The sixty-second plenary meeting of the tenth special session of the General Assembly is called to order. The Assembly will continue its consideration of agenda item five entitled Illegal Israeli actions in occupied East Jerusalem and the rest of the occupied Palestinian territory. I now give the floor to the distinguished representative of Nicaragua.
Mr. President, Nicaragua associates itself with the statements delivered by Uganda, by the non-aligned movement, and by Venezuela. On behalf of the Group of Friends in Defence of the Charter of the United Nations, Nicaragua is speaking up and joins in the cry for truth, justice and dignity. As a sovereign, free nation and as a people that has resisted imperial attacks, we refuse to remain silent in light of the genocide that is being committed today against our Palestinian brothers and sisters. The worsening situation in Palestine requires our full attention and solidarity. Our peoples must reject the veto in the Security Council, which enables the violation of international law and impunity for Israel's actions. When a child dies under the rubble in Gaza, a part of our humanity dies at the same time. We cannot allow barbarity to become normalised, nor much less can we accept killing and bombing children to be something that is carried out in self-defence. What is being experienced in Palestine is not a war, it is extermination. It is a systematic project of colonisation, ethnic cleansing and apartheid implemented by the Zionist regime of Israel and sustained by the protection of the United States, which has repeatedly vetoed any resolution that attempts to bring an end to this massacre. The state terrorism and the pain suffered by Palestine is promoted with words, weapons, money and vetoes. It has shielded the aggressor and has condemned the Palestinian people to death, to hunger, to having their lands taken away from them and even being forgotten. President, this Assembly must continue calling for a permanent ceasefire, unconditional, verifiable ceasefire, bringing an end to the massacre and guaranteeing unfettered access for humanitarian aid. Nicaragua denounces the criminal blockade against Gaza as a form of collective punishment prohibited under international law. We call for its immediate lifting. Starvation cannot nor must not be used as a weapon of war. Thirst cannot be a military strategy. the illegal occupation of all Palestinian territory is maintained, we continue to see the theft of land, the destruction of homes, families being displaced. While all of this happens, there will be no peace or stability in the Middle East. Nicaragua reiterates its firm and unwavering support for the two state solution as the only viable path towards fair and lasting peace. We support and always have supported the state of Palestine, an independent, sovereign and fully recognized state with East Jerusalem as its capital, based on the pre-1967 borders. This in accordance with international law and relevant United Nations resolutions. This position is nothing new. It is a principles-based matter. It is an issue of justice. and it is an historic debt that this organization holds towards the Palestinian people. This people cannot continue to be the victim of empty promises while they are plunged and suffering in silence. We pay tribute with respect and admiration to the heroic resistance of the Palestinian people. Their struggle is not only for their land, it is for the dignity of all peoples around the world. It is for freedom in the face of colonialism, racism and occupation. We reject any attempt to justify atrocity crimes under the pretext of security or defence. No act can legitimise the systematic massacre of an entire population. The collective punishment imposed on the Palestinian people has claimed tens of thousands of innocent lives. It represents a crime against humanity that this Assembly cannot continue to overlook. President, the General Assembly must act. We cannot allow the Security Council to continue to be held hostage to the veto. This Assembly is the House of Peoples and the peoples have spoken clearly. Palestine must be free. On all sides, peoples around the world have spoken up with a single voice. Collective consciousness has woken up in light of this injustice and is calling for the immediate end of the aggression. Millions of people are crying out for respect for life, for the end of the genocide, for the right of the Palestinian people to live in dignity, in freedom and in peace. Nicaragua, in line with our principles, has supported and co sponsored this humanitarian resolution, which demands an immediate ceasefire, the protection of the Palestinian people and the respect of international law. Thank you, Mr. President. Mr. President, in Gaza, a genuine humanitarian catastrophe is unfolding before our eyes. It is unacceptable. France profoundly regrets the fact that the Security Council was unable to adopt a resolution tabled by the elected members on June 5th and has thus been blocked from acting. We reiterate our call for an immediate and permanent ceasefire, and we welcome the efforts made by the US, Qatar, and Egypt to facilitate negotiations. Israel must abide by its obligations under international law, including international humanitarian law. France will continue to condemn the terrorist attacks of October 7th, calls for the immediate and unconditional release of hostages. The Security Council and this Assembly must do likewise unambiguously. However, the horrific behavior of Hamas and other groups do not exonerate Israel from its obligation. They do not justify subjecting two million civilians to inhumane conditions. Civilian populations and infrastructure must be protected. Humanitarian aid cannot be instrumentalized for political means. It must be delivered in a safe and unhindered manner throughout the Gaza Strip. France reiterates in this regard its full support for the United Nations agencies and their humanitarian partners that have demonstrated their ability to deliver humanitarian aid in full respect of humanitarian principles. France reiterates its opposition to the mechanism of the Gaza Humanitarian Foundation, which has dramatic consequences. Since October 2023, 463 humanitarian workers have been killed while carrying out their duties, and we pay tribute to them, as we do to all the innocent victims of this tragic conflict. It is also urgent to create an alternative to war for Palestinians as well as for Israelis in order to meet the legitimate aspirations to a Palestinian state and to allow Israelis and Palestinians to live in peace and security. France is determined to move forward in the implementation of a two-state solution and remains fully mobilized to resume the international conference convened at the request of this assembly, which we will be co-chairing with the Kingdom of Saudi Arabia. This conference, which circumstances have led us to postpone, will allow us to move forward on the path of peace and security by mobilizing all member states and the concrete commitments they will make during that conference. Mr. President, today, the catastrophic situation in occupied Palestinian territory, including Gaza Strip, is worsening out of control beyond imagination. Since beginning of the Israeli genocidal attack, over 55,000 Palestinians, including women and children, have been killed. And Gaza Strip has literally turned into a living hell due to Israeli past destruction of school and hospitals, weaponization of the starvation, and forced displacement. In the finance of the consecutive resolution adopted at the 10th emergency special session calling for unconditional and permanent ceasefire and unhindered humanitarian access, Israel continued to launch barbaric military operation against innocent civilians and block facilitation of the humanitarian assistance. It is urgent for international community to implement the immediate and effective measures to end Israel's indiscriminate mass killing, including cessation of the provision of the weapon to Israel and hold those responsible accountable for violation of international law against the peoples of Palestine and the other Arab nationalities. Mr. President, The international community has made every effort for several decades to put an end to Israel's illegal occupation and realize the inalienable rights of the Palestinian people. However, a fair and just solution to the Palestinian issue remains deadlocked, and the situation in the occupied Palestinian territory and the rest of the Middle East region is becoming increasingly deteriorated. It is very important to greatly look at the cause of the prolonged suffering of Palestinian people. In this regard, we bring attention to member states, to unilateral policy and double standard of United States, which has connived at and shielded Israeli barbaric atrocities and illegal territorial expansion. The list of people casted by United States is yet another example of the complicity ignoring the will of the absolute majority of the international community and undermining regional peace and security. It is widely known that the United States has systematically blocked peaceful settlement of the Palestinian question as well as establishment of independent state of Palestine. As is widely known, since outbreak of the Gaza