The assembly will continue its consideration of Agenda Item 35, entitled Question of Palestine. I now give the floor to the distinguished representative of Norway. Norway [0:41]: For decades, Norway has sought to contribute to a just and lasting solution to the conflict between Israel and Palestine. Both the Israeli and Palestinian people deserve peace now. Norway reiterates its support for security council resolution 2803 and the 20 point plan. We underscore the need for all parties to uphold the ceasefire in Gaza and for the plan's second phase to proceed without delay. The humanitarian situation in Gaza remains deeply concerning. Aid and personnel must have safe, rapid and unhindered access to all areas. Israel's obligations in this regard were clearly expressed by the ICJ in its advisory opinion of 22 October. This advisory opinion is now followed by followed up through a GA resolution subject to adoption in the Plenary shortly. Humanitarian assistance to Gaza must be delivered in line with international humanitarian law and humanitarian principles. Aid systems resulting in forced displacement is unacceptable. In addition to improving the lives of the people in Gaza, aid should be in line with Palestinian priorities. President in line with international law, Palestine's future should rest in Palestinian hands. Palestinian participation and ownership are also essential for the 20 point plan to succeed. This means meaningful involvement of the Palestinian government and visible on the ground presence of legitimate Palestinian institutions with mechanisms for broader engagement of the Palestinian people and civil society. Norway condemns the recent surge in settler violence across the West Bank. The UN has documented more than 250 attacks in October alone. Israel's illegal occupation, settlement expansion and system of closures and restrictions are making the situation increasingly unbearable. These destabilizing actions threaten to undermine both the 20 point plan and the two state solution. We urge Israel to halt settlement expansion, release tax revenues owed to the Palestinian Authority and comply with its obligations under international law. Norway firmly maintains that only a two state solution can deliver lasting security and freedom for both Palestinians and Israelis. In this context, we emphasize that Gaza is an integral part of Palestine and steps must be taken now to ensure that Gaza and the west bank can be reunited under the governance of Palestinian authorities. As Chair of the International Donor Group for Palestine and co initiator of the Global alliance for the implementation of the two state solution, Norway stands ready to help implement the 20 point plan and follow up on the objectives of the New York Declaration endorsed by this General Assembly. Brunei Darussalam [4:55]: Assalamualaikum. Warahmatullahi Wabarakatuh bismillahirrahmanirrahim President the question of Palestine has remained before this organization for more than seven decades. However, the Palestinian people continue to endure illegal occupation, displacement and the systematic denial of their fundamental rights. Throughout this period, this struggle has been marked by tremendous suffering, the loss of countless lives, widespread destruction and the continued expansion of illegal settlements by the occupying power. The founder of the United nations pledged to save succeeding generations from the scourge of war. Yet, as we mark the 80th anniversary of this organization, we are reminded that the promise long extended to the Palestinian people remains unfulfilled. It is not the absence of international resolution that has brought us here, but the absence of their implementation. Nearly 300 Security Council resolutions have been adopted, yet remain without meaningful action. This painful backdrop has spurred the adoption of the important General assembly resolution endorsing the New York Declaration on the Peaceful Settlement of the Question of Palestine and the implementation of the two state solution. For Brunei Darussalam this resolution and the declaration represent renewed commitment of the international community that the two state resolution remains the only viable, just and lasting path towards peace between the Palestinian and Israeli peoples, towards security and stability for the region. It also reaffirms last that lasting peace can only be achieved through the establishment of an independent and sovereign state of Palestine based on pre1967 borders, with East Jerusalem as its capital, living side by side with Israel in peace and sovereignty. President the situation in Palestine today, especially in Gaza and across the occupied Palestinian territories, is unprecedented in its scale of devastation and human tragedy. It is a stark reminder of the consequences when political solutions are merely discussed, promises remain unfulfilled and international law is disregarded. Last September, Brunadarussalam's second Foreign Minister reminded this assembly that the world made a vow after the horrors of the Second World War, never again. Yet in Palestine today we witness actions that betray that vow through indiscriminate bombings, forced displacement and collective punishment of an entire population never again does not belong to one people alone. It is a universal promise to protect all humankind from atrocity and injustice. To ignore the suffering of the Palestinian people is not neutrality, it is complicity. Brunei Darussalam position has always been clear in unwavering we firmly support the legitimate and inalienable right of the Palestinian people to self determination in statehood. These include their rights to live freely and securely in their homeland with dignity and without fear of violence and deposition. We