The fifty-fifth plenary meeting of the General Assembly is called to order. The Assembly will now consider the report of the Special Political and Decolonization Committee, Fourth Committee, on agenda items 46 to 59, 121 and 137. The documentation under these items is listed in the General of the United Nations. I now request the rapporteur of the Committee, Mr. David Tamás Esztergő of Hungary, to introduce the report of the Committee.
Mr. President, distinguished delegates, I have the honour to introduce to the General Assembly the report of the Special Political and Decolonization Committee, the Fourth Committee, on agenda items 46 to 59, 121 and 137. The report is contained in document A/80/537 and was prepared in a consolidated format covering all items. The report includes the draft resolutions and decisions recommended to the Assembly for adoption, either through hyperlinks or reproduced in full in cases of an oral revision. The Fourth Committee Secretariat has prepared a list of those proposals in table format, issued as document A/C.4/80/INF/3. The table also includes a column on the order of votes on draft proposals here in the Assembly today. An addendum to this document has also been issued, which provides information on co-sponsors, voting results and voting intentions. During the main part of the 80th session, the Fourth Committee held a total of 28 plenary meetings from 3 October to 19 November 2025 to consider 17 agenda items allocated to it, covering a wide range of areas, including decolonization, assistance in mine action, international peace and security, global communications, outer space, and the effects of atomic radiation. The efficient time and conference services allowed the Committee to conduct its proceedings smoothly and to complete its programme of work as scheduled. In the course of its meetings, the Committee, under items 46 to 58, heard 16 introductory statements by senior United Nations officials, as well as by chairs, vice-chairs, and rapporteurs of the subsidiary bodies. The Committee also had the pleasure to hear a statement by the President of the General Assembly at the beginning of the session. For all items under its consideration, the Committee held general debates or general discussions, during which it heard a total of 465 statements, demonstrating the sustained interest of the international community in the important matters before the Committee. In addition, under items 54 to 58, Five representatives of non-self-governing territories and 171 approved petitioners also addressed the Committee. The Committee recommends to the General Assembly the adoption of 34 resolutions, of which 20 were adopted by a vote, and six draft decisions. The proposals are the following: one draft resolution as orally revised under item 46, assistance in mine action; One draft resolution under item 47, effects of atomic radiation. One draft resolution as already revised, and four draft decisions under item 48, international cooperation in the peaceful uses of outer space. Three draft resolutions under item 49, United Nations Relief and Works Agency for Palestine Refugees in the Near East. Three draft resolutions under item 50, Israeli practices and settlement activities affecting the rights of the Palestinian people and other Arabs of the occupied territory. One draft resolution under item 52, comprehensive review of special political missions. Two draft resolutions under item 53, questions relating to information. 21 draft resolutions and one draft decision under items 54 to 58, the decolonization items: one draft resolution under a new item, item 59, eradicating colonialism in all its forms and manifestations; and lastly, under item 121, revitalization of the work of the General Assembly, one draft decision on the Committee’s proposed programme of work and timetable for the eighty-first session. No action was taken under item 51, comprehensive review of the whole question of peacekeeping operations in all their aspects, as C-34 will hold its substantive session next spring and under item 137, programme planning. Before concluding, I would like to recognize the spirit of cooperation within the Committee, which allowed it to carry out the mandate entrusted to it by the Assembly and to complete its work in a timely and efficient manner. On behalf of the Committee's Bureau, I wish to convey our sincere appreciation to all delegations for their active and constructive participation throughout the main part of the 80th session. I should like to pay particular tribute here to the Chair of the Committee, His Excellency José Alberto Briz Gutiérrez of Guatemala, for his exemplary leadership and diplomatic skill in guiding the Committee's work so ably and smoothly. I also wish to acknowledge the vice chairs of the committee, Ms. Jocelyn Kwishaka of Burundi, Mr. Noel Novicio of the Philippines, and Mr. Raphael Rupacher of Austria, with whom I had the pleasure of working closely, and all of whom contributed greatly individually and collectively to the successful conclusion of our work. I should also like to express our heartfelt appreciation for the support provided by the various substantive offices and for the invaluable assistance rendered by the Secretariat of the Committee from the Department for General Assembly and Conference Management. On behalf of the entire Bureau, I would also like to take a moment to express our sincere appreciation for the invaluable support provided by the Committee Secretary Claudia Gross and Deputy Secretary Lina Zaradine. A special word of thanks also goes to the conference officers, interpreters, sound technicians, editors, translators, and the many others who have worked diligently both in the conference room and behind the scenes. I thank you.
