The situation in the Middle East (Syria) - Security Council, 10094th meeting

The 10,094th meeting of the Security Council is called to order. The provisional agenda for this meeting is the situation in the Middle East. The agenda is adopted. In accordance with Rule 37 of the Council's Provisional Rules of Procedure, I invite the representatives of Iraq, Israel, Jordan, and the Syrian Arab Republic, and Turkey to participate in this meeting. It's so decided. In accordance with Rule 39, of the Council's provisional rules of procedure, I invite the following briefers to participate in this meeting: Mr. Khalid Khayri, Assistant Secretary-General for the Middle East, Europe, Americas, Asia and Pacific, Department of Political and Peace Building Affairs and Peace Operations; and Ms. Edna Usorno, Director, Crisis Response Division, Office of the Coordination of Humanitarian Affairs. It's so decided. The Security Council will now begin its consideration for the item two of the agenda. I now give the floor to Mr. Khaled Khayri.

Mr. President, members of the Security Council, our first meeting on Syria in this new year takes place against the backdrop of significant developments in northern and northeastern Syria. While these developments have advanced rapidly in recent days, and the situation remains fluid, let me briefly recap the key events of the past weeks. A further round of talks between the Syrian government and the Syrian Democratic Forces to implement the 10th of March 2025 agreement on 4 January did not yield progress. Shortly after, clashes erupted in and around the SDF-controlled neighborhoods of Aleppo city, Ashrafieh and Sheikh Maksoud. Following several days of intense fighting and in the context of measures taken by the Syrian government to alleviate the impact on civilians, such as humanitarian corridors, Reports from various public sources indicate that tens of thousands fled, most of whom have started to return. Dozens were killed, hundreds were wounded, and persons are still missing. On 11 January, the SDF withdrew east of the Euphrates to northeast Syria. On 17 January, Syrian government forces moved across the Euphrates and took control of broader swaths of territory from the SDF. with local populations in these areas also taking over of territory from the SDF in many instances. With mediation from United States and other international partners, on 18 January, a ceasefire and full integration agreement between President al-Sharaa and SDF leader General Masloum Abdi was announced to halt the fighting and ensure the full integration of all three northeast governorates under central government control. However, a subsequent meeting on 19 January between them failed to resolve implementations and fighting resumed. On 20 January, the Syrian Presidency announced a shared understanding between the government and the SDF, providing the SDF a four-day period for consultation, and the SDF expressed its commitment to a ceasefire. Mr. President, we are now two days into this critical period. As I speak, the situation on the ground remains very tense, with exchanges of fire and clashes between government forces and the SDF in parts of Hasakeh governorate and also on the outskirts of Ain al-Arab, also known as Kobani, an SDF-controlled enclave where access is challenging given ongoing clashes. Let me note that there is an alarming humanitarian protection crisis with an urgent need for all sides to ensure the protection of civilians and civilian infrastructure and humanitarian access. The Secretary-General expressed his concern about the continuing violence and strongly called for full respect for international law and the protection of civilians, and urged the parties to continue dialogue and to move forward in good faith, working together to secure the implementation of all agreements. We strongly appeal for both sides to immediately adhere to a ceasefire in line with the 18 January agreement and engaging fleshing out and implementing the details of this latest understanding of 20 January swiftly and in a spirit of compromise in order to ensure a peaceful integration of northeast Syria in support of Syria's border transition. It is important also to note the recent decree number 13 announced by President al-Sharaq concerning the linguistic, cultural, and citizenship rights of Syrian Kurds within the Syrian state. This is a crucial issue for the future, and the unprecedented decree is an encouraging initiative on which to build further through a genuinely inclusive process. Mr. President, last month, on your visiting mission to Syria, Ahead of the first anniversary of the fall of the Assad government, you witnessed firsthand the achievements, opportunities, and challenges facing the Syrian people in this new chapter for Syria moving toward equal citizenship. The United Nations fully supports and encourages Syrian efforts to advance an inclusive political transition. equitable political participation by all components of Syrian society, and meaningful participation by women to strengthen national cohesion and unity. And we look forward to the next milestones in Syria's transition, the full formation of People's Assembly, and the establishment of the committee to draft the permanent constitution and the constitutional court, reflecting these principles. We acknowledge the important steps the Syrian Government is taking to achieve justice for the victims of abuses and to combat impunity, both past and present. The Syrian people across the board are also asking for and deserve more in this area. The UN looks to further support these efforts. They are critical for restoring and sustaining peace, justice and accountability. Mr. President, one year into this political transition, much has been achieved in post-Assad Syria. The fact that almost 3 million refugees and internally displaced persons have returned attests to that. Yet the country remains extremely fragile after 14 years of devastating conflict. ISIL is still a persistent threat. As the Syrian government has joined forces with international partners in the global coalition against Daesh to address the threat, we continue to encourage international cooperation in this area. It is vital that ISIL is not allowed to capitalize on the fluid situation in the north and east. We share concerns about the presence of foreign terrorist fighters in Syria. During the fighting in northeast Syria, Control of some of the detention centers for ISIL fighters switches from the SDF to government forces, as did Al-Hol camp in Hasake. There are indications that some detainees escaped. We appeal for full attention to be given to ensure that the transfer to the Syrian government of ISIL detention facilities still under SDF control is done in an orderly manner. Separately, the United States announced on 21st January its mission to transfer ISIL detainees from Syria to Iraq, with 150 ISIL members held in Hasakah already transported to a secure facility in Iraq. Mr. President, tensions persist along sectarian and ethnic lines, often fueled by hate speech and disinformation. The wounds along Syria's coast, in the north and in the south, remain unhealed. with triggers all around to upset the fragile stability. On 26 December, a deadly attack occurred at the Ali ibn Abi Talib Mosque in Homs, which the Secretary-General strongly condemned, emphasizing that attacks against civilian and religious sites are unacceptable. The Syrian Foreign Ministry condemned the attack and emphasized its commitment to counter-terrorism efforts and to ensuring security for all Syrians. Subsequently, the Syrian authorities prevented an attempted attack on a church in Aleppo. Mr. President, we note with concern the unresolved differences and escalating rhetoric in Sweida Governorate. Sporadic armed clashes between Syrian forces and local groups and militia are concerning. as are the reported intra-Druze tensions, including detentions and assassinations in areas of Sweida outside of government control. The United Nations continues to urge the parties to engage with the Amman Roadmap of 16 September 2025 and implement confidence-building measures to restore trust and bring stability to Sweida. Israeli incursions in southern Syria continue to undermine Syria's sovereignty and territorial integrity. We welcome this Council's extension of UNDOF's mandate for another six months. Let me reiterate the Secretary-General's call on Israel to refrain from violations of Syrian sovereignty and territorial integrity. Let me also appeal to the parties to respect the terms of the 1974 Disengagement of Forces Agreement and call for the withdrawal of Israeli forces from areas it entered after 8 December 2024. In this regard, We are encouraged by resumed contacts between Syria and Israel to seek mutually acceptable security arrangements. Mr. President, the United Nations remains committed to supporting Syria in charting a path to peace, stability, and prosperity in challenging domestic and regional environments. We look forward to deepening our engagement with the Syrian authorities to help ensure that this transition is inclusive, sustainable, and ultimately successful. And we look forward to continue to engage widely among Syrians, including civil society, women's groups, and all Syrian communities. To that end, the Secretary-General has appointed a new Deputy Special Envoy for Syria, Mr. Claudio Cordon, who will advance the United Nations support for Syria's political transition, and a new Resident and Humanitarian Coordinator ad interim, Mrs. Natalie Fustier, to support Syria's recovery. We stand ready to serve as a trusted partner to Syria in advancing this transition in conditions of trust and legitimacy, fostering recovery, and promoting long-term stability. In this context, we seek to see the Office of the Special Envoy for Syria on the ground to engage in structured and supportive way throughout this transition, to deliver these objectives more effectively and efficiently, ensuring closer engagement and better coordination of resources. We look forward to furthering the dialogue with the Syrian Government in this regard. Thank you, Mr. President.

I thank Mr. Khairy for his briefings. I now give the floor to Ms. Adam O'Connell.

