Greetings, colleagues. Please take your seats. First, I wanted to take a moment to recognize the disaster that struck Colombia yesterday. A terrible earthquake hit western Colombia, also affecting the beautiful city of Cali. home of our COP16. I'm sorry. This comes on the heels of the horrific Kamamoto earthquake in Japan two weeks ago. So our hearts go out to all the victims and the families and friends.
Apologies.
Yes. Thank you. So back to our work for today. Today we'll continue our consideration of conference room papers and L documents. And we will begin with our of considering the L3 document that was posted. And so let us take up L3 on synthetic biology. I remind you that we went through the draft recommendation paragraph by paragraph and approved the CRP. I hope that we can quickly adopt this L document. Interventions should focus only on ensuring that the document is faithful to our approval. Delegations should avoid reopening agreed text or introducing new issues at this stage. I really count on your support in this regard. With that understanding, I submit L3 for adoption. Colleagues, can we adopt this recommendation? New Zealand, you have the floor.
Thank you, Madam Chair, and I am very sorry to go back to this, but I do need to mention that if possible New Zealand would like to put some brackets in paragraph six. This is around the reference to horizon scanning. This is an issue that was also discussed in the Subster decision on Synbio and has been consistently bracketed throughout that decision. So this would also maintain consistency with that discussion and that decision. Thank you.
Thank you very much, New Zealand. Let me just be very clear. Do you want to put brackets in the whole paragraph or just on the insertions?
We don't need it around the whole paragraph, just the insertion. And I'm sorry, I can't find my text right now, but the insertion that references horizon scanning.
Yes, I thought so. Thank you very much, New Zealand. So we will put brackets around this insertion. And with that, colleagues, can we adopt this L document? I see no objections. Thank you very much. So L3 is adopted. Thank you very much, colleagues. One more. Thank you very much for your collaboration. And now we would like to resume our considerations on CRP 4 on agenda item 11, the clearinghouse mechanism and knowledge management. Yesterday, we completed our discussions through paragraph five. Therefore, we will continue with the consideration of paragraph 6 today. I would like now to open the floor for interventions on paragraph 6. European Union, you have the floor.
Thank you, Madam Chair. I speak on behalf of the EU and its 27 Member States. We just would like to draw your attention to a small editorial to strengthen their national clearing houses mechanism and then we probably also should add at the end as appropriate because we understand that not all parties do have a national clearing house mechanism. Thank you Madam Chair.
Thank you very much, European Union. I don't see any other parties requesting for the floor, so I ask the Secretariat to please read out aloud paragraph six as it stands with the changes.
Also encourages parties to strengthen their national clearinghouse mechanisms as appropriate.
Thank you very much, Secretariat. So with that, oh yes Namibia, Namibia you have the floor.
Thank you co-chair. I think I missed the rationale for the explanation that the delegate from EU gave. Did I understand it correctly that they suggested that not all parties have clearing house mechanisms or is it that not all parties have contributed to the clearinghouse mechanism or uploaded. I'm just a little confused if they can just explain. Thank you.
Thank you very much. I think the first one, I will give the floor to the European Union. European Union, you have the floor. I see Kenya is asking for the floor and sorry, I'm sorry, apologies, European Union. I will give the floor to Kenya and then I will go back to you. Kenya, you have the floor.
Thank you. I just want to add just one word, to strengthen and sustain their national clearinghouse mechanism.
Thank you very much, Kenya. And now European Union, you have the floor.
Yeah, thank you, Madam Chair. We mean that not all parties do have national clearinghouse mechanisms, and that is why we add as appropriate, because we cannot ask the parties that don't have it to strengthen and sustain. Thank you, Madam Chair.
Thank you very much, European Union. And with that explanation and the addition made by Kenya, can we approve paragraph six? I see no objection. Thank you very much, colleagues. I would like now to go to paragraph four, recalls that progress towards implementation of the program of work. Do I see any suggestions or comments? No, and with that, paragraph seven is approved. Thank you very much, colleagues. Paragraph eight invites the regional and subregional. DRC, you have the floor.
Thank you so much, Madam Chair, for giving me the floor. The DRC would like to add something in the second line, just after technical scientific cooperation. Comma, subject to availability of resources. Thank you.
Dear C, we are talking about an invitation. Do we really need subject to the availability of resources we hear? We are inviting. I would ask for your flexibility on that and meanwhile, I will give the floor to Argentina, followed by the European Union. Argentina, you have the floor.
Thank you, Chair. In this paragraph, we are inviting parties to collaborate and share information. In this regard, we think that where appropriate, as a subjective component, we would prefer to avoid this. Want to see I mean who considers it appropriate when to collaborate or share information which is not ideal so therefore we suggest changing where appropriate to where applicable this is to ensure that this collaboration this sharing of information is according to the formal procedures established so in short replace where appropriate with where applicable thank you.
Thank you very much Argentina. I will give the floor to European Union followed by Colombia. European Union you have the floor.
Thank you Madam Chair. We proposed in paragraph two to bracket the reference to actors other than national government as we heard that there were quite some discussions going on up there. So we would like to bracket up here as well. And then when we're talking about information and knowledge, we're wondering We think that's more or less the same term. So we would like to, instead of having knowledge, we would like to add the following: experiences, best practices, success stories and lessons learned in the implementation of the work program and the strategy with the Secretariat through the central portal of the CHM. I can repeat it on dictation speed. So instead of knowledge, we would like to propose experiences, best practices, success stories and lessons learned in the implementation of the work program and the strategy through the central portal of the clearinghouse mechanism. Thank you, Madam Chair.
Thank you very much, European Union. I will now acknowledge Colombia. Colombia, you have the floor.
Thank you very much, Madam Chair. First of all, the delegation of Colombia wishes to extend its most heartfelt thanks for your outpouring of concern, solidarity, and genuine offers of support in these difficult moments. So once again, on behalf of all the people of Colombia, thank you very much to everyone. So having said this, I had a similar proposal as the EU, but I think it's best reflected on what the EU just mentioned, so I will just support his.
Thank you very much, Colombia. Thank you very much for that. I will now give the floor to Kenya. Kenya, you have the floor.
Thank you. I think when you just say the secretariat, it will just be the secretariat, but I think, I feel even the parties should also exchange best practices. Yeah.
So concretely, you are suggesting, Kenya, you are suggesting to add parties here, invite parties and the regional and sub-regional TSCs, is that what you're suggesting? So that we are very clear about your suggestion, Kenyan.
To invite regional and sub-regional technical and scientific cooperation support centers and where appropriate, actors other than the national governments to collaborate and share information and knowledge with the parties and the secretariat.
Okay, thank you, thank you very much, Kenya. I will now ask, oh yes, Namibia, Namibia will have the floor.
Thank you, Chairperson. Can the Secretary read the text back to us please?
Of course, this was I was going to ask Secretariat, could you please read the paragraph as it stands now? Thank you.
Yes, with Kenya's insertion, I think we would have to reorder the paragraph a little bit. So I'm going to read it as I think it works invites the regional and subregional technical and scientific cooperation centers and where applicable, actors other than national governments with that phrase in brackets to collaborate and share with parties and through the central portal of the clearinghouse mechanism information and experiences, best practices, success stories, and lessons learned in the implementation of the clearinghouse mechanism work program and the knowledge management strategy.
Yes, Namibia, you have the floor.
Madam Chair, I seem that I don't have the text before me, but after that very long list of best practices, lessons learned, information, we would like to add comma as appropriate. Thank you.
Yes, thank you very much. Namibia, I will ask the Secretariat to read it out loud again so that all parties can check if their additions are reflected. Secretariat, you have the floor.
So now it says, invites the regional and sub-regional technical and scientific cooperation support centers and where applicable, actors other than national governments with that phrase in brackets, to collaborate and share with parties and through the central portal of the clearinghouse mechanism, information and experiences, best practices, success stories and lessons learned as appropriate in the implementation of the Clearinghouse Mechanism Work Program and the knowledge management strategy.
Thank you very much, Secretariat. And I now submit this paragraph for approval. Okay, as amended, so it's approved as amended. Thank you very much, colleagues. I would like now to go to paragraph nine and I would like to highlight that there have been no suggestions for this paragraph, so I would like to approve it now. Okay, so India followed by European Union and the Russian Federation. India, you have the floor.
Thank you Madam Co-Chair and very good morning. We have a very small intervention in nine small d. So in line four after strategy we would like to add specifically to enable such centers to provide technical assistance and capacity building to support the establishment, operationalization and strengthening of national clearing house mechanism, as appropriate.
Yes, India, could you please read it again? Thank you.
After strategy, specifically to enable such centers to provide technical assistance and capacity building to support the establishment, operationalization, and strengthening of national clearinghouse mechanism, as appropriate.
Thank you very much, India. Thank you, Madam Chair. And so we are taking paragraph 9 as a whole, so with all the subparagraphs. And now I acknowledge the Russian Federation, followed by Brazil and the European Union. Russian Federation, you have the floor.
Thank you very much, Madam Chair. Actually, our text proposal was included in our submission, but was not reflected in the document now. I would explain the rationale and then read the text as it should be amended in our proposal. So first, we think that now at the fourth line, there is a reference to some results from the use of new technologies. We do recognize that it's a very important thing, but we think here it should not be limited to the use of new technologies. So our amendment to the paragraph is to add in the third line after the word including to add in particular, then it reads work related to interoperability, then delete the online reporting tool, continue and efficiency improvements, it stays, then deletes resulting from the use of new technologies, and add the text, further improvement of the online reporting tool and access, search and usability of information on the convention website in support of the implementation, monitoring and reporting under the framework. And I can read the clean text as we suggest it to be. So to prioritize the implementation of the future work on the clearinghouse mechanism and knowledge management strategy and as set out in document CBD/SBI/7/INF/12, including in particular work related to interoperability and efficiency improvements, further improvement of the online reporting tool and access to search of and usability of information on the Convention website in support of the implementation, monitoring and reporting under the framework. And then full stop or end of the paragraph. So we think that it's an important amendment. highlighting the need to work further on the search mechanisms and the way how the information is presented on the website and we believe it should be here in the decision. Thank you very much.
Thank you very much, Russian Federation. I will take all interventions from the floor and then afterwards I will go paragraph by paragraph with the changes. So Brazil, followed by the European Union. Brazil, you have the floor.
Thank you, Madam Chair. Just to keep consistency with what we have been discussing, to put in bracket sectors other than national government in small D. Thank you.
Thank you very much, Brazil. The European Union, you have the floor, followed by Japan.
Yeah, thank you, Madam Chair. We would like to, for paragraph little B, we Not sure if we have to use the word prioritize, so we would like to say enhance instead of prioritize. Then we were supposing before, we were going to propose to delete everything after INF 12 because we think that the tasks that were mentioned after the INF 12 are already incorporated in the INF 12. But with now the changes by the Russian Federation, we'll have to reflect on that. Then for paragraph C, if you want me to go through everything or you want to stop at B.
I think it's better that we take everything on board and then you see the final version of the paragraphs.
Okay, thank you. Then for paragraph C, after to support parties in, We would like to delete facilitating until strategy and then from including by till global information systems, we would like to propose to move it to paragraph D because we think that the secretariat should work with the TSCCs and not just do it on their own. So we would move it towards paragraph little d and we can probably put it after the brackets after the national governments and then the paragraph c would read to support parties in the use of the central portal of the clearinghouse mechanism and the online reporting tool in small c. Do you want me to repeat it?
I think we got it. Thank you very much, European Union. I will now give the floor to Japan. Japan, you have the floor.
Thank you very much, Madam Chair.