crisis, United States has persistently provided Israel with a huge amount of the military, financial and logistical support, thus giving green light the mass atrocities of Israel. United States unilateral and double standard approach is adding fuel to already aggravated situation, which arose, sourcing indignation and condemnation from international community. As long as the United States continue to resort to the biased and double dealing behavior or patronizing Israel act of territorial expansion and mass killings, the peace and stability can never settle down in the Middle East region. International community should resolutely denounce and reject unilateral and double standard moves of United States in favor of Israel and should take decisive step to frustrate such US moves through enhanced collective action. In conclusion, we reaffirm our commitment to support for and solidarity with the Palestinian people in their just struggle to terminate Israel's illegal occupation and to realize their inalienable right, including self-determination and establishment of an independent state with East Jerusalem as its capital. We fully support the admission of the State of Palestine as a full-fledged UN member state. In the same vein, we strongly hope that upcoming high-level international conference for peaceful settlement of the question of Palestine and implementation of two-state solution will achieve a desired result at this critical juncture. Mr. President, as one of the main sponsors of the resolution passed by the emergency special session last Thursday, allow me to outline why my government felt compelled to support this initiative. The scale of human suffering in Gaza is shocking, the more so because it is preventable. The war in Gaza must end. A ceasefire is needed now. The blockade must stop. Unhindered humanitarian access must be restored now. The seemingly endless cycle of violence must stop, and it must stop now. Mr. President, over the past 20 months, Iceland has continuously condemned the horrendous terrorist attack on Israel on 7 October 2023. Terrorism is unacceptable, and there can be no place for Hamas as terrorists in the future of Palestine. All hostages held captive by Hamas and other terrorist groups, and the remains of those killed in captivity, must be released. immediately and unconditionally, and this must be done in a dignified manner. Mr. President, if there is no end to the suffering, violence, death, and destruction, there will be no future either for Israelis or Palestinians. The only way forward is already clear. There must be a move towards peace and a two-state solution. Two states living side by side in peace and security and mutual recognition. There are simply no excuses for why this road has not been taken. Iceland's position has been clear. Iceland has enjoyed good bilateral diplomatic relations with both Israel since its establishment and with Palestine ever since our recognition of Palestinian statehood over a decade ago. We see no contradiction in supporting the inherent rights and desires of both peoples to self-determination, living each in their own state side by side. Last week, we saw the convening of this emergency special session and the adoption of the resolution as a fitting prelude to the high-level international conference that was scheduled to take place here in New York today. We were preparing to actively participate in the conference at a ministerial level, as we fundamentally believe that the international community must recommit to the two-state solution. There simply is no other credible, legal, realistic, or morally acceptable solution. Mr. President, without diverting too far from this meeting's agenda, I must stress Iceland's grave concerns over the escalating conflict between Israel and Iran. These developments are deeply worrying, and any form of a nuclear crisis in the Middle East could have devastating consequences for the entire world. We urge all actors to show restraint and to choose dialogue and de-escalation over confrontation. Diplomacy must prevail.

Mr. President, South Africa aligns with the statement delivered by Uganda on behalf of the Non-Aligned Movement. Mr. President, the 10th Emergency Special Session remains an important mechanism for the General Assembly to make decisions where the Security Council once again fails to act in response to the catastrophic humanitarian situation in Gaza. as a result of Israel's relentless bombardment and merciless use of humanitarian aid as a weapon of war. South Africa expresses its gratitude to the Council's ten elected members, the E10, for their dedicated efforts aimed at ensuring that the Security Council fulfils its responsibilities relating to the people of Palestine through the draft resolution that they tabled, demanding an immediate, unconditional and permanent ceasefire in Gaza, the unconditional release of all hostages held by Hamas, and the unconditional lifting of all restrictions on the entry of humanitarian aid into Gaza. Mr. President, the Security Council remains paralyzed and has failed to call for an immediate end to the atrocities being committed against the people of Gaza because of the use of the veto by one permanent member. This has allowed Israel's deliberate and unashamed imposition of inhumane conditions on civilians in the occupied Palestinian territory to go unchecked. Instead of aid being delivered unhindered by reputable aid organizations, such as the United Nations Relief and Works Agency, starving civilians are being funneled into aid delivery choke points in life-threatening conditions after months of a full aid blockade by Israel. Israel's aid scheme in Gaza has thus intertwined military strategy and aid delivery, reinforcing its use of starvation and the desperation of Gazans as a weapon of war. Since the Gaza Humanitarian Foundation began operations, dozens of Palestinians trying to reach the distribution points have been killed by Israeli forces and scores of others have been wounded. Mr. President, in the face of these abominable and genocidal acts happening in full view of the international community, the onus is on the General Assembly to be the moral voice of member states, given the failure of the Security Council to uphold its mandate. For this reason, South Africa has supported the resolution demanding an immediate, unconditional and permanent ceasefire and demanding that Israel, the occupying power, immediately ends the siege open all border crossings and ensure that aid reaches the Palestinian civilian population throughout the Gaza Strip immediately and at scale in line with its obligations under international humanitarian human international law and humanitarian principles Mr. President in addition there must be protection of civilians and civilian infrastructure including hospitals schools and shelters and immediate restoration of basic services, including water, electricity and sanitation as required under international law. The Israeli Government has a legal and moral obligation to immediately lift the near-total siege and blockade on Gaza and take action to prevent further forced displacement and starvation. the international community must take all necessary measures aimed at ensuring accountability for all perpetrators of crimes in Gaza and the occupied Palestinian territory, including the heinous commission of genocide. South Africa and several other member states have thus opted to resort to the international judicial mechanisms, including the International Court of Justice and the International Criminal Court, to seek justice and accountability for the people of Palestine. This is in line with our commitment to an international system that is based on the rule of law and not the rule of might. We wish to once again bring the attention of Member States to Member States a document entitled, and I quote, public dossier of openly available evidence on the state of Israel's acts of genocide against the Palestinians in Gaza as of 4 February 2025 close quote which we submitted to the president of the Security Council on 28 February this year this is a second dossier with the document number s/2025/130 which contains publicly available material collected by South Africa evidencing genocidal conduct by Israel against the Palestinians in Gaza. We encourage Member States and other interested parties to access and read this report. We finally wish to stress that the Israeli Government must adhere to its duty to facilitate independent, unhindered and impartial humanitarian assistance, free from any military, political, or economic interference, offered by impartial humanitarian organizations across the occupied Palestinian territory. These obligations are established by the Hague Convention of 1907 and the Fourth Geneva Convention of 1949. Mr. President, As we consider the matter of the implementation of the two-state solution and the peaceful settlement of the question of Palestine, and as global attention is focused on how the UN responds to the desperate calls for a starving and besieged population facing the gravest atrocities, we must not falter in our duty to act to put an end to their needless and tragic suffering. Failure to do so will risk the credibility of our legal and multilateral institutions with the UN at its core. I thank you.

