Excellencies, distinguished colleagues, I hereby declare open the 39th meeting of the 63rd session of the Human Rights Council. And we continue with the general debate under agenda item 10. The list of speakers will close in 15 minutes. We continue with a list of members of the Council. And first, I give the floor to Mauritius on behalf of a group of countries.

Madame Vice President, this statement is being delivered on behalf of a cross-regional group of countries supporting the Voluntary Technical Assistance Trust Fund for participation of LDCs and sits in the work of the Council. The list of countries is on the HRC portal. Madam Vice President, during the next session of the council, we will be celebrating the 15th anniversary of the adoption of resolution 19/26, which established the trust fund. We are pleased to highlight that 326 delegates from 73 countries have benefited from the Trust Fund, thereby building the capacity of many of these constrained countries. Meaningful and inclusive participation in international fora is in everybody's interest. It enables dialogues, promotes progress, and helps find solutions to our common challenges. We are pleased that the Trust Fund has made it possible to reach universal participation in the Council at HRC 32, which marked its 10th anniversary.

This fund has helped bring

about some important victories for multilateral cooperation, showing that seats and LDCs can be important agents of change. We are grateful for the numerous donors that have contributed to the trust fund, enabling delegates to come to Geneva

and the holding of regional workshops.

Many of these beneficiaries are now amongst us. To conclude, we wish to remind States that the annual pledging event will take place in November. We look forward to your participation and, more importantly, your commitment and your pledges. I thank you.

I thank you.

Next, I give the floor to the European Union on behalf of a group of countries.

Madam Vice-President, I have the honour to

speak on behalf of the EU, Albania, Liechtenstein, Montenegro, North Macedonia and Ukraine, aligning themselves. We thank OHCHR for reports under item 10. Technical assistance and capacity building are essential for the implementation of human rights obligations.

The EU and Member States

support a range of technical assistance and capacity building projects across the world, including those implemented by OHCHR.

The EU welcomes Georgia's cooperation with OHCHR and its engagement with UN mechanisms.

We reiterate our support for Georgia's territorial integrity within its internationally recognized borders, call for the High Commissioner's reporting mandate to cover the whole country, and regret the continued lack of access of OHCHR and UN mechanisms to the occupied breakaway regions. In Libya, the EU invites authorities to expand cooperation with OHCHR. Grave concerns remain about human rights violations against migrants. We call on the authorities to improve humanitarian conditions in detention centres and to ensure accountability. At least 30 individuals have been executed in eastern Libya in recent weeks. The EU calls for the immediate suspension of further executions. Regarding Yemen, we are appalled by the continued arbitrary detention of UN, including OHCHR, and NGO staff by the Houthis, and call for their immediate release. We support capacity building of the National Commission of Inquiry. This Council should discuss the deteriorating situation in Yemen on the basis of an independent report by the Office. I thank you.

Thank you. Next, I give the floor to Pakistan on behalf of Organization of Islamic Cooperation.

Thank you, Madam Vice-President.

The OIC reiterates its support for the Council's technical assistance and capacity-building mandate, which remains an important means of promoting universal respect for human rights and fundamental freedoms. Technical assistance provides a solid basis for dialogue and constructive engagement among States, OHCHR and relevant Council mechanisms. We underscore, however, that such assistance must be provided upon the request and with the consent of the concerned state in accordance with the principles enshrined in Human Rights Council Resolution 60/251. We remain concerned that technical assistance is at time delivered in a manner that creates an artificial hierarchy among human rights. Technical assistance should help states to promote and protect, particularly their citizens' economic, social, and cultural rights, including the realization of the right to development. It should not be at odds with domestic priorities. Developing countries continue to face compounded challenges arising from natural disasters, situations of foreign occupation, and geopolitical tensions. These pressures undermine development gains and place additional burdens on states in fulfilling their human rights obligations. We also underscore the importance of continued technical assistance by OHCHR to countries in implementing their UPR recommendations.

I thank you, Madam Vice-President.

Thank you.

Next, I give the floor to Venezuela on behalf of a group of countries.

Muchas gracias.

Thank you very much, Madam Vice-President. We're making this statement on behalf of the Group of Friends in Defense of the Charter of the United Nations. We once again state the importance of the United Nations as a key central forum to tackle and make progress on international cooperation for economic and social development. We believe that all human rights are based on constructive co-operation and on the basis of solidarity and non-selectivity. We believe that everything must be done in pursuance of the principles of the UN Charter and in respect of the sovereignty of the receiving states, and that the consent of the receiving states must be obtained as well as meeting the real needs of the receiving states. International co-operation on human rights including technical assistance and capacity building, must be based on the principles of mutual assistance. Therefore, technical co-operation must be done on the basis of the consent of the state concerned, in full respect of their sovereignty, without any pressure to accept their co-operation. Thank you.

Thank you.

Next, I give the floor to Uganda on behalf of Movement of Non-Aligned Countries.

Thank you, Madam President. I have the honor to deliver this statement on behalf of the Non-Aligned Movement. This agenda item remains an essential platform for states to share their vision and views to promote more effective technical cooperation and capacity building in the field of human rights. It is also a good opportunity for states to share concrete experiences, challenges and information and assistance during the implementation of their human rights obligations and commitments. The NAM calls upon the OHCHR and the Council at the request of the state concerned to provide advisory services, technical and financial assistance to support their respective actions and obligations in the field of human rights. nam emphasizes that the enhancement of international cooperation aimed at strengthening the capacity of states in essential for the effective promotion and protection of human rights and the implementation of the 2030 agenda sustainable development. In conclusion, we reiterate that the human rights, including the right to development, are universal, inalienable, indivisible, interdependent, and interrelated. The technical cooperation and capacity building activities by the Human Rights Council and the Office of the High Commissioner for Human Rights should equally extend to focus on support for the right to development, as they do to civil and political rights. I thank you, Madam President.

Thank you.

Next, I give the floor to Philippines on behalf of Association of Southeast Asian Nations.

Thank you, Madam Vice-President. I'm honoured to speak on behalf of ASEAN. Technical assistance and capacity building are among the most important tools to help states fulfil their human rights obligations. These must be tailored to each country's national context, needs and priorities, and must be based on consultations and consent of the countries concerned. This ensures national ownership and impactful and sustainable improvement of human rights on the ground. ASEAN also emphasizes the importance of equitable geographical distribution in delivering technical assistance and resources. All regions should have fair access to the expertise and support offered by OHCHR and the wider UN system. ASEAN reaffirms its commitment to advancing human rights based on cooperation and genuine dialogue, Capacity building and the exchange of experiences remain important components of the work of the ASEAN Intergovernmental Commission on Human Rights. We welcome its sustained engagement and cooperation with OHCHR to synergize regional initiatives with the UN human rights system while effectively empowering member states to translate international obligations into concrete actions. ASEAN reaffirms its commitment to working with other states and partners to advance technical cooperation for the full enjoyment of human rights by all. Thank you.

Hi, thank you.

Next, I give the floor to Bahrain on behalf of Cooperation Council for the Arab States of the Gulf.

Thank you very much, Madam Vice President. The GCC States have taken good note of the report on technical assistance for Yemen. We welcome the 14th report of the National Independent Commission of Yemen. And we welcome legislative reform in the country and hope that there will be further technical assistance for the technical commission in Yemen so that it can yield even more results. We condemn the unacceptable attacks by the Houthi against Saudi Arabia, targeting civilians and civilian assets, including the targeting of Mecca by a drone. We condemn the repeated attacks by the Houthi against commercial vehicles and the commercial vessels in the Red Sea, which endangers the life of seamen and increases the risks to people in the region. These attacks are an unacceptable violation and an aggression against the life of innocent civilians. They run counter to international obligations. And this why there must be accountability and sanctions for the perpetrators of such acts. Thank you.

Thank you.

Next, I give the floor to Thailand on behalf of a group of countries.

Madam Vice President, I have the honor to deliver this statement on behalf of the core group of the resolution on enhancement of technical cooperation and capacity building in the field of human rights, comprising Brazil, Honduras, Indonesia, Morocco, Norway, Qatar, Singapore, Turkey, Thailand, and our new member, Malaysia. As a diverse and cross-regional coalition, we firmly support agenda item 10 as a practical and constructive catalyst for assisting states in fulfilling their human rights obligations and commitments. Technical cooperation should be nationally driven, based on consultation and consent, responsive to the needs and priorities of the state concern, and aimed at producing tangible and sustainable results. For this agenda item to fulfill its potential, we call for it to receive adequate and predictable resources from both the council and OHCHR, particularly when program priorities and budgets are determined. We also encourage the innovative use of digital technology to broaden access to knowledge, expertise and good practices. In this regard, we invite States and other stakeholders to make use of the UPR Knowledge Gateway, a tool developed pursuant to the HRC resolution 54/28. The core group remains committed to strengthening technical cooperation, national ownership and the effective implementation of human rights on the ground. Thank you.

Thank you.

Next, I give the floor to Iraq on behalf of a group of Arab states.

Thank you very much, Madam Vice President. I'm speaking on behalf of the Arab group, which reiterates the fact that it believes that technical assistance and co-operation in all states is of primary importance in order to comply with international obligations. We welcome OHCHR efforts to provide technical assistance, and such co-operation must be based on the consent of the state. concerned, the respect of the needs of the state, respect for national sovereignty and the principle of non-interference and neutrality. Technical assistance is very important in Yemen, Libya, and Somalia so that the institutions of such countries can meet challenges and protect human rights. We call for an improvement and an increase in an exchange of experiences and strengthening cooperation in the region. We say that we are fully available to cooperate with OHCHR and all partners to ensure that this agenda item 10 is ever more efficient and ensure we have even better, more tangible results. Thank you.

Thank you.

Next, I give the floor to Egypt on behalf of a group of countries.

Vice President, I have the honor to deliver this statement on behalf of the Group of Like-Minded Countries. The group reaffirms the importance of agenda item 10 and of technical assistance and capacity building in supporting national efforts to promote and protect human rights and strengthen national institutions and capacities. We emphasize that technical assistance should be provided at the request of and with the consent of the state concerned and in accordance with its national priorities and identified needs. It should reinforce national ownership and be based on genuine dialogue, consultation, and constructive cooperation with the state concerned, with a view to supporting states in fulfilling their human rights obligations and commitments. The group stresses the importance of preserving the integrity and the distinct technical and cooperative nature of agenda item 10 in accordance with the institution building package. We underline in this regard the need to avoid its politicization to ensure that discussions under each agenda item remain consistent with its respective scope and purpose and to keep discussions and initiatives under this item focused on technical assistance and capacity building and on responding to the needs and priorities of the states concerned. Against the backdrop of current financial constraints, the group further calls for enhanced and predictable support for technical assistance and capacity building, including through adequate resourcing of the Voluntary Fund to ensure that it can continue to respond to the needs and priorities of states, particularly developing countries. I thank you, Madam Vice President.

Thank you.

Next, I give the floor to Bahamas on behalf of a group of countries.

Thank you, Madam President. I have the honor of delivering the statement on behalf of the seven states leading the Convention Against Torture Initiative, also known as CTI, namely Chile, Denmark, Fiji, Ghana, Indonesia, Morocco, and my own country, the Bahamas. CTI is a unique initiative led by states for states, supporting states to ratify and improve implementation of the UN Convention Against Torture. Our state-oriented nature alongside our constructive and confidential approach are our most defining features, enabling us to become a trusted partner for other states and stakeholders to engage with for capacity building and technical support. Over the past 12 years, 22 states have newly joined the convention, many through direct support provided by CTI. During this period, over 175 states have benefited from at least one of CTI's activities held globally. Our work and engagement with States have repeatedly proven the value of technical assistance and capacity building. Such support can be particularly critical for small States like my own country, the Bahamas, to overcome capacity constraints in implementing treaty obligations. The gap between positive intentions by States and effective implementation of treaty obligations is bridged through such support mechanisms. Our experience has also shown us that states have a high appetite for support if support, the support that is tailor made to the specific needs of states and regions. CTI offers various modalities of support, such as reinforcing state capacities through workshops and events, providing step-by-step support to states considering joining the convention, or providing confidential legal guidance, just to name a few.

remain committed to continuing to work. I thank you.

Next, I give the floor to Algeria on behalf of a group of countries.

Thank you, Madam Vice President. I have the honor to deliver this statement on behalf of Austria, Brazil, Fiji, Ireland, Kiribati, the Marshall Islands, Mexico, Nauru, Papua New Guinea, South Africa, Vanuatu, and my own country, Algeria. Eight years have passed since the adoption of the first ever UNGA resolution on eliminating nuclear weapons. Yet, these weapons remain a threat to humanity, and the catastrophic impact of a nuclear detonation, whether by accident, miscalculation or design, knows no borders. This is demonstrated by the harm caused to the hibakusha, as well as by the nuclear tests done in all affected regions, including non-self-governing territories. This tragic legacy undermines the realization of all human rights. We deplore the suffering caused on the victims, their families, and their communities, and we fully support their rights to an effective remedy and reparation. We further stress the need for technical assistance and capacity building, including access to information, to address the human rights implications of this nuclear legacy. We finally express our full solidarity with all victims of nuclear weapons, and we firmly believe that their voices and lived experiences deserve to be placed at the very heart of our collective efforts. I thank you.

Thank you.

Next, I give the floor to Kenya on behalf of Group of African States.