have consistently maintained that the two state solution is not merely a political aspiration. It is a legal obligation under the charter of the un, relevant Security Council resolution and international humanitarian law. We also reiterate the crucial role of the United Nations Security Council in maintaining international peace and security, including in upholding international law that is applicable to everyone. We must not allow the erosion of multilateral institutions or the international legal framework that have been built over decades. President. While we work towards a durable political situation, we cannot ignore the dire humanitarian situation on the ground. Brunei Darussalam therefore welcomes the signing of the ceasefire agreement and urges all participants concerned to fully abide and faithfully fulfill the obligation so that we can prevent continued loss of innocent life and enable safe unhindered access of humanitarian assistance. We also commend the tireless work of ANR and other humanitarian agencies which continue to provide life saving assistance under the most challenging circumstances. Madam President, the question of Palestine is not only about peace in the Middle East. It is a test of this Assembly's credibility and of the international community's morals resolve. The continued denial of the Palestinian people's rights undermined the very principle of justice, equality and self determination that form the foundation of the United Nations. As we mark the 80th anniversary of this organization, we must reflect on its founding promise. Brunei Darussalam therefore urges all parties to cease all action that undermine the two state solutions, including illegal settlement, expansion and attempt to alter the legal and demographic status of East Jerusalem and to create conditions conducive to meaningful dialogue and trust building. Madam President, the adoption of the New York Declaration has given us a renewed mandate. Now it is our collective responsibility to ensure its full and faithful implementation. This momentum should be channeled into renewed efforts towards a permanent and lasting ceasefire in Palestine and towards addressing the root causes of the conflict, including ending decades of occupation violence and the expansion of illegal settlements by the occupying power. Algeria [11:14]: Thank you, Mr. President. @ the outset, Algeria expresses its sincere appreciation to the Committee on the Exercise of the Inalienable Rights of the Palestinian People and to the Secretariat of the United Nations Conference on Trade and Development for their reports for this year. Mr. President. The General Assembly's debate this year on the question of Palestine is convened following the Gaza Ceasefire agreement, an agreement long awaited after two full years of bombardment, starvation and forced displacement. Even though it has been more than 50 days since the entry into force of this agreement, the Israeli occupation continues to deliberately target civilians. Since the ceasefire agreement, more than 350 martyrs were killed. And the total number of martyrs has. Reached more than 70,000 so far, most of them women, children and elderly. This is a blatant violation of international law and international humanitarian law and the most basic humanitarian principles. The Israeli occupation persists every day in perpetuating the suffering of the Palestinian people through schemes of destruction. Annexation, ethnic cleansing and settler terrorism. They insist on weaponizing starvation in Gaza by depriving it from food and medicine. They are destroying the contiguity of the west bank through thousands of checkpoints, forced displacement, killing, assassinations and summary executions without any accountability or deterrence. In the face of such crimes, Algeria renews its full solidarity with the Palestinian people. We reiterate our full support to the Palestinian people to regain their full rights. Foremost the right to self determination and to an independent sovereign statehood with. Jerusalem as its capital. Mr. President, only a few days ago the international community renewed its solidarity with the Palestinian people. This solidarity must be translated into tangible action that ends decades of suffering and injustice proceeding from this moral and legal responsibility to do justice to the Palestinian people. Algeria calls on the international community to act immediately along three parallel tracks. First, the humanitarian and relief track. This includes the immediate consolidation of the ceasefire, the full withdrawal of the Israeli forces from Gaza, ensuring the sustainable and unobstructed flow of aid, guaranteeing full protection for humanitarian personnel, enabling UNRWA to fulfill its UN mandate and securing an international commitment to rebuild and reconstruct what the Israeli aggression has destroyed. Second, the legal and judicial track. This would come through activating accountability mechanisms to end impunity and ensure the immediate halt of settlement activity and settler violence in the West Bank. We must reject all schemes aimed at separating Gaza from the west bank or reducing its area. We should guarantee contiguity between Gaza and the West Bank. Third, the political track. This is the ultimate goal. It is exemplified in an end to the occupation by granting Palestine a full UN membership. Morocco [16:11]: Mr. President, at the outset I would like to thank you for convening this meeting which comes after the international community celebrated the International Day in solidarity with Palestine. The Kingdom of Morocco aligns itself to the statement delivered by the State of Kuwait on behalf of the Arab Group. Mr. President, in line with our principle or the principled commitment