Mr. President, the war and immense suffering of the civilian population in Gaza must end. As the resolution before us today states, an unconditional and permanent ceasefire respected by all parties is needed immediately, along with the immediate, dignified and unconditional release of all hostages taken by Hamas and other groups during their attack on Israel. that we have strongly condemned. All parties to the conflict must comply with their obligations under international law, including international humanitarian law, especially with regard to the protection of civilians. The humanitarian situation in Gaza is completely unacceptable, and the disregard for human life must stop. We strongly urge Israel to allow and facilitate a full resumption of aid into Gaza and enable the UN and humanitarian organizations to deliver aid in a manner that respects the humanitarian principles of neutrality, impartiality, humanity, and independence. Humanitarian aid must never be politicized or militarized, and blocking all humanitarian assistance is contrary to international humanitarian law. Israel, as the occupying power, has the duty to ensure that the basic needs of the occupied population are met. Finland also strongly rejects the expansion of settlements, increased settler violence and other measures in the West Bank, including East Jerusalem, that threaten the viability of the two-state solution. Let me reiterate that Finland does not accept any changes to the pre-1967 borders unless negotiated between the parties. Mr. President, the only sustainable way to end the Israeli-Palestinian conflict is a negotiated two-state solution based on the pre-1967 borders. The solution must meet Israeli and Palestinian security needs and Palestinian aspirations for statehood and sovereignty, end the occupation that began in 1967, and resolve all permanent status issues. We as members of the international community must bear our responsibility by making the strongest possible push to assist the parties in resolving the conflict. We hope the high-level conference for the implementation of the two-state solution can be convened soon, as it would be an important opportunity to come together to advance a solution to the conflict. Mr. President, Finland voted in favour and together with the other Nordic countries co-sponsored the resolution under consideration in this ESS. We also want to express gratitude to the elected 10 Security Council members for their efforts to adopt a resolution in the Security Council earlier this month. It is unfortunate that the Security Council was not able to adopt it due to a veto cast by a permanent member, the United States. I thank you.

Mr. President, the Philippines remains gravely concerned over the catastrophic humanitarian situation in Gaza, the ongoing violence and the tragic loss of civilian lives, and the increasing tensions in the Middle East. In this regard, the Philippines would like to reiterate the following: First, we call for the immediate restoration of the ceasefire, unconditional release of all hostages, and the immediate facilitation of rapid, safe, unimpeded, and sustained humanitarian access for those in need. It is essential that international law is fully respected, ensuring the protection of civilians and humanitarian personnel. Second, We call on all parties concerned to refrain from escalating the violence. We condemn all attacks against civilians and civilian structures, which have resulted in an alarming number of casualties, particularly women and children. We urge all parties to end this vicious cycle of violence. Third. Diplomacy remains the cornerstone of achieving peace in the Middle East. Meaningful dialogues and negotiations based on mutual trust and in accordance with international law and the UN Charter will be key to achieving peace and stability in the Middle East. In this regard, the Philippines strongly supports the Global Alliance for the Implementation of a Palestinian State and a two-state solution spearheaded by Saudi Arabia, Norway, and the European Union. We also look forward to the resumption of the High-Level International Conference on the Question of Palestine and the Implementation of the Two-State Solution, co-chaired by Saudi Arabia and France. These are complementary efforts that would hopefully stop the ongoing conflict, expand the space for meaningful dialogues and negotiations, build trust and mutual understanding, and promote cooperation for lasting peace in the Middle East. Fourth, the Philippines reiterates its unwavering support for a two-state solution in accordance with international law and relevant U.N. resolutions. We firmly believe that this remains the most viable and sustainable pathway to resolving the Israeli-Palestinian conflict. essential to the realization of a lasting peace. Both Israelis and Palestinians deserve to live in peace, dignity, harmony, and prosperity, and where their rights, aspirations, and security are recognized and upheld. Finally, the Philippines supports the acceptance of the state of Palestine as a full-fledged member of the United Nations, This is supported by an overwhelming majority of the General Assembly, and we look forward to its realization. Mr. President, Vietnam addresses this emergency special session with deep concern over the continued escalation of violence and prolonged humanitarian crisis in Gaza. The collapse of the ceasefire in March, coupled with persistent restrictions on humanitarian access, has led to thousands of civilian casualties, widespread destruction of critical infrastructure, mass displacement, and the looming threat of famine. We regret the Security Council's inability to fulfill its primary responsibility for maintaining international peace and security. We urge all Council members to overcome the current deadlock and adopt decisive and comprehensive measures to address the complex and multifaceted crisis in Gaza and the wider Middle East. Vietnam urges all parties to exercise maximum restraint uphold UN charter and international law, and fully comply with relevant resolutions of the Security Council and the General Assembly, and the provisional measures of the ICJ. The protection of civilians and civilian infrastructure, indispensable to the survival of the population, must be ensured at all times. Vietnam reiterates its call for an immediate, enforceable, and permanent ceasefire across Gaza and the broader region. We also call for the unconditional release of all hostages and their remains, and the return of Palestinian civilians to their homes across Gaza Strip. Vietnam commends the efforts and engagement of several member states, including the mediation efforts of Egypt, Qatar, and the United States towards this end. Mr. President, We call for more effective measures to ensure unimpeded and uninterrupted humanitarian relief for all civilian populations in Gaza and other affected areas. We support the indispensable role of UNRWA in delivering essential assistance and services to the Palestinian people and call for all efforts to ensure its safe, effective and continuous operation. We reject any actions that undermine the implementation of the agency's mandate. Vietnam once again reaffirms its unwavering support for the Palestinian people in exercising their inalienable rights to self-determination and fulfilling their legitimate aspirations for full membership in the United Nations. We strongly advocate for a two-state solution that ensures the establishment of an independent and sovereign state of Palestine based on the pre-1967 borders, in accordance with international law and relevant UN resolutions. In this connection, Vietnam welcomes the convening of the high-level conference on the implementation of UN resolutions concerning the question of Palestine and the two-state solution, co-chaired by France and Saudi Arabia, and look forward to its timely resumption. We also stand ready to contribute to discussions on Gaza's post-conflict reconstruction and governance. I thank you.