Thank you, Mr. President. As Syria enters the second year of its new chapter, the determination of its people to build a better future is both palpable and encouraging. Recent weeks have underscored how acutely vulnerable the country is to the impacts of hostilities and natural disasters, such as winter storms, and why humanitarian needs remain substantial. Earlier this month, clashes in Aleppo city forced tens of thousands of people to flee their homes, though most have been able to return since. the January 11 ceasefire as you just heard from our ASG from DPPA. Fighting also spread into eastern Aleppo and parts of Arakka, Da'ezor and Al-Hasakah governorates. As of January 18, more than 13,000 people had fled from Arakka governorate. Many families sought refuge at collective centers in Kamishli. The fighting has cut off people from clean water. Some hospitals have been forced to close, and many children cannot attend school. The closure of the main artery between Homs and Araka and damaged bridges, along with explosive ordnance, have affected humanitarian's ability to deliver aid. Displaced families face bitter winter conditions and desperately need shelter, food, heating. Mr. President, Despite fighting and access challenges, the United Nations and its partners continue to deliver aid. In Aleppo, we have been providing shelter, food, medicines, nutrition support, and protection services in close coordination with the government of Syria. We are also supporting people returning to their homes in neighboring neighborhoods affected by the upheaval. Reception centers have been set up at in Al-Hasakah and Qamishli, and the UN and our partners are providing food across Arak, Tabqa, and Al-Hasakah. The Syria Humanitarian Fund has released 2.5 million US dollars to rapidly assist displaced people and cushion the effects of severe winter conditions. At Al-Hol camp, as you've heard, hosting thousands of women and children with suspected family ties to ISIL, SDF forces withdrew from their positions on January 20, and the Syrian internal security forces established a security parameter around the camp premises. Yesterday, the United Nations Refugee Agency, UNHCR, and UNICEF teams reached the camp. And UNHCR, which has taken over camp management responsibilities, is actively coordinating with the Syrian government to urgently resume the safe delivery of lifesaving humanitarian assistance. Mr. President, members of the Council, in As-Suwayda, in southern Syria, though the situation remains calm, 155,000 people who have been uprooted since July last year cannot return home due to the fragile security situation. Commercial supplies and basic services remain insufficient to meet people's needs, leaving many to rely on humanitarian assistance. The United Nations and our partners continue to deliver 400,000 support to nearly 400,000 people every month in Asaweda and neighboring governorates. Meanwhile, clearing explosive remnants remains a critical priority across Syria, with over 540 people killed and nearly 1,000 injured in 2025. Widespread contamination continues to impede people's return to their homes and the rebuilding of livelihoods, particularly for farmers. Mr. President, recent weeks have shown how vulnerable Syria is to extreme weather. Heavy snowstorms and extreme cold in northern areas have affected nearly 160,000 people living in camps, damaging shelters and contributing to the death of two infants. The United Nations is providing heat, fuel and winter assistance, but only a quarter of the $112 million needed to support people this season has been received. leaving our partners unable to reach only a fraction of the 2 million people they hoped to support this winter. Syria is still reeling from the impact of drought-like conditions, which damaged 70% of the last winter wheat harvest. While increased rainfall has helped to restore water levels in some areas, it has also flooded and damaged land across several governorates. Mr. President, in spite of these challenges, Syrians across the country continue to work to build a brighter future. More than 3 million Syrian refugees and internally displaced people have returned to their homes since December of 2024. And we have started to see some encouraging, if still limited, improvements in humanitarian indicators. Food security has improved slightly. but only one in five families are consistently meeting their nutritional needs. Syria can make further progress in reducing humanitarian needs, but this hinges on three requirements from international partners, including this Council. First, increased investment in recovery and development. Years of conflict and underinvestment have left communities across Syria with significant shortfalls in services, infrastructure, and financial access. Government-led efforts are underway to help address these gaps. But given the scale of the challenge, international partners must step up with swift and sizable support and provide targeted development finance so that the most vulnerable are not left behind. Second, sufficient and sustained humanitarian funding in the near term. Large-scale development investments will take time to mobilize and bear fruit. In the meantime, immediate life-saving assistance must continue. In 2025, the United Nations and our partners received only one-third of the 3.2 billion US dollars we needed. With this, we were able to do a lot. were able to reach 3.4 million people in critical aid every month. But this was out of the 10.3 million people we targeted. We could not do as much. We thank all member states and our donors who have helped Syrians, both inside Syria and in neighboring countries, over the years. We welcome the recent announcement by the United States that Syria is among the humanitarian operations It will support through country-based pool funds. We are also grateful to those donors who have already made early contributions for 2026. And third, active diplomacy to prevent further violence and protect civilians. The recent clashes in Aleppo and beyond show how instability continues to force families from their homes, strains already limited humanitarian resources and slows development and recovery efforts. We hope the recent ceasefire agreement will translate into stability that the people of Syria need. Mr. President, reversing a crisis, a humanitarian crisis of the scale and complexity of Syria's was never going to be easy, but we must all do what we can to support the people of Syria in this effort. We owe it to people like Hanan, who lost the restaurant she owns in Aleppo during the recent clashes, and who told us, "We have endured so much, especially this bitter winter, and we are exhausted. All we want is safety and security." Despite the hardship, she conveyed her belief in a Syria of hope, joy, and solidarity. I thank you.

I thank Ms. Oshorno for her briefings. I now give the floor to those Council members who wish to make statements. I now give the floor to the representative of Denmark.

Thank you, Mr. President. Let me also thank ASG Kyari and Director Wasono for their briefings. I also welcome the Permanent Representative of Syria to today's meeting. Mr. President, We have paid careful attention to the dramatic events unfolding in northeastern Syria these past weeks, which arguably constitute the most substantial territorial change since the fall of the Assad regime. Reports of ISIL and Daesh fighters escaping from prisons and camps in Syria, albeit difficult to confirm, are worrying. We urge the Syrian Transitional Government to continue its efforts to address this threat, comprehensively as a member of the counter-ISIL coalition. We welcome the ceasefire between the SDF and the Syrian Transitional Government from 20th January. It is key that this is now implemented and that dialogue and de-escalation are prioritised. Even with a ceasefire in place, we urge the Syrian Transitional Government and the SDF to prioritise protection of civilians above all else. Civilians must never be targets, and accountability must always be judicial and never founded on retribution. In this regard, it's crucial to continue the challenging process towards inclusive and credible transitional justice for all Syrians. Mr. President, as we just heard from Director Bosona, the humanitarian situation remains dire, even without the recent military clashes in the northeast. A severe drought followed by a harsh winter, including heavy snowfall in the northeast, has impacted heating, housing, and nutrition. In the short term, basic needs, including blankets, meal packages, and shelters, are urgently needed. In the long term, resilience-building measures such as recultivation, clearance of farmland, and protecting vital waterways from environmental degradations are also key. The lack of funding remains a major concern, and we urge all donors to do more to meet the needs. Mr. President, last year has been marked by progress on many fronts. However, as we look to the year ahead, it is also clear that many challenges still persist in the securing of a genuinely inclusive political transition in Syria. In this regard, reiterate our call for an inclusive and transparent political process, respectful of the rights of all segments of the Syrian population. This is the only viable path towards lasting peace and stability in Syria. Denmark remains strongly committed to this end. I thank you.

I thank the representative of Denmark for her statement and now give the floor the representative of Russian Federation.

President, we are grateful to Assistant Secretary-General Mr. Khaled Khairi and OCHA Director Ms. Edem Wasornu. We are grateful for their substantive reports about the situation in the Syrian Arab Republic, the SAR. We are following closely the rapid development of the military and political situation in Syria, our friend. Unfortunately, since the start of 2026, we've seen the situation marked by yet another spike in violence between government forces and Kurdish armed formations in the northern parts of the city of Aleppo, Ashrafia, and Sheikh Maksoud. As a result of the clashes, as far as we can tell by the information we're getting, tens of Syrians have died, many were wounded, and thousands were compelled to flee their homes. On the 10th of January, the Syrian authorities announced that they've established control over the aforementioned neighborhoods in Aleppo. Then, between the 16th and the 18th of January, they conducted a large-scale military campaign in the northeast of the country, broadening government control over a significant portion of the country, including the governorates of Raqqa, Deir al-Zor, and Hasakah. We note that in the last days, between the Syrian Democratic Forces, which used to control the aforementioned areas, and Damascus, while they entered into a series of agreements about a ceasefire and the reintegration of the Transjordan into the legal framework of the Syrian state. Among the key components of these understandings is the transfer to the Syrian Armed Forces the function of ensuring the security of borders and energy sites, as well as the incorporation of SDF fighters into the Ministry of Defense and the Ministry of the Interior of the SAR. We are counting on the fact that the parties will tackle responsibly and seriously the implementation of these understandings, which are expected to contribute to ending the protracted intra-Syrian confrontation and to ending the suffering of the civilian population. Against this backdrop, we are acutely disquieted by information from the Ministry of Defence of Syria about the fact that just yesterday, in Hasakah, The ceasefire was violated, including by an SDF strike on a weapons arsenal near Yarebbeh, the border crossing. As a result, seven Syrian Armed Forces soldiers died. We urge all parties involved to cease efforts to sabotage the negotiations process and to refrain from any further confrontation, which risks ratcheting up the spiral of violence and sending the situation out of control. We stand convinced that the path to long-term sustainable stabilization in Syria requires the establishment of pan-national dialogue with the participation of a wide spectrum of ethnic and faith groups, including Alawites, Druze, Sunnis, and Kurds. Thus, we want to emphasize the importance of the presidential decree dated 16th January, a decree on the protection of linguistic and cultural rights of Syrian Kurds. We believe this document is an important and much-needed step on the path to the restoration and strengthening of trust, which is so necessary for all Syrians, given this current very difficult period in the history of Syrian statehood. President, in the context of developments in Syria, we shouldn't forget about yet another rather dangerous factor, that is the concentration of thousands of ISIL fighters, including foreign terrorist fighters, FTFs, in prisons and refugee camps in the Transjordan. Given the advance of government forces to the east, SDF units left these sites holding ISIL members that they had been guarding, including the densely populated Al-Hol and Shadadi camps in Hasakah province. This, judging by media reports, was seized upon by a large group of terrorists who actually fled. some of the fighters, as far as we understand, was swiftly arrested. Having said that, we believe it's unacceptable to see yet another security vacuum in such dangerous hotspots of international terrorism, which pose threats not only to Syria but the entire Middle East. We hope that the Syrian Government authorities will manage to take control of the situation and to ensure the requisite level of physical security for all camps in the Transjordan containing ISIL members and members of their families. The issue of repatriation of fighters to their countries of origin remains outstanding. Mr. President, we are once again compelled to acknowledge that the solution of the many challenges internal challenges in the Syrian Arab Republic is complicated by the ongoing illegal interference on the part of Israel. Despite the unambiguous signals from Damascus about the readiness of Syria to partake in mutually respectful dialogue, Western Jerusalem continues its arbitrary military activities against Syrians at odds with the 1974 agreement on the disengagement of forces and the Golan. We call on the Israeli leadership to refrain from using force to address their concerns as regards security, and for Israel to respect the security and the territorial integrity of their Arab neighbors, returning to the implementation of international legal obligations in keeping with relevant Security Council and General Assembly resolutions. Mr. President, On a separate note, we want to speak about the humanitarian consequences of the latest developments surrounding Aleppo and in the northeast of Syria, which created an additional burden for the entire Syrian Arab Republic. What was fairly predictable as a consequence of the hostilities were the new waves of displacement, which resulted in a serious spike in humanitarian need. It's unlikely that anyone can remain indifferent in the face of reports of women and children fleeing their homes, often barefoot and without any warm clothing. They are in fact seeking shelter, and this during a very harsh winter. We're also alarmed by reports about the fact that opportunities for helping these people are very limited due to the closure of key transport routes. We're particularly disquieted by information about damage to critically important sites, specifically in the city of Raqqa, a large proportion of the population no longer has access to drinking water. This is exacerbated by the overall dire state of humanitarian, of civilian infrastructure across the country, much of which was worn out or deteriorated over years of fighting. On the whole, the images we're getting from the various regions affected by the hostilities are horrifying. We must broaden the scale of humanitarian response and ensure an adequate response to the growing need we're witnessing. Humanitarian organizations must have the opportunity to provide lifesaving assistance unimpeded and in a safe manner. We hope that the Syrian authorities will maintain their constructive approach to cooperating with the UN and UN partners on the ground. Last year's escalation in the coastal areas of Latakia and Tartus, and in the south in Sweida, as well as now in Aleppo and in the northeast of the country, demonstrate full well the extent to which the situation in Syria remains fragile. These events exacerbate the socioeconomic instability in the country, which are having an impact on the lives of millions of civilians who, for many years, have been living through one of the largest and most protected crises we've seen. We call on all parties, including international partners, neighboring countries, and friends of the Syrian Arab Republic, to take efforts to settle the conflict on the basis of dialogue once and for all. That way, we can look for long-term investment in the country's recovery. Having said that, Syria needs genuine international cooperation underpinned by respect and a rejection of any unilateral economic sanctions or other barriers which violate the legal right of Syrians to independent development. I thank you.

