On this day of remembrance, the Council observed a minute of silence in memory of the victims of the terrorist attacks that struck the United States on September 11, 2001 and of all victims of terrorist attacks around the world. It expressed its solidarity toward the city of New York and the United States of America. The Security Council reiterated its commitment to countering terrorism, an acute threat to international peace and security. We reaffirmed the Council's unity around this objective and its solidarity with all victims of terrorism. The Council's efforts over the past 25 years have helped unite the international community and created a robust framework to counter terrorists by cutting off their funding and restricting their movement and recruitment strategies. But the terrorist threat is evolving, and the Council must adapt its response and establish an effective system to counter terrorist use of new technologies, drone, satellites, social media, artificial intelligence. Demonstrating its unity 25 years after the attacks, the Council unanimously adopted the presidential statement that reaffirms its determination to combating terrorism and our collective commitment to respond to evolving threat with a shared goal, a world free of terrorism.

Just briefly, first of all, you may know that maybe you don't know that 25 years ago in September of 2021 I'm sorry, in 2001, September 11th of 2001, the French had the presidency of the Security Council. And as I learned on that very solemn day we had as a Council just last week or two weeks ago when we went down to the 9/11 Memorial and Museum, my colleague, Ambassador Bonifon, and his predecessor in 2001 led the Council in a unanimous statement and expressed solidarity with the United States and with all countries who lost citizens. Almost 100 countries lost citizens that terrible day. And so it is Actually quite remarkable that 25 years later, our French friends have the presidency of the Council and once again showing determined leadership to bring the Council together on this important statement and to show leadership on this most important issue. And I just want to express on behalf of Ambassador Waltz, our entire U.S. mission, and the United States that we are deeply grateful, Jerome, for your leadership. to, of course, the President of France and the French people for your solidarity and your friendship and for bringing us together. It's not easy to get a unanimous council on a statement, and we really appreciate your leadership and your solidarity on this most solemn day. And, of course, I would not be remiss if I didn't also just immediately say out to all the families who are grieving today, remembering their loved ones who were murdered 25 years ago at the terrible terrorist attack just four miles south of here. You're in our prayers, and it's a very tough day, but we are together, and I really appreciate it. Again, thank you for your friendship and your leadership. Merci.