Thank you, Madam Vice-President. I have the honour to deliver this statement on behalf of the African Group. The African Group reaffirms that technical assistance and capacity building remains essential pillars in the implementation of human rights obligations and commitments. Their relevance is further underscored in the light of growing and context-specific needs expressed by many countries in the face of challenges related to development, governance and institutional resilience. When provided at the request of states and in full alignment with their national priorities, technical assistance contributes meaningfully to supporting reform processes, strengthening institutions and advancing the rule of law through constructive, inclusive and tailored approaches. The African Group commends the effort of the Office of the High Commissioner, notably its support to national human rights institutions, regional cooperation initiatives and partnership with local actors. We encourage the continuation and expansion of this engagement, including through South-South cooperation and stronger synergies with relevant African regional mechanisms. Lastly, we emphasize the importance of ensuring predictable, equitable, and sustainable resources for technical assistance, as well as the full and effective participation of African states, including least developed countries and small island developing states, in the work of the Council. These elements are fundamental to upholding the universality and effectiveness of our collective efforts in the promotion and protection of human rights. I thank you.

Thank you.

Next, I give the floor to Bahamas on behalf of a group of countries.

Thank you, Madam Vice-President. I have the honour to speak on behalf of an informal group of small island developing states, the full list of which will be available on the HRC portal. Technical cooperation and capacity building is a central component of the Council's work. For SIDS, such support remains indispensable in light of our particular vulnerabilities and the disproportionate impacts of climate change, including sea level rise and extreme weather events, which continue to undermine the full enjoyment of human rights. These realities underscore the importance of solidarity and the duty of international cooperation in addressing shared global challenges. At the same time, rapidly evolving technologies, including artificial intelligence, present both opportunities and challenges. Technical assistance and capacity building can help strengthen national capacities to harness these developments in a manner that promotes sustainable development and respects human rights. As we approach the 15th anniversary of the establishment of the Voluntary Technical Assistance Trust Fund for LDCs and SIDS, we recognize its invaluable contribution to enabling the effective participation of SIDS in the work of this Council. In the current constrained budgetary environment, it is essential for CIDS that technical assistance and capacity building programs continue to receive predictable and sustainable support. I thank you.

Thank you.

Next, I give the floor to Switzerland.

Madame Vice President, Switzerland wishes to thank the High Commissioner for his report. We remain deeply concerned at the arbitrary detention of humanitarian personnel and call for their immediate release. Given the conflicts which are currently in the country, we call on all parties to respect their obligations pursuant to international humanitarian law and human rights. Attacks against civilians and seizing humanitarian equipment must stop. Faced with the alarming situation on the ground, we reiterate our appeal for an OHCHR report on the human rights education and interactive dialogue, and regret that the draft resolution presented by the Arab Group at this session does not include this. We welcome the support given by the OHCHR to the National Commission of Investigation, while noting its effective limitations to complete accountability for human rights violations and international humanitarian law, whoever the perpetrators or victims. The challenges that the Commission continues to face underline the need to strengthen its independence, transparency and efficacy when it comes to accountability. We call on all stakeholders mentioned in the report to follow up on recommendations, and this must be reflected in the resolution renewing technical assistance, notably as regards to victim protection, transitional justice and access to places of detention. Thank you.

Next, I give the floor to Qatar.

Thank you very much, Madam Vice President. Qatar has a strategy of partnership with OHCHR, and we believe technical assistance and capacity building is of the utmost importance. We continue our strategic partnership with the United Nations and its mechanisms by providing diverse assistance, which has strengthened human rights in all sectors. This can be seen in the activities of the United Nations Centre in Doha, which provides capacity building, because many states cannot meet human rights challenges with their own capacities only. That is why we need a collective effort. Technical co-operation must also be provided on the basis of the consent of the state concerned and meeting the specific national needs of the country. All human rights, in our view, must be placed on an equal footing, including the rights development. It is necessary to put in place international cooperation through exchanging knowledge, providing technical assistance and providing support to countries in order to meet the digital divide. Thank you.

Thank you.

Next, I give the floor to Thailand.

Madam Vice President. Thailand attaches great importance to agenda item 10 as an essential pillar of the Council's work. Item 10 offers states a cooperative and constructive avenue through dialogues and national capacity building to translate international human rights commitments into tangible improvements on the ground. To preserve the credibility and effectiveness of this agenda item, Technical cooperation must remain nationally driven, based on consent, and responsive to the needs and priorities of the state concerned. It should also take into account national and regional context, as well as the particularities and circumstances of each country. Thailand stresses that item 10, including any mechanism or mandates established under it, should not be politicized as it risks undermining trust and introducing confrontation into an agenda item whose purpose is to promote cooperation. As a long-standing supporter of item 10, Thailand stands ready to work with all stakeholders to strengthen its constructive role and ensure that technical cooperation produces sustainable results and effectively address human rights situation on the ground. I thank you.

Thank you.

Next, I give the floor to Kuwait.

Madam Vice-President, my country believes that item 10 is of particular importance. because this is the framework which allows us to provide assistance to states to improve the human rights situation and make necessary progress on the ground. Kuwait insists that technical assistance must meet the specific needs of states according to their national priorities and with the consent of the states, in full respect of the sovereignty and independence of the states, pursuant to the principles of non-selectivity and non-politicization. When it comes to growing challenges that must be met, well, we must strengthen the role of OHCHR in order to assist national institutions and transfer knowledge and expertise. This is particularly true for countries that have specific problems so that they can see results on the ground. We are certain that cooperation and capacity building are the best possible ways to promote human rights, to deepen understanding and support the international multilateral human rights system. Thank you.

Thank you.

Next, I give the floor to Ethiopia.

Thank you, Madam Vice President. Ethiopia remains firmly committed to the promotion and protection of human rights at the national, regional, and international levels. We attach great importance to technical cooperation and capacity building as practical tools to support the status in fulfilling their human rights obligations, implementing accepted universal periodic review recommendations, and addressing challenges in a sustainable and nationally owned manner. Ethiopia values the important role of OHCHR in providing technical assistance and advisory support upon the request and in accordance with the needs and priorities of concerned states. We believe that such cooperation is most effective when it is based on partnership, mutual respect, national ownership, and constructive dialogue. We further emphasize the importance of adequate, predictable, and sustainable resources to ensure that technical assistance delivers meaningful and lasting results. Technical cooperation should be inclusive, non-discriminatory and responsive to the full range of human rights, while taking into account the specific circumstances and priorities of requesting States. In closing, Ethiopia stands ready to engage constructively with all partners in advancing practical and sustainable human rights capacity building. I thank you, Madam Vice-President.

Thank you.

Next, I give the floor to Slovenia.

Madam Vice-President, Slovenia highly appreciates the field work of the OHCHR. Slovenia remains deeply concerned about Haiti's ongoing humanitarian, security and human rights crisis. Gangs continue to perpetrate killings, sexual violence, kidnappings, mass displacement and forced recruitment of children, while weak rule of law institutions further undermine civilian protection. Urgent action by the authorities of Haiti is needed to ensure accountability and justice. Slovenia shares concerns over insecurity in Somalia, which negatively impacts civilians. We welcome countries' engagement with human rights mechanisms and the OHCHR. We note that the further action is needed to strengthen implementation on national human rights commitments and capacities, and urge Somali authorities to abolish the death penalty and to establish a moratorium on its use. Regarding Central African Republic, we note with concern that women and girls continue to be disproportionately affected by the armed conflict. Taking measures against the persistent armed groups' violence, and especially conflict-related sexual violence, is thus crucial. We furthermore support all measures to strengthen national institutions and transitional justice mechanisms. I thank you.

Thank you.

Next, I give the floor to India.

Madam Vice-President, India remains committed to supporting the efforts of OHCHR in technical assistance and capacity building for promotion and protection of human rights for all. In line with the founding resolution of the Council, its institution building package, as well as the VDPA, we reiterate that any technical assistance rendered to States should be upon their explicit request and should be aligned to their national objectives and priorities. The Council and its mechanisms should continue to accord high priority to assisting the States in developing necessary institutions and capacities and scaling of the concerned individuals, stakeholders and communities, thereby making positive impact at the grassroots level. While rendering such assistance, priority should be accorded to the implementation of accepted UPR recommendations. Any misuse or politicization of this agenda item under any pretext must be avoided. The primacy of the state's role in decision making and promotion and protection of human rights and fundamental freedoms should be fully respected. India has consistently contributed to the UN Voluntary Trust Fund for Technical Cooperation in the field of human rights. and to the UN Trust Fund for financial and technical assistance for the implementation of the UPR. These contributions reflect our lasting commitment to advancing human rights through practical cooperation. Thank you.

Thank you.

Next, I give the floor to Egypt.

Thank you, Mr. Secretary-General.

Egypt reaffirms its commitment to advancing human rights through practical cooperation.

Thank you, Vice-President. My delegation addresses the importance of technical cooperation and capacity building as some of the most important tools in supporting national efforts and institutions to improve the human rights situation in the countries concerned and treasures the need for such cooperation to be at the request of the State and in accordance with its needs and priorities, without any efforts to impose specific policies or directions. We know that the success of technical cooperation depends on its ability to strengthen state ownership of national efforts in the field of human rights, its role in supporting and building the capacity of national institutions, and in maintaining the principles of dialogue and constructive cooperation with the state concerned. In this regard, we emphasise that technical cooperation programmes under this item should not bear the largest share of the consequences of the current financial crisis. Given their important role in supporting the efforts of States to achieve national tangible progress in the promotion and protection of human rights, we call for priority to be given to providing the necessary funding to ensure the continuity of these programmes and not to be affected by financial constraints. while strengthening partnerships between the United Nations, international financial institutions and development partners to support the effectiveness of technical cooperation and link it to the priorities of countries and the broader goals of sustainable development. Thank you.

Thank you.

Next, I give the floor to Iraq.

Thank you, Vice-President.

Iraq attaches particular importance to item 10 as an essential framework for international cooperation aimed at strengthening national capacities and supporting states in meeting their human rights obligations. We emphasize that technical assistance and capacity building have a real impact when they are made at the request of the state concerned in line with national priorities and real needs and within a framework of constructive dialogue, mutual respect and cooperation away from politicization, selectivity or approaches that do not take into account national specificities. Sustainable protection of human rights is not achieved just by recommendations, but rather requires strong national institutions, solid technical capacities and long-term partnerships. Iraq calls for the provision of adequate sustainable resources for technical assistance, particularly to developing countries and countries facing the effects of terrorism, conflict and reconstruction. We also stress that assistance programmes must lead to tangible, sustainable results through the transfer of knowledge, development of national expertise and the strengthening of implementation and follow-up mechanisms. Iraq will continue constructive engagement with the United Nations mechanisms, convinced that genuine cooperation is what empowers States, strengthens national ownership, and respects their sovereignty and development priorities. Thank you.

Thank you.

Next, I give the floor to the United Kingdom of Great Britain and Northern Ireland.

Thank you, Madam Vice-President. Item 10 remains key to the promotion and protection of human rights. We know that lasting human rights progress depends on more than commitments. It depends on effective institutions, independent judiciaries, accountable governance and the capacity to deliver rights in practice. When applied effectively, technical assistance helps states strengthen national institutions, improve access to justice and support the implementation of international obligations. It is also valuable in preventing a cliff edge in support when country situations evolve, supporting states on the path from scrutiny and reporting towards sustainable implementation and long-term progress. Strong institutions are the best defense against future violations, and technical assistance is one of the most effective tools this Council has to support them. The United Kingdom will continue to champion technical assistance and capacity building, and thanks the Office of the High Commissioner for their work in providing this valuable support. Thank you.

Thank you.

Next, I give the floor to Indonesia.

Madam Vice-President, Indonesia takes note of the reports presented under this agenda item. Technical assistance and capacity building remain essential. They should genuinely help States as primary duty bearers overcome capacity constraints, meet their human rights obligations and strengthen national institutions. Such assistance should be provided at the request and with the consent of the state concerned, in line with its national priorities and specific needs. It should also reinforce national ownership and rest on genuine dialogue and constructive cooperation. To be effective, it must be impartial, free from politicization, and tailored to the realities of each state and region. At the same time, we must be candid. Technical assistance is not an end in itself and short-term activities rarely bring lasting change. Lasting results require long-term engagement, consistent follow-up and honest assessment while maintaining a cooperative approach. This call for enhanced and predictable support and as funding tightens, technical assistance should be not the first to be cut. Indonesia will continue to share its experience through South-South and triangular cooperation. Indonesia calls for stronger and more inclusive technical cooperation that delivers real result on the ground. Thank you.

Thank you.

The next speaker is Kambia.

Thank you, Mr. Vice President. The Gambia aligns itself with the statements delivered on behalf of the groups to which we belong. Technical assistance and capacity building are particularly important because for many LDCs, the value of recommendations made through the UPR, treaty bodies and other human rights mechanisms ultimately depends on their effective implementation at the national level. For the Gambia, our engagement with these mechanisms has generated important recommendations across a broad range of rights. Technical assistance, therefore, play a critical role in helping states translate those recommendations into concrete policies, stronger institutions, and measurable improvements in the lives of the people. Technical assistance should, therefore, be demand-driven and tailored to the specific needs and priorities of each state. It should also strengthen sustainable national institutions and capacities for implementation and follow-up. At a time of significant financial constraints across the UN system, including the OSCHR, the available resources must be used strategically and directed towards clearly identified implementation gaps. Ultimately, our collective efforts must ensure the recommendations made here in Geneva translate into measurable improvements in the lives of people on the ground. I thank you.

