Distinguished delegates, I now declare open the 842nd meeting of the Committee on the Peaceful Uses of Outer Space. Distinguished delegates, this morning we will continue and hopefully conclude our consideration of Agenda Item 4. We will continue our consideration of Agenda Item 8, Space and Sustainable Development, in order to have the outcome on the informal consultations on space for development, international cooperation implementing benefit sharing in space activities reported to the Plenary. We will continue and hopefully conclude our consideration of Agenda Item 13, Future role and methods of the work of the Committee. To hear a report by the co-facilitators Italy and Morocco on the outcomes of consultations on a proposal to hold UNISPACE IV in 2027. We will then suspend the plenary meeting so that the Working Group on the Long-Term Sustainability of Outer Space Activities can hold its meetings. We will continue and hopefully conclude our consideration of Agenda Item 6, Report of the Scientific and Technical Subcommittee on its 62nd session. Time permitting, we will begin our consideration of Agenda Item 17, Report of the Committee to the General Assembly. Are there any questions or comments on this proposed schedule? I see none. Your Excellencies, distinguished delegates, it is a privilege to address this committee on behalf of the World Space Week Association. We commend the chair, the secretariat, and the Director of the United Nations Office of Outer Space Affairs for their continued leadership in advancing global space cooperation. World Space Week is celebrated annually from the 4th to the 10th of October and is the largest space outreach event in the world. It offers a powerful and inclusive platform for nations to raise awareness of the benefits of space, inspire future generations, and foster international collaboration. In 2024, we celebrated the 25th anniversary of World Space Week under the theme Space and Climate Change, with more than 15,000 events held across 90 countries. We extend special recognition to SUPARCO of Pakistan and the Saudi Ministry of Education for their exceptional national-level coordination and support. Looking ahead, the 2025 theme, Living in Space, focuses on the realities and possibilities of sustainable human presence beyond Earth. Under the leadership of Robert Lightfoot, President of Lockheed Martin Space, our Honorary Chair for 2025, World Space Week Association convened an industry roundtable at the Space Symposium in Colorado Springs to engage commercial actors in leveraging World Space Week for outreach. We also launched the Astropreneurs Mentorship Program in conjunction with the Global Entrepreneurs Network Space to support emerging space entrepreneurs, reinforcing the link between public engagement and economic opportunity. We warmly invite all member states and space agencies to participate in World Space Week 2025 by organizing events, sharing achievements, and utilizing this global platform. Event registration and resources are available at our website, world— worldspaceweek.org. Distinguished delegates, I see that there is no more speakers on this agenda item. We have concluded our consideration of agenda item 4, General Exchange of Views. Distinguished delegates, I would now like to continue our consideration of agenda item 8, Space and Sustainable Development, in order to have the outcome on the informal consultations on space for development, international cooperation, and implementing benefit sharing in space activities reported to the plenary. The first speaker on my list is the distinguished representative of Brazil.
Thank you, Mr. Chair. The African Group, along with Brazil, Iraq, Jordan, Mexico, Pakistan, and Panama, is pleased to report on the initiative titled Space for Development: International Cooperation and Implementing Benefit Sharing in Space Activities. The countries supporting this initiative convened several informal consultations open to all member states of the Commission. During those informal consultations, The supporting countries proposed to open a discussion track on international cooperation, benefit sharing, and the challenges associated with its practical implementation in space activities. The supporting states circulated two documents to facilitate informal consultations: a concept note as well as suggested way forward. During those meetings, the supporting countries explained the need for a dialogue aimed at stocktaking on current efforts in international cooperation, including those under the aegis of UNOSA, in order to identify evolving needs of developing countries and to explore new practical and consensual avenues for international cooperation, as well as existing efforts in this regard, that ensure that space activities are conducted for the benefit of all member states. In the formal consultations, we concluded with the following recommendations to the consideration of the Committee: A, this initiative will build on the existing work of the committee and its subcommittees, and that member states will continue considering this topic under the existing agenda item, Space for Sustainable Development. B, informal consultations will continue on this topic led by the supporting states. C, these consultations would enable a gap analysis of current and future benefits and opportunities, as well as evolving needs and challenges, particularly for developing countries. D) The outcome of the consultations and the gap analysis will allow for an initial draft of a consensual framework for voluntary international cooperation in space activities, which could include different forms of assistance and enhance the sharing of benefits of exploration and use of outer space, particularly for developing countries and emerging spacefaring nations. The aforementioned draft would be presented to COPUS 2026 for consideration, with a view to providing a tangible outcome on this topic by UNISPACE IV. It was also agreed that the UNOASA will facilitate these endeavors as needed within existing resources and mandates. It was also highlighted that this initiative intends to incorporate contributions from governmental, intergovernmental, and non-governmental actors, and that a group of interested countries on this matter may be created to help shape and support its efforts.