of His Royal Highness King Mohammed vi, head of Al Quds Commission. And his keenness to follow up on the situation in Palestine. We call for greater mobilization of the international community to reach. Just and comprehensive peace in the region. His Royal Highness. Addressed. Our. Assembly and. We call upon all parties to fully implement this agreement which will lead to the release of all prisoners and ensure the access of humanitarian aid. Saudi Arabia [21:34]: In the name of God, the Compassion, the Merciful. Mr. President, the Kingdom of Saudi Arabia expresses its appreciation to the effort made. On the question of Palestine. We stress our principal position supporting the brotherly Palestinian people and their legitimate rights, the inalienable rights, including the right for self determination and the establishment of an independent state, a sovereign state along the lines of 1967 with East Jerusalem as its capital. The Kingdom believes that the international legislation, including the resolutions of the Security Council and General assembly and the Arab Peace Initiative is the right foundation to reach a just solution as aspired by for by the international community. The tragic scenes witnessed by the Palestinian people today impose a moral duty and a legal duty on the international community. The continued attacks against civilians targeting civilian and medical institutions are grave violations of international humanitarian law. They would lead to an exacerbation of suffering and we cannot stand still before that. Thus, the United nations and its different agencies in progress must undertake their. Role and ensure that abiding by the IHL is not a choice. Instead, it's an obligation on all parties. We reiterate that the humanitarian crisis cannot be addressed without addressing its political root causes. We cannot ensure peace and stability in the region without ending the occupation, stopping the unilateral policies and finding an environment conducive to a serious political process that would lead to the implementation of the two state solution in line with the agreed upon rules of international legitimacy. Thus, the Kingdom expresses its readiness to work with all regional and international partners to support any effort aimed at a just and durable peace in the region. Mr. President, the Kingdom would like to stress the vital role played by the unrwa. For it is a lifeline for millions of Palestinians. It plays a vital role to ensure social and humanitarian stability, especially under the current circumstances in the region. The recent resolution on UNRWA referred to the Kelowna Report and stressed the need to implement all recommendations of that report. We believe that it's important to continue the expansion process to ensure transparency. However, this must not be used as a tool to bring pressure to bear or to undermine the role of UNRWA or restrict its ability to undertake its mandate. We call upon the international community and the donor parties to continue their support to UNRWA and not bring about any reduction or suspension of financing because this will have a direct impact impact on the life of millions of refugees and the stability of host communities. It will also affect the ability of the UNRWA to meet humanitarian, educational and health needs. Mr. President, we firmly believe that the comprehensive and just solution would need a credible political process based on the principles of international law and international legitimacy. There has to be the environment that conducer for an end to the occupation. We call for international, unified and responsible international action that will protect civilians and alleviate the suffering and revive hope for a long awaited peace. Thank you, Mr. President. My delegation aligns itself with the statement delivered by the Movement of Non Aligned Countries and express our appreciation for the reports presented which detail the serious consequences of the prolonged occupation on the Palestinian people as well as its direct implications for regional stability. More than two years have now elapsed since the genocide underway in the Gaza Strip began. The most recent figures are deeply alarming. More than 100,000 Palestinians have been killed, the majority of them women, children and older persons. Life expectancy in Gaza has been reduced by nearly half. More than 80% of essential infrastructure has been destroyed. Famine continues to spread and millions of people remain trapped in conditions that deny them all dignity and all hope. It is a human tragedy of historic proportions, a tragedy born of political decisions. Violence, however, is not confined to Gaza. The west bank is experiencing its most severe situation in decades. Killings, demolitions, land confiscation, extreme settler violence and economic asphyxiation that threatens the very viability of the territory. The reports before us today confirm the systematic entrenchment of a de facto annexation that stands in clear contravention of international law, the orders of the International Court of Justice and the resolutions of both the Security Council and the General Assembly. The situation in the occupied Syrian Golan, for its part, continues to deteriorate, marked by military incursions, severe environmental harm and a growing risk of escalation. In Lebanon, notwithstanding the ceasefire, attacks persist and entire communities continue to endure displacement, destruction and constant fear. Regional security is profoundly compromised. And in this context, we wish to particularly acknowledge the role of the United nations, including its peacekeeping missions in the region, in supporting peace and regional stability. Mr. President, Colombia values the ongoing mediation efforts, especially