I thank the representative of the Russian Federation. I now give the floor to the representative of the United States.

Thank you, Mr. President, and a special thanks to our briefers as well, and a special welcome to the representatives from Syria to this meeting. Colleagues, the United States extends its support to the Syrian government as it works to stabilize the country, rebuild national institutions, and fulfill the aspirations of all Syrians for peace, security, and prosperity. The United States has long supported efforts to defeat ISIS and promote stability in Syria, including through Operation Inherent Resolve and our partnership with the Syrian Democratic Forces, or SDF, whose sacrifices have been instrumental in achieving enduring gains against terrorism. Now, the situation has fundamentally changed. The new Syrian government joined the Global Coalition to Defeat ISIS in late 2025, pivoting to cooperation with the United States on counterterrorism. Damascus is now both willing and positioned to take over security responsibilities, including control of ISIS detention facilities and camps. We are working with the Syrian government and the SDF to reintegrate northeast Syria in a dignified manner that leads to a Syria at peace with itself and its neighbors. We commend both sides on reaching a four-day ceasefire that will allow them each to work out the modalities of the January 18th agreement between Syrian President Ahmed al-Sharaa and SDF Commander Mazloum Abdi. President al-Sharaa has affirmed that Kurds are an integral part of Syria, and integration of Kurds into the new Syrian state offers full citizenship rights, including for those previously stateless, recognition as an integral part of Syria, constitutional protections for Kurdish language and culture, and participation in governance. While risks remain, this integration, supported by U.S. diplomacy, represents the strongest chance yet for Kurds to secure enduring rights and security within a recognized Syrian nation-state. The United States is also ready to continue supporting respectful and productive conversations between Syria and Israel. to turn a new page in their relations for the benefit of future generations. Colleagues, our objective remains a sovereign, unified Syria at peace with itself and its neighbors, where equality, justice, and opportunity are extended to all of its people. Mr. President, we also call on Syria's neighbors, international partners, also to support this vision and provide the cooperation and assistance needed to make it a reality. To that end, we recognize the UN's ongoing work to support the Syrian government and hope the United Nations Office of the Special Envoy will soon relocate from Geneva to Damascus, which will enable it to best assist the Syrian people. Mr. President, thank you.

I thank the representative of the United States for her statement and now give the floor to the representative of the United Kingdom.

Thank you, President. I thank ASG Kiari and Director Wasoni for their briefing, and I welcome the participation of the representative of Syria and other countries of the region in this meeting. I will make three points today. First, The UK is deeply concerned about events in north-east Syria. This is a critical moment for Syria's future, and we are watching developments closely. We call for adherence to the ceasefire agreement, continued dialogue, and an end to violence. All parties must focus on protection of civilians and civilian infrastructure, and unimpeded humanitarian access, both within Syria and across borders. Second, we are alarmed by reports that Daesh fighters have escaped from detention centres, facilities in north-east Syria. A robust transition plan for securing and managing the camps and detention facilities is critical. We encourage close international coordination to mitigate any shared national security risks. Third, the fighting seen throughout January has repercussions for an already difficult humanitarian situation, as we heard today. Tens of thousands of Syrians have been displaced, and their access to essential infrastructure, including water, food supplies, internet, and electricity, has been severely disrupted. Access for humanitarian organizations must be facilitated, and aid allowed to reach those in need without obstruction. The UK is providing life-saving humanitarian assistance to those affected by the violence and displacement in north-east Syria, where it is safe to do so and where access allows. UK aid is supporting hospitals, clinics and the deployment of medical teams, alongside the provision of food, shelter, winter supplies and cash transfers. Colleagues, the Syrian people deserve peace and stability. The UK strongly supports an inclusive political transition that guarantees rights and protections for all communities and delivers for all Syrians. We welcome the commitments of the Syrian Government in this regard. Respect for diverse identities and inclusive representative governance are essential pillars for long-term stability and prosperity, and for a safer, more secure future for Syria. As we look towards a renewed UN-Syria relationship in the year ahead, I encourage this Council to offer their collective support to ensure that Syria remains on the path towards a more stable and peaceful future. I thank you.

Thank the representative of the United Kingdom for his statement and now give the floor to the representative of France.

Mr. President, I wish to thank the Assistant Secretary General, Kelly Carrey, and the OCHA Director, Madame Wasonu, for their briefings. I welcome the Permanent Representative of Syria to the Chamber. Recent events in Aleppo and in the northeast of Syria are a source of concern. That fact compels us to make three comments. My first point, France welcomes the ceasefire, the four-day ceasefire agreement reached between President al-Shara and General Masloum on the 20th of January. All parties must respect that agreement and seize this opportunity to implement a comprehensive agreement on the integration of the Syrian Democratic Forces into the Syrian army and the state institutions. An agreement must also be reached on local governance on the basis of the agreements of 10 March 2025 and 18 January 2026. The protection of civilians, namely Kurdish civilians, must be guaranteed. We call upon all parties to exercise restraint in the face of the risk of escalation. The ceasefire must produce a lasting cessation of all hostilities across the full extent of Syrian territory. International law and unimpeded humanitarian access must be fully upheld. France reaffirms its solidarity with its allies, the allies with which it fought Daesh. We remain committed, as we always have been, to support the success of a transition towards a Syria that is united, stable and enriched by its diversity. President, the fight against terrorism is crucial to guarantee Syria's security, the security of the region, and of the international community as a whole. The uncertainty surrounding the jihadist prisoners is a source of grave concern. The security of Daesh camps is a matter of common interest. Any and all security failure will be exploited by Daesh, who have long sought to free their affiliates. The above compels increased cooperation between the international community and the Syrian transitional authorities. The Global Coalition to Defeat ISIS was recently joined by Syria, and it remains a crucial framework to achieve our goals. France is participating fully in the above efforts. The strikes staged jointly with the UK on 3 January bear witness to that fact. President, finally, Syria must continue its efforts to bolster its unity and inclusion within its borders by bringing together all strata of its society. In this connection, the Presidential Decree issued on Kurd rights in early January is a step in the right direction. The transitional process in Syria must cast aside notions of retribution, it must guarantee the participation of women and lay the foundations for the rule of law. The fight against impunity, to try crimes committed under the former regime but also those committed during massacres on the coast and in Sweida last year, is a vital lever in this regard. President. In addition to restoring peace within its borders, Syria must achieve peace with its neighbors. We encourage the rapprochement with Lebanon. We also hope that a security agreement will be found very soon with Israel. France has facilitated discussions between the countries. With American mediation, these have produced a coordination mechanism. It is incumbent upon this Council to stand side by side the Syrian people at this crucial juncture by supporting its transition towards a stable, united, sovereign and diverse country. Thank you.

I thank the representative of France for his statement, and now give the floor to the representative of China.

President. I thank ASG Kiari and Director General Osono for their briefings. I welcome the representative of Syria, Permanent Representative of Syria, to this meeting. The newly appointed Deputy Special Envoy for Syria, Kordoni, has assumed his duty. I extend my congratulations to him and wish to reiterate China's firm support for the work of the Office. The significant development witnessed recently in Aleppo governorate and the northeast Syria have drawn widespread international attention. China notes that a ceasefire agreement has been reached. We hope that the agreement will be respected and attention eased as soon as possible. so that Syria will achieve peace and stability at the earliest opportunity. We urge all Syrian parties to adhere to the principle of a Syrian-led, Syrian-owned, and advance the political reconciliation process through dialogue and negotiations in order to determine the way forward for rebuilding the country that serves the interests of the Syrian people. The evolving situation in northeastern Syria has raised a security risk that calls for concern. Reports indicate that a group of ISIS militants escaped from detention centers in Hasaki governorate. China is also concerned about the control of the detention centers where the Islamic militants remain. China firmly opposes terrorism in all forms. and manifestations, and stresses that any terrorist activity constitutes the gravest threat to international peace and security and must not be tolerated. We call on the Syrian Transitional Government to fulfill its international obligations and take all effective measures to resolutely combat all international terrorist organizations designated by the Council, including the East Turkestan Islamic Movement. At this time of deep winter, more than 1.5 million Syrians suffering from cold and hunger are waiting for assistance. China commends the UN humanitarian agencies for overcoming challenges such as funding shortages and security concerns to continue their humanitarian operations in Syria. We call on the international community to increase humanitarian input to Syria to help its people to survive the harsh winter in warmth. In the long run, though, all parties must help Syria restore its domestic market, integrate into international and regional cooperation, and thoroughly eliminate the root causes of instability. The international community's expectations for Syria are broadly aligned. We all hope that Syria will steadily advance an inclusive political transition, resolutely combat terrorism, effectively protect the rights of minority groups, swiftly revive its economy, and embark on a path of sustainable development. China reaffirms its support for Syria's sovereignty, independence, unity, and territorial integrity. and opposes external interference. We stand ready to work with the international community to play a constructive role in helping Syria achieve security, stability, and development. Thank you, President.

I thank the representative of China for his statement and now give the floor to the representative of Panama.