Japan would like to make a small amendment on paragraph, subparagraph b. We would like to delete in the second line, After strategy, we would like to delete comma as. The reasoning behind it is that info document two illustrates the work stream and timeline, but it does not necessarily.
Set out the priority itself.
So if we keep the word to prioritize, we'd like to delete comma as. Thank you very much, Madam Chair.
Thank you very much, Japan. I see Colombia. Colombia, you have the floor, followed by India, Argentina, and Mexico. So Colombia.
Thank you, Chair. On paragraph 9, we would like to keep the explicit reference to new technologies, also including artificial intelligence, so it would read, the use of artificial intelligence and relevant new technologies. And paragraph C would like to replace providing technical advice with providing technical support. Thank you, Chair.
Thank you very much, Colombia. India, India, you have the floor.
Thank you, Madam Chair. We have intervention in small F after in last line of the paragraph of the parties, please add ensuring that such a review is conducted in an inclusive and balanced manner comma, taking into account the varying levels of development and operationalization of parties national clearing house mechanism. Should I repeat again? Okay. After parties, comma, ensuring that such a review is conducted in an inclusive and balanced manner, comma, taking into account the varying levels of development and operationalization of parties' national clearinghouse mechanism. Thank you, Madam Chair.
Thank you very much, India. I'll now give the floor to Argentina, followed by Mexico, the EU. Argentina, you have the floor.
Thank you, Chair. In subpart D, It starts with to collaborate in line with other speakers. We would suggest replacing in the second line as appropriate with as applicable. Thank you.
Thank you very much. Argentina, Mexico, you have the floor.
Thank you, Madam Chair. Just to support EU intervention in B to delete everything after reference to document INF 12. I don't think we need to Do micromanagement. We are asking our executive secretary to collaborate and to keep working on the CHM without too much details. That also can apply to the -- keep collaborating with regional support centers as appropriate. I will believe that is enough and to move on. Thank you. Less is more.
Thank you very much for your very insightful recommendation, Mexico, as always. I will give the floor again to the European Union, followed by Namibia. European Union, you have the floor.
Yes, thank you, Madam Chair. As you took it in the whole paragraph with the subparagraphs, I forgot to add that we had, during our early statement, we had proposed a paragraph which wasn't taken up by the Secretariat. It was related to the mention in the progress report that in three regions regional workshops with regards to knowledgements were organized. However, there are several regions which didn't have those workshops. So we would like to add, it can be whatever small letter, the following, to facilitate, comma, in collaboration with the Knowledge Management for Biodiversity Initiative, comma, regional and sub-regional technical and scientific cooperation support centers, and other partners, regional workshops on knowledge management in regions that have not yet had a regional workshop on knowledge management. Thank you, Madam Chair.
Thank you very much, European Union, Namibia. Namibia has the floor.
Thank you, Chairperson. We would like to go to the SHPO and we would like to, we understand that you would like us to have as much as possible clean tax, but for now we would like to bracket and subject to availability of resources because this deals with the implementation of the program. of work for the clearinghouse mechanism and knowledge management strategy. So we would want to bracket in the Chapeau subject to availability of resources.
Thank you, Namibia. I understand there was no comments or suggestions for the CHAPO. The CHAPO was clean text, so I will ask you, have you submitted this text suggestion of bracketing subject availability of resources in writing before?
Madam Chairperson, I would ask for your indulgence and for your kindness in terms of chairing the sessions. be fair to all delegations. We are asking that you take this on board and we submit. Thank you.
Thank you very much, Namibia. I try to be fair always. I hope I succeed in most cases. But of course, we have also to mind the organization of work here and yes, and then it would be much easier for all of us if all the suggestions would be sent beforehand. So with that, I see no more requests for the floor. What I would like now to do is to just read the paragraphs where we had comments made. So I understand that the chapeau would be bracketed and subject to availability of resources as amended by Namibia. And I understand there were no suggestions for A. Correct. Yes, so I would like first to approve the chapeau as amended and the little A. Namibia, are you still asking for the floor? Thank you very much. So the chapeau and the roe are approved. Thank you. And then for little b, I would like first to ask if there is any oppositions, any objections to follow the suggestions made by the EU and supported by Mexico. So it would, and yes, Russian Federation, you have the floor.
Thank you very much, Madam Chair. Actually, if we split this paragraph into two pieces or add the second part with prioritize, then we would be happy to go with enhance because we need to enhance the whole work, which is described in CBD/SBI/7/INF/12. but we need to prioritize the work on the accessibility search mechanisms, better work on the online reporting tool. And therefore, we either have prioritize here or just have a new addition of the paragraph saying, not including in particular, but prioritizing in particular. Thank you very much.
Yes, so if I understand you well, we could just end with INF 12 if we use prioritize instead of enhancement. Or do we need a second paragraph even if we keep, okay, okay, so yes, Namibia, you have the floor.
Madam Chairperson, this one is just the writing or a procedural issue instead of indicating as set out in it should read taking into account.
Okay, thank you very much Namibia. Thank you. I will ask the Secretariat to read B, the short version of B as set out, please.
Wait just a moment.
Namibia, yes, the secretariat has enlightened me that we should not only take into account our own strategy. So it's better as it is. If you could be flexible on that. Namibia, you have the floor.
Madam Chairperson, it's not a train smash for us. and it's not an issue of flexibility, it's a procedural issue in terms of treaty language. We don't have a particular stance on it. They can still go back and consult legal and see how best they deal with it. Thank you.
Thank you very much. Namibia, I don't think that we need to consult legal right now, so I will ask the Secretariat to please read it. Thank you.
So it's now been split into two paragraphs. I will read both, I suppose. So the first B is to enhance the implementation of the future work on the clearinghouse mechanism and knowledge management strategy set out in document CBD/SBI/7/INF/12. And then there's now a BBiz, which split the other parts off. And this one would say to prioritize work related to interoperability, I heard mixed views on resulting from the use of artificial intelligence, but I'll read the whole thing. So to prioritize work related to interoperability and efficiency improvements. resulting from the use of artificial intelligence and relevant new technologies, and further improvements of the online reporting tool and access to search of and usability of information on the Convention website in support of the implementation of, monitoring of, and reporting on the framework.
Yes, thank you very much, Secretariat. From what I understood, if you bear with me, we could approve both paragraphs with brackets around AI and the use of new technologies. That's what I understood from our discussions and that's what I would like to propose for us to approve. Yes, the Russian Federation, you have the floor.
Thank you, Madam Chair. Actually, as it was us who suggested to delete resulting from the new technologies and we are okay with addition of AI, we just suggest resulting inter alia from. And then we would be happy to lift the brackets. Thank you.
Thank you very much, Russian Federation. So I will ask the Secretariat to read the BBs with the additions. Thank you.
Prioritize work related to interoperability and efficiency improvements resulting inter alia from the use of artificial technology, artificial intelligence and relevant new technologies and further improvement of the online reporting tool and access to search of and usability of information on the Convention website in support of the implementation of monitoring of and reporting on the framework.
Thank you very much, Secretariat. So can we approve the two B's? European Union, you have the floor.
Yes, thank you, Madam Chair. We would like to keep, well, preferably we would not like to have small new paragraph as we mentioned before. So we would like to ask you to keep it in brackets because there's also quite a lot of new text which we haven't been able to analyze yet. So could you keep it in brackets and so to give us a bit more time so we can have a look at it in the L document. Thank you, Madam Chair.
Perfect. Thank you very much, European Union. So we keep the new BBs in brackets. Thank you. And with that, the text for the two Bs is approved as amended. I would like now to ask the Secretariat to read the C, letter C as amended. Secretariat, you have the floor.
So there were very different views on C, so I would like to propose that the European Union's proposal be read as a C alt, because I think that that will make it easier to read. So then C now would read, to support parties in facilitating the implementation of the program of work for the clearinghouse mechanism and the knowledge management strategy, including by providing technical support and capacity building and development on national clearinghouse mechanisms and ending it there. And then the alt would be to support parties with the use of the clearinghouse, the central portal of the clearinghouse mechanism and the online reporting tool.
I think including was to go there according to. Yes. Is that what you propose, European Union?
Yes, Madam Chair, that would then be a new CBIS or whatever because we think the other things, the Secretariat should do it in collaboration with other parties and not just themselves. That's why we will move including by until to information systems, we'll move it to the paragraph d, small d. Thank you, Madam Chair.
Thank you very much, Jean-Pierre Nunion. Could you please read out loud what would be the result of your amendments to C?
So C would just read like the secretariat has just mentioned as CBIS or whatever, to support parties in the use of the central portal of the clearinghouse mechanism and online reporting tool because we think that this is only the secretariat can do this and not somebody else. Thank you, Madam Chair.
Thank you very much, European Union. So can we agree? And then please be aware that we are proposing to move the whole text of D beginning with including and to systems, information systems to D. Australia, you have the floor.
Thank you, Madam Co-Chair. And I hate to be the worst person in the world, but I was wondering if you could just read the C again, yes, the split, please. Thank you.
Yes, I think it makes sense. Let's read C and D also so that we are all on the same page. Yes, Secretary, you have the floor.
So the proposal is, because they are two different ideas, so you could maybe combine them, but there's a C and a C alt. The C would be to support parties in facilitating the implementation of the program of work of the clearinghouse mechanism and the knowledge management strategy. Then C bis would be to support parties in the use of the central portal of the clearinghouse mechanism and the online reporting tool. And D would be to collaborate with regional and subregional technical and scientific cooperation centers and as applicable, other actors with that phrase in brackets, and then it would bring the text down, including by providing technical support and capacity building and development on national clearinghouse mechanisms, in particular with regard to governance, interoperability, data management, links with regional and global information systems, and the use of the central portal of the clearinghouse mechanism and the online reporting tool, with a view to facilitating the implementation of the program of work for the clearinghouse mechanism and knowledge management strategy, specifically to enable such centers to provide technical assistance and capacity building to support the establishment, operationalization, and strengthening of national clearinghouse mechanisms as appropriate.
Okay, now sub-paragraph by sub-paragraph. So, letter c, could you read just first one?
To support parties in facilitating the implementation of the programme of work of the clearing-house mechanism and knowledge management strategy.
Thank you very much, Secretariat. Can we approve letter c? Yes, as amended, yes, thank you very much. And now, CBs, please, Secretariat.
To support parties in the use of the central portal of the clearinghouse mechanism and the online reporting tool.
Thank you very much, Secretariat. And now, C, thank you. It's just D. Oh, I'm sorry, no, it's D, D, the new D, yeah.
To collaborate with regional and sub-regional technical and scientific cooperation centers and, as applicable, actors other than national governments, with that phrase in brackets, including by providing technical support and capacity building and development on national clearinghouse mechanisms, in particular with regard to governance, interoperability, data management, links with regional and global information systems and the use of the central portal of the Clearing House Mechanism and the online reporting tool, with a view to facilitating the implementation of the programme of work for the Clearing House Mechanism and the knowledge management strategy, Comma, specifically to enable such centers to provide technical assistance and capacity building to support the establishment, operationalization, and strengthening of national clearinghouse mechanisms as appropriate.
Thank you very much. Secretariat, could we approve the three paragraphs as read out aloud, so D as well? Yes, I see no objections. Thank you very much, colleagues. And Then I will ask the Secretariat to also read, I think it's only F that we have been -- Okay. Yes, E was clean and we have F as amended and of course the new paragraph suggested by the EU. So could we please read the end of the F? I think that it's only at the end.
Okay. So I will read F, which is the end after the word parties. So everything is the same after the word parties, there's a comma, ensuring that such a review is conducted in an inclusive and balanced manner, taking into account the varying levels of development and operationalization of national clearinghouse mechanisms.