Mr. President, Luxembourg thanks you for convening this resumption of the 10th Emergency Special Session of the General Assembly. following the vote that took place in the Security Council on June 4th. We regret the veto cast by the United States, which prevented the adoption of a resolution proposed by the 10 elected members of the Council. We commend the efforts made by the E10, whose draft resolution received a vote in favor from 14 Council members. The humanitarian situation in Gaza has now reached an unbearable level of severity. Over 20 months of bombings, forced displacement, and mass destruction have plunged the civilian population, particularly children, women, and older persons, into absolute distress, famine, thirst, lack of shelter, and a dire shortage of medical care. No one can remain indifferent in the face of such a tragedy. An immediate ceasefire is not only urgent, it is vital. It is the only way to end the violence, save lives, enable the release of hostages, and finally allow access to humanitarian aid in accordance with international humanitarian law and the decisions of the International Court of Justice. Each additional day of blockade by Israel condemns hundreds of thousands of civilians to suffering and despair. Luxembourg urges all parties to fully respect their obligations under international law and international humanitarian law as well as the fundamental principles of humanitarian action. Humanitarian aid must never be used for political or military purposes and must reach the civilians who vitally need it. In this regard, the role of the United Nations, particularly UNRWA, is essential in assisting the populations of Gaza, the West Bank, and the entire region. The only response commensurate with the suffering of the Palestinian population in the Gaza Strip lies in the establishment of an immediate and lasting ceasefire and the urgent and widespread delivery of humanitarian aid. We welcome in this context the resolution tabled by Spain which was adopted by the General Assembly by a very large majority on June 12th. Luxembourg is proud to have voted in favour of this resolution. For the first time this General Assembly resolution explicitly mentions Hamas in the context of the call for the immediate, dignified and unconditional release of hostages held in Gaza. The resolution also refers to the full implementation of the recommendations of the Kallana report concerning UNRWA, and it condemns all attacks against civilians, including all acts of terrorism and indiscriminate attacks. We thank Spain and the other co-sponsors for listening to delegations such as ours who advocated for adjusting the resolution in this direction. More than ever, international solidarity must prevail. Let us act together with determination to break the cycle of violence and pave the way for a just and lasting peace in accordance with the resolutions of the General Assembly and the Security Council. Luxembourg is committed to this, and our goal is clear: to enable Israel and Palestine to live side by side in peace and security within safe and recognized borders. Mr. President, Luxembourg places great hopes in the High-Level International Conference on the Implementation of the Two-State Solution organized by France and Saudi Arabia. We regret that it had to be postponed due to the escalation of the conflict between Israel and Iran. This escalation only strengthens our determination to promote the peaceful resolution of crises that have an impact on regional and global peace and security. We hope that the conference can be held soon. It represents a decisive opportunity to make concrete progress on the implementation of the two-state solution. the only solution that can ensure lasting peace between Israelis and Palestinians. Luxembourg intends to contribute to it in line with its longstanding commitment to peace in the Middle East. I thank you.

Mr. President, allow me to thank you for resuming the 10th emergency special session of the GA. We align ourselves with the statement delivered by Kuwait on behalf of GCC member states, Yemen on behalf of the Arab group, and Uganda on behalf of the non-aligned movement. Mr. President, the current humanitarian crisis in Gaza Strip requires the international community to shoulder its responsibility and work genuinely in order to conclude a permanent and immediate ceasefire to ensure the release of hostages and detainees, facilitate the delivery of humanitarian aid. unhindered. This is reflected by the resolution adopted by the General Assembly last week titled Protection of Civilians and Promoting Legal and Humanitarian Obligations. Any long-term settlement of the situation in Gaza should focus on reconstruction without forcible displacement of the civilians. and establishment of an effective governance framework that guarantees peace and stability in Gaza we reiterate the urgent need for a fair and just solution of the Palestinian question this the two state solution is not a political objective only but rather a humanitarian need and a legal commitment based on international resolutions and is the only way to break the cycle of violence and create new prospects for region. The various initiatives proposed by the Kingdom of Bahrain have reflected this, and they were adopted by the 33rd Arab Summit, the summit of Bahrain that was convened last year. Bahrain's position is unwavering and support the right of the Palestinian people to establish their independent state and their full membership at the UN. We renew also our support for the efforts of the Global Alliance to implement the two-state solution that was launched by Saudi Arabia as well as the high level international conference co-chaired by Saudi Arabia and France as well as the early recovery and reconstruction of Gaza Strip submitted by Egypt and was adopted by Palestine Summit in Cairo and the call to comply with agreements for ceasefire the release of hostages and detainees facilitate the entry of humanitarian Aid fully and without obstacles while guaranteeing that Palestinians remain under land as one of their fundamental legitimate rights. Bahrain reiterates the important humanitarian role undertaken by the UN and its agencies in order to facilitate the delivery of humanitarian aid to the civilians. It reiterates as well the vital role played by UNRWA in this regard. Mr. President, in light of the developments in the region and the repercussions to regional stability and security, Bahrain reiterates its unwavering position that calls for settling crises through dialogue and diplomatic channels and to adopt peaceful solutions to the best interest of the peoples of the world. Thank you, Mr. President. I'd like to thank you for convening this meeting at this time. We align ourselves with the statement given by Angola on behalf of the Non-Aligned Movement, and we'd like international capacity to reject the overt violations by Israel of the rights of Palestinian people in the occupied territories. President, attacks on civilians, on humanitarian personnel, on medical workers and journalists, as well the use of hunger as a weapon of war, the forced displacement of populations, ethnic cleansing, the installation of illegal settlements, the destruction of agricultural land, the widespread destruction of hospitals, places of worship and essential infrastructure, etc. This is what we see day-to-day in the occupied territory with thousands of deaths, wounded and starving. This is a more than worrisome situation. It is an ongoing tragedy. It is possible because no overwhelming peremptory norm and no UN resolution, nor just decision of international courts has been applied by Israel. Sadly, it is in this urgent humanitarian context that the Security Council has been unable to acquit itself of its main responsibility to firstly bring Israel to bear under international law and also issue a binding resolution for a ceasefire. so as to guarantee peace and the release of hostages. President, we recall the responsibilities of UNRWA and also humanitarian workers, as well as all of those working in healthcare, education, sanitation and others. They bring so much to the shelter of Palestinians. Therefore, we reject the current distribution of aid system through a foundation that is inexperienced