Thank you, Mr. President. We are grateful for the briefings issued by the Assistant Secretary-General, Khalid Khouri, and by the Director of the Office for the Coordination of Humanitarian Affairs, Edem Worsuono. We wish to warmly welcome to the Chamber the representatives of the Syrian Arab Republic, and the representatives of the other countries. They do us a great honour by being with us today. After 14 years of conflict, the Syrian people continue to demonstrate extraordinary resilience. In manifold regions of the country, families are returning to their homes and are rebuilding their lives with dignity and resolve. Despite the fact that these returns remain fragile, they reflect a legitimate aspiration to live in peace and normalcy on their own land. However, recent events in the north of the country are a stark reminder that the transition remains vulnerable. Hostilities in Aleppo, particularly in regions to the east of the city, Hostilities that is between the legitimate forces of the state and the Syrian Democratic Forces have produced tens of civilian victims as well as damage to public infrastructure and the forced displacement of tens of thousands of people. These events lay bare a structural challenge that is that of achieving an orderly, inclusive integration that is negotiated, and that is the integration of the SDF within the state's institutional framework. This must be done while respecting and strengthening the state's sovereignty across the full extent of national territory. With this in mind, we recognize the progress made by the Syrian authorities towards the consolidation of its territory. This process must be underpinned by political representation mechanisms that are fully representative and allow the Kurd community to determine who are their legitimate representatives so that they can participate alongside all Syrians in defining the future of their country. Panama is of the view that a lasting solution to turn the page on this chapter and to avoid new fraying of the Syrian social fabric can only be achieved if a political approach is adopted and if work is rooted in dialogue, mutual respect and with guarantees of inclusion. Consequently, it is of the utmost importance that all parties respect the agreement achieved on 19 July, as well as international humanitarian law. They must respect civilians and refrain from actions which might exacerbate forced displacement or imperil the safety of those seeking refuge. We are delighted to note the efforts made by the interim authorities to ensure that the military actions undertaken have been undertaken with restraint and prudence, reducing the impact of hostilities on the civilian population and facilitating dialogue to give fruit to a vision where all Syrians, regardless of their background, can be equal citizens. Mr. President, Panama reaffirms its support for a political transition process which is Syrian-led and Syrian-owned. It must be accompanied by the United Nations, with full respect for the country's sovereignty and territorial integrity. The principles enshrined in the Charter and in Resolution 2254 must be stringently respected. At a time where opportunities for peace are scant and fragile, Syria continues to offer an opportunity to ensure that everyone, interim authorities, local actors, and the international community, act with a sense of historic responsibility and deliver to humankind a chapter which returns hope to them of a better future. Thank you.

I thank the representative of Panama for his statement. I now give the floor to the representative of Colombia.

I thank the Presidency of the Security Council for convening this meeting. I also thank Assistant Secretary-General Mr. Caligiuri and the Director of the Crisis Response Division at the United Nations Office for the Coordination of Humanitarian Affairs, Ms. Giedim Wasorno. I thank them for their briefings. Moreover, we welcome to this meeting the Permanent Representative of Syria. I wish to begin by emphasizing the fact that Syria's sovereignty, unity and territorial integrity must be respected. Any political solution must be Syrian-led and Syrian-owned, and it must be of benefit to the Syrian people and regional stability. The international community's support, including that of this Council, is not a substitute for national will. My delegation is closely following the situation on the ground. We recognize the efforts taken by the Syrian Government and their commitment to maintaining constructive dialogue on economic, political and security matters. Moreover, Colombia welcomes the announcement of a ceasefire. We appeal for that ceasefire to hold and for all peaceful mechanisms to be prioritized with a view to achieving lasting solutions. A transition which can hold over time and be sustainable requires guaranteeing a fundamental principle from its very inception, that is inclusion. Incorporating the views of all Syrians in efforts to map out the country's future that is including women is a prerequisite for guaranteeing that transformations are legitimate. All efforts aimed at preventing any form of discrimination are crucial, crucial as a basis to restore trust, fight impunity and move towards reconciliation and the restoration of the social fabric. President, in terms of security, Colombia is of the view that the challenges facing the country cannot be understood solely through a domestic lens. Rather, they must be considered in the context of regional factors which affect stability. With this in mind, my delegation also calls for the full respect of existing agreements. Breaches of these agreements has produced tensions, tensions which hinder the full exercise of Syria's territorial sovereignty. Moreover, these breaches exacerbate a situation already marked by the harmful effects of occupation. On the humanitarian track, we emphasize that protecting civilians must remain at the heart of efforts, particularly in view of the eternal challenges which remain on the ground. It is necessary to guarantee that essential services continue to be provided, including health services. Colombia is grateful for the efforts made by humanitarian stakeholders who continue to provide assistance in a complex theater of operation. We encourage the international community to continue to provide sustained and predictable financial support. However, it is equally important to begin the transition towards strategies which bolster capacity in national institutions and which lay the foundations for development, aligning actions undertaken with national priorities and promoting sustainable solutions. Mr. President, to conclude, Colombia wishes to note that we are aware firsthand of the challenges arising from conflicts, but we also have firsthand experience of the benefits which arise from continuing to build peace, guarantee justice, provide redress to victims, and to work towards reconciliation. Peace is the goal. It is a purpose pursued every day from within the country and with diversity fully embraced. This Council must recognize these efforts and extend decisive support to Syria as it seeks to achieve peace. Thank you.

I thank the representative of Colombia for her statement, and now give the floor to the representative of Latvia.

Thank you, Mr. President. Let me thank ASG Kerry and OCHA Director Ozerany for their briefings. And I also welcome the participation of the Permanent Representative of Syria to this meeting. As we heard during the briefings, and we know that during the past year, Syria has achieved a remarkable progress. However, many hurdles and challenges remain ahead. Through this perspective, allow me to focus on three points. First, Latvia is following the developments in northeast Syria closely and with concern. We welcome the ceasefire and full integration agreement signed by the Syrian Transitional Government and Syrian Democratic Forces, and we call on both sides to continue to exercise restraint for the ceasefire to hold, as tensions and risks of further violence persist. The path towards a peaceful and prosperous future that all Syrian people have long aspired cannot be achieved by military means. but through dialogue and mutual commitment. And orderly and peaceful integration of the SDF military and security personnel into the state institutions would be an important advancement towards a united and inclusive Syria. We call on the Syrian transitional government to assume governance of the country's northeast with profound responsibility and commitment to serving all Syrians. In this regard, we welcome the historic decree acknowledging civil and cultural rights of Syrian Kurds. Inclusive participation of all ethnic and religious groups of the Syrian society is at the core of the political transition. So we are awaiting also the elections to be held in the remaining governance in the northeast and the appointment by President Ashara of the selected members, including women, to the People's Assembly. Second, as we heard from OCHA briefing, the humanitarian situation across Syria remains dire. And recent developments, particularly the military clashes in and around Aleppo, as well as in the northeast of Syria, have an impact on civilian suffering and new waves of displacement. In any outbreak of armed conflict, the protection of civilians is a prerequisite and a legally binding obligation for all sides. We know that safe and organized evacuation of civilians from the conflict zone in Aleppo took place, and we call on all parties to maintain the commitment to the fundamental principles of IHL. Reliable humanitarian corridors remain essential to support those who are returning to their communities and to safeguard the functioning of civilian infrastructure, such as hospitals and schools. Third, stable and restored Syria is vital for the entire Middle East. After decades of violence and grief, the new Syria has a historic opportunity to foster peace, security, and prosperity for itself and its neighbors. And we recognize the step by Syria to join global coalition to defeat ISIS. And we welcome reopening of the relations between Syria and Lebanon, contributing to enhanced cooperation on shared security and economic interests. In the same vein, we acknowledge Syria's restraint and constructive efforts towards stabilization of the relationship with Israel. And we hope the establishment of the U.S.-mediated joint fusion mechanism will contribute to the same. and we encourage both sides to take the process forward to achieve a sustainable security arrangement. And here we emphasize the important role played by UNDOF and welcome the extension of the mission's mandate. Mr. President, international solidarity focused on recovery and rebuilding is essential on Syria's path towards stability, dignity, and lasting peace. The UN has the necessary expertise and tools to support this goal and we are convinced that increasing UN presence is beneficial for the future of Syria. The resilience and determination of the Syrian people gives ground to hope for a better future. Latvia remains committed to the sovereignty, independence, unity and territorial integrity of Syria, where an inclusive transition would enable the government to address the country's security, humanitarian needs and socio-economic recovery. Thank you.

I thank the representative of Latvia for her statement. I now give the floor to the representative of Bahrain.

Mr. President, allow me at the outset to thank Mr. Khaled Khayari, Assistant Secretary-General for Middle East, Europe, the Americas, Asia, and the Pacific, as well as to Ms. Edem Wasorn, Director of the Crisis Response Division at the Office of the Coordination of Humanitarian Affairs, for their valuable briefings. I welcome the presence of the Permanent Representative of Syria, as well as all other permanent representatives in the session today. We would like to reiterate our unwavering position to support the independence and the stability, security, and territorial integrity of Syria. Syria is going through a critical juncture that is difficult, that requires also international coordinated support that would allow the return of the refugees and support the reconstruction efforts, enhance economic recovery, and achieve the best interests of the Syrian people. We reiterate our full support and our solidarity with the Syrian government out of a conviction that the stability of Syria and restoring its normal role in the Arab region and in the region as a whole is a pillar for stability. The Kingdom of Bahrain follows the positive steps taken by the Syrian government towards political reform, starting with the national conference, that dialogue held, and also the meetings that took place in October. This is a political path that Syrians lead and guarantees their full participation in determining the future of their country. We also took note of the positive steps taken by the Syrian government that included a national decree that guaranteed the rights of Kurdish people in Syria and prevents any discrimination or exclusion on an ethnic or linguistic basis. The Kingdom of Bahrain stresses that coexistence, the safeguarding and protection of religions and faith, and achieving equality and justice are main elements for civic peace and building an inclusive state that is able to establish and foster stability and sustainable development. Bahrain condemns all terrorist and hostile actions that would destabilize Syria. In this context, Bahrain supports the efforts made by the Syrian government to fulfill its obligations in fighting terrorism and extremism and fighting narco trafficking and strengthening regional stability, including the decision to join the Global Coalition against ISIS. Bahrain highly appreciates the role of Saudi Arabia in lifting the sanctions imposed on Syria and the UK's, EU's, and the US's positive response to lift and alleviate the sanctions imposed on Syria that would allow recovery and reconstruction to unfold. Bahrain considers the Security Council resolution 2799 as a good opportunity to move towards a phase of stability and sustainable development. It commends the visit by Security Council members to Damascus in December 2025, supporting the political transition in Syria. Bahrain welcomes also the declaration by the President al-Sharad about reaching a new agreement with SDF that aims at having a ceasefire and ensuring stability in conflict areas and integrating SDF elements in the state and security institutions and strengthening the presence of the state in the north and northeast regions of their country. and also the handover of the oil fields to the Syrian government in support of its sovereignty. We urge all components of the Syrian society to put the national interest first. and to consolidate civic peace and protect the civilians in line with international humanitarian law and to refrain from anything that would lead to exclusion. We appreciate the efforts of the U.S. in supporting the talks on reintegration of SDF. in state institutions. We also support the efforts by UN and its organs, as well as international partners, to provide humanitarian assistance to Syria, including supporting the displaced and Syrian refugees, allow the voluntary and safe, dignified return of the refugees according to international standards. Bahrain reiterates again the need for the respect of the sovereignty, territorial integrity, and independence of Syria, and to refrain from any actions that would destabilize Syria or that are in violation of Security Council resolution, and calling upon the Security Council and the international community to shoulder their legal and ethical responsibility in this regard. In conclusion, Mr. President, Bahrain reiterates its call to the international community to support Syria in this important phase, and that supporting the recovery in Syria is a direct investment in the stability and security of the region as a whole. Thank you, Mr. President.