Thank you very much, Secretariat. Can we approve F as amended? I see no objections, and I would like to propose that since the suggestion by the EU is regarding further work, it could become G, and I ask the Secretariat to please read it out loud.
To facilitate in collaboration with the Knowledge Management for Biodiversity Initiative, regional and sub-regional technical and scientific cooperation centers and other partners, regional workshops on knowledge management in regions that have not had a regional workshop on knowledge management.
Thank you very much, colleagues. Can we approve? Little G. Yes, Kenya, you have the floor.
I think then I can take back to F. and some bit of addition, the analysis should be appropriate to use voluntary indicators to assess whether the national CHMs are actually functioning and contributing to KMEBF implementation.
Thank you very much, Kenny, could you please give us a text suggestion in this sense? Thank you.
I said the analysis, that is at the end of the paragraph, you can add the analysis should, where appropriate, use voluntary indicators to assess whether the national CHMs are actually functioning and contributing to KMGBF implementation.
Yes, Kenya, please. As we understand, we don't have any indicators, so to conduct an analysis with new indicators, we should first to approve such indicators. So perhaps this should be something to be more elaborated until COP, and then you can propose something, but it's weird to say that we will conduct analysis using indicators since we don't have indicators. Okay. Yes, thinking a little bit about it, if you want to take the floor now, I will give it to you to answer or I can take the European Union and then come back to you.
I was just wondering what analysis you will be doing without indicators. the number of parties which have focal points, things like the frequency of updating information, those are the indicators I want to see in that report.
Okay, I'll give the floor to the European Union and then to the Secretary of the European Union, perhaps you can help us.
Yeah, thank you, Madam. Well, it's new text which we haven't seen before, but I think we can work a little bit around it because we probably have to ask the informal advisory group with the secretariat to develop such indicators, but I would like to give us time to look at that. So I adhere with your proposal as this new text which wasn't added before to reflect on it and we'll come back at COP 17. with maybe good text instead of doing it now. If that's okay for Kenya, we can work together and have a look at how we can do that towards COP17. Thank you, Madam Chair.
Thank you very much, European Union. I ask the Secretariat to please read the new F as a whole. Yes.
So I'm not sure on the text from Kenya to put in the brackets, so I would need this to be read again. I would mention that this is something that is happening at COP19, as it says, not at COP18. So I do think that there is time to work with the IAG, which is mentioned in the chapeau that provides the guidance to develop such a modality.
Thank you very much. I'll ask Skinia to please read out your text suggestion.
The analysis should, where appropriate, use voluntary indicators to assess whether national CHMs are actually functioning and contributing to KMGBF implementation.
Thank you very much, Kenya. I'll ask the secretary to read the paragraph as it stands now.
To prepare an analysis of the implementation of the program of work for the clearinghouse mechanism and knowledge management strategy for consideration by the SBI at a meeting to be held before the 19th meeting of the Conference of the Parties. with a view to informing the review of the implementation of the program of work and strategy in conjunction with the global review of collective progress in the implementation of the framework at the 19th meeting of the Conference of the Parties, ensuring that such a review is conducted in an inclusive and balanced manner, taking into account the varying levels of development and operationalization of national clearinghouse mechanisms. comma in brackets, the analysis should include where appropriate the use of voluntary indicators to assess where national CHMs are functioning and contributing to the implementation of the framework.
Thank you very much, Secretariat. I wonder if you don't need two subletters, but European Union, you have the floor.
Yeah, thank you, Madam Chair, and as you mentioned, there's a lot of new text. So we would like to ask your indulgence to put everything between brackets so that we can look at it and might be able to lift the brackets, some brackets during the discussion on the L document. Thank you, Madam Chair.
Russian Federation, you have the floor.
Thank you very much Madam Chair. We would also like to put the whole paragraph in brackets to further read it and digest and come back but also we think that there is an added value of the amendment provided by Kenya now on this analysis of whether CHMs are functional or not. We are not ready to discuss voluntary indicators but in general the content is interesting so put brackets, voluntary indicators in brackets, within those brackets. So we would come back on the idea of functionality to be reflected. Thank you.
Thank you very much, Russian Federation. So I now submit a little F for approval, considering that the whole bracket is between brackets, the insertion is between brackets, and of course the voluntary indicators are between brackets. Can we approve letter F as it is, as amended? Yes, thank you very much. I understand that we already approved G, but I'm not sure, so I ask it again. Can we approve letter G? Yes, Guatemala, you have the floor.
Thank you very much, Chair. With regards to new G proposed by European Union, we support the wording and would like the European Union to send this proposal in writing. I would have a suggestion to the end of the paragraph so these workshops can be conducted in a determined timeframe. So this could be between COP17 and 18. So at the end of the paragraph, new G proposed by the EU, we would suggest to be held between COP17 and COP18. That's our suggestion, Chair. If it's not acceptable, then we will remove that suggestion. Thank you.
Thank you very much, Guatemala. I will ask the Secretariat to remind us what we are talking about on little G and with the amendment made by Guatemala, Secretariat.
To facilitate in collaboration with the knowledge management for biodiversity initiative, regional and sub-regional technical and scientific cooperation centers and other partners, regional workshops on knowledge management in regions that have not yet had a regional workshop on knowledge management to be held between the 17th and 18th meeting of the Conference of the Parties.
Thank you very much, Secretariat. Can we agree with Li Rujie? I see no objections, so it is approved with the amendments. And right now we do have CRP4 approved. Thank you very much, colleagues. Congratulations to you all. Dear colleagues, now we will take up CRP5 on agenda item 13. communication, education and public awareness. Let me first explain. The Secretariat noticed that a few words were missing in the text shortly after its issuance on Saturday night and posted a corrected version of the document on Sunday morning. These were just technical corrections and not substantive revisions. So CRP5 was prepared taking into consideration all of the interventions made on this item. As you would recall, there was broad support for the progress report on CIBA and many constructive inputs on the draft global plan of action for education on biodiversity were provided. All inputs were considered and taken on board into the proposed text that balances the proposals. Against this background, and as mentioned last week in plenary, I do not intend to open the annex containing the draft Global Plan of Action for discussion. as the text contained therein will be used as a basis to further develop and strengthen the global plan of action in a peer review process to be initiated after COP17. I would like now to go through this document paragraph by paragraph. Let's then start with the first paragraph. takes note of the progress report. And I do acknowledge there were no comments for this first paragraph. I would like to approve it. Yes, I see no request for the floor. Thank you very much, colleagues. Paragraph one is approved. I would like now to go to paragraph two, welcomes the successful hosting. I see no comments. Thank you very much, colleagues. Paragraph two is approved. I would like now to go to paragraph three, reiterates its request to the executive secretary. Can we approve the paragraph? Yes, I see no objections. Thank you very much, colleagues. Paragraph three is approved. Paragraph four recommends that the draft global, yes, Cote d'Ivoire, you have the floor.
Thank you so much, Madam Chair. Cote d'Ivoire would like to add, taking into account the context, priorities and national capacities. I thank you.
Thank you very much. Cote d'Ivoire, Norway. Norway, you have the floor.
Thank you, Madam Chair. like to delete the word draft as it already states that it's a living document so we see the draft as redundant thank you.
Yes no we would ask for indulgence on that because we think that we do need draft because it is a living document um I will give the floor to the European Union European Union you have the floor.
Uh thank you Madam chair Thank you, Chair. Thank you, Chair. Thank you, Chair. Thank you, Chair. First, we would propose starting this paragraph as follows, welcomes the global plan of action for education on biodiversity contained in the annex to the present decision. And then as a second amendment after contained in the annex to the present decision, We would propose to insert, and recommends its use, including, and then we continue with, as a basis for further inputs, and continue the sentence. However, then thirdly, after noting that it's a living document that will be further developed, we propose a full stop and split the paragraph at this point. The new four bis would then start with encourages parties and invites other governments to use and implement the global plan of action. And then we continue the paragraph with the text that was proposed for the end of paragraph four with a few to supporting the transformative actions until the end. This is in line with the language that we presented in our early submission statement. Thank-- oh, wait, sorry. Lastly, we would also like to replace the reference to four long-term goals of framework simply with goals and targets of the framework, which is the usual language we used. So we're introducing these changes to allow parties to already start using the Global Plan of Action as it stands. It already contains useful principles and priority areas and other information which would help implement the relevant elements also, for instance, in target 21 of the GBF. So we're aware that we introduce some changes. So if useful, I'm happy to repeat the full paragraph with our amendments. Okay. Thank you. So it would read paragraph four welcomes the Global Plan of Action for Education on Biodiversity contained in the annex to the present decision and recommends its use including as a basis for further inputs, noting that it is a living document that will be further developed. For this, we then start with encourages parties and invites other governments to use and implement the global plan of action with a view to supporting the transformative actions needed to implement the goals and targets of the framework and its vision of a world living in harmony with nature. Thank you, Madam Chair.
Thank you very much, European Union. I would like now to ask if there is any objections to the change, of course, that the European Union is posing. I see Brazil and the Russian Federation. Brazil, you have the floor.
Thank you, Madam Chair. It's not an objection, but I would like to put four Bs in brackets so we have more time to analyze it. Thank you.
Thank you very much. Brazil, Russian Federation, you have the floor.
Thank you so much, Madam Chair. Now, we would like to make the proposal that we're not ready to back the changes proposed by the European Union. Furthermore, in this proposal, we don't have the word draft.
I'm sorry, could you please speak a little bit slower because I think that the interpretation is not being able to capture your proposals. Could you please repeat from the beginning? Thank you.
Thank you so much, Madam Chair. I'm going to repeat and I'll do it more slowly. Our proposal is that we are not ready to back the changes proposed by the European Union. We also believe it necessary to keep the square brackets around the new proposal for bis. We would like to state that the original text of paragraph 4, in our view, is more acceptable. It's more balanced based on the outcome of the plenary discussions when we considered this agenda item. Furthermore, In the European Union's proposal, we don't have the word draft, draft, which you, Madam Chair, said, as this is a living document. This is the draft global plan and it should be kept in the text.
Thank you very much, Russian Federation. And given the suggestions made by the floor, I would suggest that we keep for as it stands and also for alt as proposed by the European Union and for bis between brackets. And then we could approve as they are. And of course, we'll be having some fun times during COP discussing that. Thank you very much, colleagues. Can we proceed like this? I see no objections, thank you very much. And I would like now to invite parties to paragraph five. Argentina, you have the floor.
Thank you, Chair. With regards to this paragraph, taking into account that we're asking a large number of stakeholders to provide inputs for development of the plan of action, We think it's important to limit this provision of inputs and align it with the national priorities and legislation. So we suggest adding to the end of the paragraph after initiatives.
In line with national circumstances, priorities and legislation.
Thank you.
Thank you very much, Argentina. I think that we all captured your suggestion. European Union, you have the floor.
Thank you, Madam Chair. As regards the addition from Argentina, we have some questions because this is a peer review process which is normally voluntary for anyone to reply to, to respond to. So we do not really see a need for that addition. However, as regards the end of this paragraph, including by considering formal, non-formal and informal education programmes and initiatives, we believe this might actually better fit in paragraph 8a. So happy to bracket it here and come back to it under paragraph 8a. But this is because we're asking for inputs here to the peer review. very general request. Well, we believe that we should rather ask for the consideration of such programs and initiatives when we actually encourage parties to integrate education by diversity. Thank you.
Thank you very much. European Union. I shouldn't she could we lift your suggestion? Yes, I shouldn't you have the.
Thank you, chair. So I understand the position of the European Union, but we would prefer to keep it, take into account that we're asking for inputs, not just a peer review. So I think these inputs need to be guided or needs to be taken into account national priorities and legislation when it comes to analysing what types of inputs will be sent in. Thanks.