and ineffective. This mechanism has been imposed and is a result of unilateral measures that has militarized aid and has added to impunity, insecurity, and the humanitarian catastrophe being lived by the Palestinian people while they are displaced from their land. It falls on the shoulders of states, under collective and individual responsibilities, to bring an end to all of this, including the occupation, by decisive measures against the illegal policies and practices. These are legal obligations and a moral duty incumbent on all states pursuant to justice and humanity. We regret the postponement of the international conference on the two state solution uh which could have been held at this very time and we call on all member states to maintain their commitment to hold it as soon as possible to ensure its success for the great benefit of the Palestinian and Israeli people to conclude my delegation calls for us to not lose sight of the need for an urgent ceasefire as well as secure humanitarian access under the auspices of the United Nations as well as the release of hostages and prisoners. That is why my delegation co-sponsored and has voted in favor of this resolution, which is one further step towards the realization of the aspirations of the Palestinian people to peace, stability, sovereignty, with East Jerusalem as its capital. Mr. President, allow me at the outset to thank the rapporteur for her excellent report. Thank you, the President of the General Assembly, to thank you actually for responding to the request submitted by the Arab group, the Islamic group, and the non-aligned movement to resume the 10th emergency special session of the General Assembly. The General Assembly was able last week to adopt resolution ES/10/1. calling for Morocco had adopted the sorry had voted in favor of this resolution reflecting its conviction in the need for a ceasefire save innocent civilians and the swift delivery of humanitarian aid without any obstacles. This resolution reflects the importance accorded by the international community to the protection of civilians and putting an end to their suffering. Mr. President, since the convening of this session last December, situation deteriorated further and gravely in the occupied Palestinian territory, especially after the collapse of the ceasefire agreement in Gaza Strip. This had escalated the tensions and deepened the humanitarian crisis in the region. The King Mohammed VI called in a speech he addressed to the 34th summit of the League of Arab States that was held last May in Baghdad, and I quote, First, he called for the immediate cessation of hostilities and to go back to the negotiations table to revive the ceasefire and with a possibility of a permanent ceasefire. The urgent intervention to stop Israeli aggressions in the West Bank, particularly the house demolitions, the displacement of defenseless civilians from areas under the Israeli rule. Third, to work on ensuring the delivery of humanitarian aid, particularly medical supplies, food to Gaza Strip and the West Bank, and not to obstruct them for any reason whatsoever. Fourth, preserve the role of UNRWA and support UNRWA to fulfill its mandate. as authorized by the international community to the benefit of Palestinians. Fifth, have a comprehensive roadmap for reconstruction in Gaza based on the plan adopted by the summit in Cairo run by the Palestinian Authority and the participation of Arab and international partners. End of quote, Mr. President. The ongoing unilateral Israeli measures in violation of international law in Al-Quds Al-Sharif is an element for more conflicts that would lead to more escalation, tension, and violence, and undermine all efforts towards a con. The King Mohammed VI, as the chair of the Jerusalem Committee that is emanating from the OIC, follows closely and continuously all the developments that the Palestinian question is going through and make all efforts necessary and invest all available tools and means to preserve the historic, legal, and demographic status of the holy city as the city of the three monotheistic religions. In conclusion, Mr. President, Morocco reiterates its unwavering position in terms of the just nature and centrality of the Palestinian question as the key to peace, stability and security in the Middle East within the framework of the two-state solution that has been agreed internationally that would lead to the establishment of an independent Palestinian state on the 4th of June 1967 borders with its capital East Jerusalem and Gaza Strip as part and parcel of this state Morocco believes that the two-state solution is a Cornerstone for guaranteeing lasting stability in the region, and that despite the different crises and challenges, remains the only viable and realistic path towards a comprehensive settlement of this conflict. In this regard, countries participating in the fifth meeting of the Global Alliance for the Implementation of the Two-State Solution that was held in Rabat on 20th of May, last May, co-hosted by Morocco and Holland to intensify collective actions and efforts to find the environment that is conducive for a settlement that is based on the two-state solution, two states living side by side in peace, security and stability. Mr. President, Uruguay regrets the paralysis of the Security Council in resolving such an important issue, which is only worsening with the passage of time. The draft resolution co sponsored by the ten non permanent members, which had had the support of 14 members of the Council, was an action oriented text with a clear humanitarian approach, which called for an immediate permanent ceasefire in the Gaza Strip, as well as the unconditional release of all hostages held by Hamas, full and unhindered access for humanitarian as well as its safe and unfettered distribution. This situation once again obliges us to act through the General Assembly with a more extensive and comprehensive text, but without doubt one that lacks the binding nature that is called for by the situation in Gaza at the moment. Mr. President, Uruguay supports this text alarmed by the extremely serious humanitarian situation in the Gaza Strip, where tens of thousands of people have lost their lives, particularly women and children. This, together with the lack of access to food for so many months and deplorable living conditions, we have more than several times been able to hear from UN agencies such as OCHA, the FAO, whose accounts describe the scale of the ongoing humanitarian crisis that is unravelling there. Therefore, it's fundamental to urgently insist on the need to respect international humanitarian law, including the protection of civilians in armed conflict, as well as of children in conflicts and international human rights treaties. Uruguay has consistently called for these to be respected in all conflict In this context, Uruguay expresses that it is essential and urgent for Israel to guarantee safe and unhindered access for humanitarian aid for the Gazan population through the UN. There should be also a strengthened effort to guarantee that aid reaches all of those directly affected on the basis of humanitarian principles of humanity, impartiality, neutrality and independence. Furthermore, we reiterate once again the call for the unconditional release of the hostages held by Hamas. as well as for the agreement of a permanent ceasefire in Gaza and for us to avoid the displacement of local populations. These are minimum conditions to achieve any lasting peace. As we have stated elsewhere, Uruguay understands the two state solution as key to achieving a lasting peace between Israel and Palestine and to ensuring that both peoples can live together in peace and security. For this reason, Uruguay believes it is fundamental to ensure the holding of the upcoming high level conference for the peaceful settlement of the Palestine question and the implementation of the two state solution. This should mark a turning point and allow us to move forward with steady steps towards a lasting peace in the region, and we urge Member States to participate constructively in that process. We regret its postponement and we call on the co-facilitators and the organisers to set a date for it to be held as soon as possible. Thank you very much.