Mr.
Chair, we invite all member states to support this initiative as a concrete step toward ensuring that the governance of our space remains inclusive, sustainable, and truly reflective of the principle that space activities shall benefit all countries, regardless of their level of development. At a time when COPUS is facing rapidly evolving issues, from space traffic and orbital congestion to the increased role of private actors, many delegations have called for our discussions to remain relevant and responsive to the realities of 21st century space. Space activities. This initiative offers a timely opportunity to strengthen international cooperation and ensure that developing countries are not left behind with the support and partnership of those who are leading and active in space. We invite all member states to actively participate in this process going forward. I would like to thank all delegations for their engagement. I would also like to thank the cross-regional group of states that supported this initiative from its inception. I thank you, Mr.

In our capacity as co-facilitators of the deliberations on holding a fourth United Nations Conference on the Exploration and Peaceful Uses of Outer Space, UNISPACE-4, we appreciate the opportunity to report back to the plenary of this Committee on the Peaceful Uses of Outer Space regarding the consultations held since the 67th session of the Committee. Chair, distinguished delegates, at its 67th session last year, the Committee noted with appreciation a proposal to hold UDI Space Forum 2027 and look forward to further consultations on the proposal during the intersessional period and at the 62nd session of the Scientific and Technical Subcommittee. Our engagement in this endeavor has entailed 4 informal meetings during the 62nd session of the Scientific and Technical Committee, followed by 3 informal meetings held during the 64th session of the Legal Subcommittee. In addition, 3 intersessional consultations have been convened to maintain the momentum and continuity of this vital process. In the meetings that followed, Morocco and Italy presented a tailored document outlining proposals on the potential objectives, format, venue, dates, participants, structure, scope, and financial aspects of UNISPACE-4. These documents, completed with due diligence and reflecting the insightful contributions from state members of the Committee, served as the basis of substantive discussion and refinement. We are equally grateful to the dedicated team of the United Nations Office for Outer Space Affairs, whose continued support has been of the utmost value. We particularly commend their thorough and rigorous preparation of the report on the possible organizational arrangements for UNISPACE-4, CRP-4, as required by the Scientific and Technical Subcommittee. This foundational document was introduced and examined during the initial informal meetings of the current session. As a result, we circulated document CRP-30 incorporating further textual proposals which track changes as discussed during the informal meetings. This document was used as the framework for continuing collaborative engagement. Chair, distinguished delegates, we wish to express our sincere and profound appreciation to all distinguished delegations for their diligent, thoughtful, and constructive contributions through these discussions. Their unwavering commitment and exemplary spirit of cooperation have been instrumental in advancing our shared objectives. Chair, distinguished delegates, at the consultations, delegations considered that UNISPACE IV could be held in 2027 with its objectives, form, dates, venue, participants, organizations, scope, and financial aspects as outlined in Annex II of the present report. On this, I would like to highlight that this final version of the document, which, which is available on the COPUS website, includes a slight amendment in the definition of the framework for international cooperation under the section on International Cooperation and Space for Development. The relevant paragraph reads now as follows: Based on the Outer Space Treaty, the UNGA Resolution 51/122 of 30 December 1996, and other relevant UNGA resolutions, as well as on the ongoing deliberations— in the Committee and its subcommittees, UNISPACE IV could consider and recommend a consensual framework for voluntary international cooperation, which could include different forms of assistance to enhance and increase the sharing of benefits of exploration and use of outer space for all, particularly for developing countries and emerging spacefaring nations. This amendment is proposed to align the text to the proposed report language on the Initiatives on Space for Development, as proposed by the African Group Brazil, Iraq, Jordan, Mexico, Pakistan, and Panama. While we acknowledge the considerable progress that has been achieved so far, further focused deliberations remain essential in order to secure a comprehensive and consensual agreement on the many facets of UNISPACE-4, as a revised proposed program budget for 2026 to be presented by the Secretary-General could significantly affect the funding arrangements for UNISPACE-4.

