Delegates, This afternoon we will continue and, I hope, conclude our consideration of Agenda Item 17, Report of the Committee to the General Assembly. Delegates, I'd like to inform you that the provisional list of participants, AAC 105/2025 CRP1, will be available during this afternoon session online on our webpage. The Secretariat has informed me that any corrections must be submitted to the Secretariat at the submission email of the Office for Outer Space Affairs, unosa-submissions@un.org, by no later than Wednesday, 9th July 2025. Are there any questions or comments on this proposed program of work? Delegates? First, I would like to note that we have been very successful so far with our consideration of the draft report of the Committee to the General Assembly. I'd like to thank all the delegates for their cooperation and their constructive spirit throughout this session. I'd very much like for us now to continue with the adoption of our report. I'd also like to recall that due to the ongoing liquidity crisis, our session must conclude by 6:00 p.m. today by adopting our report by consensus. I'd now like to give the floor to the Second Vice Chair Rapporteur, Ms. Hessa Al-Kharifa of Bahrain.

Distinguished delegates, in view of the latest development at this morning's meeting, we need to reflect the decision taken by the Working Group of the Long-Term Sustainability of Outer Space Activities with the agreement of the committee. We will therefore need to reopen Addendum 9, which contains the agreements of the Working Group of the Long-Term Sustainability of Outer Space Activities.

I'd like to thank the Second Vice Chair, Rapporteur, for the updated status of the available documents. Thank you, Chair. Before we move to paragraph 6, our delegation would like to propose a paragraph 5 bis to reflect a statement that we made under this agenda item. It begins, the view was expressed that the committee should avoid the dilution or undermining of the committee by the creation of unnecessarily duplicative mandates. In other UN forums, including those in New York, Geneva, and Montreal, period. The delegation expressing this view was also of the view that such duplication would undercut the technical, policy, and legal expertise of the committee, and place undue burden on small delegations.

Thank you, Mr. Chair. We thank the Secretariat for preparing this very, very concise paragraph. I suggest that we need to reflect the name of this chair and the achievements that was made last year. Egypt had the opportunity to chair this committee for a year, and I think we witnessed many achievements this last year. The statement was prepared by the Secretariat basically, so we'll be happy to see some content in this paragraph. Thank you.

I thank the distinguished delegate of Egypt. And just to speak directly to the distinguished delegate of Egypt, we're going to come back to this paragraph. So if you'll allow, distinguished delegates, we'll now move on to paragraph 10. I give the floor to the Secretariat for clarifications.