those of the United States, Egypt, Turkey and Qatar. In such a complex environment, international mediation is an essential instrument for preserving hope. We stand at a watershed. The Gaza Strip is currently under a fragile ceasefire and we urge that it be fully respected. Recent efforts by the International community to halt the barbarity have offered renewed hope for charting a path towards peace in the region should genuine political will prevail. These efforts could enable progress toward a credible and sustained ceasefire, towards an end to settler violence in the west bank, toward the reconstruction of Gaza, and toward the resumption of a serious political process grounded in international law. Excellencies Colombia shares in this renewed sense of hope. Yet we wish to state unambiguously that peace must rest upon clear principles. No arrangement constitutes peace if it disregards the Palestinian people's right to self determination or their right to a sovereign, independent, viable and contiguous state. No arrangement constitutes peace if it fails to guarantee justice, reparation, guarantees of non repetition and the right of return for all Palestinian refugees. No arrangement constitutes peace if it does not ensure accountability for war crimes and crimes against humanity. No arrangement constitutes peace if it undermines the international legal order, facilitates violations of international humanitarian law and tolerates impunity in the face of genocide. No arrangement constitutes peace if it condemns the population to live under an apartheid regime that restricts their civil and political liberties. Excellencies, Peace in Gaza, in the west bank and throughout the Middle east has a clearly defined point of departure, the termination of Israel's illegal occupation. This is why we reiterate our call upon all member states of this organization who bear the responsibility to respect and to ensure respect for the purposes and principles of the UN Charter, to comply fully with the orders of the International Court of Justice, to guarantee full adherence to international humanitarian law and to adopt concrete measures, such as those advanced by the Hague Group, that ensure that no state contributes directly or indirectly to the commission of atrocities or to the continuation of genocide and of the illegal occupation. The Government of Change is committed to peace both within and beyond its borders. Our own national history teaches us that there can be no peace without justice, without inclusion and without truth. We reaffirm our commitment to the United Nations Charter, to international law and to a just and lasting solution to the question of Palestine. One that is founded on the end of the occupation and on the real prospect that Israelis and Palestinians may live in peace and security within the pre1967 borders. The region deserves a future of stability, prosperity and dignity. This is the moment to make that future possible. Thank you, Mr. President. My delegation associates itself with the statement delivered by Kuwait on behalf of the Group of Arab States. The Palestinian cause is a symbol of justice delayed and a gauge of the international community's commitment to the principles of the United nations charter since the 1948 Nakba and what followed it in terms of forced widespread displacement. The Palestinian people continue to suffer under occupation that imposes siege and closure and continues to expand settlements in a clear violation of international law and Security Council resolutions 242 and 2334 the Sultanate of Aman has followed closely the report submitted by the Committee on the Exercise of the Race of the Palestinian people in document A80.35 in that report, the centrality of the Palestinian people to self deter Palestinian people's right to self determination was reinforced as well as the need to end the occupation and it called for the implementation of General assembly resolutions, including the resolution supporting Palestine's request for full membership in the United Nations. The report also noted the important role of civil society and the United nations programs in supporting Palestinian steadfastness, especially in light of the restrictions imposed on movement and access. Sultana also welcomes the importance to report accorded to the ICJ Advisory opinion issued in 2025 which stressed Israel's obligations as an occupying power and its duty to guarantee humanitarian access to the Gaza Strip and to fully cooperate with United nations agencies with UNRWA at the forefront. The Sultanate of Aman stresses that this advisory opinion is a fundamental legal point of reference and bolsters the international community's demands for accountability and an end to impunity. Mr. President, the attacks on the Gaza Strip and the continued besiegement of Gaza, in addition to the continued settlement expansion in the west bank and East Jerusalem, all of these are grave violations of the Fourth Geneva Convention and limit any horizons for a two state solution. The Committee's report also stresses the urgent need to establish an immediate ceasefire and to guarantee humanitarian access with no obstacles and to guarantee the protection of civilians in here. The State of Amana would like to renew its support for UNRWA as a main foundation for Palestinian refugees and we call for providing sufficient funding and sustainable funding to the UNRWA and to reject any attempts to undermine its mandate. Achieving a just and lasting peace requires ending occupation and allowing the Palestinian people to establish their independent state within 4 June 1967 borders with East Jerusalem as its capital. Rahman calls for Member States to vote in favour of the draft resolution to support justice and the