I thank the rapporteur of the Committee. The positions of delegations regarding recommendations of the Committee have been made clear in the Committee and are reflected in the relevant official records. Therefore, if there is no proposal under rule 66 of the Rules of Procedure, I shall take it that the Assembly decides not to discuss the report of the committee which is before it today. It is so decided. Statements will therefore be limited to explanations of vote. We will proceed to take decisions in the same manner as was done in the Committee, unless the Secretariat is notified otherwise in advance. This means that where recorded votes were taken, we will do the same. I also hope that we may proceed to adopt without a vote in one gavel those recommendations that were adopted without a vote in the Committee pursuant to resolution 79/327 of 5 September 2025. The results of the vote will be uploaded on the e-delegate portal under plenary place. Any corrections to the voting intention of delegations after the vote has concluded on a proposal should be addressed directly to the Secretariat after the meeting. I count on your cooperation in avoiding any interruptions to our proceedings in this regard. The note by the Secretariat entitled "Proposals contained in the report of the Special Political and Decolonization Committee, Fourth Committee, for consideration by the General Assembly" has been issued as document A/C.4/80/INF/3. Members are reminded that additional co-sponsors are no longer accepted now that draft resolutions and decisions have been adopted in the Committee. Any clarification about co-sponsorship in the Committee should be addressed to the Secretariat of the Committee. We shall now proceed to consider the draft resolutions and draft decisions recommended by the Committee. Delegations wishing to make a statement in explanation of vote before the vote or any proposal recommended by the Committee today are invited to do so now, in one intervention. After action on all of them, there will be no opportunity for statements in explanation of vote after the vote on any or all of them in one intervention. Before giving the floor for explanations of vote before the vote, may I remind delegations that they are strongly urged to limit explanations of vote to five minutes. which should in any case not exceed 10 minutes and be made from their seats. In accordance with decision 34/401, a delegation should, as far as possible, explain its vote only once, that is, either in the committee or in plenary meeting, unless that delegation's vote in plenary meeting is different from its vote in the committee. I give the floor to the Distinguished representative of China.
President, I wish to elaborate on China's position regarding the draft resolutions on Palestine under items 49 and 50 that are about to be put to a vote. China firmly supports the just cause of the Palestinian people to restore their legitimate national rights and has long provided humanitarian and development assistance to Palestine. On the 4th of December, the Chinese President Xi Jinping announced that China will provide 100 million US dollars in assistance to help alleviate the humanitarian crisis in Gaza and support its recovery and reconstruction. This once again reflects China's steadfast support for the Palestinian people and its responsible commitment to uphold fairness and justice. The question of Palestine is at the core of the Middle East issue pertaining to international fairness and justice and bearing directly on the regional situation. China has consistently advocated for a comprehensive and lasting ceasefire in Gaza, promptly improving the humanitarian situation there and carrying out post-war governance and reconstruction in Gaza in line with the principle of a Palestine governed by the Palestinians. Most importantly, it is essential to anchor the direction of the two-state solution and advance the early achievement of a political settlement of the Palestinian question. The international community must face up to the root causes of the Palestinian question and take robust action to redress the historical injustice suffered by the Palestinian people. China calls on all states to vote in favor of the draft resolutions on Palestine that are now before us. China will continue to work alongside the international community and make unremitting efforts to promote a comprehensive, just, and lasting of the question Palestine at an early date. I thank you, President.