Thank you.

Next, I give the floor to China.

Thank you, Madam Vice-President. Advisory services, technical assistance and capacity building in the field of human rights are an important part of the Council's mandate. They conduce to effective promotion and protection of human rights. China has consistently supported greater investment by OHCHR in these areas, yet some countries repeatedly seek to impose country mechanisms under item 10. turning what should be a platform for dialogue and cooperation into a forum for naming and shaming. The countries concerned often face difficulties in implementing the recommendations contained in the reports, yet they are given little or no assistance to do so. The Knowledge Hub on Economic, Social and Cultural Rights, established by China-sponsored resolution, the promotion and protection of economic, social and cultural rights in the context of addressing inequalities, provides an important platform for strengthening technical assistance in this field. China calls for adherence to the following principles and more investment in related areas. First, the will and sovereignty of the countries concerned should be respected, as should be the paths of human rights development that they have chosen for themselves. Second, a people-centered approach should be upheld. Safeguarding the interests of people must be both the starting point and the ultimate objective of technical assistance and capacity building. Rather than using human rights as a pretext for interference in internal affairs. Third, we should enable countries to help themselves by prioritizing their right to development. Development is both the foundation and the key to tackling problems. Thank you, Madam Vice President.

Thank you.

Next, I give the floor to Pakistan.

Thank you.

Pakistan strongly believes that Human Rights Council can play an important role in assisting states in promoting and protecting the human rights while supporting the development efforts. We reiterate our support for the technical assistance mandate of the Council and acknowledge its important role in safeguarding and advancing all human rights. In this regard, we stress that technical cooperation must not be politicized or used as a means of interference in the internal affairs of states. Madam Vice-President, We further underscore the need to strengthen technical assistance and capacity building for developing countries, particularly those facing the human rights consequences of foreign occupation, geopolitical tension, and related crisis. These challenges make international cooperation and adequate technical support even more important for strengthening national efforts to promote and protect human rights. There is also a need to ensure that voluntary and earmarked contributions to OHCHR support technical assistance and capacity building in line with the priorities identified by requesting States. Finally, technical assistance, when provided in accordance with the principles of UNGA resolution 60/251 can serve as an important instrument for fostering international cooperation, genuine dialogue, and capacity building while advancing human rights in a balanced and supportive manner. I thank you, Madam Vice President.

I thank you.

Next, I give the floor to Colombia. Next, I give the floor to Cuba.

Vice President. Technical assistance and capacity building to support States in human rights is a key part of the Council's mandate. This must always be done based upon the request and with the consent of the receiving State. For technical assistance to be effective, it must be carried out under the terms established by the receiving State and be a response to the needs and priorities that they have identified. Item 10 was included in the agenda with noble aims and must not be instrumentalized for political purposes. We reject the claims by some to have punitive, selective resolutions that are not compatible with the goal required for true results on this item, the way that the Council's resources are being used is not rational, nor is it sustainable. It is interventionist. Interventionist actions against countries bring no results when disguised as assistance under item 10. Item 10 must bring real results. There must be a paradigm change, applying resources for assistance to states that request it in implementing the UPR and treaty body recommendations and other activities. Thank you.

Thank you.

Next, I give the floor to Albania.

Thank you, Madam Vice-President. Albania aligns itself with the statement delivered by the European Union. We thank the High Commissioner for his reports. My country firmly supports OHCHR and its technical assistance worldwide. Its work strengthens national institutions, protects people, and helps turn human rights commitments into action. We call for full cooperation with the Office, unhindered access, and adequate funding. In Ukraine, Russian aggression continue to inflict immense civil suffering. We reaffirm Ukrainian sovereignty and territorial integrity and support OHSR monitoring and assistance. advance accountability and justice for the victims. In Haiti, gang violence and the breakdown of essential service particularly affect women and children. We support the assistance to strengthen national institutions, the rule of law and protection of civilians. In DRC, continued violence in the east, including sexual violence, demands stronger civil protection. Accountability and transnational justice must remain priorities for technical cooperation. We welcome the the OASR support for to the National Commission of inquiry in Yemen we urge fully cooperation and hindered humanitarian access and the immediate release of arbitrary detained UN and humanitarian personnel we encourage all state work with OASR to translate recommendation to stronger institutional effective protection and justice for the victim I thank you

thank you next I give the floor to Japan

Thank you, Madam Vice President.

Japan expresses its gratitude to Secretary General for his report on the role and achievement of OHCHR in assisting Cambodia in the promotion and protection of human rights. We appreciate OHCHR's technical assistance to the Cambodian government agency and various stakeholders to help Cambodia implement its international human rights obligation and the recommendations of the human rights mechanisms. Japan supports the continued efforts of OHCHR to mainstream human rights through training programs and technical assistance. Japan also values Cambodia's constructive engagement with OHCHR and the UN system to advance human rights. In particular, we commend Cambodia's effort to promote socio-economic development and address the needs of vulnerable groups, including women and children. At the same time, the report highlights restrictions on civic space and fundamental freedoms in Cambodia, including freedom of expression, peaceful assembly and association. We urge the government to continue its effort with the assistance of OHCHR toward expanding political and civic space, ensuring an environment conducive to freedom of expression, peaceful assembly and association, and enabling all parties

to operate freely.

We also hope that OHCHR will continue to provide appropriate support in this area. I thank you.

Thank you.

Next, I give the floor to Malawi.

Madam Vice President, Malawi attaches great importance to technical assistance and capacity building as essential tools for strengthening the promotion and protection of human rights. We emphasize that technical assistance should be provided in consultation with and with the consent of the states concerned, responding to nationally identified priorities and circumstances. Such cooperation should be constructive, non-politicized, and firmly anchored in dialogue, partnership, and national ownership. Malawi particularly underscores the importance of strengthening national capacities to implement recommendations emanating from the UPR review, treaty bodies, and other human rights mechanisms. We further encourage OHCHR, the United Nations system, to ensure a predictable and sustainable resources for technical cooperation, particularly for developing countries and countries facing significant capacity constraints. Malawi believes that agenda item 10 embodies an important principle. The international human rights system should not be should not only identify challenges, but should also assist states upon their request in developing sustainable national capacity to address them. Malawi, therefore, calls for strengthened international solidarity, constructive engagement, and adequate resource technical assistance that enables states to progressively fulfill their mandates. I thank you, Mr. Vice President.

Thank you.

Next, I give the floor to Ghana.

Thank you, Madam Vice-President. Ghana aligns with the statement of the African Group. My delegation recognizes that effective and sustainable human rights protection requires constructive engagement, dialogue, cooperation, and, where appropriate, technical assistance and capacity building. We believe that such assistance should be provided in response to identified needs and priorities by States themselves, while taking into account their national circumstances and institutional capacities. Ghana attaches particular importance to strengthening national institutions, enhancing the capacity of public authorities, supporting access to justice, and promoting awareness of human rights at the national and local levels. And, Vice President, in spite of the liquidity crisis faced by the UN, we commend the efforts of the Office of the High Commissioner, notably its support to national human rights institutions, regional cooperation initiatives, and partnerships with local actors. Ghana emphasizes that the importance of ensuring equitable and sustainable resources for technical assistance, as well as the full and effective participation of least developed countries and small island developing states in the activities of the Council. Finally, we underscore the importance of ensuring technical assistance and capacity building is delivered in a manner that is transparent, impartial and non-politicised, based on the principles of cooperation and mutual respect. I thank you.

Thank you.

Next, I give the floor to the Netherlands.

Madam Vice-President, the Kingdom of the Netherlands aligns itself with the EU.

When States request support to strengthen their human rights institutions, we must collectively ensure that the OHCHR

has the capacity to carry out its mandate.

We therefore stress the need for adequate

resources for the technical assistance pillar, so that human rights commitments are translated into concrete results on the ground. Some situations, however, call for more than technical assistance. We remain gravely concerned about the situation in Yemen: severe restrictions on civic space and independent media,

arbitrary detention, politically motivated prosecution, and enforced disappearances.

We are deeply concerned about the recent escalation and its disproportionate impact on civilians, and

reiterate our call for the release of those arbitrarily detained, including 73 UN staff.

We welcome the work of the Yemeni National Commission of Inquiry,

but regret that no new cases were referred to the Attorney General, and other referred cases remain pending.

We also regret that this Council has not given OHCHR a mandate to thoroughly report on the human rights

situation in Yemen and present its findings and recommendations in an interactive dialogue.

Lebanon also remains concerning. We are therefore pleased to provide an additional 400,000 euros to the OHCHR office

in Lebanon to strengthen investigations into alleged violations of human rights and international humanitarian law since March 2026.

I thank you.

Thank you.

Next, I give the floor to Colombia.

Thank you, Vice-President.

At this 20th anniversary of the establishment of the Human Rights Council, reports and issues addressed under item 10 show that some of the greatest contributions of this body lie in technical assistance and building the national capacities of the States that come to the Council seeking support in order to implement their human rights commitments. The range of realities, challenges and national priorities show that there is no general formula applicable to all contexts, and that the presence of the Office of the High Commissioner on the ground can be decisive and beneficial so that millions of persons may effectively enjoy their human rights and fundamental freedoms. This when the full knowledge of realities and characteristics of the different national situations and permanent dialogue, which is constructive dialogue with national authorities, are in place, this provides appropriate conditions to develop and strengthen national plans, programs, and institutions in line with national characteristics and needs. And thus, Colombia calls for all possible efforts to be made to provide adequate, timely, predictable resources so that assistance requests from States to the Council and the Office can be duly met. I thank you.

Thank you.

This was the last speaker on my list. We will now proceed with a list of observers. And I give the floor to Dominica on behalf of Caribbean Community.

Vice President, Dominica has the honor to deliver this statement on behalf of the CARICOM group. We recognize the critical role of technical assistance and capacity building in supporting the translation of human rights commitments into meaningful action. As Caribbean states, we underscore the importance of support that is responsive to our particular circumstances, priorities, and needs. In this context, we welcome the priority accorded by the OHCHR to the regional office in the Bahamas, which, in partnership with CARICOM states, has enabled it to become operational and begin its mandate since October 2024, following the adoption of resolution 5433 in October 2023. The regional office has assumed particular importance for CARICOM states, facilitating assistance aligned with national and regional priorities. We attach great value to work undertaken by the office with states across several areas, including addressing the human rights dimension of climate change, strengthening reporting to human rights mechanisms and the implementation of recommendations. engagements on anti-discrimination and reparatory justice, and fostering collaboration with civil society and academia. We also welcome progress made in staffing the office and encourage continued efforts to fill the vacant national positions in Barbados and Jamaica with a view to ensuring human rights capacity at the national level and throughout the region. I thank you.

I thank you.

Next, I give the floor to Malaysia.

Thank you, Mr. Vice President.

Malaysia associates itself with the statements of ASEAN, the NAM and the OIC. Technical cooperation and capacity building are essential to translating human rights commitments into meaningful national implementation. Such cooperation should be demand-driven, nationally owned, and responsive to the priorities and circumstances of states. In this regard, Malaysia welcomes the Council's continued emphasis on strengthening national capacity. Malaysia welcomes efforts to strengthen practical cooperation, including through peer learning and the sharing of good practices. We underscore the value of these platforms, such as the UPR Knowledge Hub. We also recognize the important role of regional human rights mechanisms, such as AICHR, in complementing international efforts. At a time of growing conflicts and crises, technical cooperation should also respond to the evolving challenges.

The situation in Gaza, for example,

demonstrates how occupation can severely undermine national capacities and access to essential services. The recent biennial panel discussion at this Council highlighted these challenges, with a focus on the impact of conflict on the healthcare system. Technical cooperation must therefore remain responsive and adaptable to emerging challenges, while supporting States in building resilient national capacities to address them. Thank you.

Thank you.

Next, I give the floor to Finland.

Madam Vice President, Finland thanks the High Commissioner and his office

for their continued provision of technical assistance and capacity building. Technical cooperation delivers practical results by turning commitments into action through partnership and shared learning. In Paraguay, this support helped develop an innovative digital tracking system for efficient government coordination. In Ukraine, OHCHR's vital work reinforces national institutions and legislation, building a solid foundation for long-term reconstruction and EU integration. Meanwhile, in Uganda, human rights principles have been successfully embedded directly into the country's long-term development strategy. Moreover, as our societies undergo rapid digital transformation, we must ensure that emerging technologies, including AI, align with international human rights obligations. Building the necessary knowledge and supporting global governance is a shared task. Finally, we underline the importance of prevention. Strong, independent national institutions and a vibrant civil society help us address the risks early. Continued investment in technical cooperation is an investment in more resilient, inclusive and rights-based societies for all of us. Thank you.

I thank you.

Next, I give the floor to Sweden.

Vice President. As the promotion and protection of human rights face mounting challenges worldwide, OHCHR's essential role is increasingly evident. Democratic backsliding threatens not only the enjoyment of human rights, but also peace, security and sustainable development. Thus, we must continue to stand strong in our support of human rights and demonstrate our collective commitment to the principles and rights enshrined in the Universal Declaration of Human Rights and international human rights law. Vice President, we wish to express our full support for the leadership of the High Commissioner and the crucial work carried out by the Office to protect and promote human rights globally and for all. OHCHR is invaluable in providing technical expertise and capacity building support, thereby assisting States to fulfill their human rights obligations. Vice President, Sweden remains firmly committed to the promotion and protection of human rights, as well as to supporting the global human rights system. We are proud to have been the largest donor of voluntary contributions to the OHCHR in 2025, and we will continue to be a strong and solid partner. We encourage others to contribute to ensuring that the OHCHR can fulfill its unique mandate. I thank you.