Thank you very much, Argentina. So I now submit paragraph five as amended by the Secretariat to please read it out loud with all the brackets.
Thank you, Chair. Paragraph five reads, invites parties, other governments, relevant organizations, indigenous peoples and local communities, women, youth, and other stakeholders to provide inputs. through a peer review process to further develop the global plan of action, including by considering formal, non-formal and informal education programmes and initiatives in line with national circumstances, priorities and legislation.
And I understand that we have both including formal, non-formal and informal education programmes and initiatives between brackets and also in line with national circumstances, priorities and legislation between brackets. And that's how I would like to propose this paragraph to be approved. I see no objections and also take into account what Europeans said about the insertion of formal, non-formal and informal on a. So I would like now to go to paragraph six. Can we approve this paragraph, colleagues? Peru, followed by Panama and Maldives. Peru, you have the floor.
Thank you, Chair. We would like to change actors other than national governments to and other relevant actors in a petition to do so. This is because actors other than national governments would include youth, IPLC and women, and we would be asking them for financial support.
Yes, I see that we have several interventions on this paragraph. And what I would like to propose is that we put actors other than national governments between brackets as we have been doing so far. And this, of course, is subjected to the treatment that we all agree in the future about the use of this expression. We can also put your suggestion as an alternative between brackets, but I would rather not engage in a deep discussion about this phrase right now, and that would be my suggestion. I see that parties are still asking for the floor, so okay. Panama, Maldives, Saudi Arabia and Argentina. Panama, you have the floor.
Thank you, Chair. I was going back to five before going to six, if that's possible. But I'd like to ask you if I go back to para five, because I wasn't able to comment on it.
Thank you very much, Panama. If you could bear with me, just let's see six and then I will come back to five for you. Maldives, you have the floor. Thank you. Yes, on six.
Thank you, Chair. So we have two small amendments. One.
Is on the fourth line where it says in particular the least developed after developed, we would like to add.
In particular the least developed countries, this LDCs.
And after small island developing states, there's a phrase among them we would like to delete. We see this coming up sometimes.
And however, the usual phrase that we use is just to end at small island developing states.
And not to include among them.
So just to delete that part. Thank you.
Thank you, Chair. Thank you very much, Maldives. Sadiya Reber, you have the floor.
Thank you, Madam Chair.
We must include reference to articles 20 and 21 of the Convention. We can add this reference at the end of the sentence, in accordance with articles 20 and 21 of the Convention. Thank you. Thank you very much, Saudi Arabia. I think that we got this. So now Argentina followed by the European Union. Argentina, you have the floor.
Thank you, Chair. On the provision of funds or resources in general, we think it's necessary to maybe guide where these funds will be going. So the prioritizing needs of developing countries in particular, in particular least developed and small island developing states among them, in accordance with Article 20 and 21 of the Convention. Until there, that's okay. And the rest among them, or including by providing, et cetera, all this part, we would suggest that we eliminate it though. So including by providing until the end of the paragraph, we would suggest deleting this. Thank you.
Thank you very much, Argentina. The European Union, you have the floor.
Thank you, Madam Chair. When we read this paragraph, we see this as an invitation to all parties also to take up and implement the global plan of actions in their national context. For that reason, including the phrase prioritizing the needs of developing countries might not be the most appropriate phrase and therefore also acknowledging that there are challenges, we would propose to after uptake and implementation of the global plan of action, comma, add here including in response to the needs of developing countries and then continuing. If I understand the proposal by Argentina correctly, it is to delete the last part of the paragraph. We could go along with that. Otherwise, we could also propose some alternative language.
Thank you very much, Darvinian. I'll give the floor to Brazil, and then I'll ask the Secretariat to read the suggestions. Brazil, you have the floor.
Thank you, Madam Chair. Brazil would like to retain the last part of the paragraph. We think it's important to consider the dedicated and easily accessible resources for IPLCs and other actors here. Yes, we would like to retain, so put in brackets for now. Thank you.
Thank you very much. Brazil, Peru, you have the floor.
Thank you, Chair. We just want to support the statement by Brazil. We would keep that last part in brackets. Thank you.
Perfect, Peru. Thank you very much. Bahrain, you have the floor.
Thank you, Madam Chair. I will speak in Arabic.
The current text allows the international donor parties to provide dedicated and easily accessible resources directly to indigenous peoples and local communities. This affects the lack of national coordination. For this reason, we propose a robust wording. we must link the wording to national coordination at the end of the sentence.
I propose, and through appropriate national mechanisms at the end of the paragraph.
Thank you very much, Marine. Do you want it to be repeated? Thank you very much. So Guatemala, Guatemala, you have the floor.
Thank you, Chair. So in line with that proposed by Brazil and Peru, Guatemala supports that we also keep the ultimate part of the paragraph. We believe that it's important for these actors essential to conservation biodiversity also have access to the economic means which enables them to continue carrying out their collective action. Thank you.
Thank you very much. Guatemala, DRC, DRC, you have the floor.
Thank you so much, Madam Chair. The DRC would like to back the position voiced by Brazil, Peru and so forth, which, who would like to keep this last part, thank you.
Thank you very much. DRC, I asked the Secretariat to read it and of course to mention the relevant brackets in this paragraph. Secretary, you have the floor.
Thank you, Chair. Paragraph 6 reads, invites parties, other governments, and I have bracketed actors other than national governments, to consider providing adequate, predictable and accessible technical and financial support for the development uptake and implementation of the global plan of action. Here I noted EU suggested including in response to the needs of developing countries, in particular the least developed countries, added countries, and small island developing states. Then bracketed, including by providing dedicated and easily accessible resources to indigenous peoples and local communities. women and youth for such education activities as community-led education initiatives, end of brackets, in accordance with Articles 20 and 21 of the Convention and through appropriate national mechanisms.
Okay, so I understand that also the Articles 20 and 21 would be between brackets and in accordance with national legislation also between brackets, as I understood from the general discussions. And I wonder if we would also have, as I have stated, an alternative between brackets to actors other than national government, as suggested by Peru, Do you want to keep your suggestion or can we just, okay. So, and also we would have actors other than national governments and between brackets, other relevant stakeholders as an alternative. And I now give the floor to Brazil. Brazil, you have the floor.
Thank you, Madam Chair. As we are retaining in brackets in accordance with Article 20 and 21, Brazil thinks that to insert proper text in the beginning of the paragraph, which would read encourages developed country parties and invites other parties in opposition to do so and keep other governments and so forth. Thank you.
Brazil, I will ask for your flexibility. I understand that this paragraph is not really related to that. This is an invitation to all parties and we should all do that, you know, and so I'm asking for flexibility, of course, in your hands, but I do understand the sense of this paragraph. There should not be a strict mention to Article 20 or 21 or all this discussion so that we can all have a lighter trip to COP, as Assad is always saying. Brazil, you have the floor.
Thank you, Madam Chair. I am of the same understanding. I'm just trying to keep consistency with what's in brackets. So we are flexible to delete both, but we are just trying to be consistent with the text here. So we are flexible, of course.
Thank you very much, Brazil. I will ask the Secretariat to read the paragraph as it stands right now.
Okay. We have starting off in brackets encourages developed countries and invites other parties in a position to do so end of brackets invites parties other governments and in brackets actors other than national governments again in brackets other relevant stakeholders to consider providing adequate, predictable and accessible technical and financial support for the development, uptake and implementation of the global plan of action, in brackets, including in response to, in brackets, prioritizing the needs of developing countries, in particular, the least developed countries and small island developing states, in accordance with Articles 20 and 21 of the Convention. I believe that's in brackets. And then again in brackets, including by providing dedicated and easily accessible resources to indigenous peoples and local communities, women and youth for such education activities as community-led education initiatives. Again in brackets, in accordance with national legislation and through appropriate national mechanisms.
Thank you very much, Secretary. I will be bold, I think that we don't need the brackets. for in response to, I didn't hear from the floor any suggestions on that, so I think that we could keep this. Norway, you have the floor.
This part you said there, but we would like to bracket the whole paragraph in order to have further consultations.
Thank you.
Yes, of course, but can we just leave the, lift the brackets on in response to the needs? Yes, so with all the brackets and the general bracket, but without this little bracket, can we approve paragraph six? Peru, you have the floor.
Could we ask whether we can be flexible on removing the section in accordance with article 20 and 21? Because as you argued, it's not really, doesn't really have much meaning in this paragraph. Thank you.
Thank you very much, Perum. I will ask the floor again. Could we delete the insertion about articles 20 and 21 and also get rid of encourages the whole thing? Is there any objection? I see no objections, so you clean the text and keep the paragraph. And then I will ask, with these changes, can we lift the general bracket on this paragraph? Okay, I will ask the Secretariat to read the paragraph once more. Without the changes, the changes about, yeah.
Alright, we have invites parties, other governments and open brackets, actors other than national governments, close brackets, open bracket, other relevant stakeholders, close bracket, to include providing adequate, predictable and accessible technical and financial support for the development, uptake and implementation of the global plan of action, including in response to the needs of developing countries, in particular the least developed countries and small island developing states, open bracket, including by providing dedicated and easily accessible resources to indigenous peoples and local communities, women and youth for such education activities as community-led education initiatives, close brackets, Then open bracket in accordance with national legislation and through appropriate national mechanisms close bracket.
Thank you very much Secretariat. And with that could we lift the general bracket and approve this paragraph? I see no objections. Thank you very much, colleagues. So paragraph six is thus approved. I would like now to go to paragraph seven, requests the ES. Are there any comments? Yes, Brazil, you have the floor.
Thank you, Madam Chair. We have a small addition in small D after clearinghouse mechanism, we will add while respecting the rights of indigenous peoples and local communities, as applicable. Thank you.
Thank you very much, Brazil. Argentina, you have the floor.
Thank you, Chair. On sub-para taking into account that reporting the full equitable and effective participation of various actors, we think it's important to mention national mechanisms. Therefore, we suggest adding after plan of action, according to national legislation in sub-para So that's in sub-para And then in subpara c, we don't think there's specific need to mention specific organisations. We think it's more effective to leave this open, therefore we suggest deleting in line two, in subpara c, such as, from such as until line six. climate literary assessment. So eliminate all of that section. So such as to literacy assessment. Thank you.
Thank you very much Argentina. I will give the floor to India, followed by Kenya. India, you have the floor.
Thank you, Madam Chair. We have a small amendment in subpara after actors. please add as appropriate and in accordance with national circumstances and I would also like to support Argentina's intervention in last line. Thank you Madam Chair. Should I read again? Okay. After actors please write as appropriate and in accordance with national circumstances.
Thank you very much India. Kenya followed by DRC. Kenya you have the floor.
Thank you. I would like to support Argentina because I have in mind so many institutions dealing like the United Nations University, they do a lot on biodiversity and climate change. So listing these institutions, it will be very big. The other issue is on the third line, I mean the third last line. I think we should also include encouraging appropriate cooperation in the development and implementation and promotion of communication like that.
So just that we are, your suggestion to add appropriate, encouraging appropriate. Okay, thank you very much. So the DRC fought by Canada and Saudi Arabia And perhaps we should read the paragraph as it stands now, so it's a little bit more clear before giving the floor to DDRC. Just a moment. Just see right now.
Thank you, Chair. Paragraph 7 reads, to keep abreast of developments and other relevant international education initiatives and processes. with a view to encouraging appropriate cooperation in the development, implementation and promotion of communication, education and public awareness plans at the national level and under relevant international processes.
So the DRC, yes, DRC, you have the floor.
Thank you, Chair, for the floor. we would like to propose a small amendment to sub-paragraph a in the first line after inclusive we propose to include transparent thank you.