ineliberal rights of the Palestinian people. I thank. You. GA · Chair [35:20]: I thank the distinguished representative of Oman. I now give the floor to the distinguished representative of South. Africa. South Africa [35:38]: Foreign. The Palestinian people continue to confront the catastrophic impacts of the brutal atrocities and acts of genocide in the Gaza Strip, as well as ongoing violations of international law and settlement of expansion in the west bank, including East Jerusalem, more than a month after a ceasefire was announced and all living Israeli hostages having been released. While Israeli authorities and forces have reduced the scale of the attacks and allowed limited amounts of humanitarian aid into Gaza, this effectively means that the use of starvation and the blocking of aid as a weapon of war continues to persist. These developments lend credence to the assertion made by the Secretary General of Amnesty International that the ceasefire risks creating a dangerous illusion that life in Gaza is returning to normal, which it is clearly not. President we note that the draft resolution under consideration is primarily focused on reaffirming support for the two state solution, with Israel and Palestine living side by side in peace and security within recognized borders, based on the pre1967 76 borders as the most realistic path to a lasting peace. Notwithstanding efforts to bring an immediate end to the conflict, South Africa stresses the importance of the self determination of the people of Palestine. The draft resolution itself is underpinned by the conclusions of the International Court of Justice, which was set forth in its advisory opinion of July 19, 2024, which indicates that the right to self determination in the case of the Occupied Palestinian Territory constitutes a preemptory norm of international law. Therefore, no solution to the question of Palestine should be imposed on the people of Palestine. We recall that the International Court of Justice has issued an advisory opinion stating that Israel's occupation of the Palestinian territories, including the west bank and Gaza Strip, is unlawful and concluded that Israel's occupation of the Palestinian territories is in clear violation of international law and that Israel should end its occupation and withdraw its forces from the territories. International community, including the United Nations General assembly and the Security Council, should take firm action in terms of the UN Charter to compel Israel to comply with the Court's decision and bring an end to Israel's unlawful presence in the Occupied Territories. We further remind and recall that the Advisory opinion issued on 9th July 2004 confirmed the illegality of the wall constructed by Israel in the Occupied Palestinian Territory and called for its immediate dismantlement. The Advisory opinion issued on 19 July 2024 confirmed the unlawfulness of Israel's prolonged occupation settlements and racial separation practices in the Occupied Palestinian Territories and called for Israel and its forces and settlers to leave as rapidly as possible. The vision of Israel and Palestine living side by side in peace within secure and recognized borders will remain elusive as long as Israel continues to defy the World Court and repeated breaches of the United nations resolutions. It's also important to note that Israel has not only ignored these advisory opinions, but it has also escalated and expanded its violations of international humanitarian law and international human rights law, including against the UN and unrwa. The brazen disregard for the most vital international norms and laws by Israel has been a central part of perpetuating a crisis in international law where wanton acts of grave violations will be allowed to persist unchecked, resulting in a severe lack of accountability for the most brutal acts, including genocide. The failure to deliver the most basic humanitarian need as as a result of the blockade of humanitarian aid and a disinformation campaign against legitimate aid organizations have been devastating for the Palestinians in Gaza. UNRWA is facing an existential threat at the same time as that of the people of Palestine are facing theirs. Despite the much promoted ceasefire agreement which may have slowed but has not stopped the killing and devastation or the starvation in Gaza, we welcome and reiterate the urgency to implement the advisory opinion of the ICJ of 22 October 2025 concerning Israel's obligations regarding the presence and activities of the United nations and other international organizations and Third States in relation to the Occupied Palestinian Territory territories. President Israel's annexation policy in the west bank, particularly in Area C, which focuses on expanding settlements, constructing new settlement units and promoting Israeli control over the region, must be rejected by the international community as a violation of international law. South Africa condemns in the strongest terms these apartheid practices and inhuman acts committed by Israel for the purpose of establishing and maintaining domination and systematically oppressing Palestinians. In addition, South Africa holds the view that the selective application of international law undermines the effectiveness of collective responses to global security threats. As the international community, we have a responsibility to work tirelessly towards supporting and calling for the immediate and unconditional end to Israel's illegal occupation of Palestine. Our collective human duty to act cannot be avoided. We must demonstrate our commitment to upholding Israel to stop the genocide. Given the continuing killings of civilians despite the ceasefire that is in place, and to ending the impunity that