I thank the representative of Bahrain for her statement, and now give the floor the representative of Greece.

Thank you, Mr. President. I thank SG Kiari and Director Gossuno for their briefings, and I welcome the presence of the representative of the Syrian Arab Republic in the meeting. As the new year has dawned upon us, let us acknowledge the progress that Syria achieved in 2025, but also the challenges it still faces. It has made progress towards recovery, greater stability, and improved coordination with the UN, while making tangible gains in humanitarian access. Challenges, however, remain, especially related to inclusivity and safeguarding the security and rights of all Syrians, regardless of ethnic and religious background. We recognize, welcome, and support the efforts of the Syrian Transitional Government to stabilize and unite the country and its people under extremely difficult circumstances. Simultaneously, we should not forget that 2025 was marked by violence against Alawites, Druze, and Christians. The violence in the coastal region in Suwaida over the past year weighs heavily on our minds as we follow developments. in the Kurd-majority northeastern Syria, which brings me to my first point. The clashes in northeastern Syria underscore the continued fragility of the transition, leading to thousands fleeing and dozens dead. The ceasefire agreement between the Syrian government and the SDF should be fully and immediately implemented by all sides. We hope that the truce recently announced will indeed translate into a permanent ceasefire. In this context, the presidential decree formally recognizing Kurdish identity as part of Syria's national fabric is welcome. The recognition of the Kurdish language and the restoration of citizenship to all Kurdish Syrians constitutes tangible progress. the protection of Kurds must be ensured and their political rights safeguarded in a united Syria. The clashes, however, highlighted the risks still present, particularly when tensions are exacerbated by external actors pursuing national agendas and threatening the use of force. We call on all actors to act with restraint and avoid escalation that could destabilize the country and exacerbate ethnic tensions. And we should always be mindful on the adverse consequences that these developments may have in the fight against ISIS. The security of the Daesh, ISIS detainee camps must be fully safeguarded and should not be used as a bargaining chip by any side. Should prisoners be released, a serious security threat would emerge. Overall, security sector reform and countering terrorism and extremism are prerequisites for stability. Second, Only a full, inclusive, and Syrian-owned political transition can secure lasting peace and stability. Such a transition must ensure the meaningful participation of all Syrians, including women, youth, and representatives of all communities, be it Muslim, Alawite, Kurd, Christian, or Druze. The protection of all Syrians, regardless of ethnic origin, religion or belief, is indispensable. All Syrians must feel safe. Besides, Syria's wealth lies in its diverse social fabric, which must be preserved. Safeguarding pluralism, equal citizenship and the rule of law is a prerequisite for national reconciliation and sustainable recovery. Finally, the humanitarian situation and the need for transitional justice need to be addressed. As highlighted by our briefers today, tens of thousands are still unable to return safely to Aleppo and the surrounding northeastern region. It is necessary to protect civilians at all circumstances and ensure that displaced persons safely return to their homes. At the same time, accountability and transitional justice are essential to break cycles of violence, restore trust, and lay the foundations for reconciliation and reconstruction. The recent visit of the EU leadership in Syria, where 620 million euros were pledged for its reconstruction, is demonstrative of our collective commitment to Syria's recovery. In closing, Mr. President, Greece expresses its strong support for renewed and constructive engagement between the Syrian Arab Republic and the UN. We look forward to the prompt establishment of the Office of the Special Envoy in Damascus and the designation of its leadership. As demonstrated by the recent visit of the Security Council to Syria, its renewed relationship with the UN offers clear mutual benefits. Greece is actively supporting efforts that advance stability, inclusivity, and a peaceful future for all Syrians. I thank you.

I thank the representative of Greece. for her statement. I now give the floor to the representative of Pakistan.

Thank you, Mr. President. We thank Assistant Secretary General Khalid Khayri and OCHA Director Adem Wosornu for their comprehensive briefings. Recent developments, particularly in northeastern Syria, underscore that the stabilization phase is still unfolding and requires sagacity by all concerned to prevent renewed escalation and humanitarian suffering. We welcome the ceasefire and integration agreement announced last week between the Syrian Government and the SDF, and express the hope that its faithful implementation will advance stability and security, upholding Syria's unity, sovereignty, and territorial integrity. Such steps can contribute to durable peace in Syria and to regional stability. All state institutions and security structures must operate under a single central framework to ensure effective governance. In this context, we view the recent agreement, as well as the Amman Roadmap, as constructive steps towards national cohesion and inclusive security arrangements for consolidating state authority and the government's writ across the length and breadth of the country. We also welcome the presidential decree concerning the Kurdish community. Measures aimed at ensuring equal citizenship, cultural and linguistic recognition, and inclusive participation are important to strengthen social cohesion and national reconciliation. Inclusivity and respect for diversity remain essential for sustainable peace. Mr. President, after years of devastating conflict, Syria has witnessed positive movement on political and institutional tracks and encouraging progress on recovery and reconciliation. We note with appreciation the steps undertaken over the past 13 months in that regard. At the same time, the persistence of terrorist incidents and the presence of foreign terrorist fighters remain a matter of serious concern. Daesh and other terrorist and extremist groups, including foreign terrorist fighters, continue to exploit the situation. Pakistan condemns terrorism in all its forms and manifestations and underscores the need for sustained counterterrorism efforts, including disarmament, demobilization, and reintegration in line with international obligations. As highlighted by the briefers, the humanitarian and economic situation in Syria continues to require the attention and support of the international community. Millions of people remain dependent on humanitarian assistance, while basic services and infrastructure are heavily damaged. Economic hardship persists, with high poverty levels and limited employment opportunities. Sustained humanitarian support, alongside efforts to restore livelihoods and rebuild critical infrastructure, is essential. In this regard, international support must be mobilized in a coordinated manner. Mr. President, it is also important to ensure calm in the area of separation and full respect for the 1974 Disengagement Agreement and relevant Security Council resolutions to prevent escalation. The safety, security, and freedom of movement of UNDOF personnel must be ensured at all times, and the mission must be enabled to implement its mandate without obstruction or politicization. Despite Syria's continued efforts to exercise restraint and pursue diplomatic avenues, Repeated violations of Syria's sovereignty by Israel undermine stability and risk further escalation. Resolutions 338 and 497 must be strictly respected. Pakistan reaffirms its full commitment to stand with Syria and its people, to support an inclusive Syrian-owned and Syrian-led political process, to uphold Syria's sovereignty and territorial integrity. We remain ready to work with the Council members, regional partners, UN entities, and the international community to enable the brotherly Syrian people to rebuild their country in dignity and stability for achieving lasting peace and prosperity. I thank you.

I thank the representative of Pakistan for his statement. I shall now make a statement in my capacity as the representative of Somalia. I have the honour to deliver this statement on behalf of A3, namely the Democratic Republic of Congo, Liberia, and my own country, Somalia. At the outset, we thank ASG Khaled Khayari and the Director, Adam Oshorn, for their comprehensive briefings. We welcome the participation of Permanent Representative of Syria in today's meeting. Today, Syria stands at yet another delicate juncture. Recent developments in the northeast, including heightened tensions between Syrian democratic forces, Kurdish political actors, and local communities, underscore both the fragility of the security landscape and the urgency of reinvigorating a genuinely Syrian-owned, Syrian-led political process. The spillover impacts of these dynamics on civilian safety, governance arrangements, humanitarian access, and regional stability cannot be overstated. In this regard, E3 would like to highlight the following points. First, E3 reiterates its commitment to Syria's unity, sovereignty, political independence, and territorial integrity. Any unilateral actions, parallel administrative structures, or foreign-driven security arrangements that undermine the authority of the Syrian state risk deepening division and prolonging instability. Syria's future must not be shaped by armed actors, external patrons, or de facto authorities, but by Syrians through an inclusive political process anchored in Resolution 2254. Second, we note the recent friction between SDF and Kurdish actors, including disputes over governance mandates, mobilization patterns, and community representation, highlights the urgent need for a genuine dialogue among the Syrian components. No group can claim exclusive authority over the northeast. Durable arrangement for security, resource management, and public administration must reflect Syrian inclusivity. In this regard, the A3 welcomes President Al-Shara's historic decree as a transformative step toward the national reconciliation, recognizing Syrian Kurds as essential and authentic part of the country's fabric. The formal designation of Kurdish as a national language and the commitment to integrate it into school curriculum represents a commitment to cultural and linguistic diversity in the new Syria. Furthermore, annulling the discriminatory measures for the 1962 census and granting full citizenship for Kurdish community corrects decades of injustice and restores the dignity of thousands of Syrians. Third, E3 remains deeply concerned by the humanitarian implications of instability in the northeast. Restrictions on movement, disruptions to supply routes, localized clashes, and new patterns of displacement add pressure to an already overstretched humanitarian response. We emphasize the need to maintain and expand safe, predictable, and principled humanitarian access across all of Syria, with full respect for Syrian sovereignty. Fourth, we also note that terrorism remains a serious and evolving threat. The resurgence of Daesh cells in the northeast enabled by governance vacuums, fragmented command structures, and porous lines of control, should serve as a warning to the world. Counterterrorism operations must fully respect the international law and avoid exacerbating grievances among the local communities whose support is essential for the long-term stabilization. Fifth, We condemn the continued reports of Israeli military operations against targets inside Syrian territory, including recent reports of strikes that have resulted in civilian fatalities and threatened a regional escalation. These actions violate international law and the 1974 disengagement agreement. The occupied Syrian Golan remains an integral part of Syria in accordance with Security Council Resolution 497. We call on all parties to exercise restraint and commit to diplomacy and dialogue. Sixth, A/3 emphasizes that reconciliation and transitional justice remain indispensable pillars for rebuilding a cohesive and peaceful Syria. A3 encourages the Syrian Government to continue taking practical steps aimed at creating an environment conducive to national unity, dignified return, and long-term stability. Lastly, A3 calls for the international community to transition from short-term humanitarian responses to a comprehensive approach that supports Syria's economic recovery, rehabilitation and essential services, and reconstruction of critical infrastructures. Without these foundations, neither stability nor voluntary return of refugees can be realized. To conclude, A3 reaffirms its full commitment to standing with the Syrian people. We urge the Council to remain united in supporting a genuinely Syrian-owned political process safeguarding Syria's territorial integrity and addressing the drivers of instability in all parts of the country, including the northeast. Only through sustained political will, respect for sovereignty and inclusive national dialogue can Syria move toward a future of peace, dignity and stability. I resume my function as the President of the Security Council. I now give the floor to the representative of Syrian Arab Republic.