Delegations agreed that more information on the founding agreements would be required before deciding to hold UNISPACE-4 in 2027. Delegations participating in the consultations therefore agreed to hold additional informal consultations co-facilitated by Italy and Morocco during the intersessional period to assist the funding arrangements for UNISPACE-4, with a view to making recommendation to General Assembly at its 88th Delegations also recommended that if UNISPACE IV was agreed to, the committee would act as the preparatory committee for UNISPACE IV, and the scientific and technical subcommittee as well as the legal subcommittee could act as the advisory committees. The Office for Outer Space Affairs would act as the secretariat of UNISPACE IV. Delegations request the— the Office of Outer Space Affairs to present its planned for founding EUSPACE4 during the above informal consultations, taking into account possible impact of a revised program budget proposal for 2026 and anticipated budgetary implications for 2027 on the office. Therefore, additional informal— additional informal consultations to be convened during the intersessional period under our joint leadership would focus on examining the founding arrangements for EUSPACE4. Phase 4, as elaborated in the latest version of the proposal to be annexed to the report of the committee. These consultations should aim to develop a solid recommendation for submission to the Assembly General at its 88th session. Chair, we express our sincere appreciation to all delegations for their invaluable contributions and support to the deliberations. I look forward to continuing productive exchange. Distinguished Chair, distinguished delegates, I am pleased to have this opportunity to inform you of the outcome of the work of the Working Group on the Long-Term Sustainability of Outer Space Activities at the present session. At this session, the Working Group held both formal meetings and extensive informal consultations, during which it made excellent progress. Distinguished Chair, distinguished delegates, at this session the Working Group agreed that it had reached consensus on the text of its draft final report as contained in Conference Room Paper A/8. AC.105/2025/CRP.33, and that the text of that report would be formally edited and translated into all the official languages of the United Nations following the 68th session of the committee. The working group recommended that upon its presentation of its draft final report to the Scientific and Technical Subcommittee at the 63rd session in 2026, the existing working group be extended with the current chair. The Working Group agreed to hold an informal online meeting in September/October 2025 in order to work on the draft— on work on drafting its new work plan. The Working Group also decided to establish an expert group on space situation awareness as per the proposal submitted by the United Arab Emirates contained in what will be issued as Conference Room Paper A/AC.105/2025/CRP.27/Revision 4. Distinguished Chair, distinguished delegates, let me once again express my deepest gratitude to all the member states for the excellent flexibility and spirit of Vienna being shown all through the discussions and deliberations that we had for the past maybe 4, 4 and a half years, and I am honored and really touched by the recommendation that the chair of this working group can continue along with this extension. Thank you for giving me the floor, Chair. Allow me to inform you on the outcomes of the informal meeting of the Working Group on the Use of Nuclear Power Sources in Outer Space. Chair, distinguished delegates, in accordance with the agreement of the working group during the 62nd session of the Scientific and Technical Subcommittee and as endorsed by the subcommittee, the Working Group on the Use of Nuclear Power Sources in Outer Space met on the margins of the current session to discuss the modalities of a joint workshop with the IAEA as a possible method of collecting information under the objectives of its work plan, in particular under the objective 2, about potential future uses of nuclear power sources in outer space, and in particular those involving nuclear reactors, to be held in 2026 possibly in conjunction with the 69th session of this committee. The Working Group on the Use of Nuclear Power Sources discussed for the joint workshop with the IAEA to be held on June 9th, 2026, as a full-day workshop co-chaired by the chair of the working group and a representative of the IAEA. This workshop would consist of presentations by states and presentations by industry representatives to be invited through national delegations. The Working Group also discussed that an intersessional meeting would be held in the third quarter of this year, preferably on November 2025 to prepare the draft program for the workshop, to be then finalized at the meetings of the working group during the 63rd session of the Scientific and Technical Subcommittee.