has fueled decades of Israeli crimes across the Occupied Palestinian territory. We must proceed together as a collective with due regard to international law, international humanitarian law and all resolutions of both the General assembly and the Security Council. Israel must ensure unfettered access to food, medicine, fuel, reconstruction and repair materials. I have the honor to introduce draft resolution titled the Syrian Golan which reaffirms the fundamental principle of the inadmissibility of the acquisition of territory by force and underscores that Israel's continued occupation of the Syrian Golan, ongoing since 1967, constitutes a violation of international law. The draft recalls Security Council Resolution 497. It underscores the illegality of Israel's decision in 1981 to impose its laws, jurisdiction and administration on the occupied Syrian Golan and stresses that this action is null and void. The resolution further reconfirms the applicability of the 1949 Geneva Convention on the Protection of Civilians and the Hague Regulations to the Syrian territory under occupation. It expresses deep concern over stalled peace negotiations on the Syrian track and calls for their resumption and urges Israel to withdraw fully to the line of June 4, 1967, in accordance with relevant UN Security Council resolutions. In this vein, the draft appeals to all concerned parties and the international community to redouble efforts towards restoring a just, comprehensive and lasting peace in the region and requests the Secretary General to report on implementation at the next session. Syrian Arab Republic [54:14]: Thank you, Mr. President. First we'd like to express our appreciation to Sister Lee Republic of Egypt for submitting the draft resolution entitled the Syrian Golan. We thank the other Member States that have sponsored this draft resolution that will support it and vote in its favor. We would like to associate ourselves to the statement delivered by the State by the State of Kuwait on behalf of the Arab group. Mr. President, the Israeli occupation preempted this meeting and last Friday on 28th November perpetrated a horrific massacre during its incursion into the Syrian town of Beijing, which is which is located after the area of separation in the Governorate of Farif of rivka, during which 1313 civilians were martyred, including women and children. Tens of other civilians were also injured. This act has caused a large wave of displacement as a result of the continued barbaric shelling of the homes of unarmed civilians which followed the failure of that operation to achieve its targets. Syria condemns this massacre in the strongest of terms. It is a reflection of the difficult reality of that the Syrian south has been living for the past year as a result of Israeli attacks against Syria and its people and we call upon Member States to condemn this crime. My country condemns the provocative showmanship that was put on by the Israeli Prime Minister Benjamin Netanyahu on the 19th of last month in several of the areas that the Israeli occupation army has entered and invaded. And since the adoption of the resolution on the Syrian Golan last year, and until this very minute, the Israeli attacks against my country Syria have not stopped. The occupation army is illegally present in the separation zone and this is a grave and blatant violation of the disengagement agreement of 1974 and of international ditimacy resolution. Keeping in mind that the area of separation contains several villages and tens of thousands of Syrian residents. And the fall of the past regime was followed by an announcement by the Israeli Prime Minister stating that the 1974 agreement is null and void. And he unilaterally and illegally called for this removing Syrian weapons from all the governors of the south which are Qunaytara, Daraa and Suwayda. The Israeli practices in the southern part of Syria have taken on several dimensions and the reports of the security of the Secretary General have mentioned some of them. The occupation constructed 10 locations in the area of separation and two other locations beyond it. This was accompanied by attacks against Syrian civilians or killing them, or kidnapping them, or sabotaging properties and means of making a living. Their trees and their farmland has been bulldozed as well as forests and natural reserves. For example, the Israeli occupation forces, in just two days in October, they bulldozed an area exceeding 110 dunams in the natural lands of Taranja in the north of the area of separation. And this area contained old trees that are over 300 years old. And Israeli forces continue to remain in that area. Moreover, the Israeli occupation authorities continue forces continue to control water reservoirs and dams in that area, which are a main source of water for drinking, irrigation and farming in the southern area of Syria. And they aim to convert divert this water to the new settlements in the occupied Syrian Golan, which would have disastrous consequences on the Syrian villagers residing in that area. This will constitute a dangerous threat to water and food security in my country. Mr. President, the General assembly, through its annual resolutions, continues to call on Israel to end its occupation of the Syrian Golan and its it affirms that any measures that Israel takes to impose its laws, jurisdiction and administration on the occupy Syrian Golan are null and void and have no legal validity whatsoever. This position of the General assembly is in line with the position expressed by the Security Council unanimously in resolution number 497. Moreover, the general assembly, in the resolution that we will vote on shortly in that resolution, the General assembly, states that the continued occupation