Thank you, Mr. President. Allow me at the outset to thank the briefers and to the member states that acknowledged the significant efforts by the Syrian government to ensure that its actions fully comply with international humanitarian law. I would like to also thank those states that distinguished clearly between the Syrian Democratic Forces as an armed militia operating outside state authority and the Kurdish people this authentic, original component of the Syrian population. I thank also those countries that commended the Syrian government's efforts to recognize their rights and integrate them into state institutions, and who have noted the rapid response demonstrated by the Syrian government in dealing with such a sensitive issue as the detention of ISIS fighters and fugitives, most of whom were apprehended. I thank the states that called on the implementation of the agreement and reaffirmed their commitment to Syria's unity, strength, and prosperity. Mr. President, nearly one year ago, and for the first time in decades, a Kurdish general General Madlum Abdi landed in Damascus and signed a historic agreement with His Excellency, the President of the Republic. Now that this year had passed, let us together review how it unfolded away from SDF, and then we go back to them. In this year, and maybe you have noted that when you visited Damascus, The Syrian government preserved state institutions, prevented chaos. The Syrian government launched a comprehensive national political process, initiated national dialogue, and drafted a constitutional declaration. A government based on competence was formed. Security reforms were carried out to consolidate the rule of law and ensure state monopoly over weapons. Bodies for transitional justice and missing persons were established. There was public accountability of those accused of violations. Transparent cooperation was conducted with U.N. committees and bodies for the first time in Syria's history, as well as with the Organization for the Prohibition of Chemical Weapons. We put an end to the manufacture and export of drugs and. Syria fulfilled its international commitments to combat terrorism and thus joined the international coalition against ISIS. ISIS terrorists involved in the bombing of St. Elia Church and the Ali bin Abi Talib Mosque in Homs were arrested, along with several senior leaders of ISIS, in cooperation with the international coalition. More than 3 million refugees and internally displaced persons returned. Basic services were rehabilitated. We saw the beginning of the economic recovery, as well as the development and prosperity, and the wheels for them were set in motion. There was diplomatic presence expanded with international visits, east and west, with investments and development partnerships. The rich and diverse national social fabric was protected in all its components, Arabs and Kurds, Syriacs and Assyrians. Circassians and Turkmens, Muslims, Christians and Jews. As you all witnessed over the past few months, Syrian Christians celebrated Christmas and New Year's in their churches and public spaces. As you are aware, One member of the Ministry of Interior was killed and two others injured while foiling a suicide attack that was targeting the Christmas celebrations in the city of Aleppo. In this context, I extend my deepest condolences to the family of the martyr, Mohammed Masad, who sacrificed his life to protect civilians from the threat of terrorism and to preserve Syria's civilization and social fabric which illusions and ideologies have never and will never succeed in tearing apart. This year witnessed also for the first time since centuries the return of Syrian Jews to their homeland after decades of forced absence. They celebrated their holidays freely in their synagogues and homes. This is the new Syria, which embraces all its sons and daughters without any discrimination. Presidential Decree No. 13 of 2026 that was issued by the President of the Syrian Arab Republic that affirmed that Syrian Kurdish citizens are an authentic part of the Syrian people and emphasized that their cultural and linguistic identity are an integral component of the national identity. It reaffirmed the state's commitment to protect this diversity. It recognized the Kurdish language as a national language and guarantees full cultural and civil rights for all Syrian Kurds, men and women alike. It designates a celebration of Nowruz as a national holiday, symbolizing spring and fraternity. The Syrian state's approach is the preservation of pluralism and the building of equal citizenship as the foundation for stability and national unity. We are fully aware of the suffering endured by our Syrian Kurdish compatriots for decades due to marginalization and denial of rights. We are pleased today to see them as part of the new Syria state institutions, just like all other Syrian communities. Indeed, this has been demonstrated in recent days with the graduation of a new cohort of internal security forces from among the Kurdish residents of the Syrian region of Afrin. This constitutes a living example of the integration of Syrian Kurds into state institutions away from cross-border political and ideological agendas. that unfortunately exploited their suffering, but does not represent them, neither do they reflect their interests or the interests of any components of the Syrian people. Mr. President, I have described to you how this year has been across various fields. Allow me now to clarify how our year unfolded with the Syrian Democratic Forces. A full year of negotiation, dialogue, and diplomacy. This was met with procrastination, stalling, evasion, and absence of responsibility. At every stage in which we approached the moment of truth and integration, we would witness attacks, mortar fire, and drones. The Syrian government dealt with SDF in good faith, and an agreement was reached on 10 March 2025, defining mechanisms for integrating SDF members into state military and civilian institutions. However, the SDF failed to fulfill the agreement. Instead, it adopted a policy of deliberate delaying and breached its commitments, including the April agreement concerning the Sheikh Maqsud and Ashrafieh neighborhoods in the city of Aleppo. SDF and the PKK terrorist organization turned Sheikh Maqsud and Ashrafieh into two isolated enclaves within a city that represents Syria's economic capital and its engine of growth. These neighborhoods were used as a launching point for repeated attacks on Aleppo, resulting in the martyrdom of dozens of civilians and the destruction of vital civilian facilities. In light of all this, the Syrian government had very limited options. the Syrian government launched a targeted and precise operation to enforce the law. The goal of this operation was to protect civilians, halt armed attacks, and end illegal military presence. Protecting civilians in the two neighborhoods, as you witnessed and mentioned, was our absolute priority. Humanitarian corridors were opened. Advanced response points were established, and civilians voluntarily left toward safe areas under state control. This happened in coordination with the United Nations and the International Committee of the Red Cross. Yes, this operation was carried out in full conformity with international humanitarian law and its core principles, particularly distinction, proportionality, and military necessity. As you all know, once the security operation concluded, mine clearance and removal of explosive remnants of war began immediately in preparation for the safe return of civilian life. This I witnessed personally in Sheikh Maqsud and Ashrafia neighborhoods last week when I was in Syria. The government was compelled to conduct a limited security operation, but at the same time, it did not close the door to dialogue and political, diplomatic solutions. Nevertheless, the SDF and the PKK terrorist organization persisted in intransigence and launched further attacks against the city of Aleppo, including the targeting of the Aleppo governorate with a drone during a press conference attended by several ministers and officials. This compelled the Syrian government to expand its precise operations to include eastern Aleppo countryside, particularly the areas of Der Hafir and Maskana. In parallel, the Eastern Euphrates region witnessed escalating tensions and widespread popular protests against SDF. This underscored the urgent need to address this swiftly with an inclusive national framework that preserves the country's unity, safeguards civil peace, and ensures civilian protection. Throughout these rapidly unfolding days, the Syrian government kept the door open to dialogue and political solutions, out of concern for avoiding escalation, protecting civilians, and Ladies and dear colleagues, ladies and gentlemen, an initial comprehensive agreement was reached on a ceasefire and full integration between the Syrian government and the Syrian Democratic Forces. This agreement was reached on the 18th of this month. However, the implementation encountered difficulties. SDF reneged on the agreement the following day. Despite this, the Syrian government continued its diplomatic efforts and reopened the door to solutions that will garner consensus. A mutual understanding was reached with SDF regarding several issues related to the future of Al-Hasakah Governorate. As you all know, the Syrian government agreed to grant SDF a four-day deadline to conduct consultations and develop a detailed plan for the practical mechanism of integration of these regions. It was confirmed that, in the event of an agreement, Syrian forces would not enter the city centers of Hasakah and Qamishli, and they would remain on their outskirts until the detailed plan was finalized and a timetable established for full integration of these regions. It was also agreed that local security forces would operate in areas inhabited by our Syrian citizens and that Mr. Abdi would nominate names from the Kurdish members of SDF, from the local population, for the post of Deputy Minister of Defense, Governor of Hasaka, membership in the People's Assembly, and for employment in various state institutions. This is inclusive Syria. Unfortunately, and despite serious wisdom and restraint in handling this matter, SDF continues to date to violate the ceasefire since the announcement of this understanding. These violations resulted yesterday in the martyrdom of several soldiers of the Syrian Arab Army and the injuries of others. Syria strongly condemns attempts by SDF to exploit the issue of ISIS detainees as a means of political pressure and bargaining. It holds SDF fully responsible for any cases of escape or unlawful release of terrorist ISIS members and the consequences of such an irresponsible conduct. The Syrian government reaffirms that protecting citizens and preventing the return of terrorism is a supreme national priority. The Syrian government acted swiftly and responsibly securing detention facilities that are now under its control according to international standards and in coordination with the American side, the UN, to prevent any security breaches. The Ministry of Interior successfully apprehended the majority of the escaped members and continues its efforts to follow the remaining ones, stressing that extending state sovereignty and the rule of law is the only permanent guarantee of security, stability, and effective counterterrorism. In this regard, the Syrian government welcomes the American operation to transfer ISIS detainees out of Syrian territory and affirms its readiness to provide the necessary logistical and security support to ensure its success.