Thank you very much, Mr. Chairman. Over the lunchtime, the Secretariat team worked quite a bit to work on the text, the new text, to replace paragraphs, original paragraphs 10 to 14, to reflect all the valuable submissions that we received. There are quite a few, so we tried to capture it all together with the Chapeau paragraph and also to make sure that there is the balance among all those valuable achievements and contributions that we have received from numerous delegations. So this is what we have, and what we would like to propose is that since this is a new text, first I would read out and then my colleague would scroll down slowly, and we might— I gotta give the delegations some time to reflect on it, and we might just start from original paragraph 15. But for the time being, I just want to introduce the text that we have worked over lunchtime to see how it looks like so that the delegation would have some time to think about it. So the new text is quite long. It starts from the chapeau paragraph that reads as follows. The committee noted that delegations had at the current session shared information and updates on space-related endeavors, including details of national activities, programs, and achievements, as well as examples of related bilateral, regional, and multilateral cooperation. These included, India earlier, that— A, the African Space Agency was inaugurated earlier that year, and that the African Union Science, Technology, and Innovation Strategy for Africa 2024 was part of the scientific component of the Agenda 2063 of the African Union. B, the treaty establishing the Latin American and Caribbean Space Agency had entered into force, and that the work of the agency would be aimed at strengthening the space capabilities of states in the Latin American and Caribbean region. C, the Philippines would host the International Space Forum at the ministerial level, Southeast Asian chapter, in December 2025, and the 31st Asia-Pacific Regional Space Agency Forum, APRSAF, from 18 to 21 November 2025. Australia and Turkey would respectively host the 76th International Astronautical Congress from 29 September to 3 October 2025 in Sydney, Australia, and the 77th International Astronautical Congress from 5 to 9 October 2026 in Antalya, Turkey. And the next is— Costa Rica would host the United Nations Workshop on Machine Learning on Global Navigation space weather from 16th to 20th February 2026. F, new achievements in the United States by the civil and commercial space sectors included the commercial mission to make a soft landing on the moon through NASA's Commercial Lunar Payload Services program, as well as a commercial mission to the International Space Station. G, The ESA DLR lunar facility provided a vital component to existing global capabilities in future robotic and human lunar missions. 8, a new Japanese initiative on space debris was in development to clarify the standard coordination matters among stakeholders for future on-orbit servicing in outer space. The Russian national space project Cosmos provided new opportunities and venues for international cooperation. Civil scientific institutions of member states were granted access to Chang'e 5 lunar sample for research by China. The Egyptian Space Agency has been coordinating since 2020 The African Development Satellite Project involving Kenya, Uganda, Ghana, Sudan, and Nigeria to develop a hyperspectral nanosatellite to be launched in the first quarter of 2026 to monitor the effect of climate change in Africa. On 30th March 2025, the German company ESA Arianespace launched its rocket Spectrum from Andøya Spaceport in northern Norway, the first orbital rocket launched from continental Europe, which despite its short journey marked the beginning of a new era in Norwegian and European spaceflight. And from the French Guiana Space Center Europe Spaceport, the new European Ariane 6 launcher has successfully completed its first flight, and progress has been made in the development of the UltraSat, an advanced scientific satellite with a wide-field ultraviolet telescope scheduled for launch in 2027, and developed in collaboration with the Israel Space Agency, NASA, the German Research Center DESY, and the Weizmann Institute of Science. The Republic of Korea would host the 19th meeting of the International Committee on the Global Navigation Satellite System, ICG, from 19 to 24 October 2025 in Busan. Peru would host the 4th workshop on the Artemis Accords in 2026, which would be held for the first time in Latin America with the aim of strengthening Strengthening international cooperation and fostering the exchange of scientific and technological knowledge within the framework of the Artemis Accords. Q, the SAOCOM-1 Earth Observation Mission continued sharing data internationally for emergencies and disaster response for protection of the seas, water health, among others. And that both missions of the SABIA-MAR, S-A-B-I-A-MAR, were progressing under international cooperation agreements. R, a cross-regional partnership between Mexico, Indonesia, the Republic of Korea, Turkey, and Australia, MICTA, aimed at supporting, inter alia, efforts to promote space education engage young people, and enhance the meaningful participation of women in the space sector. S, there are now 55 signatories to the Artemis Accords on the principles for cooperation in the civil exploration and the use of the Moon, Mars, comets, and asteroids for peaceful purposes, with Norway becoming the most recent signatory. T, international cooperation on the International Lunar Research Station project continued to expand, joined by 18 countries and international organizations and over 50 international research institutions.

Chile, jointly with states and permanent observers across regions, proposed strengthening the work of the Group of Friends on Dark and Quiet Skies as a platform for technical dialogue and the cooperation to address the impact of satellite constellations on astronomy and the preservation of the space environment. The Pakistan Space Agency, SPARCO, had developed a natural catastrophe model using geodata to assess disaster risks, launched its first indigenous satellite, PRSC-E01, and signed agreements with China for a lunar rover, astronaut training, and future missions. Additionally, Pakistan will host ICASD 2025 on Space for Sustainable Development. Awareness-raising and capacity-building had continued through 2 Office for Outer Space Affairs projects on the long-term sustainability of outer space activities and the registration of space objects, which were made possible with funding support provided by the United Kingdom. X, the 2nd National Focal Points for Registration meeting had taken place on the margins of the 64th session of the Legal Subcommittee. And if I may continue, there are additional paragraphs after this. 10bis, the paragraph would read as follows: The committee encouraged member states to actively share their lunar exploration achievements to facilitate cooperative lunar exploration. Then there, the committee was informed about the Regional Center for Space Science and Technology Education in the Eurasian region hosted by the Roscosmos Corporate Academy, which was attracting students from all over the world.

And the next paragraph. Thank you. The view was expressed that the legal aspects of space resource exploration, exploitation, and utilization must be regulated by international law. I think that this liquidity crisis issue might be resolved by indicating which countries were co-sponsoring which countries were co-sponsors later on. Obviously, we understand that issues to do with this liquidity crisis have to be managed with a very constructive spirit rather than obliging countries to make decisions that go against their own interests.