I thank the representative of China. I now give the floor to the distinguished representative of Luxembourg.
Thank you, Mr. President. I have the honour to deliver this explanation of vote on behalf of the members of the core group of shared commitments on UNRWA, namely Algeria, Belgium, Brazil, Guyana, Indonesia, Ireland, Jordan, Kuwait, Norway, Portugal, Qatar, Slovenia, Spain, South Africa, the State of Palestine, Türkiye, and my own country, Luxembourg. We reaffirm our full support to the shared commitments which gather the support of more than 120 signatories. We welcome and support international efforts towards a just and sustainable political solution to the question of Palestine, including the high-level international conference for the peaceful settlement of the question of Palestine and the implementation of the two-state solution, which culminated in the endorsement of the New York Declaration by this General Assembly on 12 September. The New York Declaration underlines UNRWA's indispensable role, while it also reaffirms that UNRWA shall hand over its public-like services in the occupied Palestinian territory to empowered and prepared Palestinian institutions upon the achievement of a just solution to the Palestinian refugee issue to be agreed upon in accordance with General Assembly Resolution 194. We also welcome the advisory opinion given by the International Court of Justice on 22nd October on the obligations of Israel in relation to the presence and activities of the United Nations, other international organizations, and third states in and in relation to the occupied Palestinian territory. The court's authoritative determinations reaffirm the obligation of Israel as the occupying power to allow UNRWA to operate in accordance with international humanitarian law and the UN Charter. The ICJ also reaffirms that UNRWA remains the backbone of all humanitarian response in the Gaza Strip. We welcome the leadership by Secretary General Guterres, including by mandating an independent review, which provided the Colonna report. and the strategic assessment on UNRWA, which reaffirms UNRWA's unique, indispensable, and outstanding role. We welcome the ongoing process of implementation of the Colonna report's recommendations and regular information provided by the agency in this regard. Mr. President, today's votes come at a crucial time. We welcome the ceasefire in Gaza and the work of the mediators, Egypt, Qatar, Türkiye, and the United States. In Gaza, UNRWA remains a lifeline, delivering emergency humanitarian aid, providing shelter, ensuring access to essential healthcare and education services. And it is a vital support for any viable political plan and stabilization in a post-ceasefire period. In the West Bank, including East Jerusalem, UNRWA also remains vital for refugee communities and as a support to the Palestinian government. And in its other areas of operation, Jordan, Lebanon, and Syria, UNRWA remains an indispensable partner to host authorities for a wide range of social services. Yet, the agency faces severe obstacles and challenges. Israeli legislation negatively impacting UNRWA remains in place, despite clear and repeated calls by the UN membership for the reversal of such decisions. The General Assembly cannot accept that the United Nations agency created by and a subsidiary organ of the Assembly is blocked from fulfilling its mandate. We reiterate our demand to Israel to reverse this legislation and refrain from pursuing further legislative proposals violating international law, UN resolutions, and Israel's charter obligations. The agency's financial challenges also remain acute, and we urge member states to increase their financial support to UNRWA to ensure the continuity of its operations to deliver humanitarian and development assistance to millions of Palestine refugees in its five fields of operation. Mr. President, UNRWA has the necessary expertise, capacity, and workforce for the immediate scaling up of humanitarian aid into and inside Gaza and for addressing the increasingly dire humanitarian conditions of Palestine refugees in the West Bank, including East Jerusalem, in the face of the Israeli occupation's escalating violations and settler attacks. It has also the necessary expertise, capacity, and workforce for restoring basic public services during the period of rehabilitation, recovery, and reconstruction. It is an agency that enjoys public trust, from health care provided to mothers education for hundreds of thousands of children, training for youth, and services for community, and humanitarian relief in times of emergency and crisis. ANWA is part and parcel of the communities it serves and the broader societies within which they exist. Its personnel, databases, and premises provide a solid foundation for capacity building of Palestinian state institutions. ANWA's role is therefore key. for achieving the two-state solution. Mr. President, for all these reasons, it is obvious that UNRWA remains essential and indispensable. We therefore fully support the extension of UNRWA's mandate through the adoption of the resolution entitled "Assistance to Palestine Refugees," as well as the adoption of the resolution on the operations of UNRWA under agenda item 49. We urge all delegations to join us in voting in favor of those resolutions. And in closing, we would like to convey our deepest appreciation to UNRWA's leadership, including Commissioner-General Philippe Lazzarini, and to UNRWA staff for their continued dedication to the Agency's crucial mandate in a very challenging context. I thank you.

