While promising progresses were made, we note the need for more time to find consensus on the opportunity to take a decision on the organization of the conference, UNISPACE IV. Therefore, we seek the Chair's advice on the next steps for the Committee to come to a final outcome during the intercessional period. Thank you, Chair. Italy · Chair [3:13]: Thank you so much. I thank the delegation of Italy for the update. I note that there is broad support for the proposals to hold a UNISPACE as contained in Conference Room Paper A/AC105 /2026/crp.32/Rev.1. But there is a need to continue discussions during the international— intercessional, sorry— period. So I therefore propose the committee agrees to conduct —further discussions during the intersessional period and that a decision on the objectives, form, venue, dates, participants, organizational scope, and financial aspects of the UNISPACE IV should be taken by means of a silence procedure during the same international period. Intercessional period, and thereafter, depending on the outcome, would be submitted by Italy to the General Assembly at its 81st session in 2026. We will now continue and hopefully conclude the adoption of our report. Distinguished delegates, this morning we have heard many important views on the adoption of our report. While nothing that is important discussion on streamline the structure of the report will continue in the future, today we will continue our consideration of the report in accordance with the established practice of the committee. Allow me, before going inside, some very short remarks on the approach used in preparing the report. Again, following the intersessional consultation, the chair of the working group of the world— of the Scientific and Technical Subcommittee presented on an experimental basis a proposal for a revised reporting approach for the report of the committee. The proposal envisaged moving away from the traditional practice of extensively recording individual national positions and towards a more concise structure comprising a summary of discussion under each agenda item, complemented by dedicated sections reflecting decisions and recommendations of the Committee. The discussion in the Working Group demonstrated broad support for the objective of making the Committee's report more concise, accessible, and user-friendly, while preserving their accuracy, inclusiveness, and consensus-based nature. At the same time, delegation expressed a range of views regarding the possible modalities for achieving that objective, and no consensus emerged at this stage on the specific format or methodology to be adopted. The summary of the discussion taking place during the plenary session of the 69th COPUS has been prepared by UNOSA Secretariat on the basis of the following criteria: focus on recurring themes repeatedly raised by regional groups and member states rather than on individual national priorities, technical achievements, national legislation, strategies, or policy initiatives. Then use of established COPUS and United Nations consensus language, avoiding formulation that could imply agreement where no broad consensus exists. Prioritization of issues that contribute to a discernible common direction for the work of the committee while avoiding political positions and issues that generate divergent views. Emphasis on areas where delegation demonstrated a common understanding as well as on emerging issues that attracted significant attention and may warrant further discussion with a view to building future consensus. These criteria were shared and discussed with the coordinators of regional groups, the representative of the European Union, the Bureau, including the two vice chairs, as the chair of the Scientific and Technical Subcommittee and the Legal Subcommittee. Their valuable feedback contributed to further refining the approach in full accordance with the principles of transparency and inclusiveness that have guided this chairmanship from the outset. Furthermore, The Chase team of legal experts undertook an additional review of the statements delivered under the agenda items considered by the committee, with a view to verifying that the application of the above criteria was consistent with the text of the summary and accurately reflected the discussion and intervention made by delegations. So for the better understanding of delegation, the Secretariat has clarified regarding to the report which paragraphs are procedures, which are decisions, and which are views. And this distinction is now reflected in provisional headings which are for internal purposes only and will be removed from the final version of the report in accordance with its established structure. We hope the delegation can go along with this proposal so that we can continue the consideration of the report in a timely and effective manner. I would also like to remind the delegates that due to the ongoing liquidity crisis, our session must conclude by 7 PM today, within the 3 hours from the start of the afternoon session. I will also just flag that for our delegation, we are not yet convinced that this report, as it's drafted, would be something that we feel comfortable publishing in a manner that co-mingles the procedural content with the summary of discussion with actions and decisions. So that is a discussion that I think in our perspective remains open. And maybe we just see how the conversation goes to make some decisions in that regard. Chair, with regard to paragraph 10, this is actually a good example of a topic that I think is widely agreed. That is a consensus viewpoint, but it remains unclear to us whether the committee is taking an action or whether it is recording a discussion among different viewpoints or whether it was a procedural matter. I think if we believe that this is something the committee should reaffirm, we should say reaffirm and we should move it to the decision section. If it is a discussion that happened, we should use maybe some broader language instead instead of noted, which is an action. It's a soft action, but it is an action. So I think perhaps we would say, if we want to leave it here in the summary, we would say discussed or some formulation. Frankly, it's a bit difficult, you know, now to see this report because we see this procedural issues summary and decisions. We are a bit confused and because we have some proposal to actually to this addendum which we have already sent to the Secretariat and would like to reflect it to the screen, namely certain bits. I can read it out. So the Committee was informed that the position to the affiliation to the United Nations of