Mr. President, Mauritius commends the swift response of the President of the General Assembly in convening the tenth emergency special session following the inability of the Security Council to adopt a resolution calling for an immediate, permanent and unconditional ceasefire in Gaza, the release of all hostages and the lifting of restrictions on the entry of humanitarian aid into Gaza. The ongoing use of unbridled force in Gaza, now in its 20th month, has resulted in over 57,000 deaths, countless injuries, and the displacement of nearly two million people. Civilian infrastructure lies in ruins and famine looms. The adoption of resolution 2735 on 10th of June, 2024 had ushered in some new optimism, but this has been short-lived. Mauritius urgently calls for an unconditional ceasefire, the immediate release of hostages, and unimpeded access to humanitarian aid. Mauritius condemns in the strongest terms the recent killings of Palestinians seeking humanitarian aid in Gaza. Nothing justifies the collective punishment of the Palestinian people or attacks on civilians seeking basic sustenance. We demand an immediate and independent investigation into these incidents and accountability for all perpetrators. All parties must comply at all times with their obligations under international law, including international human rights law and humanitarian law. Mr. President, as a staunch supporter of the rule of law at international level, the longstanding stance of Mauritius in support of the Palestinian cause is relentless and unequivocal. In line with this principled approach, Mauritius voted in December 2024 in favor of the UN resolution requesting for an advisory opinion of the International Court of Justice on the obligations of Israel in relation to the presence and activities of the United Nations and other international organizations. Mauritius has always voted in favor of UN resolutions and African Union resolutions including at the latest summit in February 2025 reiterating our call for an immediate and permanent ceasefire in Gaza and the urgency of a peaceful resolution of the Palestinian question Mauritius reiterates its unwavering support for the two-state solution backed by a majority of UN member states we have no doubt that the safety and security of both Palestinians and Israelis lies in the establishment of an independent, viable and prosperous Palestinian state with secure and recognized borders, living in peace alongside its neighbors. The acceptance by all member states of a two-state solution is essential for peace and stability in the region. Mauritius calls on the international community to ensure, in accordance with obligations under the UN Charter, that durable peace and security prevail, and to accord full-fledged membership of the United Nations to the State of Palestine. Mr. President, Mauritius joins its voice to all those who advocate for peace over violence, for respect for international law, and for fundamental rights, including the right to self-determination, the right to life and dignity for all. Mr. President, at the outset, I would like to thank the representatives of Yemen and the Cameroon for calling for resuming this 10th emergency special session. I would also like to thank the countries that tabled and co-sponsored the draft resolution that reflects a genuine UN desire to reach an immediate ceasefire and to put an end to the killing and displacement of innocent civilians throughout the Palestinian territory, the ongoing Israeli aggression on the Gaza Strip and the rest of the Palestinian territory that led to the killing of tens of thousands, the wounding and caused the disability of hundreds of thousands and displaced millions of Palestinian civilians. This is an open wound that continues to bleed. The brutal bombardment continues to this very day, and the Palestinians continue to pay with their lives the cost of the brutality and intransigence of the Israeli occupation that failed even to respect UN offices and agencies, schools, mosques, and churches that were leveled to the ground. The entire Gaza Strip is now mere rubble. that stand witness to the brutality and incursion of the Israeli occupation. Ladies and gentlemen, this special session is particularly important given the attempts of the Israeli occupation to prevent the establishment of an independent Palestinian state through void legislations by the occupation's Knesset. This is threatening the entire region and throwing the region in a never-ending cycle violence and instability the Islamic Republic of Mauritania reaffirms its call for an immediate permanent end to the aggression of the Israeli occupation against the Palestinian people we call for the delivery of humanitarian assistance in an urgent and unhindered manner to the residents of the Gaza Strip we call for the reconstruction of the strip we also categorically reject attempts to displace the residents of the Gaza Strip and we support reaching a just and permanent solution to the Palestinian question pursuant to relevant international resolutions and the decisions of the Arab and Islamic groups which support enabling the Palestinian people to enjoy their full rights. We also condemn settlement and ongoing displacement throughout the Palestinian territory. Ladies and gentlemen, the expansion of the cycle of violence and settlement in the occupied Palestinian territory. Not only will this threaten the region, it will also remain a grave concern for the world. It remains a stain on the conscience of humanity. The suffering of the innocent civilians in the Gaza Strip continues. We cannot even Imagine the suffering. This requires a decisive response from the international community that compels the occupying power to respect international conventions and principles. Otherwise, it should be classified as a rogue state with the accompanying consequences. In this regard, the Security Council must shoulder its responsibilities, it must carry out its role of maintaining international peace and security, the Security Council has a moral and legal obligation. legal responsibility to put an end to the act of aggression against the Palestinian people to make sure that its resolutions are enforced in this regard. It is not permissible for this part or this role to be disrupted by any member of the council. Once again, we reaffirm our support to the resolution issued by this emergency session and the efforts made to put an end to the bombardment and to guarantee the delivery of assistance, and we value the votes of the 150 -- the 150 votes to this resolution. Mr. President, we thank the Arab Group and the Organisation for Islamic Cooperation for convening this emergency special session, which allows us to address the humanitarian situation in Palestine. Chile aligns itself with the statement delivered by Uganda on behalf of the Non-Aligned Movement. In relation to the latest ongoing events, the Government of Chile expresses its deep rooted concern at the escalation of violence between Israel and Iran as a result of the attack by the first country against Iranian military facilities, which is jeopardizing regional peace and international peace and stability. For this reason, we urgently appeal to both parties to cease the hostilities and to exercise the greatest restraint. Our country wishes to reiterate its commitment to international peace and security, as well as the peaceful settlement of disputes. Mr. President, since the reprehensible attack perpetrated by Hamas on the 7th of October 2023, which was followed by an indiscriminate response by Israel against the civilian population living in the Gaza Strip, Our country has insisted on the need to bring an end to the conflict and has demanded the release of all of the hostages. Today, we continue to mourn more than 55,000 deaths, including around 28,000 women and girls, according to the latest estimates of UN Women. We also grieve the death of hundreds of UN workers, including humanitarian and medical personnel, as well as hundreds of wounded. As was indicated by the Special Coordinator for the Peace Process in the Middle East, Sigrid Karg, the situation in Gaza has plunged civilians into an abyss. We express our sincere solidarity to all of those families who have lost their loved ones in this conflict, and we insist on the need to implement accountability mechanisms to identify those responsible. Chile strongly condemns the indiscriminate attacks by Israeli forces against the Palestinian civilian population, and we regret that, despite the commendable calls of the international community, we continue to bear witness to their worsening living conditions and dignity. Accounts such as those shared by the surgeon Firoz Sidwa to the Security Council recently move us deeply. We recall that it is the duty of the parties to ensure the shelter and protection of the civilian population as established in international law and international humanitarian law. Hence why we express our thanks to all humanitarian