Thank you.

Next, I give the floor to Armenia.

President, technical cooperation and capacity building are essential for translating human rights commitments into meaningful progress on the ground. Such cooperation ensures the effective implementation of international human rights obligations and strengthens national human rights institutions, paving the way for durable peace and development. Armenia attaches particular importance to OSCHR's contributions to peace and reconciliation through documenting, reporting, and publicizing the outcomes of its assessments and ensuring that severe violations of human rights are not overlooked, forgotten, or It is our conviction that the valuable work of OSCHR in this regard should not be restricted or hindered, including in conflict-affected areas. The availability of reliable, impartial, and timely information is essential for ensuring that human rights concerns are duly identified and addressed. As part of our commitment, we have established the National Mechanism for Implementation, Reporting, and Follow-up of Human Rights, which serves as a centralized platform to streamline interagency cooperation and assure systematic implementation and reporting on Armenia's international human rights obligations. Adequate, predictable and sustainable funding is a prerequisite to ensure OHCHR's capacity and ability to deliver on its mandate. We are therefore concerned by the consequences of the UN liquidity crisis and call on States to maintain their active support and engagement with the OHCHR. For many years in a row, Armenia has been enlisted among the UN Honour Roll of States that pay their regular budget assessments in full within the 30 days due period specified in financial regulations. I thank you.

Thank you.

Next, I give the floor to Algeria.

Thank you, Madam Vice-President. Once again, we restate our commitment to supporting the Council's mandate on technical assistance pursuant to 60 resolution. We believe that States should be allowed to strengthen their capacity when it comes to human rights. This provides an opportunity for States to fulfill their international obligations, including the implementation of accepted recommendations as part of the UPR cycle. There must be a balance between all rights as we implement this, and we must ensure that economic, social and cultural rights, including the right to development, are... paid due attention. South-South cooperation and triangular cooperation are complementary. They allow for an exchange of good practice and building on good experience. Algeria states that technical cooperation must respect the sovereignty of states, objectivity, non-politicization, and non-selectivity, and it must meet the needs of the state concerned. Thank you.

Thank you.

Next, I give the floor to United Arab Emirates.

Madam Vice-President, allow me first and foremost to thank OHCHR for the technical assistance it provides. We welcome the 14th report of the Technical Commission on Human Rights in Yemen, and that despite the difficulties that the country is experiencing, we support efforts made by OHCHR that tries to respond to the growing needs and demands for technical assistance and capacity building by strengthening the legislative framework and attempting to promote human rights throughout the world. We believe that there must be a balance struck between OHCHR decisions and the resources that are made available to the council and OHCHR itself to ensure that all states can be assisted equally in order to meet the Sustainable Development Goals. Thank you.

Thank you.

Next, I give the floor to Sierra Leone.

Madam Vice-President, Sierra Leone aligns itself with the statement delivered by the African Group. We welcome this opportunity to emphasize the crucial role of technical assistance and capacity building in helping States to fulfill their human rights obligations, as well as to strengthen their engagements with the Human Rights Council and its mechanisms. Technical cooperation is crucial for strengthening institutions, advancing the rule of law, promoting gender equality and safeguarding vulnerable groups. Our engagements with the OHCHR and other partners are strengthening our legal frameworks and our capacity to implement international human rights commitments.

We therefore reiterate that technical assistance should be responsive to national priorities delivered in consultations with the relevant states.

And guided by the principles of partnership, dialogue, national ownership and mutual respect.

Agenda item 10 is.

Particularly valuable for developing countries, especially LDCs and SIDs, which are facing constraints in terms of resources and capacity.

Technical assistance and capacity building help states to.

Strengthen their institutions and turn their humanitarian commitments into concrete benefits for their people. We encourage the continued provisions of adequate, predictable, and sustainable resources to the HHR and all the relevant UN.

Mechanisms to enable them to respond effectively.

To requests from States for technical assistance and advice as needed. Thank you, Madam Vice-President.

Thank you.

Next, I give the floor to Maldives.

President, technical assistance and capacity building remain indispensable to advancing the promotion and protection of human rights. They are particularly important for states with limited institutional and financial capacities, including SIDS and LDCs, enabling them to translate their human rights obligations and commitments into effective national action. Against this backdrop, we value the efforts of OHCHR to strengthen tailored assistance that responds to the diverse circumstances and priorities of states. We also recognize the practical contribution of the LDC SIDS Trust Fund and the UPR Voluntary Fund in facilitating the meaningful participation of states that may otherwise face financial or logistical barriers to engaging in the work of the Council. These mechanisms help broaden participation, strengthen inclusivity, and ensure that perspectives of smaller and developing states are effectively brought into our deliberations. At a time when the UN system continues to face significant liquidity constraints, ensuring the continuity and predictability of such support is more important than ever. We therefore express our appreciation to the donors that sustain these initiatives and encourage continued and, where possible strengthened contributions to programs that provide responsive and needs-based assistance, particularly to SIDS and LDCs. I thank you.

Thank you.

Next, I give the floor to Bangladesh.

Madam Vice-President, Bangladesh attaches importance to technical assistance and capacity building as practical means of supporting States in the promotion and protection of human rights. The implementation challenges facing many developing countries are closely linked to limited resources, institutional constraints, and insufficient access to technical expertise. These realities call for sustained international cooperation, adequate resources, and practical support. Technical assistance should be needs-based, demand-driven and nationally owned. It should take due account of the circumstances, developing priorities and capacities of the state concerned. Meaningful consultation with the respective state should remain at the centre of any technical assistance and capacity building support. Such assistance should strengthen national institutions, support the implementation of EPR and Treaty Body recommendations and build sustainable domestic capacity to advance human rights on the ground.

Madam Vice-President, as.

Agenda item 10 should remain firmly and fully anchored in dialogue, cooperation, and partnership. Constructive engagement, rather than politicization, offers the most effective path towards meaningful and tangible progress. Bangladesh reaffirms its commitment to remain constructively engaged with the OHCHR and the human rights mechanism. We call for stronger international cooperation to ensure that developing countries have the capacity, resources, and technical support needed to translate human rights commitments into concrete results. I thank you, Madam Vice President.

Thank you.

Next, I give the floor to Saudi Arabia.

Thank you, Madam Vice President. My delegation wishes to thank the High Commissioner for his report for the implementation of the resolution on technical assistance for Yemen. We welcome the publication of the 14th report on the work of the National Commission in Yemen, and we commend the efforts of the Commission to document the human rights violations, despite the security and technical difficulties it faces. The Kingdom of Saudi Arabia is deeply concerned by what the OHCHR report details, the repercussion of the liquidity crisis of the United Nations, which has had an impact on OHCHR's ability to develop programs and its activities on the relevant based on the relevant revolution. We condemn in the strongest terms the persistence of terrorist activities of the Houthi militia and its attacks against civilians and civilian infrastructure. There's also been a drone attack against the holy city of Mecca, holy to all Muslims. We're concerned at Houthi violations which are ongoing and have heightened the humanitarian crisis in Yemen. This includes barriers to humanitarian assistance and 73 UN personnel being detained. We reiterate our firm position in supporting efforts to find a global political solution guaranteeing stability in Yemen. Thank you.

Thank you.

Next, I give the floor to Iran.

Thank you, Madam Vice President. The Islamic Republic of Iran reaffirms the importance of technical assistance and capacity building as an important means of supporting states in the promotion and protection of human rights. The value of agenda item 10 lies precisely in its cooperative nature. It should provide a space where states can engage in constructive dialogue, identify their needs and priorities, and receive meaningful support for strengthening national capacities and institutions. It is therefore essential to preserve the distinct character of this agenda item. Technical cooperation should not be politicized, nor should item 10 gradually be transformed into another platform for confrontation, political pressure, or targeting individual states. Such an approach would blur the distinction between the different agenda items of the Council and, more importantly, undermine the trust necessary for genuine cooperation. Preserving this approach will strengthen both the effectiveness and credibility of the Council's technical cooperation. Thank you, Madam Vice-President.

Thank you.

Next, I give the floor to Venezuela.

Madam Vice-President, technical assistance and capacity building in the human rights sector are fundamental pillars of this Council. They are also the most genuine expression of global cooperation in the human rights field. International cooperation yields sustainable results when it heeds the will of the state concerned and makes their necessities a priority, when it strengthens its institutions and is based on general dialogue, mutual respect for sovereignty and is a long way away from interference in domestic affairs. It is essential to preserve technical assistance to strengthen national capacities for the promotion and protection of human rights, including the right to development. This must occur through genuine cooperation which has been mutually agreed and targeted to tangible results, banishing any attempt to use it as a tool for political pressure. Venezuela has shown its will to progress in this cooperation. To conclude, Venezuela makes an appeal to this Council to strengthen cooperation and technical assistance, strictly abiding to resolution 60/251 of the General Assembly. We must promote a genuine dialogue and mutual respect, something which is free of selectivity and double standards, in order to comply with human rights principles to benefit the whole of humanity. Thank you.

Thank you.

Next, I give the floor to Azerbaijan.

Madam Vice President, we reaffirm that the primary responsibility for the promotion and protection of human rights rests with states. In this regard, we attach particular importance to technical assistance and capacity building as practical and constructive means of supporting states in fulfilling their human rights obligations and strengthening national institutions, thereby also contributing to the realization of the to development among other objectives. Such cooperation should be needs-based, demand-driven, and provided upon the request and with the consent of the states. It should be guided by the principles of national ownership, dialogue, and mutual respect, while taking into account the specific circumstances, priorities, and capacities of each country. We encourage OHCHR to further strengthen its technical cooperation and capacity-building activities, including the sharing of expertise, best practices and practical tools that can contribute to sustainable national capacities. Azerbaijan has consistently supported the work of OHCHR, including through voluntary financial contributions to facilitate its activities and support capacity-building efforts. We remain convinced that constructive dialogue, cooperation and technical assistance provide the most effective basis for advancing human rights on the ground. I thank you, Madam Vice-President.

Thank you.

Next, I give the floor to Denmark.

Thank you, Madam Vice-President. Denmark aligns with the EU statement. We strongly support OHCHR's independent global mandate in promoting and protecting human rights for all, including through technical assistance and capacity building. In 2025, Denmark was amongst the largest contributors to OHCHR Voluntary Fund for Technical Cooperation. We encourage others to join in supporting its vital work. Our funding for the Voluntary Fund for Technical Cooperation and for the OHCHR Peace Missions Support Section reflects our commitment to strengthen OHCHR's field presence, delivering tangible results on the ground and integrating human rights across UN country teams and peace missions. This commitment is also reflected in our work globally. In Bangladesh, we supported the establishment of the new OHCHR mission. The recently opened mission, responding to the request from the government, offers technical assistance to authorities across a range of human rights areas, as well as undertaking capacity-building activities for government institutions and civil society actors. As we navigate an unpredictable future, our priority is clear. Human rights must remain at the heart of our collective efforts. OHCHR's technical assistance and capacity building efforts are essential to turning principles into practice and ensuring that dignity, freedom, and justice are realities for all.

I thank you.

I thank you.

Next, I give the floor to Nigeria.

Thank you, Madam Vice President. Nigeria aligns with the statement delivered on behalf of the African group and reaffirms the importance of technical assistance and capacity building in advancing human rights. Item 10 remains essential to the Council's mandate. It provides a platform through which states can identify challenges, share good practices, and strengthen national institutions. Such assistance must be adequate, need-based, and provided with the consent of and in accordance with the priorities of state concerned. National ownership is indispensable to achieving sustainable results. Nigeria emphasizes that technical assistance should strengthen rather than substitute national institutions. It should address identified needs, include legal implications, justice administration, and implementation of accepted UPR recommendations. At a time of resource constraint, adequate and predictable funding is essential. The UN liquidity crisis must not disproportionately affect support to developing and conflict-affected countries. Finally, Nigeria calls for a return to remain cooperative, non-politicized, and free from conditionalities or pressure. We remain committed to constructive engagement that strengthens national capacities and delivers sustainable human right outcomes. I thank you.

Thank you.

Next, I give the floor to Libya. Say the name of the office.

Madam Vice President, We align ourselves with the statement made by the groups we belong to. We commend efforts made by OHCHR throughout the world. We restate the importance of dealing with all human rights situations throughout the world on an equal footing, on the basis of neutrality and non-interference. The ongoing worsening of the situation in Yemen requires support from the international community. Civilians must be protected. So the global community must provide urgent rescue situation to Yemen and to other countries in order to protect the most vulnerable sectors of society, women, children, elderly people. We must provide support to rebuild countries and rebuild legislative institutions. There must be demining operations as well and provide justice for victims. We support the projects for technical assistance and capacity building in Yemen. These are projects which meet the needs of our sister country of Yemen. They provide relief to to the country which is suffering and it helps Yemen meet its human rights obligations. Thank you.

Thank you.

Next, I give the floor to Costa Rica.