Thank you very much dear c Saudi Arabia followed by European Union Saudi Arabia you have the floor.
Thank you chair on sub-paragraph d We would like to remove multilingual and add the six official languages of the United Nations. So facilitate the development and sharing of open access digital biodiversity education resources, comma including learning materials, virtual learning platforms and digital knowledge products in the six official languages of the United Nations through the clearinghouse mechanism. Thank you, Chair.
Thank you very much. Saudi Arabia, European Union, you have the floor.
Thank you, Madam Chair. We have a few proposed amendments throughout seven. So starting with seven A, We fully support an inclusive peer review process, noting that we do need input from parties, national education experts, academia, NGOs, IPLCs, women and youth. But since this is a request to the Secretariat and there is a standard procedure for these peer reviews, we do not really see or understand why we need to add with the full equitable and effective participation of until other relevant actors. not to misunderstand us, we are fully in favor of a full inclusive peer review process, but maybe we can just keep it simple and say to conduct an inclusive or transparent peer review process to further develop the plan of action. That's a proposal we will put on the table. For paragraph B, There is an addition of containing a monitoring framework. We're very happy with this paragraph, but we would propose the deletion of the wording containing a monitoring framework. We do not believe this is the time and place to add such a framework. We have a monitoring framework already, and as we all know, it does require a lot of time and resources to fully develop and implement that also at national level, so we would propose here its deletion. As regards to paragraph c, we would prefer to keep the text in brackets that was deleted on the different partnerships and organisations that were mentioned. And for paragraph d, to facilitate the development and sharing of open access resources, the development, it's not specified by who this is being developed. So unless it's specified in this paragraph, we would propose deleting the wording development and. Thank you, Madam Chair.
Thank you very much, European Union. Canada, you have the floor.
Thank you, Chair. The changes for paragraph 7b, we agree with the EU change suggested. would like to delete the reference to comprising a monitoring framework. The Action Plan already contains outcomes and the realisation or not is already an indication of progress. So I don't think we need another monitoring framework. Thank you.
Thank you very much, Canada. I will now give the floor to Peru. Peru, you have the floor.
Thank you, Chair. I do support the EU in A and C, we could keep just to inclusive peer review process and then remove the mention to the different stakeholders and in C, remove the examples as you're working other contract groups. Thank you.
Thank you very much. Peru, Brazil, Brazil have the floor.
Thank you, Madam Chair. To build on the EU's intervention on small d, we would kindly ask the Secretariat if it can clarify by whom the development will be made so we could decide what to do with the paragraph. Thank you.
Thank you very much, Brazil. I ask the Secretariat to read the subparagraphs as they stand now, and first with paragraph a, And I heard broad support to the EU proposal here. So I'll ask the Secretariat so that we can confirm this. Secretariat, you have the floor.
Thank you, Chair. Paragraph A reads, to conduct an inclusive and transparent peer review process to further develop the plan of action according to national legislation.
I don't know if we do need in accordance with national legislation now. I think it's to further develop the plan of action. And with that, can we approve subparagraph A as read out? Yes, I see no objections. Thank you very much. I would like now to ask the Secretary to read little B. And I understand that the main change that was proposed was to lift the containing, the deletion of the containing monitoring framework. And we all are tired of reporting and monitoring framework. And of course, this is really early days. So can we agree with that proposal? Or for little B, is there an objection? I see none. Thank you very much. So little B is also approved. And for C, I understand that the main changes proposed were related to the enumeration, but I hear from you that it would suffice to have it bracketed so that you can further think about this. And that's what I would propose to keep the text with the enumeration from such as until literacy assessment between brackets and then we we can approve this little C. Yes, I see no objections. Thank you very much. And then I will ask the Secretary to read D because I don't think that I fully grasped everything. And I do remember that Brazil asked for some clarification on development and sharing. So if you could please provide this. I will give the floor to the EU. Could you please provide some rationale for the development? I understand, but yeah, please. A microphone to you, please. Please, microphone to the EU. You could please push the button. Yeah, thank you.
Thank you, Madam Chair. I actually think this request for clarification should rather go to the secretariat. Because for us unless it is specified whose development of such sources US Secretariat will be facilitating, we don't know what we're saying here, what we're agreeing to. So we would propose either the deletion of development ends unless it's specified in a paragraph whose development of such sources US Secretariat will be facilitating. Thank you.
Thank you. The EU Secretariat, you have the floor.
Thank you for the question. The paragraph does refer to actions requested of the Executive Secretary and the intention was that within available resources the Secretariat might be able to facilitate that sharing of education resources that exist and also support the development of them as appropriate and as available with the resources. from the secretariat side. This was the intention.
Thank you very much. So I think that facilitate already encompasses development according to your explanation. So I would ask you to read because I understand there are other suggestions here. So if you could please read, thank you.
Thank you, Chair. To facilitate, sorry, paragraph 7D now reads to facilitate the sharing of open access digital biodiversity education resources, including learning materials, virtual learning platforms, and digital knowledge products in the six official languages of the United Nations through the clearinghouse mechanism while respecting the rights of indigenous peoples and local communities as applicable.
Thank you very much. Secretariat, can we approve little D as amended? I see no objections. Thank you very much. So little D is approved. The whole paragraph is approved. I'd like now to take eight as a whole. Can we approve hate? Oh, I was so optimistic. India, you have the floor.
Thank you, Madam Chair. We have a very small amendments in sub para A after educational plan after end, please add priorities, comma, then after consideration, please add national circumstances. and in para B, sub para B after step--.
India, India, I'm sorry, could you please repeat your amendments to paragraph A?
Sure.
In sub para A after educational plans and please write priorities, comma, then after consideration in line third, in line second after consideration please write national circumstances then in uh sapara B after establish please write or strengthen comma as appropriate comma National mechanism then after stakeholders.
India, could you please also repeat your suggestion for Lilobi?
Sure. After establish, line first, or strengthen, comma, as appropriate, or, O-R, strengthen, comma, as appropriate, comma, national mechanism, then in, line third after stakeholders taking into account existing national institutional arrangements and priorities, comma. And in separate C, to establish after establish or strengthen as appropriate and after in line second after products, comma, taking into account national circumstances and priorities, comma. Thank you, Madam Chair.
Thank you very much, India. Okay, I will take other interventions from the floor. European Union, you have the floor.
Thank you, Madam Chair. In paragraph 8a, we propose to add after national biodiversity strategies and action plans, comma, where applicable, comma, and then delete in a manner consistent with for the following reasons. The national biodiversity strategies and action plans have in most cases already been developed, so hence the addition of as appropriate, where applicable there. But we also think educational biodiversity should not only be integrated in national biodiversity strategies and action plans, but also in the national education plans. This would, however, require to bracket the proposals by India, which we understand probably both proposals will be on the table for the COP. And then, as I had mentioned under paragraph five, the addition of, uh, considering formal, non-formal and informal education programs and initiatives might better fit here. So we would propose to add after monitoring frameworks, comma, considering formal, non-formal and informal education programs and initiatives. Then, um, for paragraph B, with the amendments made on, establishing or strengthening as appropriate national mechanism, we would like to add after national mechanisms or platforms depending on the national context. And then for little c, we would propose to delete the word knowledge in policy relevant knowledge. and practical communication products simply because we read it as being redundant here. So it then would read translating scientific technical and technical biodiversity information into policy relevance and practical communication products that can support decision making, et cetera. Thank you, Madam Chair.
Thank you very much, European Union. I will now give the floor to the Russian. I'm sorry. Thank you. I was European Union to please read again your suggestions for subgraph A. For paragraph A. Okay.
So after to integrate education on biodiversity and national biodiversity strategies and action plans, we propose comma where applicable, comma and and then we continue with national education plans. This would require deleting in a manner consistent with. And then at the very end, we propose adding the text that used to be paragraph five. Thanks.
Thank you very much, European Union. And now I give the floor to the Russian Federation. Russian Federation, you have the floor.
Thank you so much, Madam Chair. I would like to note that organizing education and the methodology for cheating is different between different countries and for this reason approaches to plans to include into the education system these aspects will of course have to differ and what is of principal importance in this context is national legislation and national specificities.
I will propose our eddings in English if it's possible in para A we prefer to have afterward with national educational plans also taking into account another interventions as appropriate and in accordance with the national circumstances and legislation then it's taking into account consideration for para B we prefer to add at the end also to the, in addition to the edit proposals, consistent to national circumstances and legislation in para B. In para C, we also consider it necessary to insert at the end take into account the previous intervention also as appropriate and consistent of national circumstances as legislation. And in para D, in the last line to add national circumstances, no, not national, national education system and priorities and, comma, circumstances and legislation. Sorry to But if it's possible, you will editorially make the best way not to repeat the wording mentioned by the other parties, but the main idea is to keep the national circumstance and even legislation in this aspect. Thank you so much.
Thank you very much, Russian Federation. Since we are adding this in odd all sub paragraphs, I would like to suggest some editorial amendment. Perhaps we could take this at the chapel. So encourage parties take into account national circumstances and legislations and then we have a more clean, a cleaner text throughout the paragraph if that's amenable to all parties. I think it really reflects your concerns. Yes, I see nodding. Russian Federation, could we do this? Yes, thank you. Thank you very much. Thank you, colleagues. So Saudi Arabia, you have the floor. Oh, no, New Zealand followed by Canada. New Zealand, you have the floor.
Thank you, Madam Chair.
New Zealand would like to suggest some small edits to small.
D. After the words integrating biodiversity, we would like to insert and conservation.
So it reads, integrating biodiversity and conservation concepts. And after, in the second to last line, after sustainable use, we would like to insert the word considerations.
And then finally, we note that stewardship is a new concept.
And for some parties, this means sustainable use.
So after ecosystem stewardship.
We would like to insert the words and care.
So it reads ecosystem stewardship and care.
Thank you very much.
Thank you very much. New Zealand, I will now give the floor to Canada. Canada, you have the floor.
Thank you, Chair. It's for paragraph 8a. We were not really ready to rule out the wording in a manner consistent with, so we would keep it in bracket for now. We need further consultation. And just before educational plan, we would like to add and subnational education plan. And then after we would add as appropriate. Thank you.
Thank you very much. Canada, India, India have the floor.
Thank you, Madam Chair. We have a comment on small d. We would like to keep the first line in bracket up to integrating and would like to add to promote, comma, as appropriate, comma, the integration of biodiversity and the remaining paragraph would be remain same.
Yes, India, thank you very much. Could you please repeat?
First line, we would like to keep in bracket up to integrating. Then please write to promote, the paragraph would start from to promote as, to promote comma.
I'm sorry, India, where, which sub paragraph? D. D, ah okay, okay.
Should I read again? Yes, please. To promote comma, as appropriate, comma, the integration of biodiversity, then remaining para would be the same.
Thank you very much. India? Yes, so I ask the Secretariat to read first the chapeau. Secretariat, could you please read the chapeau as it stands now?
Thank you, Chair. I have noted encourages parties taking into account national circumstances and legislation.
Thank you very much. Chair, can we approve? Yes, I see no objections. Thank you very much. And with that, I will ask the Secretariat to please read paragraph A as it stands now with the changes, Secretariat.
Thank you, Chair. Paragraph 8 reads to integrate education on biodiversity in national biodiversity strategies and action plans where applicable, in national and subnational educational plans as appropriate, and in accordance with national circumstances and legislation, open bracket and priorities, close bracket, Taking into consideration, open bracket, national circumstances, closed bracket, the outcomes of the first global review of collective progress in the implementation of the framework and building on existing education related monitoring frameworks, including by considering formal, non-formal and informal education programs and initiatives.
Thank you very much, Secretary. I would like only to point out that we don't need to take into account national circumstances anymore since we put it on the chapeau. And other than that, I think that all the text is reflected. Canada, you have the floor.