personnel who every day carry out their work, even risking their own integrity to save lives in the Gaza Strip. We also wish to reiterate our absolute support for the invaluable work on the ground carried out by UN agencies, particularly UNRWA, which is the body mandated by this organization to carry out a fundamental mission. Once again, we ask the Israeli government to stop its territorial expansion and the creation of settlements in the area of the West Bank, as well as to effectively and timely protect the population under occupation. President, in favour of a Palestinian community coexisting peacefully with Israel, Chile will continue to advocate for the two state solution, promoting the right of Palestine and Israel to coexist in harmony within internationally and safe, internationally recognised and safe borders, ensuring the protection of the human rights of all of the inhabitants. We eagerly await the holding of the international high level conference for the two state solution. This, we believe, represents a crucial opportunity to lay the foundations for the two state solution in accordance with the provisions of international law. We regret the recent veto of the resolution on Palestine in the Security Council, which called for the immediate and unconditional lifting of all restrictions imposed on the entry of humanitarian aid. Pursuant to our unfettered commitment to multilateralism and respect for human rights, our country co-sponsored this resolution, the resolution proposed by Spain, and we welcome its broad-based backing. We wish to reiterate our full readiness to collaborate with all UN bodies in order to build a dignified and stable future. Thank you.

Mr. President, I thank you for reconvening the 10th Emergency Special Session of the General Assembly. Just a couple of weeks ago, a path to peace in Palestine was offered, but it was blocked at the Security Council. This failure reflects a deeper breakdown in collective responsibility. The credibility of international law is on the line, and we collectively act, and how we collectively act will shape our future. The resolution presented to the Council would have created conditions for negotiations. A ceasefire is the first step. Without it, reconstruction remains impossible, and it would have enabled humanitarian aid, something no state should oppose. Yet the resolution failed and moved forward to a greater cost to Palestinian lives and to global trust. This was not just a rejection of resolution, it was the norms it represented. Let us be very clear, Palestinians are seeking rights already recognized in international law. Instead of support, the requests are met with silence and delay. Meanwhile, great violations of international law continue with impunity, without accountability. Sixty years of meetings on this issue offer two clear truths. First, this crisis did not begin on 7 October 2023. The Nakba predates it by more than 70 years and still defines the daily lives of Palestinian people. Second, Israel has consistently disregarded UN resolutions and ICJ decisions. Despite decades of condemnation, Israel's actions remain unchanged. The pattern reveals a blatant disregard for international norms and consistently refused to engage in good faith. We must respond with resolve. It is time to recognize the state of Palestine and actively support its rightful place as a full member of the United Nations. The Palestinian people must no longer be denied their dignity or their voice. They must sit at the table on equal footing with Israel, as equals in humanity and in rights. Where consensus fails, member states must be willing to act. When Security Council is paralyzed, the burden shifts to the wider membership. This is not just a call for division, but it's for responsibility and for unity grounded in justice. Israel's illegal occupation of Palestine must end, and those responsible must be held accountable. Without accountability, there can be no justice, and without justice, there can be no peace. Palestinians must be able to govern their country along the pre-1967 borders, with East Jerusalem as its capital. Palestinians must be granted the same fundamental rights as we demand for ourselves. This is not just about Palestinians. It is about the system we all depend on. If impunity prevails here, it sets a precedent far beyond the conflict. The Maldives remains firmly committed to justice and the rule of international law. We stand with the Palestinian people in their pursuit of peace, dignity and self-determination. I thank you.

Mr. President, since the first convening of this emergency special session in April 1997, when the United Nations member states and observers initially gathered under the agenda item titled "Illegal Israeli Actions in Occupied East Jerusalem and the Rest of the Occupied Palestinian Territory," we have collectively engaged in extensive deliberations amounting to thousands of minutes addressing Israel ongoing violation and its continued occupation of Palestinian land. Numerous resolutions have been adopted, each containing clear and unequivocal provisions, including repeated calls for an immediate cessation of illegal settlement activities, the protection of Palestinian civilians, and adherence to international humanitarian law. However, Not one has been fully implemented by Israel, and no substantive progress has been witnessed in reversing its apartheid policies or expansionist agenda. The Islamic Republic of Iran expresses its profound concern over the unwavering and indiscriminate support for Israel's unlawful, colonial, and occupation-driven policies by certain Western countries, particularly the United States. The use of the veto obstructed the adoption of a resolution calling for a ceasefire in Gaza, alongside the imposition of sanctions on the International Criminal Court, and the continued transfer of arms to the occupying regime constitutes a glaring manifestation of the ongoing practice of shielding Israeli perpetrators of war crimes and crimes against humanity. The United States' recent veto undeniably hampers the Security Council's ability to fulfill its mandate of maintaining international peace and security and impedes the realization of the inalienable rights of the Palestinian people. Since the commencement of the illegal occupation of Palestine, Israel has sought to expand conflict, instability, and hostilities to other parts of the region. In this regard, we strongly urge the occupying regime to abide by ceasefire agreements and fully comply with the relevant United Nations resolutions, ensuring accountability and adherence to international law. The Islamic Republic of Iran stresses that in accordance with the member states' foremost obligation under the UN Charter, we must undertake effective and coordinated measures to eliminate this protracted threat to international peace and security. It is imperative that we uphold our collective responsibility and take resolute action in support of populations enduring foreign occupation, ensuring the protection of their fundamental rights and the realization of their aspirations for self-determination. Mr. President, regarding the ongoing terrorist and criminal aggression by the Israeli regimes against the Islamic Republic of Iran, I wish to underscore some critical points. Israel has started a blatant act of aggression against the sovereign and territorial integrity of Iran. Its relentless campaign of atrocities against our people continues unabated. This is a serious violation of the United Nations Charter and fundamental principles of international law. This attack crosses all red lines. peace rogue regime deliberately targeted peaceful nuclear facilities operating under full IAEA safeguards that pose a serious risk of releasing radioactive material. The Israeli regime deliberately struck densely populated civilian areas in multiple large Iranian cities where millions live. So far, 1,481 people have been killed or injured. at least 224 civilians, including women and children, have been martyred. The Israeli regime has deliberately targeted civilians and critical civilian infrastructure, including a children's hospital, a rehabilitation center, water storage facilities, and petrochemical sites. Such brutal acts constitute war crimes and blatant violation of international humanitarian law. The Israeli regime has initiated this war by attacking the Islamic Republic of Iran. The so-called existential threat narrative is a false and legally baseless justification. It is merely a pretext to legitimize aggression and conceal Israel's war crimes. Let me be clear, Mr. President, when we face acts of aggression against our people, and sovereignty, we will respond decisively in exercise of the right to self-defense in accordance and compliance with international law, including international humanitarian law. This act of aggression must be unequivocally condemned, and the aggressor and their enabler must be held accountable. I thank you.

