebrate the strength, resilience and contribution of indigenous peoples across the world. We celebrate extraordinary achievements made through the global cooperation by indigenous peoples. From the establishment of the UN Working Group on Indigenous Populations in 1982 to the adoption of the UN Declaration on the Rights of Indigenous Peoples in 2007, indigenous peoples and UN member states have together established the minimum standards for the survival dignity and well-being of indigenous peoples the declaration reflects and builds upon binding International human rights obligations including the principles of non-discrimination self-determination and cultural Integrity as former UN special rapporteur James Anaya has emphasized the core principles of the declaration are grounded in international law and customary International international law. On this day, let us remind ourselves that these standards are not a ceiling. They are the minimum we have already agreed upon. We all share the responsibility not to weaken them through ambitious language, inaccurate terminology, or by conflating indigenous peoples with other groups. Clear recognition of indigenous people is essential to the protection of our rights. Happy International Day of the World's Indigenous People. But before we begin our consideration of CRPs, I would like to invite the co-chairs of the contact group on item 12, mainstreaming, to report on their work. I have the honor to report back on the work of the contact group on agenda item 12, mainstreaming of biodiversity within and across sectors. The contact group met twice on 6 August from 7 to 10 p.m. and on 7 August from 7:30 to 11:15 p.m. Over the course of these two sessions, the contact group considered all operative paragraphs of the draft decision. Parties engaged constructively on a wide range of issues and were able to make good progress reached an agreement on several paragraphs and another one differences in a number of others. Despite this progress, a number of issues remain unsolved. These are some of the issues remain reflecting brackets in the text and will require for the consideration by the conference of the parties. Outstanding issues are the request to the executive secretary on assisting parties and those associated capacity implications and the organization of original business on biodiversity forums, references to IPBES assessments, the use of ten actors and not only governments, and the inclusion of elements related to Target 18. I would like to express my sincere appreciation to my fellow co-chair, Mr. Scott Wilson of Canada, for his excellent collaboration throughout our group, our work. I will also thank the Secretariat for its support to the contact group and for facilitating our working through The two sessions finally I would like to thank all parties for their dedication, flexibility and constructive engagement. Despite the complexity of issues before us and the long hours of discussions, the contact group worked in a very positive and collaborative atmosphere. This spirit of cooperation enabled us to make meaningful progress and narrow differences on a number of issues. So no further contact group sessions are planned and the outcome of negotiations will be reflected in a conference room paper today hopefully with some important issues remain outstanding the contact group has complete its consideration of the operative paragraphs I believe that the progress achieved provides a solid basis for for the consideration on the remaining issues by the conference of the parties thank you Madam chair. I propose that we begin with CRP 1 on the fifth assessment and review of the effectiveness of the Cartagena Protocol on Biosafety and the mid-term evaluation of the implementation plan and the capacity building action plan for the protocol. CRP 1 was prepared taking into consideration the nearly 40 interventions made on this agenda item. There was broad support for the draft recommendation, so several paragraphs have not changed at all. Changes were made to other paragraphs and there are several new paragraphs. We have prepared language that seeks to balance different points of view in developing the CRP. I would like to keep up the tradition on sending clean recommendations on assessment and review to the COP/MOP. I would like to go through this document paragraph by paragraph. As this is an item pertaining to the Cartagena Protocol, please note that I will only be giving the floor to parties to the Cartagena Protocol. So let us start with the first preamble paragraph, recalling decisions. Are there any comments on this preamble paragraph? I see none, so the paragraph is approved with the agreed changes. I would like now to go to preamble paragraph starting with acknowledging with appreciation. Is there any comment to this paragraph? I see none, thank you very much. So I would like now to go to the operative paragraphs. The first operative paragraph, starting with welcomes the progress made. Is there any comments? No, thank you very much. Therefore, we would like to have a more complete data set for the next assessment and review process and we think that it would be the liaison group which made the assessment in its meeting as well in June who would be the most appropriate group to consider how it could be extracted. So these important elements, these important data which were provided in the free text in the national reports, how these data could be really well captured and really good results could be extracted from them.