Mr. President, a few days ago, I returned from Syria, where I visited the city of Al-Quneitrah in the south of the country, along with USG, Mr. Jean-Pierre Lacroix. There, we met with the residents, and I saw for myself, and I heard for myself the extreme extent of the Israeli violations of the 1974 disengagement agreement and Israel's complete disregard of your esteemed Council's resolutions number 242 338 and 497. naturally I will brief you on these grave violations and the pains that the residents have asked me to relate to you at the Security Council's meeting dedicated to that topic on the 28th of this month. Mr. President, some believe some of the remnants of the past regime, those who have attached themselves to some of those criminals that have fled and those that are wanted by justice, they believe that the new Syrian state's commitment to values and self-restraint. They believe that this is a form of weakness, despite the fact that we, and from the very first day, and I will reiterate this here, the Security Council have been saying and have said that we will be an asylum for anybody who is oppressed and who has a right. We will be a sword to be used against all of those who want to meddle with the security of our country. In closing, Mr. President, Syria today is moving firmly towards prosperity and development. It will keep its gates open to all partnerships and investments. It will only be a unified country that takes strength from, that derives strength from its institutions and that enjoys its legitimate authority over its entire geography and which respects local idiosyncrasies without any non-government armed presence. The new Syria has no victor and no loser. Rather, it is the victory of all Syrians. It is the unity of all Syrians, Arabs and Kurds, Armenians, Turkmens, Circassians, Muslims, Christians, and Jews. We will build a new Syria, Mr. President. with the help of all its citizens, men and women, on a basis of complete equality, so that together they enjoy security and stability and prosperity in one homeland that brings together all of its sons and daughters and protects their dignity and their rights. I thank you, sir.

I thank the representative of the Syrian Arab Republic, and now give the floor to the representative of the Hashemite Kingdom of Jordan.

I thank you, Mr. President. On behalf of the Arab Group, I would like to congratulate you on assuming the presidency of the Council for this month. We wish you success in your endeavours. We also congratulate the new, the incoming Security Council members, and we wish them success in their tasks. And we appreciate those outgoing members, and we thank them for the valuable efforts that they've made during their membership of the Council. We'd also like to thank the briefers, ASG Kyari and Director Wozerno. I am honoured to deliver the statement on behalf of the Arab Group, Mr. President. The Arab Group renews its full support to sisterly Syria for its security and stability and sovereignty and independence and unity and territorial integrity. And we flatly reject any form of external interference in its internal affairs in a manner that would embody the Charter of the United Nations. The Arab Group welcomes the national steps achieved by the Syrian Government over the past year, including launching a comprehensive national dialogue, issuing the constitutional declaration, the parliamentary elections, and enhancing efforts to combat drug trafficking and terrorism, not to mention development efforts that aimed at reconstruction and recovery, and those efforts aimed to protect all Syrians and respect their rights with no discrimination. Mr. President, The unity, stability, and security of Syria is a pillar for the security of the entire region, and Syria's security and stability requires halting all the Syrian violations and interferences on Syrian territory, especially in its south, which are a blatant violation of Syria's sovereignty and territorial integrity and a blatant violation of international law, a dangerous escalation that would only increase tensions in the region. The Arab Group calls on the Security Council to oblige Israel to fully and immediately withdraw from all the areas that it entered after 7 December 2024 and from all of the occupied Syrian Golan and implementation of relevant Security Council resolutions, especially resolution 497. We call upon the Security Council to oblige Israel to put an end to its aggressions and to fully abide to the 1974 disengagement agreement and to halt all the continued violations. Mr. President. The Arab Group reiterates its support for the Syrian Government's efforts that aim to enhance security and stability and to put an end to illegal armed manifestations and to establish the state authority and its monopolization of weapons. We also welcome the ceasefire agreement and integration agreement signed between the Syrian Government and SDF. We consider this an important step towards enhancing Syria's unity and stability and security. We support the full implementation of the agreement and full commitment as well. In this regard, the Arab Group welcomes the role of the United States in arriving at this agreement. We welcome the Syrian efforts to implement the road map in Sweida and to establish security in Syria, which was declared by Syria, Jordan, and the United States. We confirm that it is important to fully implement the road map, which was welcomed and adopted by many states and international and regional organizations, and we stress our absolute rejection of any plans to divide Syria or to cede from it. Mr. President, the Arab Group welcomes the constructive Syrian cooperation with the United Nations and OPCW, in a manner that reflects the Syrian Government's commitment to international criteria and its care to push forth cooperation with international organizations. We urge the United Nations and its agencies to offer all forms of support to the Syrian government in a manner that would allow it to achieve recovery and reconstruction, and help local communities that have suffered from the conflict that Syria witnessed over the past years. We call for enhancing Syria's ability to allow for the safe, dignified, and sustained return of refugees to their country, and to furnish them with the necessary conditions to do that. We value the important role that has been played by host countries that were hosting Syrian refugees, and we call on the international community to increase and expand support given to host states, which cannot bear this responsibility alone and on behalf of the international community. Mr. President. The Arab Group welcomes the lifting of the sanctions imposed on Syria and the fact that the U.S. Congress has canceled the Caesar's Law, which would allow the Syrian people to start a new phase of recovery and reconstruction and prosperity. We call for lifting all sanctions that remain on Syria. We encourage the international community and international financial institutions and the business sector to expand investments in Syria in order to support the national economy and enhance reconstruction efforts. to serve the local communities and the Syrian people and help them achieve security and stability and prosperity. In closing, the Arab Group confirms its firm support for Syria and its people as they head towards a safe and prosperous state that is based on justice and equality and the rule of law, and which preserves the rights of all Syrians. I thank you.

I thank the representative of the Hashemite Kingdom of Jordan. And I will now give the floor to the representative of Turkey.

Mr. President, we thank ASG Kiari and Director Bosorno for their comprehensive briefings. The past weeks have marked the most consequential shift on the ground in Syria since the revolution. The situation has changed significantly following the recent clashes in Aleppo, Raqqa, and Deir ez-Zor. Syrian people and the government have restored control over substantial parts of their territory. These areas had been unlawfully seized by those who exploited years of prolonged instability and subjected civilians to grave abuses. Despite provocations by terrorist elements in the northeast, Syrian Army acted within the chain of command. It demonstrated discipline and avoided actions that could have harmed civilians. By prioritizing negotiation, Syrian government resolved the situation with minimal damage. We consider these developments as important case for lasting peace, calm, and stability in Syria. In this context, I warmly congratulate the Syrian Government, the Syrian Army, and the brotherly Syrian people. I also convey our condolences to those who lost their lives. Mr. President, recent developments have also demonstrated the support the Syrian Government enjoys among its people, as well as the capacities it has developed. Various segments of Syrian society have made it clear that they will no longer tolerate the so-called SDF. Centrifugal and divisive projects targeting Syria's unity have no future. Reports of destruction of civilian infrastructure and mass killings of civilians by the remnants of these terrorist elements, including in Hasake province, are deeply alarming. At the same time, These events reflect the true nature of this terrorist organization, which now has become more evident. The events of the past two weeks and the violations committed by this terrorist organization confirm the validity of Turkey's long-standing position. The so-called SDF was neither Syrian, nor democratic, nor a force. It was an extension of PKK/YPG terrorism. Mr. President, Turkey fully supports the Syrian state's efforts to build a united, sovereign, and independent Syria in which all ethnic origins, beliefs, and sects coexist side by side. Through a presidential decree to eliminate the problems faced by the Syrian Kurds during the Assad regime in various areas, including language and citizenship, The Syrian Government has once again confirmed that Kurds are equal and honourable citizens of Syria. As Turkey, we will continue to support the Government's efforts to build inclusive governance structures that reflect the country's diversity. We hope that the ceasefire and full integration agreement announced by the President Schara will make an immediate and meaningful contribution to security and stability. This effort must rest on Syria's territorial integrity and unity. The PKK/YPG should refrain from any attempt to undermine the implementation of this agreement. Handover of border crossings and detention centres and camps to the Syrian Government must proceed smoothly and without delay. Current dynamics on the ground, together with genuine commitment to the agreement, can pave the way for real integration. The more the Syrian people unite around a single representative authority, the easier it will be to overcome remaining challenges. And from now on, Syrian resources will be used for the benefit of the whole Syrian people. Mr. President, images from the streets of Aleppo, Raqqa, and Deir ez-Zor, and other cities reflect the Syrian people's deep longing for peace. After more than 13 years of suffering, immense loss, and sacrifice, Syrians are embracing hope once again. No one has the right to ignore this reality or to sabotage this climate of hope. We will spare no effort to ensure the complete elimination of terrorist presence in Syria in all its forms and manifestations, and support the resolution and actions of the Syrian Government. Thank you.

I thank the representative of Turkey for his statement, and now give the floor to the representative of Israel.

Thank you, Mr. President. First, I would like to welcome the new members of the Security Council and thank the briefers. Mr. President, in our region, intentions do not create security; actions do. Israel and Syria have taken a cautious step, with U.S. support, to establish a communication mechanism. We welcome it, and we hope it can support real and ongoing coordination on security, de-escalation, and diplomacy. But what matters is not intention, it is action on the ground. The situation in southern Syria directly affects the safety of Israeli civilians. Armed groups Radical elements and instability near our border are not theoretical risks. They are real, present dangers. Israel's position is straightforward. There can be no armed militias, no terrorist infrastructure, and no weapons positioned along our border. We know this because we have lived it. You can ask UN officials about what happened to UNDOF. happened to them when the Assad regime collapsed. UNDOF personnel came under fire from ISIS and other jihadist groups. Our soldiers stepped in to protect them. That showed us just how fast chaos can fill a vacuum. Those risks have not disappeared. In recent weeks, the lack of control has been visible even in the heart of Syria's capital. In November 2025 and earlier this month, rockets struck central Damascus, including the Mazza district, hitting civilian areas and sites near key infrastructure with no clear accountability. That does not boost stability. That shows a lack of control. We are also deeply concerned by reports that ISIS prisoners are being released from prisons in Deir ez-Zor, and elsewhere. These developments point to the danger of renewed jihadist and terrorist activity. Israel remains firmly opposed to terrorism in all its forms. We will not accept conditions that allow terrorists to regroup, rearm, or expand. Today, many of you raised concerns about the safety of minorities. At the same time, we are hopeful talk about new Syria, Syria Jadida, But history teaches us, governments are not judged by speeches or promises, but by actions and by how they treat the most vulnerable minorities. In recent weeks, we have received disturbing reports from Kurdish areas in northern and eastern Syria. Reports of forced displacement, brutal abuse, and killings. The Kurdish people are not a footnote. They stood between us, between the world and ISIS. They fought, they suffered, and they paid a heavy price so others would not have to. They represent courage, pluralism, and the belief that a different Middle East is possible. To remain silent as they are being persecuted now would be a moral failure. The same warning signs are visible elsewhere. We have seen pressure and violence directed at the Druze community in the south, these are not isolated incidents. The so-called Syria Jadida, new Syria, cannot be built on fear, repression, or the targeting of minorities. Israel seeks peace and stability, but our security is not negotiable. Mr. President, if there are clear, verified assurances of security in southern Syria, including the removal of radical elements and the protection of minorities, Israel is prepared to cooperate. Let me be clear. Israel is not the source of Syria's instability. Armed militias, terror proxies, jihadist groups, and foreign actors pursuing their own agenda, they are the problem. And let's be honest today, we speak with the Syrians. Syria's Foreign Minister, Asad al-Shibani, and its head of general intelligence, Hussein Salameh, have met with my colleagues, Israeli officials in Paris, to discuss those issues, to discuss coordination, stability, and security. They did so willingly. They did so because they understand a simple fact. Israel is not the problem. Israel is a potential partner for stability. Some in this room may choose to believe the promise of a new Syria. Others, watching what is happening on the ground, are a little bit more skeptical, and rightly so. There is a difference between intention and action. Israel knows the cost of instability. We do not speak about it It's not only a theory. We confront it. If Syria is serious about a different future, they have to take action. Not on blaming Israel, not on slogans, not on political theater. They know exactly what they need to do. They have to remove radical and terrorist elements, they have to protect minorities, they have to restore control on the ground. Without action, intentions mean nothing. Thank you, Mr. President.