Thank you, Chair. I didn't hear it, but we asked to bracket in a manner consistent with and not deleted just yet.
Yes, you're right, but it is bracketed here. Yes, so that we have both. Thank you. With these amendments, can we approve little A? Thank you very much. I see no objections. Thank you, colleagues. And now I would like to ask the Secretariat to read B as amended. Secretariat.
Paragraph B reads, to establish or strengthen as appropriate national mechanisms or platforms depending on national contexts for coordinating biodiversity communication, education and public awareness across relevant ministries, educational institutions, scientific organizations and other stakeholders. in order to promote a coherent implementation of the global plan of action.
Did you read platforms? Yes. Okay, yes, the European Union, you have the floor.
Thank you, Madam Chair, and apologies for the unclarity here. Our proposal is only to add or platforms and not the rest of the sentence that you read out. Thank you.
Thank you very much. European Union, India. India, you have the floor.
Thank you, Madam Chair. Our intervention is not reflected in the paragraph. After stakeholders, we intervened to add.
I had proposed that we could take this on board of the CHAPO, taking into account national circumstances and legislation. Could you be flexible on that? Thank you. Thank you very much. So can we approve little B as amended? Thank you very much. I see no objections. Thank you. So little B is approved. I will ask the Secretariat now to read little C. Secretariat, you have the floor.
Thank you, Chair. Paragraph C reads to establish or strengthen as appropriate mechanisms for translating scientific and technical biodiversity information into policy relevant practical communication products that can support decision making, education and public engagement.
Thank you very much, Secretariat. Can we approve little c with the changes made? I see no objections. Thank you very much, colleagues. I would like now to ask the Secretariat to read little d. Secretariat, you have the floor.
Thank you, Chair. We have starting off open bracket to promote as appropriate the integration of biodiversity close bracket. As an alternate would be open bracket to mainstream biodiversity close bracket. Then it continues across formal education curricula by integrating biodiversity and conservation concepts ecosystem stewardship and care, and sustainable use considerations into relevant subjects and disciplines.
Yes, so Can we keep just one of the formulas, either to mainstream biodiversity or to promote as appropriate integration of biodiversity? I think those two different formulas really mean the same thing. Could we keep to mainstream biodiversity? Yes, I see no objections. Thank you very much for flexibility. And then can we approve paragraph A with all the amendments? Eight. Yes. Thank you very much, colleagues. Thank you. So, and we are not going to the draft global plan of action. And with that, we have another CRP approved. Thank you very much, colleagues. Congratulations. Oh, no, I see Panama. Panama, you have the floor. Always very optimistic.
Thank you, Chair. We just want clarification on paragraph five. I think you said that you'd give me the floor earlier on that. So in para five, I want to confirm whether there's brackets in the proposal given by the distinguished delegate from Argentina. We just want clarification on that because for Panama, it's important to keep that in brackets if it's not already. We just want to cover that. Thank you.
Yes, Panama, it is bracketed. The suggestion by Argentina is bracketed. Mexico, yes, please.
Thank you, Madam Chair. On this paragraph, I'm trying to maybe in a way to help to have a clean text. I would like to suggest if we can leave the paragraph after the global plan of action and delete the rest, I think it's too prescriptive. peer review process is open to everyone to make any comments to help. So we don't need to say in what things peer review can be done or not. So I suggest to delete the rest and maybe we can have a clean paragraph. Thank you.
Thank you very much, Maxco, and of course we should have come back to paragraph five since there is also the relationship between eight a and five. He has apologies for that. So I was the secretary to read the suggested text as stated by Mexico. Secretary, you have the floor.
Thank you, Chair. The paragraph would read, invites parties, other governments, relevant organizations, indigenous peoples and local communities, women, youth and other stakeholders to provide inputs through a peer review process to further develop the global plan of action.
Do I see any objection to approving this paragraph as it now stands? I see none. So thank you very much, colleagues. Thank you. And now, yes, we have another CRP approved. Thank you. And I will produce an L document. Thank you. Yes, I would like now to take on CRP 6 on agenda item nine, subnational governments. So colleagues, now let us turn our attention to CRP 6 on agenda item 9 on engagement with some national governments, cities and other local authorities. During our plenary discussion on Wednesday afternoon, we heard statements from parties and observers on this agenda item. The CRP before us was prepared on the basis of those interventions. and I hope that it will provide a good basis for us to make progress on this item. I would like to go through this document paragraph by paragraph. So let's start with the first paragraph. And I do recognize this is a preamble paragraph, so It's recalling decision 15/12. Can we approve? I see no objections. Thank you, colleagues. And then the second paragraph, recognizing the importance of the role. Yes, South Africa, you have the floor.
Thank you, Chair. We would like to add 16/13. just next to recalling decision 15/12, we would like to add and 16/13.
Thank you very much, South Africa, and it will be complemented so that we ensure consistency. Can we approve the first preamble paragraph? I see no objections. Thank you very much. And then I would like to direct our attention to recognizing the importance of the role, the second paragraph. Can we approve this paragraph, colleagues? I see no objections. Thank you very much. So the second paragraph is approved. Paragraph one welcomes the executive summary of the report. Can we approve this paragraph? Colleagues, yes, European Union, you have the floor.
Thank you. Speaking on behalf of the EU and its 27 member states, we would like to bracket the executive summary in this sentence on the basis that we understand that we will be receiving the full review in advance of COP17 in Yerevan, and at that point we would like to have the facility to welcome the full review rather than the executive summary at that point.
It's clear. European Union colleagues, can we approve paragraph one as amended by the EU? Thank you very much, colleagues. So paragraph one is approved. I would like now to go to paragraph 2, encourages parties. South Africa, you have the floor.
Thank you, Madam Chair. We would like to replace encourages with takes note of the contributions of parties. And other governments, financial institutions and relevant organizations, we would like to add and encourages them to continue to strengthen coordination mechanisms, dialogue, cooperation and engagement across all levels of government and provide adequate, we would like to add and predictable, financial resources is an addition and technical support to enable capacity building, peer learning, information and knowledge sharing with the full and effective participation of indigenous peoples and local communities.
Africa, could you please repeat? Thank you.
So we would like to replace the word encourages with takes note of the contributions of parties other governments, financial institutions and relevant organizations. We would also like to add and encourages them to continue to strengthen coordination mechanisms, dialogues, cooperation and engagement across all levels of government and provide adequate and predictable financial resources and technical support to enable capacity building, peer learning, information and knowledge sharing activities.
Thank you very much, South Africa. I now give the floor to Zimbabwe. Zimbabwe has the floor.
Thank you, Madam Chair. We propose on the third line, which starts off with engagement to include within and across so that it reads cooperation and engagement within and across all levels of government. Because we fully appreciate that the engagement should be inter and intra and hence our insertion of within and across. And then after capacity building, Madam Chair, we propose that it reads enable capacity building and development. Thank you, Madam Chair.
Thank you very much, Zimbabwe. I now give the floor to Argentina. Argentina, you have the floor.
Thank you very much, Chair. So we have a series of action, cooperation, involvement, provision of financing and more, which we believe is important. And it needs to be clear that this needs to be in line with the mechanism established in each country. Therefore, we suggest in line, I'm not sure if that's the same version, but I think in line six after women, youth and relevant stakeholders, comma, in accordance with national legislation. Thank you.
Thank you very much, Argentina. I now give the floor to India. India, you have the floor.
Thank you, Madam Chair. In line nine, after national governments, please add that are validated by the respective national governments. Should I read again? After national governments, please write that are validated by the respective national governments.
Thank you very much, India. And now I'll give the floor to the United Kingdom. UK, you have the floor.
Thank you, Chair.
Given the discussions of the small group, We would like to bracket the text actors other than national governments while we await their decision.
Thank you.
Thank you very much. UK, yes, this is consistent with what we've been doing so far. So now give the floor to Panama. Panama, you have the floor.
Thank you very much, Chair. We'd like to propose a brief important additional paragraph after across governments. And it would be as follows, including.
Appropriate, indigenous subnational governments in accordance with their own governance system.
We believe this addition would be important because in some parties, indigenous peoples are recognized formally as part of subnational governments in legislation and take up relevant governmental and environmental functions for biodiversity. Thank you.
Thank you very much, Panama. Could you please indicate where you would you like to make this insertion and please repeat it? Thank you.
Yes, after across levels of governments, paragraph two, in English, it would be as follows.
Including indigenous subnational governments in accordance with their own governance system.
So after across all levels of government, para two, line three.
Thank you very much, Panama. I will now give the floor to the Russian Federation. Russian Federation, you have the floor.
Thank you Madam Chair. Just one point mostly probably technical. At the end of the paragraph we would like to for the moment break it the language findings of Kunming dialogue because our understanding is that this dialogue will produce certain considerations by co-chairs and we are not sure what are findings of it but of course coming to Yerevan we will know what it is and we may remove brackets.
Thank you thank you very much Russian Federation I see I see Canada Canada you have the floor.
Thank you, Madam Chair. We'd like to request that the insertion by India with regards to that are validated by their respective national governments be bracketed. And if we could ask your indulgence in rereading the placement and proposal from Panama, we think as our understanding is, is that it's already covered in the reference to indigenous peoples a little bit further down in the paragraph. And so we just need a little bit more time to assess where and how that fits in with the broader context. Thank you.
Thank you very much, Canada. I will take other interventions and then I ask the Secretariat to read so that we can save time. I will ask Zimbabwe. Zimbabwe, you have the floor.
Thank you, Madam Chair. Let me draw your attention to line number eight, which starts off with framework taking into consideration relevant information in the seventh national reports. we are proposing the deletion of seventh so that it reads in the national reports. Thank you, Madam Chair.
Thank you very much, Zimbabwe. I'll now give the floor to Colombia, followed by Saudi Arabia. Colombia, you have the floor.
Thank you, Chair. Colombia would like to support the addition proposed by Panama in para two. My delegation presented a similar proposal in its statement. in Colombia, as in other parties, indigenous parties are officially recognized in legal national frameworks and in environmental governance frameworks. Therefore, we believe that it's necessary to include them explicitly in this paragraph. It's important to reflect the diversity of governmental and subnational circumstances that exist. And this is important for the whole government, whole society approach as well. Thank you.
Thank you very much, Colombia. I will now give the floor to Saudi Arabia, followed by Argentina. Saudi Arabia, you have the floor.
Thank you, Madam Chair.
I suggest to.
Add in line with Articles 21 and 22 of the, 20 and 21 actually, to the paragraph will become, We encourage the governments to continue dialogue, cooperation and engagement across all levels of.
Government and provide adequate, predictable, technical and financial support in line with Articles 20 and 21 of the Convention.
And the rest of the paragraph will stay as is.
Thank you.
Thank you very much, Saudi Arabia. I will now give the floor to Argentina. Argentina, you have the floor.
Thank you, Chair. With regards to Panama's proposal, we would like to suggest as appropriate, or where applicable instead of as appropriate, if that is maintained. If not, we have no objections. Thank you.
Thank you very much, Argentina. I would like to highlight that right now on the exam of CRPs, we are only taking interventions from parties. I said that on beginning of our plenary yesterday. I did not say that today, but yes, this is how we conduct the review of CRPs. Apologies for that. I would like now to give the floor to Australia. Australia, you have the floor.
Thank you, Madam Co-Chair. Just to lend our voice to support Canada and ask that the insertion by our colleague from India remain bracketed. Thank you.
Thank you very much, Australia. I will give the floor to Canada and then I ask the Secretary to please read. Canada, you have the floor.