Thank you, Vice-President. Costa Rica welcomes the work of OHCHR on technical assistance and capacity building. Behind each project, there is something very tangible, people who see their human rights become a reality. Today, we have pollution, climate change, the loss of biodiversity, and the priority for our countries is to receive this cooperation, which is more important than ever. We need to be assisted in having a clean, a sustainable environment and laws and public policies. There has been support for regional instruments and work with Ombudsman's office so that development goals can be heeded on the basis of human rights. There must be focus on emergencies that arise, especially environmental ones. We commend support for human rights defenders, particularly those working with women, children and other vulnerable groups. Without environmental justice, there is no sustainable or lasting solution. We would urge all States to continue to promote and include in Council resolutions, regardless of the agenda item, the role of cooperation with OHCHR's work on technical assistance and capacity building. This is indispensable if we want to support States' work in the human rights sector. Thank you.

Thank you.

Next, I give the floor to Georgia.

Thank you, Madam Vice-President. Georgia reaffirms its support for the Council's work on technical assistance and capacity building and for the indispensable role of OHCHR in monitoring, prevention and accountability. At a time of disregard for international law, sustained international scrutiny is essential. Georgia draws the Council's attention to the grave human rights situation in its Abkhazia and Tskhinvali regions under the occupation and effective control of the Federation. Conflict-affected population continues to face arbitrary detentions, ill-treatment, ethnic discrimination, violations of the right to life, restrictions of freedom of movement, and denial of education in native language. The European Court of Human Rights and the International Criminal Court have established Russia's effective control and responsibility for human rights violations. Georgia calls on the Russian Federation to comply with its international obligations under the EU-mediated 12 August 2008 ceasefire agreement, immediately cease violations of the rights of the conflict-affected population, ensure immediate, unhindered and sustained access for the OHCHR and other human rights mechanisms to Georgia's occupied regions. Georgia reiterates that respect for international law and the protection of human rights must remain at the center of the Council's work. Thank you.

Thank you.

Next, I give the floor to Jamaica.

Thank you, Madam Vice-President. Jamaica remains committed to the promotion and protection of human rights. However, despite strong political and institutional commitment, resource constraints often limit our ability to engage fully in the Council's increasingly intensive work. In this regard, the Voluntary Fund for the Participation in the Universal Periodic Review and the Voluntary Technical Assistance Trust Fund to.

Support the participation of least developed countries and small island developing.

States in the work of the Council remains invaluable in advancing the universality and inclusiveness of the Human Rights Council.

The Jamaican delegation is grateful for the assistance that.

Facilitated capital-based participation in the 50th session of the UPR during the consideration of our national report in November 2025, as well as in the current session of the Council. As a beneficiary of the LDC SIDS Trust Fund, my participation in HR 63 has enhanced Jamaica's engagement, particularly on issues of national priority. Jamaica welcomes continued partnership and opportunity to contribute to the further development of these programs, including through our active participation in the June 2026 Caribbean Regional Workshop in Barbados, where Caribbean perspectives helped inform discussions on future support. In closing, Jamaica calls on our international partners to strengthen these cooperative frameworks so that all countries, regardless of size or capacity, can participate fully in the work of this Council.

I thank you.

Thank you.

Next, I give the floor to Tunisia.

Thank you, Madam Vice-President. We underscore the value of technical assistance and capacity building in showing off the national efforts in the area of human rights, supporting the national systems and promoting the global human rights and principles of freedoms at the national, regional, international levels. We reaffirm our cooperation, constructive cooperation with the international human rights mechanisms within the framework of state sovereignty, independence, national priority in line with its national legislation, constitution, and international commitments. The blocked development in numerous developing countries on the back of the substantive imbalances in the financial and economic systems and global crises requires us to have technical human rights, technical cooperation that is balanced between rights without selectivity and while providing economic and social and cultural dimensions the same value. We also call for mainstreaming the work of the human rights mechanisms while assessing its respect to these principles in coordination with the countries concerned. Thank you.

Thank you.

Next, I give the floor to South Sudan.

Madam Vice-President, South Sudan aligns itself with the African Group and the NAM statements. We reaffirm our steadfast position that technical assistance and capacity building under item 10 remain among the most effective and constructive avenues for achieving sustainable progress in promotion and protection of human rights worldwide. Consistent with our national priorities, South Sudan remains committed to advancing the promotion and protection of human rights and strengthening its rule of law frameworks and national human rights mechanisms to fulfill their responsibilities in accordance with human rights standards. However, to consolidate these efforts and support our transition towards lasting peace and stability, South Sudan requires tailored, non-politicized, and demand-driven technical assistance and capacity building, including resource mobilization, institutional support, and training for rule of law and security enforcement actors. We urge the Human Rights Council, the Office of the High Commissioner for Human Rights, and the international community to continue providing targeted technical assistance and capacity building that responds directly to self-identified priorities of the countries requiring support, including South Sudan. Thank you, Madam Vice-President.

I thank you.

Next, I give the floor to Uganda.

Madam President, Uganda aligns with the statements of the African Group and NAM. Technical assistance and capacity building at the request of state concerned is a real opportunity by this Council to foster national resilience in the promotion and protection of human rights. The LDC and CEDAW Trust Fund for delegates is not just a financial support, it embodies our collective commitment to inclusivity, equity, and reaffirms the importance of in-person participation of all states in human rights dialogue that shapes our global society. We underline that technical assistance is indeed a demonstration of international cooperation and affords states with capacity gaps an opportunity to actively engage and participate in Human Rights Council sessions. We commend the donor partners that remain committed to support this important initiative. Madam President, recognizing that human rights are universal, inalienable, indivisible, interdependent, and interrelated, capacity building should be extended free from politicization in a transparent and fair manner. We can all agree that this is one agenda item that the Council agrees on and should indeed be of great focus to address and prevent human rights abuses. Technical assistance is an investment for a safe world where people will live peacefully in developed communities. I thank you, Madam President.

Thank you.

The next speaker is Eritrea.

Thank you, Mr. President. Agenda item 10 is vital in supporting states and building and strengthening institutions that reflect their own national needs, priorities, and contexts. When we speak of technical assistance, we reiterate that it must be clear that this is not about imposing external or Western institutional models. The objective should be to empower states to develop and strengthen their institutions in accordance with their own national circumstances, priorities, and development pathways. Agenda Item 10 provides a vital platform for genuine cooperation with states that have voluntarily accepted its mandate. It is therefore essential to preserve its intended purpose and integrity. We are concerned by increasing attempts to broaden the scope of Agenda Item 10 beyond its original purpose. Such politicization risks undermining the dialogue, cooperation, and support that agenda item 10 was designed to foster. Our collective responsibility is to uphold the rights of all people. To achieve this, we must strengthen cooperation, respect the sovereignty and national ownership of states, and safeguard the right to development for all. When used appropriately and in accordance with its intended purpose, agenda item 10 can provide a meaningful basis for advancing these objectives. I thank you, Mr. President.

Thank you.

Next, I give the floor to Philippines.

Mr. President, the UN human rights system is vital to our collective quest for a more just and humane world. Urgent reforms are needed to ensure effective and responsive actions amid mounting global challenges and a multilateral system under strain. Human rights promotion and protection are inextricably linked with governance and institutional reforms, complex and continuing processes where capacity building could play a role. As primary duty bearers, states require adequate policy space to effectively fulfill their obligations. When challenges arise, capacity building upon states' request must be the primary recourse rather than costly country-specific mandates. To be effective, initiatives must be nationally owned and aligned with national priorities. The goal must always be to empower domestic institutions and build long-term self-reliance, not to perpetuate open-ended mandates or prolonged presences beyond need. In this regard, the Philippines reiterates its call for a re-evaluation of human rights advisor presences based on demonstrable need, fiscal prudence, and cost efficiency. Sovereign states possessing the requisite resources, strong domestic institutions, and political will must be accorded the policy space to take full ownership of their human rights agenda. Any HRA deployment must be time-bound and subject to explicit host state consent. Crucially, strict mandate adherence must be ensured to preserve host state trust and cooperation, which is vital to effective partnership. Thank you.

Thank you.

Next, I give the floor to Oman.

Thank you, Vice President. My country is convinced that technical cooperation Capacity and capacity building underpin international solidarity and that is an optimal way to promote human rights and sustainable development. Health is a pillar in this process and we emphasize the importance of partnerships to strengthen health systems. We also emphasize the need to implement new technologies and good governance to strengthen trust. Innovation must serve humanity. This is what we are doing in Oman. Such cooperation supports accessible health services in all regions. This requires an exchange in knowledge and expertise and the building of national capacities. In conclusion, my country welcomes the efforts of the OHCHR and other partners and calls for greater dialogue and exchange of experience to promote health, dignity and the human rights of all. Thank you.

Thank you.

Next, I give the floor to Rwanda.

Madam Vice President, Rwanda reaffirms item 10 as cornerstone of the Council's work on technical assistance and capacity building, which should support states in fulfilling their human rights obligations, not serve as a platform for accusations against other member states or politicize assistance in ways that change their procedural status before the Council. Rwanda draws the Council's attention to the need to review the practice and criteria by which Member States are designated as countries concerned, particularly under agenda item 10. In Rwanda's case, this designation has been applied inconsistently. First, Rwanda was not provided in advance with the High Commissioner's report, despite allegations concerning Rwanda and the established practice allowing concerned States to provide relevant information before publication. Second, the Secretariat acknowledged Rwanda's choice not to speak as a country concerned, yet later relied on that designation to deny Rwanda the right of reply. Established practice remains unclear and unpredictable. A state should not be designated country concerned because technical assistance resolution on another state contains allegations against it, nor lose its right to respond by rejecting that designation. We underscore the Council to safeguard the integrity of agenda item 10 as a forum for genuine engagement, partnership, and capacity building. A longer version of this statement has been uploaded to the extranet. I thank you, Madame Vice President.

I thank you.

This was the last speaker on my list, and we now turn to the list of speakers for national human rights institutions. and non-governmental organizations. And first, I give the floor to Cairo Institute for Human Rights Studies.

Thank you, Mrs. Vice President. CHRIS thanks the High Commissioner for his report. Yemen enters its 12th year of armed conflict. Recent escalations, including in Ta'z, shows how volatile the situation remains. On 25 September, UNICEF reported nearly 130,000 people displaced in three weeks, including an estimated 71,000 children. The Council must act before further deterioration. Beyond the front lines, economic collapse, currency depreciation, and lost livelihoods compound the direct harm of hostilities. while international attention and donor support decline as needs rise. Against this backdrop, the draft resolution discussed during the session does not reflect the report's findings. Technical assistance cannot substitute for independent monitoring and public reporting. Confining the Council's response to it falls short of the mandate conferred by the GA to address situations of gross and systematic violations. Documentation and accountability, whether national or international, will remain incomplete without access to areas under Ansar al-Lah control. Victims and witnesses need credible protection to engage safely with the National Commission of Inquiry. International support must therefore go beyond training to address the risks of cooperation. Without international commitment to accountability to all parties, documentation will not lead to justice. Thank you.

Thank you.

Next, I give the floor to Organisation Internationale pour les Pays les Moins Avances.

President, we are gravely concerned at the failure to address the grave violations that occurred in southern Yemen during the period covered by the report of the National Commission of Inquiry. These include a failure to investigate the Saudi airstrikes, which caused hundreds of casualties and damage to civilian infrastructure, as well as subsequent grave violations affecting the rule of law and fundamental freedoms, including the removal of Mr. Aidarus Al-Zubaidi from the internationally recognized Presidential Leadership Council, followed by unilateral coercive measures which aimed to subjugate the people of the South. including the announcement from Riyadh of the dissolution of the Southern Transitional Council. The report also omitted any assessment by the Commission of the declaration of the state of emergency on 30th December 2025, or whether the measures taken complied with the conditions set out in Article 4 of the ICCPR. Thus, OIPM calls on the International Committee not only to request clarification of the reasons for omitting these grave events, but also to respect the will of the people of the South regarding their political future, including their aspiration to restore their state following the failure of the unity agreement between the two states. Thank you, President.

Thank you.

Next, I give the floor to Beijing Guangming Charity Foundation by video.

Madam Vice President, interested by Beijing Kuanmin Charity Foundation, I'm Wanli Fa, a professor of Peking University and president of Beijing Autism Rehabilitation Association. I would like to speak on digital inclusion for neurodivergent populations. Neurodivergent individuals face severe digital exclusion, particularly in low and middle income countries. We call on the UN to integrate digital inclusion into the mainstream of technical cooperation and propose three recommendations. First, the UN take the lead in developing open access tools and online training modules to enhance grassroots capacity. Second, drawing on the South-South cooperation model, we should cultivate local multidisciplinary talents. Third, technology transfer must respect local culture, involve neurodivergent people in design process, remove participation barriers. We are ready to offer support. At the same time, social protection policy measures are needed. We recommend that neurodivergent digital inclusion be made a priority in the UN Disability Inclusion Strategy 2.0 so that digital technology becomes truly a bridge to dignified participation for every neurodivergent person. Thank you.

Thank you.

Next, I give the floor to Association Maouna for Human Rights and Immigration.

Sayyid al-Ra'is.