I thank the representative of Israel for his statement. I now give the floor to the representative of Iraq.

Thank you, Mr. President. I'd like to take this opportunity to congratulate you on assuming the presidency of the Council this month. We'd also like to thank the presidency for convening this important session to discuss the rapidly evolving developments in the sisterly Syrian Arab Republic. I thank the two briefers for their briefings. Iraq is monitoring with great interest the military and political developments in Syria, particularly in the governorate of Al-Hasakah and the northeastern regions. The stability of Syria is a fundamental pillar for the security of Iraq and the entire region. In this context, the Republic of Iraq welcomes the announcement of a mutual understanding reached between the Syrian government and the Syrian Democratic Forces, SDF, on the future of Al-Hasakah Governorate and the full integration of forces and institutions. What concerns us deeply, Mr. President, are the significant civilian casualties. and the situation in the detention centers holding ISIS or Daesh terrorists, the future of camps such as Al-Hol camp and Al-Shadadi prison. We've received reports that these facilities were at times used as bargaining chips or pressure points, leading to breaching the gates and allowing for the escape of terrorist elements. Iraq stresses that the security of these prisons and camps is not simply a local affair. Rather, it's an international responsibility, and it concerns directly a national security issue for Iraq. Any laxity in controlling these sites grants a terrorist organization like Daesh the opportunity to reorganize and to regroup in a manner that would threaten the security of our borders. Here, we emphasize the need to work jointly to make sure that these centers remain under firm control. We welcome the Syrian government's assurances that it has regained control over most of them. Mr. President, speaking and dealing with the Al-Hol camp cannot simply be kicked down the road, nor can it be considered a remnant of a past conflict. Rather, it's become an imminent strategic threat. The collapse of Al-Shaddadi Prison, which held dangerous terrorist elements, extremist leaders, and tacticians, has exposed the fragility of the entire security system. This prison was not simply a detention facility; rather, it was a hub for planning and organization. coordinated escape operations shows that there are command capacities there that can quickly be leveraged within the Al-Hol camp. The real danger does not simply lie in the fugitives or the escapees, rather an entire generation that has grown up in this camp and has been there for over a decade. We are speaking here of children who were born and raised in an environment that is dominated by extremism and violence, far removed from normal education or civic life. And considering the proximity between Al-Shaddadi prison and Al-Hol camp, which does not exceed 100 kilometers, The interaction between the escaped combat-experienced elements and this new generation of young persons can become a spark that would set the entire camp ablaze, transforming it from a detention center into a genuine laboratory for the reproduction of armed extremism. Mr. President, in light of the rapidly changing events that Syria is experiencing, Iraq has taken a strategic and courageous decision in coordination with the international coalition, a decision to receive terrorists of Iraqi nationality and other nationalities who were detained in prisons previously under the control of SDF. This decision is a proactive step to prevent the spread of these individuals or these elements, which are considered among the tier one leaders of the terrorist networks. It came to ensure their placement in Iraqi government correctional institutions, rather than leaving them in fragile environments that may allow for their escape and allow them to regroup. We announced before this council that Iraq has indeed received the first batch, consisting of 150 terrorist elements, both Iraqis and foreigners, whose hands are stained with the blood of innocents. Iraq reaffirms at this international platform that its reception of foreign terrorists whose states refuse to repatriate them, this is a measure aimed at protecting regional and international security from an imminent threat. Nevertheless, we stress that this issue should not be left to become a long-term strategic burden on Iraq alone. The insistence of some states on considering their terrorist nationals a threat to their national security and the refusal to repatriate them is unacceptable. Our security and military forces are exerting tremendous efforts to secure our borders and to prevent any infiltration. At the same time, we find ourselves obliged to receive thousands of terrorist elements so that we can avoid a security explosion in the region. We call on the international community to provide full support to Iraq's correctional and security institutions and to shoulder its legal and moral responsibilities in dealing with foreign terrorist fighters. Mr. President, we emphasize the importance of taking political steps that promote national partnership. We welcome the issuance of Decree No. 13 on the linguistic, cultural, and citizenship rights of Syrian Kurds as a step towards building a Syria that is strong and unified and based on equality. Iraq would like to draw the attention of the international community to the importance of sparing no effort in searching for the 2,600 abducted Iraqi Zidi women and their children so that they can be liberated and allowed to return to their homelands and to their families. In closing, Mr. President, the Republic of Iraq affirms its support for Syria's sovereignty. Iraq rejects any foreign intervention or incursion that violates Syrian sovereignty. We condemn the persistent incursions by the Israeli entity that violate the 1974 disengagement agreement. Iraq calls upon the international community to work with the Syrian government and international partners to make sure that the Al-Hol camp and Al-Shadati prisons would not become ticking time bombs that threaten the security of Syria's neighbors. We call -- we look forward to achieving the aspirations of the Syrian people in security and prosperity. We thank you.

I thank the representative of Iraq for his statement. The representative of Syrian Arab Republic has asked for the floor to make a further statement. I give them the floor now.

Thank you, Mr. President. Since the Israeli delegation started participating in these sessions, they've been talking about intentions, and apparently the notes are not being updated with what has been happening on the ground. So perhaps, given that they're having to deal with a lot of UN reports on human rights abuses against Israeli soldiers, I can update them on what has been going on on the issues that they have raised with us today. Perhaps they have missed that Syrian Jews have been coming back to Syria and celebrating. Syrian Jews who have issued reports and statements asking for the lifting of sanctions when sanctions were still imposed, going back to their synagogues. He mentioned Syrian Druze. The Syrian Druze, some leadership is today in Washington, D.C., engaging with senior White House leadership on dealing and engaging with the state, becoming part of the state, as it should be. raising the Syrian flag. He mentioned Syrian Druze, and he forgot to mention the Syrian Druze that came and paid condolences in the actions that the Israeli forces committed in Beijin, in a show of unity and solidarity between Syrians. And I'm not sure how, but he clearly missed also the Christmas celebrations, the wild Christmas celebrations that took place in Damascus for the first time in decades. Mr. President, the ambassador mentioned borders. Last time I held a map up in this council, Syria shares no borders with Israel. Syria shares a separation area where ONDOV is for many, many years, followed by the occupied Golan Heights. This fantasy of borders and walls and protection is not something that unfortunately works in geography, let alone politics. I wanted to save some of this for the next session on the 28th, but as I mentioned, I was there with Under-Secretary-General Jean-Pierre Le Coeur speaking to ONDOP and speaking to ONDOP members. The only violations that ONDOP is reporting are those of Israel. The USG met with families, victims, people who have people kidnapped Israel in an area that they don't have any jurisdiction, and people who lost land, survival instincts, ability to -- livelihoods and ability to provide. All these things I'll be sharing in detail in that session. And what I wanted to say here is that our constructive engagement with Israel through the helpful support of the United States does not mean that we will not shed light on the plight of those Syrians, and does not mean that we'll accept political fallacies or factual inaccuracies. Thank you.

I thank the representative of the Syrian Arab Republic. The representative of Israel has asked for the floor to make a further statement. I give him the floor.

Thank you, Mr. President. Ambassador Walabi, you speak about Soueij Dida. I wish, I pray, inshallah, that it will happen. But the reality on the ground in Syria, in new Syria, and it's not what you describe here, unfortunately. So we want to see a new Syria, a stable one, one that treats minorities the way they should be treated. And everything you mentioned here, you know, there are good signs, but also bad signs. So if you have to make the choice between confronting the radicals, not releasing ISIS terrorists, confronting the radicals, that will be the way for a stable Syria. But I have to tell you something, you know, I feel that when you come here to the Security Council, it became a battleground, but you know that there is ongoing negotiations, and we mean it. We signed peace treaties with Arab countries, and we will continue to speak with your colleagues in Damascus, but you have to take actions. And you can get an update from your colleagues in Damascus about what is required for us to feel secure and safe in order that we can move on those issues. Thank you, Mr. President.

I thank the representative of Israel for his statement. The representative of Syrian Arab Republic has asked for further to the floor. I'll give him for the last time.

Thank you, Mr. President. It is Israel, for some reason, that decided to come to the Syria meetings. It's not Syria that's attending Israel's meetings. So it's not for us to be here in the Council to have it as a battleground. And the best way to provide that is for Israel to come, if it wants to come, with clear facts and things that we can deal with. He mentioned Syria al-Jadida frequently. Syria al-Jadida, the new Syria, is a Syria for all its components. and the one that respects its neighbors, engages in diplomacy, things that all of you have said. But it's not a Syria that relinquishes its land. It's not Syria that does not talk about the rights of its citizens or once it hears families of victims of the Israeli occupation that would stand idle. If that's the Syria al-Jadida that some countries think we are, we are not. Thank you.

I thank the representative of Syrian Arab Republic. now give the floor for the last time the representative of Israel.

Thank you Mr. President you know we appear here too many times so we have no desire to come here for discussions about Syria believe me back to our lobby we're going to be next week and we have been here 50 times in the year of 2025 more than the discussion this Council held about the the conflict between Ukraine and Russia Sudan Yemen you combine all of them together you had more discussion about Israel so we have no desire to be here but Since you decided to bring up Israel in your words, we decided to come here. But our desire is to see Syria going to the right path, wise of stability, confronting radicals, and moving forward. Thank you, Mr. President.

I thank the representative of Israel for this statement. There is no more names inscribed on the list of speakers. The meeting is adjourned.