Thank you, Mr. President, for resuming the tenth emergency special session of the General Assembly. Bangladesh aligns itself with the statement delivered by Uganda on behalf of the NAM. While expressing satisfaction over the adoption of the resolution, Bangladesh also strongly condemns Israel's unabated atrocities with relentless destruction, displacement and massacres of innocent civilians. The merciless shooting on hungry population has crossed all limits of desecration of human life and dignity. Gaza has turned into a barren land of concrete rubbles. the humanitarian crisis that is unfolding is beyond imagination. As responsible members of the United Nations, we want unhindered continuation of the humanitarian works by the UNRWA and taking necessary measures to safeguard its mandate, staff, premises, and resources. Mr. President, the genocide, atrocity crimes, and mass killings perpetrated by Israel and faced by the Palestinians have created deep wounds for the humanity. We call for upholding the verdict of the International Court of Justice. Mr. President, Bangladesh supports the implementation of the two-state solution of the Palestinian issue based on international law, UN resolutions, and the aspirations of the Palestinian. Establishing a sovereign and independent Palestine state with East Jerusalem its capital, based on the pre-1967 border, is the only durable and sustainable solution to this grave crisis. Mr. President, today the world is now at a moral crossroad. We cannot be the mere witness to a systematic annihilation of innocent civilians in Gaza. We need immediate international intervention. If we can't act now, this deep own will haunt the posterity as a landmark failure of multilateral order to save humanity. I thank you, Mr. President.

President, distinguished delegates, too many innocent lives have been lost. Too many children have been killed. Too many families live in fear, in mourning, and without hope. The war in Gaza must stop. As diplomats, as politicians, and above all, as human beings, we cannot remain silent. We cannot stand by while civilians suffer and atrocities continue. It is our moral duty to act. As a Senator and in my capacity as a member of the Bureau of the IPU Standing Committee on Peace and International Security, it is my honor to address you today. As parliamentarians, we carry a unique and urgent responsibility to promote peace, uphold justice, and prevent yet another generation from being lost to violence and despair. Parliamentary diplomacy is not a luxury. It is a necessity. Through diplomacy, dialogue, and legislation, we must support efforts that lead to a just and lasting peace. This means advocating for a peace process that recognizes the legitimate rights of both Palestinians and Israelis, confronts historical injustices, and ensures that all people can live in dignity and freedom, free from rockets, checkpoints, displacement, and fear. This is not only our political mandate, it is our moral imperative grounded in justice, recognition, and our shared humanity. This special session of the General Assembly presents a critical opportunity to share with you the main points of a resolution that the IPU adopted at its 150th Assembly in Tashkent last April. entitled the role of parliaments in advancing a two-state solution in Palestine. The resolution is the result of an inclusive year-long process involving debates, regional consultations, and contributions from every geopolitical group of the IPU. Adopted by consensus, the resolution represents the IPU's strongest and most comprehensive position on the Israeli-Palestinian conflict in decades. It affirms that a just, lasting, and comprehensive peace can only be achieved through a two-state solution, grounded in the international law and mutual recognition. In the first instance, the resolution calls for an immediate and real ceasefire in Gaza. the release of hostages and political prisoners, and unrestricted humanitarian access. It reiterates the need to protect civilians, especially the most vulnerable, including children, women, people with disabilities, and the elderly. Second, the resolution spotlights a fundamental truth for a two state solution to work, there must be two states. The resolution therefore urges parliaments to press their governments to fully support the recognition of both Israel and Palestine as independent, sovereign states peacefully living side by side. By extension, it calls for Palestine to become a full member of the United Nations. These are not just symbolic gestures. They are political and legal prerequisites for achieving balance in international diplomacy and enabling lasting peace negotiations based on mutual recognition, equal rights and dignity for both peoples. Third, the resolution underscores the unique role of parliaments in peacebuilding through legislation, budget oversight and representation. Parliaments can hold governments to account, foster inclusive dialogue, fund humanitarian and reconstruction efforts and ensure that foreign policy aligns with international law and human dignity. Fourth, the resolution places particular emphasis on women and youth. calling for legislation and policies that recognise them as active peacebuilders, not just victims of conflict. It also urges investment in education for peace, interfaith dialogue and programmes that foster coexistence and mutual understanding. Moving beyond dialogue and towards sustained, structured engagement in support of a two-state solution, the resolution calls on the IPU Committee on Middle East Questions to more proactively facilitate parliamentary diplomacy between the parliaments of Israel and Palestine. The IPU firmly believes that parliaments must be agents of peace, not mere spectators of conflict. When they are empowered, inclusive, and accountable, they can help to bridge the divides that state diplomacy alone cannot. We are committed to working alongside the United Nations and all of you here to ensure that parliamentary voices are heard, that human lives are valued, helping to pave the way for a future where Israel and Palestine live side by side in peace. dignity and mutual security. Let history not remember us as passive witnesses to suffering, but as leaders who chose courage, compassion and action when it mattered most. Thank you.