Madam Vice-President, Maouna for Human Rights and Immigration believes that the Arab draft resolution on Yemen, submitted by Iraq in its current form, repeats the United Nations' past error of limiting the response to technical assistance while leaving the investigation and accountability gap unaddressed. It acknowledges serious violations by all parties. that undermine the security of navigation in the Red Sea, yet it does not establish an independent international mechanism to investigate these violations and determine the responsibilities of regional actors in Yemen. This is the contradiction, recognizing the regional dimensions of the conflict while confining the response to support of the National Commission. As a matter of fact, this does not give the mandate or capacity to the non-cooperating parties the capacity needed to examine region responsibility and chains of command. Support for the national commission remains important, and it cannot substitute for an independent and impartial UN investigative mechanism. We call on Member States to amend the draft and establish an international mechanism to investigate violations committed since 2011. We also call for addressing the situation in Yemen. Under item 2, in a manner commensurate with the gravity of the situation, victims need an independent UN investigation and meaningful justice, not another response that leaves impunity intact. We condemn all the parties of the conflict that commit the violations. Thank you.

speakers to deliver their statements in a reasonable pace. So the next speaker is Baha'i International Community.

Madam President, the Baha'i International Community welcomes the Council's attention to human rights in Yemen, including freedom of religion or belief. Yet Baha'is in Houthi-controlled areas still face persecution and cannot freely practice their faith. Bahais have long contributed to Yemen's education, medicine, engineering, and humanitarian reliefs. Since 2014, Houthi authorities have waged an ongoing systematic campaign of hate speech and incitement, portraying the Baha'i Faith as foreign and heretical and branding its members as spies through media, religious sermons, and school curricula. This rhetoric has had grave consequences documented by UN experts, including raids on peaceful Baha'i gatherings, arbitrary arrests, forced disappearance, torture, imprisonment, exile, and death sentences. As Houthi control expands, this persecution risks spreading further, making protection for religious minorities all the more urgent. We call on all those shaping Yemen's future to guarantee freedom of religion or belief and equal protection for all religious minorities, including the Baha'is, in any peace agreement and ultimately the constitution. Inclusive, lasting peace depends on all Yemenis many living safely and contributing freely to their country. Thank you.

I thank you.

And next I give the floor to International Federation on Aging.

Thank you, Madam Vice President. Human rights commitments become meaningful when people can claim their rights and institutions have the capacity to fulfill their obligations. The International Federation on Aging call for older persons' rights to be systematically integrated into technical assistance and capacity building. We warmly acknowledge the leadership of the Global Alliance for the Rights of Older People in mobilizing and supporting engagement in the process towards a convention on the rights of older persons. Contributing to diplomatic negotiations and defending human rights principles require knowledge, reliable data, and information, as well as the ability to translate lived experience into clear proposals. This initiative should be expanded, adapted to different languages and contexts, and embedded in a sustained strategy. Such a strategy must equip older persons and their organizations to influence decisions, while strengthening the capacities of public officials, service providers, and national human rights institutions to combat ageism and uphold rights. Training must connect with legal and policy reform, adequate resources, and accountability. It must be accessible, including to persons with disabilities and those excluded from digital learning. IFA encourages the Office of the High Commissioner for Human Rights,

state, development partners and civil society to support this effort.

This is an investment in human rights for every generation. Thank you, Madame Vice-President.

Thank you.

Next, I give the floor to Association Paix pour la Lutte contre la Contrainte et l'Injustice. I'm told they are absent, so we move on. Next, I give the floor to United Towns Agency for North-South Cooperation. They are also absent, so the next speaker is Human Rights Watch.

Vice-President, We are deeply concerned by the worsening human rights situation across Georgia. In the past two years, authorities have adopted and enforced repressive laws targeting independent civil society, media and government critics. Peaceful protesters and activists have faced detention and heavy fines, including for critical online expression. Meanwhile, police violence against peaceful protesters and journalists has largely gone unpunished. In Abkhazia and South Ossetia, restrictions on freedom of movement, arbitrary detention, and the denial of displaced persons' right to return remain serious concerns, compounded by the lack of access for international monitors. While longstanding concerns in Abkhazia and South Ossetia require continued attention, the significant developments in government-controlled areas make it essential that the Council scrutinize rights throughout Georgia through comprehensive reporting by the High Commissioner. We thank the High Commissioner also for his report on Yemen. Unfortunately, the report does not provide a comprehensive assessment of rights in the country, because the Council's resolution did not request such an assessment. Yet, violations of international human rights and humanitarian law continue. All of Yemen's authorities continue to violate the rights of activists, journalists, and civil society, and to arbitrarily detain and forcibly disappear people across the country. Fighting has ramped up with dire implications for civilians. There is an urgent need for independent monitoring of human rights abuses by all warring parties and by all authorities. This is a critical step to address Yemen's widespread needs, including for technical assistance, and to achieve a sustainable future for the people of Yemen. Thank you.

Thank you.

Next, I give the floor to the European Union of Jewish Students.

We thank the High Commissioner for his update and for the continued work of his Office in Ukraine. The picture presented today is deeply concerning. Civilian casualties have continued to rise, and by the end of August, more civilians had already been killed or injured in Ukraine this year than during the entirety of 2025. Just a few weeks ago, a delegation of the European Union of Jewish Students traveled to Ukraine. When we were there, these figures stopped being abstract. We met young people whose lives have been shaped by more than four years of Russia's full-scale invasion, yet who continue to study, volunteer, build communities, and imagine a future for their country. In Lviv, one phrase stayed with us, "Not easy, but move." It was the slogan of Lviv as European Youth Capital. But after our visit, it felt like something more, a reflection of the determination of an entire generation. But we must not praise the resilience of young Ukrainians while failing to confront the conditions that demand such resilience from them. Young Ukrainians should not have become experts in surviving war. They deserve to grow up without air raid sirens, displacement, and the constant threat of violence. Not easy, but move must therefore also be a message to us. To continue defending international law, to pursue accountability for violations, to support Ukrainian civil society, and to ensure that young Ukrainians have a meaningful voice in the recovery and future of their country. President and colleagues of the Council, Ukraine's young people keep moving. So must we. Thank you.

Thank you.

Next, I give the floor to RSKS.

Thank you, Mr. President. As a documentary filmmaker, I have learned that stereotypes are never abstract. They become walls around real lives. During my recent visit with Rajasthan Sangra Kalyan Sansthan in rural Rajasthan, I visited a skill development resource center where young women were learning not only to stitch garments, but to also understand markets, earn independently, and imagine futures beyond traditionally assigned roles. Across India, this transformation is being strengthened through initiatives such as the National Rural Livelihood Mission and the Lakhpati Didi, Millionaire Sisters program, connecting 100 million of rural women with self-help groups, entrepreneurships, skills, and sustainable livelihoods. This is how stereotypes begin to collapse, not through slogans, but when women gain opportunity, finance, skills, and decision-making power. Mr. President, I urge the Council to champion three innovations. A gender stereotype stress test for new laws, public budgets, and AI systems. A grassroots women enterprise passport connecting skills, credit, procurement, and markets. And a HRC stereotype to structure observatory using community evidence to expose institutional discrimination. Women should never have to prove that they can lead. Our systems must stop assuming that they cannot. Thank you so much. I thank you.

Next, I give the floor to Sambhali Trust.

A training room can be full of information and still change little. The test begins the next morning.

Can the participant use what was learned?

Technical assistance works best when it is requested.

practical and shaped by local realities.

It should leave people and institutions able to continue the work themselves. India offers a constructive example through the South-South cooperation.

In September 2025, the National Human Rights Commission of India and the Ministry of External Affairs brought together 43 senior officials from 12 national human rights institutions, for a six-day Indian technical and economic cooperation program on governance and human rights. For civil society, capacity building should reach the last mile. Plain language, local examples, and follow-up support are often more useful than a thick manual. We ask OHCHR and states to design assistance with national consent, include local institutions, and grassroots organizations where appropriate, and measure what participants can apply after the program, not only how many attended. Capacity building succeeds when knowledge remains after the experts have left. Thank you.

Thank you.

Next, I give the floor to a development of the local community association at Kazirat Beba.

Madam Vice President, civil society organizations and human rights defenders in Yemen play an important role in documenting and monitoring human rights abuses, access to victims, documenting evidence and information, and contributing to investigations. However, these organizations work in very daunting environment. given the continued arrests and limited resources, in addition to lack of access to some countries and security restrictions. Madam Vice President, the situation in the areas controlled by Houthis are very alarming, in line with the United Nations reports. that referred to enforced disappearances, arbitrary detention against human rights defenders. We call upon the UNHCR to strengthen the technical assistance and capacity building programs for civil society organizations in Yemen, particularly in the area of professional documentation and monitoring, as well as collecting and maintaining evidence. We also call for protecting the human rights defenders and to work freely and securely, and to immediately release the arbitrarily detained human rights defenders. Thank you.

Thank you.

The next speaker is Human Rights House Foundation.

Thank you, Vice President. The High Commissioner's latest report on Georgia documents a further deterioration in the human rights situation in government-controlled areas of the country, including restrictions on civic space, freedom of expression and assembly, and serious issues around accountability for violations committed against protesters and other critics. Since that reporting period, Human Rights House Tbilisi remains under criminal investigation and unable to operate after its bank accounts were frozen, while civil society organizations continue to face criminal prosecution, financial pressure, and restrictive legislation. In July, journalist Vako Sanaia was sentenced to 14 days administrative detention over a social media post, the first such case reported in Georgia. We are also deeply concerned by the continuing human rights

consequences in the Russian-occupied Georgian regions of Abkhazia and Tskhinvali region, South Ossetia, including arbitrary

detention, restrictions on freedom of movement, and the continued denial of access to international monitoring mechanisms. Vice President, we encourage all Council members to support the resolution on cooperation with Georgia at this session. Future reporting should also be followed by an interactive dialogue, enabling the Council to engage

directly with the High Commissioner's findings and recommendations.

Thank you.

Thank you.

Next, I give the floor to Tunku Development and Cultural Union.

Thank you, Madam Vice President. Essentially, despite Bangladesh being a UN member state and hosting an office of the UN High Commissioner for Human Rights in Dhaka, the country proceeded with the imposition of the death penalty an act of grave inhumanity. Bangladesh on following technical assistance and capacity building should be implemented. During the opening session of the 63rd Human Rights Council, High Commissioner Mr. Volker Turk highlighted a crucial issue. code. In Bangladesh, we have been calling for a strengthened and independent national institution that has oversight of security forces, a move essential for the protection of human rights." He added, "We will build on our work with governments to address militarized approaches to security And we will strengthen our efforts around the world to end use of the death penalty, which overmightly targets minorities, people living in poverty and dissenting voices, unquote. Actually, exactly seven days after High Commissioner Bhartarthur made these remarks, the International Crimes Tribunal in Dhaka handed down death sentences against seven prominent leaders of the Awami League government. The leaders sentenced to the death included Awami League General Secretary Obaidul Kader, Joint Secretary FM Bahadur Nasim, MD Ali Arafat, Sheikh Fazle Shams Parosh. And the same tribunal also issued death sentences-- I would like to

give the floor to the Association of Horrors for Youth and Development in Kenya.

Madam Vice President, the judiciary and law enforcement organs, particularly the police, are the main pillars of the national mechanisms to protect human rights, investigate violations, ensure accountability, and provide remedy. We therefore call for supporting -- for strengthening the technical assistance to the judiciary and the police in Yemen, including building the capacities of the judges and the prosecutorial staff, as well as the legal officers in investigation of human rights abuses, gathering and preserving evidence, and protecting the witnesses and victims. We express our deepest concern over the undermining the independence of the Judiciary in the Houthi-controlled countries, which has handed down death sentences against people that raised the concerns of the United Nations, with a focus upon the OHCHR to strengthen technical assistance and the independent national institutions to boost the independence of the judiciary and law enforcement organs and that bolsters accountability in terms of investigating human rights violations. Thank you.

Thank you.

The next speaker is ETI. So I'm told that DTI is absent. We move on. And the next speaker is Forum Mediterranee pour la promotion des droits du citoyen.

Madam Vice-President, our Chinese situation welcomes the firm action conducted by Morocco on the Moroccan Sahara territory. For 20 years, the Kingdom has been mobilizing massive investment in health, education and infrastructure, the only realistic solution and peaceful one for all of the population's concerns. However, the progress is undermined. Recent information from observers confirm that more than 22,000 civilians are forcibly contained in the Tindouf camps, and these crimes are laid at the door of the Polisario Front. The movement cannot keep its destabilizing campaign. It can do this only thanks to the military, economic, diplomatic, financing, and support by Algeria. While the support continues, all technical assistance programs of the United Nations remain ineffective. We therefore launch an appeal, a very clear one, to this Council. We must consider the Polisario Front as a terrorist organization and adopt without binding measures against any state supporting them, there can not be any regional capacity strengthening while impunity of these crimes continues. Thank you.

Thank you.

Next, I give the floor to African Development Association.

Madam

Vice President, We can see that the sorrowful geography between Sana'a and Khartoum and extending to Darfur stands before us as the one and the same tragedy. The role of Saudi Arabia in the region is very clear now. In the crises in Sudan, Riyadh has been involved in supporting Islamist groups under cover of the protection of state institutions. thereby creating an absurd war which refuses to end today and which keeps the war machine in a cycle of blood. In this context, the Saudi interventions in Yemen and Sudan are very clear today. turning the country into a test case of human suffering which is unprecedented, destroying rocks, trees and decimating human lives. We reject categorically this war and all of its consequences. Stability in Yemen and protecting the security of its people are not political options, but an imperative humanitarian need enshrined in international humanitarian law. We need justice for all the victims of absurd wars. Sovereignty is the right of all peoples, and we ask for an end to Saudi action in the Middle East. Thank you.

Thank you.

The next speaker is World Jurist Association of the World Peace Through Law Center.