and annexation of the Syrian Golan de facto are an obstacle towards the achievement of a just and comprehensive and lasting peace in the area. Here it is important to clarify that the security talks that Syria has entered with Israel with the support and facilitation that we appreciate by the United States and with the personal follow up by President Trump, these are only a means to deal with the security concerns of both sides. Seeing as Syria places peaceful and diplomatic means at the top of its priorities. These talks do not in any way deal with the fate of the Occupied Syrian Golan. We stress that the Syrian Occupied Syrian Golan is Syrian Arab land and our country has every right to regain this land fully and until the 4th of June 1967. Lines this is a firm law that cannot be subject to compromise or pressure and has no statute of limitations. It is guaranteed by international law and relevant United nations resolutions. Moreover, Syria stresses that it will continue to exercise its legitimate right to defend its land and its people using all means necessary as guaranteed by international law. My country calls for holding accountable the Israeli occupation authorities for all the crimes and we call for working to guarantee that they do not go with impunity. Mr. President, Syria calls on the United nations to take immediate measures to implement its resolutions so that the Israeli occupation of the Occupied Syrian Golan will end and so that we can put an end to the violation by Israeli occupation forces to Syrian sovereignty to put an end to Israeli incursions and their systemic practices against the Syrian Golan. It received wide support, including from Arab partners. This resolution, however, reads as if none of that ever occurred in parts. It even works against the objectives of President Trump's plan. Its problems lie both in what it says and in what it refuses to say. It calls for a costly mandate and gives the false impression that there is wide backing for processes that are in reality highly disputed. To reiterate, Israel welcomes President Trump's comprehensive plan to end the Gaza conflict and supports the Trump Declaration for Enduring Peace and Prosperity. We remain committed to meeting our obligations under the plan. We enable more than 600 trucks of humanitarian aid into Gaza every day. We continue to closely coordinate with our international partners. Hamas, on the other hand, bluntly violates the terms of the plan. It refuses to surrender its weapons, it sends fighters across the yellow line and it continues to hold the bodies of two of fallen hostages, Rongville and Thai national. Rintelak. One would expect the draft resolution, the same resolution that supposedly welcomes the ceasefire agreement based on President Trump's comprehensive plan to end the Gaza conflict to strive to build on developments on the ground. Instead, the text somehow skips the central requirement for peace. Disarming Hamas it is difficult to reconcile the praise for a plan built on demilitarization with a resolution that seems averse to even mentioning it. This disconnect speaks for itself. The omissions. In this resolution are as striking no condemnation of Hamas, no acknowledgement of the October 7 massacre, no reference to the need to end violence or dismantle the terror infrastructure in Gaza, not even the courtesy of noting the two hostages bodies remain in Hamas's hands. Security Council Resolution 2803 could not be clear. Before the Palestinian Authority is considered capable of governing, it must complete extensive reforms. Reforms reference across proposals from President Trump's peace plan to the Saudi French initiative, these reforms are not decorative. They include restoring credibility, ending incitement, dismantling terror networks, holding elections and demonstrating effective control on the ground. Yet the text of this draft resolution directly contradicts the resolution by calling for the unification of Gaza and the west bank under the Palestinian Authority without acknowledging any of those requirements. No reforms, no elections, no end to the pay for slave policy. The resolution then goes a step further. It invites the General assembly to welcome recognition of a so called Palestinian state on a purely bilateral basis. As though this chamber can simply rewrite the UN Charter. Admission of new states requires a Security Council recommendation and a General assembly decision. That is not a procedural footnote. It is the foundation of the system we all claim to uphold here at the un. This text tries to create an almost parallel path to statehood, one where the assembly bypasses Article 4 and chips away at its own authority in the process. It would be ironic if it weren't so serious, outsourcing the Assembly's core mandate to other conferences and self appointed organizers without any oversight is not constructive. It is effectively handing over the Assembly's authority with no limits, no budget controls and no accountability. A blank check in all but name. And at a time when the UN faces serious budget pressures, proposing open ended conferences of uncertain value raises questions about priorities that many member states simply do not share. Mr. President, we all know the most constructive steps we can take going apply pressure where it matters on ending terror, disarming Hamas and focusing efforts on the implementation of Trump's plan that this very organization as already endorsed. Peace will not come from resolutions that ignore the problem. Peace will not come from wish lists that pretend disarmament is optional. Peace will come when violence ends, when Gaza is demilitarized and Hamas is disarmed. Israel calls for a vote on this resolution and urges all delegates to vote against it.