Mr. Chair, Turkey voted yes on the resolution A/C.4/80/L.14, titled "Comprehensive review of the special political missions." Special political missions play a crucial role in conflict prevention, mediation, and sustaining peace. We reaffirm our support for the work of the special political missions and the central role they play in advancing the preventive diplomacy and conflict resolution objectives of the United Nations. However, we believe the priorities and responsibilities of all stakeholders must be considered in these complex processes, taking into account the different dynamics of individual settings. The resolution adopted falls short of reflecting this view due to new language added to the text this year on PP19. Therefore, we disassociate from PP19 of the text. Turkey currently contributes personnel to the UN special political missions in Haiti and Somalia. and we will continue to support SPMs. I thank you.
I thank the distinguished representative of Türkiye. I now give the floor to the distinguished representative of the Islamic Republic of Iran.
In the name of God, the Compassionate and the Merciful. Mr. President, the Islamic Republic of Iran welcomes the adoption of the resolutions under agenda items 49 and 50 by a significant majority. These resolutions reaffirm the international community's collective request to bring an end to the Israeli long-standing occupation and all its atrocities against Palestinians and other nations in the region, while underscoring the need to halt unlawful practices in the occupied Palestinian territory. ensure accountability for grave violations, as well as safeguard unhindered humanitarian access for Palestinian people. Today, Member States restate their clear and unified message: The justice, protection of civilians, respect for international humanitarian and human rights law, and realization of a just and lasting peace are achievable only with ending the occupation and fulfilling the legitimate rights of the Palestinian people, including their right to self-determination. Mr. President, Anchored in my country's unwavering commitment to the legitimate cause of Palestine and consistent with our support for all initiatives that seek to bring an end to occupation, aggression, and the suffering of the Palestinian people, as well as to realize an independent and sovereign state of Palestine with full authority and a full-fledged membership at the United Nations, my delegation has voted in favor of the draft resolutions. At the same time, this vote is accompanied by reservations with respect to any elements or provisions that may not align with Iran's principled and long-standing positions on the question of Palestine, including those pertaining to the New York Declaration of the High-Level International Conference on the Peaceful Settlement of the Question of Palestine, as well as the outcomes of the Sharm el-Sheikh Summit. Moreover, my delegation wishes to place on record its dissociation from any language that could be interpreted explicitly or implicitly as constituting recognition of Israel. I thank you, Mr. Chair.
I thank the distinguished representative of the Islamic Republic of Iran. We have had the last speaker in explanation of vote after the vote. On behalf of the Assembly, I would like to thank His Excellency José Alberto Brizco T. Ayres of Guatemala. I apologize if the name was wrongly pronounced. Chair of the Special Political and Decolonization Committee, of the Fourth Committee, members of the Bureau, as well as all delegates, and the Committee Secretary for a job well done. May I take it that it is the wish of the Assembly to conclude its consideration of agenda items 46 to 50, 52 to 57, and 59? It is so decided. The Assembly has thus concluded this stage of its consideration of agenda items 51, 58, 121 and 137. The meeting is adjourned.