Thank you, Madam Vice President. The World Jurist Association welcomes the Council's continued attention to technical assistance and capacity building in the field of human rights. International commitments can only become effective when national institutions have the capacity and independence necessary to implement them. Technical cooperation should therefore contribute to strengthening the rule of law, judicial independence and effective access to justice. This requires independent courts, well-trained judges and legal professionals, accountable institutions and effective remedies when rights are violated. Capacity building should look beyond short-term assistance. It should develop sustainable national expertise, strengthen legal education, and leave institutions better equipped to protect human rights over the long term. The World Judice Association encourages greater cooperation among the United Nations, national authorities, judicial institutions, legal professionals, academia, and civil society. These issues, together with the broader challenges discussed by this council, We'll also be part of the dialogue at the World Law Congress from the 3rd to the 5th of May 2027 to be held in Tirana, Republic of Albania, bringing together the international legal community to keep promoting the rule of law. Strong institutions are the foundation of sustainable human rights protection. Thank you, Madam President.

I thank you.

This was the last speaker on my list, and with this last intervention, we have concluded the general debate on item 10. Dear participants, I understand that certain delegations have requested to exercise the right of reply pertaining to the statements under agenda item 10. And now I give the floor to Thailand. You have three minutes.

Madam Vice President, Thailand would like to exercise our right of reply in response to the statement made by Cambodia during the interactive dialogue with the Special Rapporteur on the human rights situation in Cambodia. Let me reiterate once again that this conflict was not initiated by Thailand, nor has it ever been in Thailand's interest. Cambodia continues to use international fora to spread misinformation and distort facts on the ground while deflecting attention from its own violations and responsibilities. Such repeated provocations run counter to the agreed terms and spirit of the ceasefire, which binds both sides to refrain from actions that escalate tensions. First point, on Cambodia's assertion that the refugees from the 1970s have left Thailand following the closure of the camps. Cambodia is well aware that in reality, a number of Cambodians remain in these areas under Thai territory. Over time, the settlements continue to develop and expand in both size and population. Despite Thailand's repeated protests, Cambodia took no corrective action against such encroachment into Thai territory. During the conflict, the Cambodian military has also mobilized a group of civilians, including children and women, in these areas to further encroach into Thai territory and engage in provocative confrontation to further heighten tensions. Second point, Thailand rejects the unfounded allegation that it has used the issue of online scams as a pretext for territorial encroachment. Thailand's actions were taken in response to armed attacks launched against Thai territory from the areas where scam compounds were located in the exercise of its legitimate right to self-defense and to protect its people. In the course of securing these areas, evidence of industrial-scale scam compounds were subsequently uncovered and have since been independently documented and brought to international attention by numerous international media organizations. Third point, Thailand firmly rejects allegations of occupation. Under the ceasefire agreement, both sides agreed to maintain existing troop deployments at the time of the ceasefire and not conduct activities beyond their respective sides without prejudice to the demarcation process under established bilateral mechanism. This agreement was intended to preserve the prevailing situation on the ground and prevent further escalation. All activities and provisional security measures undertaken by the territories are in line with the joint statement and are intended to prevent further confrontation. Thailand hopes that Cambodia will sincerely implement relevant de-escalation measures under the ceasefire agreement to create a conducive atmosphere for trust and further discussions through relevant bilateral mechanisms. I thank you.

Thank you.

I also recognize Sudan, who wishes to exercise the right of reply pertaining to the statements under agenda item 10. You have three minutes, sir.

Thank you, Madam Vice-President. We wish to exercise our right of reply, given the statement made by the African Development Association. That statement made some accusations against us. I think it's important to restate the importance of this agenda item 10 on technical assistance and capacity building, and we refuse any attempt to politicize this agenda item. States, many states have already supported Sudan under item 10. Sudan has always supported stability and peace in the world, and Sudan ensures that it protects civilians and respects the principles of international humanitarian law. This organization, however, has issued a statement testifying to certain violations which are committed by the Arab Sudanese forces against citizens. These are practices very close to crimes against humanity. Accusations shouldn't, therefore, be made against Sudan, but rather against those parties that support these militias and the Rapid Reaction Forces. Thank you.

Thank you, Sudan.

Is there any other delegation wishing to exercise the right of reply? I see none. So, Excellencies, distinguished participants, we have now concluded the consideration of agenda item 10. And we will now take a technical break before proceedings to taking action on draft resolutions. 20.

Colleagues, I think we can start. Excellencies, distinguished representatives, colleagues, before we start taking action on draft resolutions, I suggest that we undertake a test of the voting system. When I ask the Secretariat to open the voting machine, the lights of the voting buttons will start blinking. If you wish to vote yes, press the green button. If no, press the red minus button. And for abstention, press the white zero button. Now I invite all representatives seated where there is a vote sticker to press one of those buttons. I kindly request all delegations to check whether their vote is accurately reflected on the screen. If so, I ask the Secretariat to close the voting machine. We will now begin to take action on draft resolutions. We will follow the standard procedure for voting as in previous Council sessions, of which I will highlight the main points. I remind you that the voting process is a members-only process. Observer States may intervene in only two instances: at the stage of introduction of a draft proposal, or if the observer State is a country concerned by a draft resolution or decision. Apart from these two instances, observer states will not be in a position to take the floor until the voting process is completed, not even on a point of order. However, if time permits, observer states may have the opportunity to make general comments after all draft resolutions and decisions have been acted upon. We will proceed with the consideration of draft proposals in the chronological order of agenda items. Within each agenda item, we will act upon draft texts in the order of submission. I will inform you when a text is not ready for action. I will try to the greatest extent possible to grant concerned parties the time necessary to undertake negotiations on draft texts in order for them to be adopted by consensus. May I remind you and this is very important, that in accordance with our voting process, all procedural motions such as oral amendments and requests for votes on separate paragraphs should be announced during the general comment segment. If this is not the case and a procedural motion is raised when the vote has already started with the explanation of vote before the vote, the motion will be deemed inadmissible. Therefore, please bear this in mind. I also remind you that explanations of vote and general comments after the vote will be allowed only after action has been taken on the last draft proposal under a specific agenda item. I would also like to remind you that in accordance with rule 128 of the rules of procedure of the General Assembly, The sponsor of a draft proposal or an amendment is not permitted to explain his or her vote on his or her proposal or amendment. And finally, the speaking time during the voting process is three minutes for all. I wish to urge all speakers to be economical within the allocated time. If more than one delegation is introducing a draft proposal, the speaking time should be shared between them. Excellencies, distinguished representatives, colleagues, I have been informed that a number of resolutions are ready for adoption during this meeting, as shown on the screen. Excellencies, distinguished representatives, colleagues, all the BBI's received have been posted on the HRC extranet. Is it extranet or portal? Portal. Okay, it's the HRC portal. We will now consider draft president's statement L23 under agenda item one, entitled reports of the Advisory Committee. The draft statement before you has been prepared in consultation with all concerned. Are there members of the Council wishing to make comments at this stage? I see no request for the floor. I've been informed by the Secretariat that there are no PBIs for this draft proposal. I therefore understand that it enjoys the support of all in this room. With this, therefore, I take it that the President's Statement L23 is adopted. May I ask if there are any explanation of vote after the vote on the PRST adopted under item 1? I see no request. The Council will now consider draft proposal L8, entitled "Situation of human rights in Afghanistan". I give the floor to the distinguished representative of Ireland on behalf of the EU to introduce the draft text.

Thank you, Mr. President. Allow me to begin by stressing that we deplore the civilian deaths following airstrikes in Kunar and Helmand. UNAMA has confirmed at least 10 civilians killed, most of them children, and nine people injured. We urge both sides to exercise restraint and engage in dialogue. All parties must respect international law, including international humanitarian and human rights law, protect civilians and civilian infrastructure, and take all feasible precautions to prevent civilian harm. Mr President, I have the honour to present on behalf of the European Union, draft resolution L8, entitled "Situation of human rights in Afghanistan". It has been five years since the Taliban took over Afghanistan by force. Five years during which the Taliban have continuously violated Afghanistan's international obligations, most notably when it comes to the rights of women and girls. To quote the Special Rapporteur: The Taliban's unrelenting restrictions, policies and practices not only violate the human rights of Afghans, but are reshaping the social fabric of the country. The education system excludes girls and indoctrinates boys. The institutions that once offered protection have been dismantled, and now Taliban decrees reach into the most private areas of life. The Taliban deny the equal humanity of women and girls in words and in deeds. Their relentless silencing of dissent is abhorrent. Persons belonging to minorities, including ethnic and religious minorities such as the Hazara, persons in vulnerable situations and LGBTI persons continue to face human rights violations and abuses, often compounded by intersectionality. Civil society space has been decimated. Mr President, this Council has a duty to react and stand in solidarity with the people of Afghanistan, and will do so by renewing, as is clearly warranted, the mandate of the Special Rapporteur. It also did so last year by creating the Independent Investigative Mechanism for Afghanistan, a major comprehensive step for accountability and justice for all victims and survivors of Taliban violations and abuses. If adopted, L8 will reinstate an enhanced interactive dialogue during the June session. This responds to a strong ask by fellow Member States and civil society. The Taliban have tried to silence the women and girls of Afghanistan. We cannot accept that. We must ensure that their voices remain at the centre of international efforts, including at this Council. We thank all delegations for their constructive participation in the negotiations, and we call upon all members of this Council to adopt this resolution by consensus. Thank you.

Thank you. I have been informed by the Secretariat that there are five additional co-sponsors. I now give the floor to members of the Council who wish to make general comments. I recognize the distinguished representative of the Republic of Korea.

Thank you, Mr. President. As a long traditional co-sponsor, the Republic of Korea strongly welcomes the adoption of this resolution by consensus. We thank the European Union for its leadership and its transparent and inclusive negotiation. We also appreciate the constructive engagement by all delegations. This consensus sends a clear and unified message: the international community will not look away from the suffering of the Afghan people. Mr. President, while we appreciate this consensus, we see the situation on the ground continues to deteriorate. Women and girls continue to face systematic exclusion from secondary and higher education, from most formal employment, and from public life. They are being erased from society. No country can prosper when half of its population is denied its most basic rights. We call on the Taliban to reverse these restrictions without delay. We are also deeply concerned about the persistent persecution of Hazara and other ethnic and religious minorities. In this regard, we will look forward to the Special Rapporteur's study on the subject, the human rights situation of persons belonging to the national or ethnic, religious or linguistic minority in the country, as mandated by this resolution. Accountability is essential to the lasting peace. In this regard, the Republic of Korea welcomes the progress made in the setting up the independent investigative mechanism and call for it to be fully staffed without delay. We deeply regret Taliban's decision to deny the Special Rapporteur access to the country. We urge them to reverse it and to fully cooperate with the UN human rights mechanism. The Republic of Korea will remain dedicated to supporting Afghan people in the pursuit of dignity, justice, and lasting peace. I thank you.

Thank you. I give the floor to the distinguished representative of North Macedonia.

Thank you, Mr. President. North Macedonia remains concerned in regard with the overall situation in Afghanistan that can have great impact and consequences in the wider region. We are particularly concerned that five years since Taliban seized power in Afghanistan, their policies and laws continue to have devastating impact on the human rights and fundamental freedoms of the Afghan people, as documented by the Special Rapporteur and the Office of the High Commissioner for Human Rights. Through seven successive resolutions, the Council, under different composition, has consistently expressed grave concern over serious and persistent violations. with particular attention to the institutionalized and systematic discrimination against women and girls, violation of children's rights, and abuses against ethnic and religious minorities. Extrajudicial execution, torture, arbitrary detention, violence against women, girls, and children, restriction on civic space, attacks against human rights defenders and journalists, including women journalists, and reprisals. cannot remain without accountability. The continued erosion of the rule of law and the deliberated forms of discrimination require firm and sustained international responses. The latest decree on criminal rules of courts approved in January 2026, which extends the offenses to which the death penalty may be applied, is of grave concern. It is against the obligations undertaken by Afghanistan to treaties and conventions to which it is party to, such as the, amongst the others, the International Covenants of the United Nations. We would like to reiterate that the establishment of independent investigative mechanism for Afghanistan last year is an important step towards systematically collecting, preserving, and analyzing evidence of serious violation of international human rights and international humanitarian law. and towards facilitating future accountability. We underscore the need of allocating the resources necessary for the mechanism to fulfill its mandate. We strongly support the continued work and extension of the mandate of the Special Rapporteur and thank the core group for presenting draft resolution L.8, which we are pleased to co-sponsor. We hope that the resolution will be adopted by consensus. In doing so, above all, we send a message to the victims and their families, women and girls, children, minorities and all vulnerable groups in Afghanistan that the Council continues to stand with them and remains committed to protecting their rights, dignity and fundamental freedoms. Thank you.

Thank you. I give the floor to the distinguished representative of Spain, followed by Japan.

Thank you, President Biden. Support our aid. Given the degradation of the basic rights of the Afghan people, it is crucial the Council maintains a strong victim-centered response. We're particularly concerned at the situation of women and girls, where their right to education is denied, they're excluded from work and public life, and their right to access health and justice is blocked. Discrimination is worsening. Spain considers that these policies are a gender apartheid, which must immediately end, and we therefore appreciate the oral update and the interactive dialogue provided for by the draft resolution as well as the accountability, the fight against impunity is crucial in order to prevent new violations and support victims. Thus, we support the calls for the independent investigative mechanism created by the Council to come into being, and we support the mandate of the Special Rapporteur. The recommendations continue to be essential. We call for the Taliban to cooperate fully with the United Nations human rights mechanisms. We hope that this resolution will support the process. Thank you.