Thank you, Madam Chair. I recognize your statement just now about the precedent for taking observers in consideration of CRPs, but we do understand that the local and subnational governments major groups is in the room and have asked to make an intervention, and we understand that their work is particularly relevant to the discussion at hand, and we feel that it would be, we would welcome the opportunity to hear their reactions on the updated recommendation text. I think that would help us better understand the context of the work that's taken place thus far.
Thank you very much, Canada. And given that the party is asking for their intervention, yes, I will receive the intervention. So please, could you please push the button again, Subnational, and then yes, you have the floor. Thank you.
Thank you, Chair. So on behalf of the Local and Subnational Governments Major Group, we want to make a general statement to appreciate the strong interest shown by parties in this item. It reflects the growing recognition of the important role that subnational governments, cities and other local authorities play in implementing the KMGBF. We welcome the draft recommendations, as well as the inclusion of examples of implementation by indigenous peoples and local communities in support of the goals of the framework. At the same time, we encourage parties to ensure that the scope and focus of the report remains clearly aligned with decision 15/12, focusing on the distinct contributions of subnational governments, cities and other local authorities in accordance with national circumstances and institutional arrangements. We believe the strengthening engagement with subnational governments, cities and other local authorities as part of the whole of government approach will help accelerate implementation of the KMGBF. Thank you, Chair.
Thank you very much, Subnational. Thank you for your contribution. And I would like now to ask the Secretariat to please read Paragraph two as amended. Secretary, you have the floor.
The paragraph now reads, open brackets, encourages, close brackets, open brackets, takes note of the contributions of, close brackets, parties, other governments, financial institutions, and relevant organizations, and encourages them to continue to strengthen coordination mechanisms, dialogue, cooperation, and engagement within and across all levels of government. open brackets, as appropriate, including as appropriate, sorry, as appropriate, including indigenous national governments in accordance with their own governance systems and provide adequate, sorry, close brackets, and provide adequate and predictable financial resources and technical support to enable capacity building and development in line with articles 20 and 21 of the convention, peer learning information and knowledge sharing activities with the full and effective participation of indigenous peoples and local communities, women, youth and relevant stakeholders in accordance with national legislation for the further implementation of the plan of action, the convention and its protocols and the framework taking into consideration relevant information in the strike through seventh national reports, the submissions from open brackets actors other than national governments, close brackets, that are validated by the respective national governments, and the global review, including the related global report and the findings of the Kunming Dialogue on collective progress in the implementation of the framework in support of the global review as appropriate and in accordance with national circumstances and priorities.
Thank you very much, Secretariat. I understand that insertion made by Panama and supported by Colombia and as amended by the Argentina would read where applicable, including where applicable. And I think that this is other than that your reading reflects our discussions. I would like first to see if we can go with the suggestion to say takes note of the contributions and then afterwards encourages. I think this is in line with the fact that we do have some initiatives going on and contributions. Yes, I see the European Union. European Union, you have the floor.
Do I have the floor? I do. We'd like to support, encourage in this context.
Yes, I would like the Secretary to read it again so that you are aware of what I'm proposing. Yes, just the first takes note of the contributions and then encourages.
Takes note, sorry, do I start from encourages? Sorry about that. Takes note of the contributions of parties, other governments, financial institutions and relevant organizations and encourages them to continue to strengthen coordination mechanisms, dialogue, cooperation and engagement within and across all levels of government. That's it.
So I see also the Russian Federation. Russian Federation, you have the floor.
Sorry, Chair, maybe I missed. I think that we preserved encourages already. So that's why we suggest to keep takes note off and encourage is still there. So we didn't lose it. Thank you.
Yes, that was my point. I'm asking them to read it again. Okay, thank you. Thank you. So we keep takes note of the contributions and the formula with encourages so we can lift those brackets. Thank you. And I would like you to now please read the insertion of Panama so that we are all very clear about how it reads, you can read from across all levels of government, yes.
Across all levels of government, open bracket, including where applicable indigenous national governments in accordance with their own governance systems, close brackets, and provide adequate and predictable financial resources and technical support to enable capacity building and development in line with articles 20 and 21 of the convention. peer learning, information and knowledge sharing activities with the full and effective participation of indigenous peoples and local communities, women, youth and relevant stakeholders in accordance with national legislation for the further implementation of the plan of action, the convention and its protocols and the framework, taking into consideration relevant information in the national reports, the submissions from open brackets, actors other than national governments, close brackets, open brackets again, that are validated by their respective national governments, close brackets, and the global review, including the related global report and the, open brackets, findings of the CUMIN dialogue, close brackets, on the collective progress in the implementation of the framework in support of the global review as appropriate and in accordance with national circumstances and priorities.
Thank you very much. Before giving the floor to Panama, I would like to first to ask if there is any objection of making a general reference to national reports instead of in the seventh national report. Are there any objections so that we can delete the seventh? Thank you very much. And I would like to ask, I think it was Argentina about the validating of the submissions from actors other than national governments. I think that there is some difficult in implementing this in practical terms. So because normally we do ask for submissions and they are not necessarily validated. Yes, it was not Argentina. Oh, I'm sorry. it was India. I'm sorry. India, could we delete your insertion because I think that there are some difficulties, technical difficulties to doing that.
Thank you, Madam Chair. It's very important for us and we would like to keep the insertion. Thank you.
Thank you very much, India. And now I'll give the floor to Panama. Panama, you have the floor.
Thank you, Chair. I just want to correct the word subnational. I think you said national governments. I want to say subnational governments. Thank you.
Okay, thank you very much. So could we approve the paragraph as it stands now with all the brackets? And I think, and I would like the Secretariat to please just read all the text that are bracketed so that we are all on the same page.
The entire paragraph.
No. Because I don't think it was this.
In brackets, open brackets, including where applicable indigenous subnational governments in accordance with their own governance systems, close brackets, after and provide adequate apologies.
I, I was secretary to read the whole paragraph. It seems that it's easier and then open brackets and close brackets. Thank you. Secretariat, sorry, thank you.
So it will be the whole thing. Yeah, it's better. So takes note of the contributions of parties, other governments, financial institutions, and relevant organizations, and encourages them to continue strengthening coordination mechanisms, dialogue, cooperation, and engagement within and across all levels of government, open brackets, including where applicable indigenous subnational governments in accordance with their own governance systems, close brackets, and provide adequate and predictable financial resources and technical support to enable capacity building and development in line with articles 20 and 21 of the convention, peer learning, information and knowledge sharing activities with the full and effective participation of indigenous peoples and local communities, women, youth and relevant stakeholders in accordance with national legislation for the further implementation of the plan of action, the convention and its protocols and the framework. taking into consideration relevant information in the national reports, the submissions from open brackets, actors other than national governments, close brackets, open brackets again that are validated by their respective national governments, close brackets and the global review, including the related global report and the open brackets findings of the Kunming dialogue, close brackets. on collective progress in the implementation of the framework in support of the global review as appropriate and in accordance with national circumstances and priorities.
Thank you very much. The Secretariat, I will now give the floor to the Russian Federation, followed by European Union. Russian Federation, you have the floor.
Thank you, Chair, and thanks to the Secretariat. I think there is a technical mistake at the end when we say findings of the Kunming Dialogue. Actually, it is the name of dialogue. So we can do it two ways, whether to close the square brackets after review or we can say start brackets finding of the Kunming dialogue, put close square brackets. We will delete before finding and there and then we put square brackets starting with in support of global review, if you follow what I mean, yeah? Because otherwise the whole sentence from findings until global review is the name of the dialogue.
Yes, Russian Federation.
Just to find the right place for the closing bracket, thank you.
Thank you very much, Russian Federation, you have the floor.
Thank you. The EU and its 27 member states would like to request that the brackets be placed around in line with Article 20 and 21 of the Convention and also around in accordance with national legislation. Thank you.
Thank you very much. European Union and with the editorial changes suggested by the Russian Federation and the brackets suggested by the EU can we approve paragraph two I see no objections thank you very much colleagues I would like now to invite you to go to paragraph three encourages parties are there any objections I see the Russian Federation Russian Federation you have the floor.
Uh thank you Madam chair I think it's on the fourth line when we say planning comma monitoring I would like to add sub-national, city and local levels. We delete and knowledge systems. We keep coma. We add including those we continue of indigenous peoples and local communities and we delete from end until framework and then we keep comma as appropriate. So this, I can read the whole sentence starting from planning. It will read planning, comma, monitoring at subnational city and local levels, including those of indigenous peoples and local communities, comma, as appropriate.
Thank you very much. Russian Federation, I think we got that. Argentina, Argentina, you have the floor.
Thank you, Chair. We would like to reduce slightly the prescriptive burden, which could be interpreted from this. Therefore, instead of encourages, we would suggest invites. invites parties and relevant organizations. And then the rest of the paragraph would be as it is.
Thank you very much, Argentina. I will ask the Secretariat to read the paragraph as amended. Secretariat, you have the floor.
Open bracket invites close brackets, open brackets encourages close brackets, parties and invites relevant organizations to including future planning and assessment activities aimed at strengthening coordination, cooperation, participation across all levels of government, examples of the governance system, territorial planning, monitoring at subnational city and local levels, including those of indigenous peoples and local communities as appropriate.
Thank you very much, Secretary, and of course, The second invites will depend on our decisions about encourages and invites. And I will ask Argentina for flexibility. Could you not keep encourages parties and invites other relevant organizations? Because it's not so hard, you know.
As an alternative. We could have encourages, but then instead of include, we had to consider including. Along the same lines as what we said earlier, but we understand your position as well. Thank you.
I just find this alternative, so could we approve the paragraph encourages parties and invites relevant organizations to consider to include and then as it was read out by the secretariat or would we rather keep the brackets? Okay, so I see no objections, so we approve the paragraph as amended. Thank you very much, colleagues. Getting rid of the brackets, it's always good. So paragraph four. Yes, Zimbabwe, you have the floor.
Thank you very much, Madam Chair. I'm making reference to line number three. which there was an omission starting from line number two, including through south to south and north-south triangulation cooperation. Thank you.
Thank you very much. Zimbabwe, I would suggest that through north-south, south south and triangular cooperation since this is the formula that we normally use. It's editorial, it's an editorial. Now I acknowledge Canada. Canada, you have the floor.
Thank you, Madam Chair. Our suggestion is a deletion starting in the fifth line of the paragraph, and it would start with enhance, and we would delete everything until the end of the paragraph, and we would replace that content, which is very specific about which actions in terms of cooperation, coordination need to be included. We think that the scope of that needs to be broadened. And so instead of-- so we would delete enhance all the way to the end of the paragraph, and instead would replace it with to improve the implementation of the Kunming-Montreal Global Biodiversity Framework. So we think all of these activities are relevant, not just for that very specific and narrow list. Thank you.
Thank you very much, Canada. I would now like to invite Tuvalu. Tuvalu, you have the floor.
Thank you, Chair. We would like to propose a minor amendment to the fourth line of the paragraph. So after local authorities, comma, we suggest adding the words, so local authorities, comma, as well as customary, comma, traditional and community institutions. So the sentence would therefore read local authorities, as well as customary, traditional, and community institutions, in strengthening. Thank you.
Thank you very much, Tuvalu. I'll now give the floor to the United Republic of Tanzania. Tanzania, you have the floor.
Thank you very much, Chair. I'm referencing line number five. in the word, in the two words, including and through, I propose to delete the word through, it will read including biodiversity and delete inclusive because the include it is already done, it is already said before including, so we delete the word inclusive, it means it will be read including biodiversity, special planning, biodiversity and so forth up to reporting. Thank you.
Thank you very much, Tanzania. I see that we still have several interventions, requests for the floor. So I would ask the Secretariat to read the paragraph as amended by Canada and with the other relevant amendments so that we can try to see if this is acceptable. Secretariat, you have the floor.