the Regional Center for Space Science and Technology Education in Eurasian region hosted by the Roscosmos Corporate Academy continued to be maintained. Argentina would like to make a proposal to add a paragraph addressing the COP/US link so that the report would include the national statements for two reasons. Firstly, because we agree with the way in which the Secretariat has drafted the report. We think that, indeed, this could be more effective. And secondly, there's no need to discuss the national statements if we include them directly. And also because Argentina disassociated itself from Agenda 2030 as of October, it's no longer binding on us. And if we do not include the national statement, at least through a link, then our disassociation from that item would not be reflected. I think this would come under Addendum 15. So in order to avoid having national positions appended to all of the addenda, we think it would be a better idea to just have a link. Thank you. Italy · Chair [38:28]: Thank you. I think, however, the proposal from the distinguished delegate of Argentina is an elegant way to highlight that a wide range of delegations made a wide range of statements and to let those statements speak for themselves. They don't need to be renegotiated here in the report, and we should not be policing each other's statements. Every member state has the right to express its own viewpoints, and they can be very different from each other, and we shouldn't have to agree on those in the context of this report. The Committee was informed that notwithstanding the revisions introduced to the Updated draft resolution entitled Space Science and Technology for Promoting Peace. Concerns remained regarding the appropriate competence of the committee to address issues covered by the draft resolution, the potential duplication of issues addressed elsewhere within the United Nations system, and the extent to which the draft adequately reflected the dual-use nature of many space technologies and the existing international legal framework governing the issue. And secondly, with respect to the proposal of the US, I think it was, to delete 7. As a placeholder regarding the outcomes of the discussions. We're not really understanding why it needs to be deleted. We would like to actually propose text on the outcome of the consultations. Italy · Chair [51:57]: Thank you. Yes, please. For the placeholder for outcomes of the consultations, the Secretary General also prepared some text for the consideration of the member states, and with the permission of the member states, we are happy to show what the text looks like. So what we prepared as the text for your consideration is that while support was expressed for the draft resolution, which aimed to strengthen cooperation in the peaceful uses of outer space, develop space technologies to address global challenges, prevent the militarization of outer space, thereby ensuring its peaceful and sustainable use for the benefit of all humankind, it was also expressed that the committee was not the appropriate forum for consideration of the draft resolution. Resolution, given its focus on security-related matters. We prepared this paragraph to be in a section of the summaries. Thank you very much, Mr. Chair. Thank you. United Kingdom of Great Britain and Northern Ireland [53:07]: UK. Thank you very much, Mr. Chair. I think to begin with, we'd like to just express our concern about this process. We've got a huge amount of text to review and we've got very little time, so for us it seems that we're kind of working in a fruitless way. We're not going to end up with a report at this speed. So that's just the first thing that we'd like to say. Second thing is we can't agree to that paragraph. We don't think that that was actually an accurate reflection of what was discussed, and as far as we can see, it was a single member state that wanted to hold its own informal consultations about a process that's not happening in Vienna, so I don't understand why we would would need to have outcomes of those consultations recorded within the report of COPUS. We heard from a distinguished delegate from the Russian Federation that only one member state had the view that was expressed by our distinguished colleague from Ukraine. The UK had the same position and we expressed it under the ways and means agenda item, so we also express that view. However, as I said, if we continue in this way, I don't think we're going to end up with a report. So we might want to think about how we're progressing and the speed at which we're progressing. I just want to echo the comments of our UK colleague, and in particular on this language. This isn't something that we can support the way it's as drafted makes it sound like the committee in its entirety expressed support for the draft resolution, as well as what it aims to achieve, and that is not the case at all. I think if it's necessary to include something about the outcome, we should just simply note that consensus was not achieved on this resolution. But I also echo the concern that if we continue going at this pace, we will not end up with a report. Italy · Chair [55:05]: Thank you. Thank you. Any other? Ukraine again, please. As we understand it, when we held the consultations, it was our delegation that held the consultations. We were not trying to achieve consensus. We were informing delegations about our initiative in connection with this draft resolution. So we did conduct those consultations, and as a result of the consultations, we succeeded in agreeing on a statement by member states of COP/ROS in support of the draft resolution, and we informed of that, and we also read out the text of the statement. This body, if it is going to continue to be effective, cannot dedicate the amount of time that we have spent to informals or informals on language that ultimately is not an action of this committee. The actions, the short list of actions and decisions and recommendations that we do have, we probably have something like 15, maybe, of them. They speak for themselves as to what the actions, the decisions, the products, the outcomes of this body. All of the discussions, the language about national views expressed, the more paragraphs that are in a report does not make it a more impactful report. And so I think it's important for us to learn from the experience that we've had this week to find a better way to operate in this body. To reflect every view, and I fully agree with the colleagues who have said that it is a regret that the views of developing countries have not been adequately expressed here, and I think we share that