Thank you. I give the floor to the distinguished representative of Japan, followed by South Africa.

Thank you, Mr. President. My delegation expresses its appreciation to the EU for their efforts in the presenting of the resolution L8. Japan remains deeply concerned about the human rights situation in Afghanistan, especially the continued institutionalized discrimination against women and girls. Five years after the Taliban takeover, women and girls continue to face severe restrictions on education, employment, freedom of movement and participation in public life. In this regard, we welcome the work of the Special Rapporteur and his continued efforts to improve the human rights situation of the Afghan people, which remain more vital than ever. We also welcome the inclusion of an oral update by the Special Rapporteur on the situation of women and girls, who have been disproportionately affected by measures imposed by the Taliban, as well as enhanced interactive dialogue. Despite the difficult situation, Japan will not cease its engagement with Afghanistan or its support for the Afghan people. As international aid to Afghanistan continues to decline, we believe it's important to support basic human needs and economic empowerment and foster self-reliance for the Afghan people. In this context, Japan is working with civil society organizations and other stakeholders within Afghanistan placing livelihood support at the center of its efforts, with a particular focus on women, entrepreneurs, and workers. Japan calls upon the Taliban to respect Afghanistan's international human rights obligations, remove restrictions on women and girls, and ensure their full and equal employment of human rights. enjoyment human rights. To this end, Japan will leverage its presence in Kabul to engage directly with the Taliban, while coordinating closely with the international community. We hope that the Independent Investigative Mechanism for Afghanistan, once operational, will work in close coordination with the Special Rapporteur and UNAMA, with a view to contributing to tangible improvements in the human rights situation on the ground. With these considerations, we hope this resolution will be adopted by consensus. I thank you.

Thank you. I give the floor to the distinguished representative of South Africa, followed by China.

Mr. President, South Africa thanks the EU for resolution L8 and appreciates that our proposals, rooted in the long-held demands of Afghan civil society, are reflected in the text. Indeed, resolution L8 resonates with the South African experience as we commemorate the 70th anniversary of the 1956 Women's March this year. The women of 1956 not only challenged apartheid, but also patriarchy, stating that they would teach South African men that they could not hope to liberate themselves from the evils of discrimination and prejudice as long as they failed to extend to women complete and unqualified equality in law and in practice. In doing justice to their proud legacy, my delegation cannot remain silent while women and girls in Afghanistan are denied their rights simply because they happen to be born women and girls. In this regard, women and girls in Afghanistan have been subject to a series of misogynistic decrees institutionalizing an organized, widespread, systematic campaign to erase them from public life. Accordingly, we must ensure those responsible are held accountable, and operationalizing the Council's decision to establish an independent investigative mechanism will go a long way toward achieving this. However, the situation confronted by women and girls in Afghanistan derives from a deeply entrenched culture of impunity resulting from the human rights violations and abuses committed by multiple perpetrators over four decades of conflict. This includes armed attacks on the country from the outside. Therefore, a comprehensive approach to accountability is needed as embedded in the mandate of the independent investigative mechanism, which the special rapporteur has also recognized and whose renewed mandate we welcome. In this way, we will finally be able to end the unimaginable suffering of women and girls in Afghanistan once and for all, and hope that they can take some comfort from the words of the woman of 1956, "When you strike a woman, you strike a rock, you have dislodged a boulder, you will be crushed." I thank you.

Thank you. I give the floor to the Distinguished Representative of China, followed by Colombia.

President, At present, Afghanistan faces multiple challenges, and the Afghan government and the international community urgently need to maintain communication, work in the same direction, and gradually address each other's legitimate concerns to help the country achieve lasting peace, stability, development, and prosperity, and promote and protect the rights and fundamental freedoms of the Afghan people. China calls on the Afghan government to put at the center the country's long-term development and the fundamental interests of the people. effectively safeguard the basic rights of all Afghans, including women, and ensure there are full opportunities in national development and reconstruction. China calls on the international community to provide Afghanistan with the necessary assistance and support, and reiterates that Afghan territory must not be used to shelter or support terrorist activities in any form. and hope that Afghan government will take firm and effective measures to combat all terrorist forces. In view of the above and the country-specific persistent position of China, China will refrain from joining in the consensus on L8 and call on the international community to conduct constructive dialogue and cooperation to safeguard the rights of the Afghan people. Thank you.

Thank you. I give the floor to the distinguished representative of Colombia, followed by Iceland.

Thank you, President. Colombia welcomes draft L8 on the human rights situation in Afghanistan, presented by the EU. Five years ago, the country was plunged into a humanitarian, economic, social, and human rights crisis. Five years of persecution of minorities, and restrictions on fundamental freedoms, and a frontal attack on the rights of women and girls, removing them from public life, reducing their presence, always under control and supervision of male relatives. 2.4 million girls cannot go to school now beyond the age of 14. Only 7% of women are employed as an international community. We are seeing the greatest attack on the rights of women and girls in recent history, accompanied with a grave humanitarian crisis affecting over 13 million inhabitants who depend on international humanitarian aid. Given this, Colombia particularly welcomes the presentation of this draft resolution, which reiterates the need for the international community to maintain a focus on this severe situation. We thank the core group for recognising the impact of the situation in the country on ethnic, linguistic and religious minorities, while maintaining a particular focus on the attacks on the rights of women and girls. qualified as potential crimes against humanity. We welcome the renewal of the mandate of the Special Rapporteur on the human rights situation in Afghanistan. The call for a rapid, effective implementation of the Independent Investigative Mechanism on Afghanistan as a tool to contribute to the situation of human rights is one we support. Colombia fully supports this draft resolution and calls on all Member States to support it. Thank you.

Thank you. I give the floor to the distinguished representative of Iceland, followed by Chile.

Mr. President, Iceland thanks the European Union for presenting draft resolution L8 on the situation of human rights in Afghanistan and welcomes the renewal of the mandate of the Special Rapporteur. The human rights situation in Afghanistan remains a cause of grave concern, where women and girls continue to face systematic discrimination and exclusion from virtually all areas of public life. Continued restrictions on their access to education and employment, along with new decrees that institutionalize discrimination in all aspects of life, affecting the future of over half of the population. It is crucial that Afghan women and girls are not only the subject of our discussions, but are also able to participate meaningfully in them and have their voices and experiences heard directly by this Council and the international community. Iceland therefore warmly welcomes the reintroduction of an enhanced interactive dialogue on the rights of women and girls to be held at the upcoming 65th session next June, providing an important platform for them to share their experiences directly. President, we call on the de facto authorities to fulfill Afghanistan's international human rights obligations and reverse policies and decrees that violate them. We must make full use of the tools available to this Council to address the human rights crisis in Afghanistan, advance accountability for past and ongoing violations and abuses, and prevent the recurrence. In this regard, the independent monitoring and reporting of the Special Rapporteur is critical to complement the work of the International Investigative Mechanism established last year. In closing, Iceland supports draft resolution L8 and urges all members of the Council to adopt it by consensus. I thank you.

Thank you. I give the floor to the distinguished representative of Chile.

Gracias.

Thank you, President. Chile thanks the European Union for presenting draft resolution L8 on the human rights situation in Afghanistan. The text before us strengthens the commitment of the Council to the situation of Afghanistan. The renewal of the mandate of the Special Rapporteur for a further year is crucial to ensure rigorous monitoring on the ground and support victims with operationalization of the new independent investigative mechanism. This resolution is a clear signal that the international community has not abandoned the millions suffering in Afghanistan, particularly women and girls. President, We in particular welcome the inclusion of precise language on the alarming situation of girls in the country. We are gravely concerned at the dismantling of the institutional and legal framework for protecting children, leaving children unprotected against abuse and exploitation. Years are going by and the situation of the Afghan population is not improving. We must continue to focus on the human rights situation in that country. We are needed more than ever. That is the reason for this Council, and thus Chile has co-sponsored this mechanism. This resolution calls on all members to support it and adopt it by consensus, recalling our real commitment to the people of Afghanistan. I thank you.

Thank you. I think we've covered all general comments. Now I give the floor to a distinguished representative of the concerned country. I give the floor to the distinguished representative of Afghanistan.

Thank you, Mr. President. I was supposed to speak after the resolution is passed. So if you want me, I will just wait for it, and I'll take it as a country concern.

Okay. According to the rules of procedures, as a non-member of the council, you may only speak at the very end of the whole proceedings of decisions. So that would mean likely on Wednesday. And also a non-member would not be able to, that is a concerned country would not be able to speak for explanation of vote after the vote on agenda item 2 so that is the situation you have the floor sir.

Okay thank you Mr. president for the fifth consecutive year I do something unprecedented in this council and as a representative country concerned I thank the pen holder and urge you and everybody in this Council to adopt this resolution on my own country. The fact that Afghanistan do this and comes to speaks of the sheer scale of the Taliban's atrocities who have taken 40 million in my country as hostage. But also It speaks of the abandonment of millions of women and men who for decades have struggled to build an open, forward-looking, responsible and accountable state of Afghanistan. Those were not lost decades. They produced a generation that still believes in that state. Today, that generation is silenced, displaced, or exiled. And on their behalf, here in the Permanent Mission of Afghanistan, we thank the pen holders for its leadership and the members of this Council for their standing, also for the OIC for its constructive engagement on this resolution, and everybody who supports the people of Afghanistan. Five years on, there is no ambiguity left about the Taliban. Those who keep them as arms lenders know it. The only country which recognized them know it, and those who must deal with them for security or for the return of migrants know it too. This resolution captures the reality without euphemism. It describes an institutionalized system of discrimination, segregation, and domination that should shake the conscience of humanity, as it says in the resolution itself. This year, It added degree number 12, which expand the death penalty, tolerate violence against women within the family, and criminalizes criticism of leadership. That system may amount to gender persecution, a crime against humanity, and that the International Criminal Court has issued arrest warrant against the Taliban Supreme Leader and his Chief Justice. Mr. President, yet The women of Afghanistan have not surrendered. Alongside journalists, human rights defenders, civil society, inside the country and in exile, they continue to learn, document and speak at great risk. I would like to focus on four elements of accountability, which this resolution is mandated to cover. Operationalization of an independent investigative mechanism, renewal of mandate for a special rapporteur, and report by the High Commissioner on dismantling our legal and judicial system, and a study of minorities, including persecuted Azeri community. And with this, I thank everybody concerning this resolution, and I would like it to go without vote. Thank you very much.

Thank you. I've been informed by the Secretariat that there are PBIs for this draft proposal. The corresponding PBI oral statement has been made available on the HRC portal. I now give the floor to members of the Council who wish to make explanation of vote before the vote on the draft proposal L8. I see no such request. Is there a request for a vote? I give the floor to the distinguished representative of Pakistan.

Mr. President, The human rights situation in Afghanistan remains deeply concerning. The Afghan people continue to face multidimensional challenges marked by shrinking civic space and severe restrictions on fundamental freedoms under the Taliban regime. This deteriorating human rights landscape, however, cannot be viewed in isolation from Afghanistan's security environment, which continues to threaten the right to life within its border and beyond, particularly in neighboring countries. Several U.N. reports have documented the continuing presence of terrorist groups, including TTP, ISIL-K, and al-Qaeda. The Security Council Monitoring Team has described Afghanistan as permissive territory for terrorist groups and reported that Taliban tolerance of such groups creates conditions for terrorism to project into neighboring states. For Pakistan, this is not an abstract concern, Mr. President. According to U.N. reports, TTP has continued to escalate attacks against Pakistan, including attacks reportedly conducted from Afghanistan, while de facto authorities have continued their support to TTP. The UN has also reported the availability and transfer of advanced weapons to TTP and other groups. The General Assembly has itself demanded that Afghan territory not be used as a platform or safe haven to threaten or attack any country, finance terrorists, or shelter and train terrorists. Mr. President, terrorism strikes at the most fundamental human right, the right to life. and can we raise development gains in an instant. Human rights, security, and development are mutually reinforcing. Any assessment of Afghanistan that inadequately addresses terrorist safe havens, impunity, and transnational support networks cannot present a complete picture of the situation. Pakistan has therefore has demonstrated extraordinary solidarity with our Afghan brothers and sisters by hosting millions of Afghan refugees, despite significant pressures on our resources. The General Assembly has expressly acknowledged the huge burden shouldered by Pakistan and called for greater international support and equitable responsibility sharing. Mr. President, the inseparable link between human rights, security, and development, particularly the terrorist threat emanating from Afghan territory, requires greater balance and attention. Similarly, the principle of international burden-sharing deserves enhanced attention. We appreciate the EU's effort on human rights and the situation in Afghanistan. However, we believe that the text could have been further refined to better reflect the facts on the ground. Moreover, the draft's limitation given Taliban regime disengagement with the process cannot be overlooked that points to systemic constraints of country-specific mandates of the HRC on which Pakistan has a stated position. Despite all these, Pakistan will join the consensus. I thank you, Mr. President.

Thank you. I see no further request for explanation of vote. Is there a request for a vote? I see none. May I take it therefore the draft proposal L8 may be adopted without a vote. It is so decided. Excellencies, distinguished representatives, colleagues, this brings us to the end of this meeting. We will reconvene in the afternoon at 3:00 p.m. to take action on draft proposals. And I hereby close the 39th meeting of the 63rd session of the Human Rights Council. See you all this afternoon.