Invites parties, other governments and relevant organizations to facilitate the exchange of experiences, best practices and lessons learned, including through north to south and south cooperation and triangular cooperation and to continue to support subnational governments in strengthening their technical, institutional and financial capacities to improve the implementation of the COMME Montreal Global Biodiversity Framework. Stop.
Meanwhile, I'm giving the floor to Russian Federation followed by Brazil. Russian Federation, you have the floor.
Thank you, Chair. Two points. One, I think it was maybe I missed, sorry if I call the wrong country, but no other proposal on a customary community institutions while we respect all domestic instruments, so we can't see that it will be actually extended to all 196 so at least it needs to be as and where appropriate and in terms of Canadian suggestion we can't support it because while of course in general it's supposed to help GBF but we are on a very specific topic and we believe that the value of the end of the sentence they suggest to delete is very important because we specify for exactly this area of work what is really relevant for subnational and especially city and local levels. So it is specific and the more specific we are the better we go. So and this is a situation where we don't need to generalize it just to the entire framework. Thank you.
Thank you very much, Russian Federation. So now give the floor to Brazil, followed by India. Brazil, you have the floor.
Thank you, Madam Chair. Brazil would like to retain the last part of the paragraph as my distinguished colleague from the Russian Federation mentioned. We see the importance of being specific here in this context as we are talking about subnational and local governments, especially regarding spatial planning and ecological connectivity. We know that ecological connectivity if it is related to subnational governments as well because we do have protected areas that go through subnational governments. So we think that this is much important here in this paragraph. Thank you.
Thank you very much. Brazil, I would like to make a suggestion. I think that we could keep on board the suggestion made by Canada and then go with including technical, institutional and financial capacity. So we would say to improve the implementation of the KMGBF including technical, institutional and financial capacities and the whole paragraph as it was. And then we would have both. So we would have the general, and I understand the concern expressed by Canada and also the specific. Okay, I see nodding. So I asked the Secretariat to read the paragraph as it is right now. I see India followed by Canada. So India and Canada while the Secretariat are discussing the text. India, you have the floor.
Thank you, Madam Chair. We align with Russia and Brazil's and we would like to add in line fifth after populated and please add rural areas and after urban and rural biodiversity management.
Thank you very much India. I will now give the floor to Canada. Canada you have the floor.
Thank you Madam Chair. We very much like your suggestion to move our suggestion up and then including but we would add including as appropriate. and we would be happy going forward with your proposal. Thank you.
Thank you very much, Canada. I will ask the Secretariat to read, and of course we have other sessions. Yes, thank you.
Invites Parties, other governments and relevant organizations to facilitate the exchange of experiences, best practices and lessons learned, including through north to south, south to south and triangular cooperation, and to continue to support subnational governments, cities and other local authorities, as well as customary traditional and community institutions, including where appropriate, in strengthening their technical, institutional and financial capacities to open bracket, improved implementation of the Montreal global biodiversity framework, close bracket. including through biodiversity, spatial planning, urban biodiversity management, restoration of ecosystems and ecological connectivity and environmental monitoring and reporting. Is that right?
Yes. Thank you very much, Secretariat. I understand that we have the rural as also suggested by India and of course, the rural applicable from what I understood from the Russian Federation intervention would be early on. Could you please read out loud Russian Federation? Mike to Russian Federation please.
Thank you. That's way appropriate that's supposed to come to the suggestion related to the customary community institutions.
Thank you very much Russian Federation. Now I give the floor to India. India you have the floor.
Thank you Madam Chair. Our intervention is not reflected in the paragraph. So again, I am reading after densely populated and rural. So we would like to add rural here and after urban in the same line and rural biodiversity management.
Thank you very much, India. I did point out that was left out. Thank you. And if those amendments can be approved, the paragraph as read out by the Secretariat. I see no objections. Thank you very much, colleagues. I would like now to go to paragraph five, invites parties. Can we approve this paragraph? I see no request for the floor. Thank you very much, colleagues. I would like now to go paragraph six, also invites. Canada, you have the floor.
Thank you, Madam Chair. Apologies, this is the comment for paragraph five. You were moving at light speed. So we don't disagree with the proposed intent of this paragraph, but we feel that we could better reflect the wording of the agreed action plan. And we note that paragraph, that there's an objective within the action plan for subnational and local authorities to facilitate the development of awareness raising programs on biodiversity in line with communication, education and public awareness strategies. And so we would, as a five alt, invite parties to continue efforts to facilitate the development of awareness raising programs on biodiversity. in line with communication, education and public awareness strategies. Thank you.
Thank you very much, Canada. I will ask the Secretariat to read your suggestion out loud so that we can check if it's captured.
Invite parties to continue efforts to facilitate the development of awareness raising programs on biodiversity in line with communication, education and public awareness strategies.
Thank you very much, Secretariat. I will now give the floor to Turkey, followed by Saudi Arabia, and I would invite comments on both paragraphs. Turkey, you have the floor.
Thank you, Madam Chair.
We have an amendment in line three.
I propose to add after consider to consider, comma, as appropriate and in accordance with national legislation and national circumstances.
Thank you, Madam Chair.
Okay, I'm now inviting comments only to five and five out. Okay, thank you. So Saudi Arabia, you have the floor. I would like to comment on paragraph six. I can comment later. Sorry, no, let's just... trying to fix on five and five alt. Can we approve five alt as suggested by Canada? Colleagues, are there any objections? Yes, Brazil, you have the floor.
Thank you, Madam Chair. We do think that the main idea of para five is conservation and sustainable use of urban biodiversity. So we think this should be reflected in five out also. So we should take conservation and sustainable use of urban biodiversity to it. Thank you.
Thank you very much, Brazil. I'll give the floor to Russian Federation on five and five alt. Russian Federation, you have the floor.
Thank you, Chair. We agree to work with five alt. We support suggestion by Brazil. That's clearly need to be reflected. And maybe if I'm not mistaken, at the end, there is word strategies. We better to say CBD and national strategies that we are pretty clear what kind of strategies we are talking about.
Thank you very much, Russian Federation. I will now invite the Secretariat to read 5 out as amended. Secretariat, you have the floor.
Invite parties to continue efforts to facilitate the development of awareness raising programs on the conservation and sustainable use of biodiversity in line with CBD communication education and public awareness strategies Urban Urban Urban Apologies. I'll read it again. Invite parties to continue efforts to facilitate the development of awareness raising programs on the conservation and sustainable use of urban biodiversity in line with CBD communication, education, public awareness strategies.
Thank you very much, Secretariat. I see the Russian Federation and followed by Canada. Russian Federation, you have the floor.
Mine, I think, after CBD and national.
Yes, thank you very much. Canada.
Thank you, Madam Chair. With regards to, and I believe it was Argentina who brought back the language from including the conservation and sustainable use of urban biodiversity, could we, our proponent, our suggestion initially from Fife Alt was that it was more broadly on all kind of areas of biodiversity. Now we understand that there's a specific interest here in focusing in on urban biodiversity. So perhaps we could keep raising programs on biodiversity, including in particular on the conservation and sustainable use of urban biodiversity. And so now we're addressing both areas where it's we're keeping that general request and then also specifying in an area of work. Thank you.
Perfect. Canada, I see nodding. So yes, can we approve the paragraph? Yes, I see United Kingdom, United Kingdom. You have the floor.
Thank you, Chair.
Just to propose a common ground, perhaps.
Rather than saying the conservation and sustainable use of urban biodiversity, we can say.
Biodiversity at the subnational level to ensure that this is relevant.
United Kingdom, could you get along with the suggestion made by Canada who brought this so that it would be general and then including in particular, in particular urban Okay, thank you very much. So I understand there is broad consensus on this. So the paragraph five out with the amendments is approved. And now I'm yes, we still have very few minutes. So I will ask you to be very effective on the review of paragraph six and I invite parties to comment on paragraph six. Thank you. So South Africa, South Africa, you have the floor.
Thank you, Chair. We would like to propose that we move line two, so subnational governments, cities and other local authorities, to line one. So it should read, also invites parties to engage with subnational governments, cities and other local authorities. As well as. Thank you.
Thank you very much, South Africa. I would like now to give the floor to the UK, followed by Argentina. UK, you have the floor.
Thank you, Chair.
First, we'd like to support the proposal, the proposed move text from our colleagues in South Africa. We would also like to add after the words, as local authorities, where we would like to add where.
Relevant and in accordance.
With national legislation and circumstances.
We recognize that all the parties have.
Different national contexts and this text is only relevant to country parties with IPLCs.
As recognized under the convention and any domestic action should be undertaken in accordance with national legislation.
Thank you.
Thank you very much, UK. Argentina, you have the floor.
Thank you very much, Chair. This is an invitation in paragraph six. That's an invitation in a very specific sense and consider recognizing indigenous peoples and local communities, local authorities. This could have a wide scope if it is an invitation. It is dismissing of certain course of action, which many parties might not share. Therefore, we would suggest eliminating that section of the paragraph, so from "and to consider recognising" until "local authorities". Thank you.
Okay, colleagues, we will have to cut in two minutes, so I will ask, I'll give the floor to Turkey and Russian Federation. Turkey, you have the floor. Thank you, Chair.
I agree with the suggestion of the UK.
And in line three, we would like to propose to add after consider, comma, as appropriate and in accordance with national legislation and national circumstances. Thank you.
Thank you very much, Turkey. We would now give the floor to the Russian Federation. Russian Federation, you have the floor.
Thank you, Chair. It's always nice to agree with all previous speakers. So we had exactly the same suggestions. So I would read the sentence how we see it. So also invite parties to engage with subnational governments, cities and other local authorities as well as customary traditional and community institutions where appropriate and in accordance with national legislation. in support of the implementation of the plan of action. And I would ask Secretariat to give the name of this plan because otherwise it's not clear, in support of the implementation of the framework.
Okay, Russian Federation, thank you very much. I understand that your reading also makes some additional changes, but I ask the Secretariat to read it out loud afterwards. So I will now give the floor to Tuvalu and this is the last intervention. Tuvalu, you have the floor.
Thank you so much, Chair. We would like to keep the phrase that was proposed to be deleted by Argentina and we would also like to delete the phrase consider recognizing and we would like to add and to recognize comma as appropriate and in accordance with national circumstances and legislations. Thank you, Chair.
Thank you very much. Atavulu, I think that you are referring to the previous paragraph.
Paragraph six.
Okay, I will ask the Secretariat to read. Secretariat, please, you have the floor.
Also invite parties to engage with subnational governments, cities and other local authorities where relevant and in accordance with national legislation and circumstances, customary traditional and community institutions in support of the implementation of the plan of action and to consider recognizing indigenous peoples and local communities as local authorities in support of the implementation of the framework.
Thank you very much, Secretariat. Can we approve the paragraph as it is? Tuvalu, you have the floor.
Sorry, Chair. Thank you. We would like to delete the phrase "consider recognizing", please, and to replace it with "and to recognize". comma as appropriate and in accordance with national circumstances and legislations. Our justification is that because consider recognizing does not adequately reflect situations where customary and traditional institutions already exercise legally recognized governance functions and also that have established responsibilities for biodiversity management. Thank you, Chair.
Thank you very much, Tuvalu. Colleagues, I will park the consideration of this paragraph and we will resume it in the next plenary because we do have some other business to attend to. And I will take on board the suggestions just made by Tuvalu. And apologies for that, we'll have to park it. And then afterwards, we will give the floor to different parties that are still we still want to intervene. I'm sorry for that. Yes, I will give the floor to the secretariat. Thank you very much, colleagues.
Thank you very much, Chair.
