The question concerning Haiti - Security Council, 10246th meeting

The 10,246th meeting of the Security Council is called to order. The provisional agenda for this meeting is the question concerning Haiti. The agenda is adopted. In accordance with rule 37 of the Council's provisional rules of procedure, I invite the representatives of the Dominican Republic, Haiti, Mexico and Saint Kitts and Nevis to participate in this meeting. It is so decided. On behalf of the Council, I welcome His Excellency, Mr. Enrique Ochoa, Vice Minister for Multilateral Affairs and Human Rights of Mexico. In accordance with Rule 39 of the Council's Provisional Rules of Procedure, I invite the following briefers to participate in this meeting: Mr. Carlos Ruiz Massieu, Special Representative of the Secretary-General and Head of the United Nations Integrated Office in Haiti; Mr. Jacques Christofides, Special Representative for the Gang Suppression Force in Haiti; and Ms. Daniela Kroszla, Head of the United Nations Support Office in Haiti. It is so decided. The Security Council will now begin its consideration of item 2 of the agenda. I wish to draw the attention of Council members to document S/2026/800, the report of the Secretary-General on the United Nations Integrated Office in Haiti. I now give the floor to Mr. Carlos Ruiz Massieu.

I thank you, Madam President. It is a pleasure to brief the Security Council today, and it is a pleasure in particular to do it alongside my colleagues, Jack Christophides, Special Representative of the Gang Suppression Force, and Daniela Kroszlac, Head of the UN Support Office in Haiti. As we start our session today, also, We are with many concerns about an ambush that was reported yesterday about Salvadorian soldiers and our wishes is that they could be, the situation can develop positively in the future and obviously our thoughts are with our colleagues that work in the GSF, very committed to help Haiti in these circumstances. Madame la President.

Distinguished members of the Council, since my last periodic briefing in July, the efforts to advance the political.

Transition in Haiti have been continued with determination.

Despite a difficult security context, electoral preparations have reached an unprecedented level of progress for more than a decade now. In this regard, the registration of more than 35 parties and political groupings, as well as more than 3,500 candidates for electoral roles, bears out broad-based commitment for the holding of an electoral process. In light of this progress, efforts to adapt the framework to the realities on the ground have continued, particularly through the publication on the 6th of October of a revised electoral decree. Among the measures adopted includes the prolonging of the period to register candidates, provisions to facilitate female candidates, and the introduction of online registration for the electorate. These measures represent an important step to promote a more participatory and inclusive process in a context in which the number of voters registered is far below the estimated size of the total electorate. Madam President, the modifications made to the rules for eligibility for the candidates, particularly with regard to those covered by bilateral and regional sanctions have been the subject of debate both at national and international level. Regardless of the decision that is finally taken by Haitian authorities in this regard, these discussions have shed light on the urgent need to ensure the robust international mechanisms to address allegations of criminality and corruption Strengthening the rule of law and the judicial system will be essential to restore public trust in the state institutions and to address the root causes of the erosion of democratic order. As the electoral authorities are undertaking the review of the electoral calendar, it is necessary for any adjustment to be based on a realistic understanding of the logistics and the security situation in the country. We need to be clear. The repeated announcement of electoral dates without a true assessment of their credibility of their feasibility only serves to weaken credibility of Haitian institutions. With this in mind, close cooperation between the government and the provisional electoral body with respect for their respective mandates will be essential. On 5 October, the Council of Ministers adopted a resolution introducing measures to ensure equal opportunities between all political actors and to ensure impartiality of public authorities throughout the electoral process, including with regard to sanctions where state resources are used for electoral purposes. Their effective implementation will be essential to strengthen public trust and to protect the integrity of the electoral process. Strong international commitment, supported by continued regional international support, will be essential to maintain the momentum in the electoral preparations. MINU will continue to contribute by expanding its commitment and engagement with political parties, civil society and other stakeholders in order to promote an inter-Haitian dialogue, by providing and coordinating international electoral assistance and by stepping up awareness-raising activities with the electorate, including women and young people.

As I briefed you today, armed gangs continue to challenge state authority and inflict violence on the Haitian population. While security forces with growing support from the Gang Suppression Force have intensified their operations, widespread insecurity persists, undermining stability, hampering efforts to restore state authority, and disrupting the daily lives of the Haitian people. Between July and September of this year, we have documented over 1,000 people killed and over 100 victims of kidnapping. Sexual violence remains rampant, while self-defense groups continue to expand. The indiscriminate killings in Kenscoff, which prompted an emergency meeting of this Council on 28 August, served as a stark reminder of the brutality of gang violence. Subsequent attacks in other parts of the country, including rural areas, have further underscored the geographic spread of insecurity. Of particular concern is the ability of gangs to adapt their tactics as security operations intensify. On the ground, we are witnessing increasing reliance on retaliatory violence against communities. including hostage taking and other forms of intimidation as gangs seek to undermine state authority, preserve territorial control, and spread fear. I strongly condemn these acts and urge Haitian authorities to take all necessary measures to protect local populations, including by strengthening the capacity of national security institutions to respond effectively to evolving threats. Against this challenging backdrop, some positive developments nevertheless warrant attention. With the support of the United Nations Support Office in Haiti, the GSF has expanded its footprint in Port-au-Prince, metropolitan area, and the Artibonite Department, reinforced by the deployment of additional contingents. My presence today, alongside the head of ONSO and the special representative of the GSF, demonstrate our shared commitment to a coordinated and mutually reinforcing response in line with the decisions made by the Security Council, whose unwavering support for Haiti I wish to acknowledge. I also welcome the decision of the government of Haiti to substantially increase funding to national security institutions. and strengthen the capacities of the Haitian National Police and the Armed Forces of Haiti. These efforts, with the support of international partners, are essential to enabling Haitian institutions to assume greater responsibility for restoring stability and extending state authority. While these developments are significant, The full deployment of the Gang Suppression Force remains paramount, and sustained support from this Council will be indispensable to ensuring that it reaches its full operational capabilities without delay. Distinguished members of the Council, experience has shown that security operations alone cannot deliver lasting stabilization. Sustainable progress requires a comprehensive, patient-led approach that combines territorial recovery with a sustained state presence and coordinated efforts in disarmament, dismantlement, and reintegration, with particular attention to children recruited by gangs. I remain firmly committed in supporting these efforts, notably by accompanying the National Commission for Disarmament, Dismantlement, and Reintegration in its nationwide consultations, and more importantly, in the development of a comprehensive, nationally led DDR program as mandated by this Council. Madam President, the humanitarian and socioeconomic situation in Haiti remains deeply alarming. Vulnerable populations continue to bear the brunt of gang violence. Over the past three months, renewed insecurity has displaced more than 17,000 people, bringing the total number of internally displaced persons to nearly one and a half million, including half of them children. As Haiti's economic as Haiti's economy is projected to contract for a seventh consecutive year in 2026. The humanitarian needs continue to outpace available resources, with less than half of the humanitarian response plan for this year funded to date. Without increased international support, the gap between growing needs and available assistance is likely to widen further. Madam President, the months ahead offer an opportunity to achieve tangible progress and pave the way for the restoration of democratically elected institutions. To seize this opportunity, sustained and mutually reinforcing progress in the security, political, and electoral spheres, as well as the effective implementation of Security Council sanctions, will be essential. In line with the resolution 2814 just adopted by this Council, the mission will continue to work closely with the Haitian authorities to support the implementation of the UN sanctions regime. The Haitian people continue to demonstrate remarkable resilience in the face of extraordinary hardship. They now deserve to see tangible improvements in their daily lives. I therefore call on Member States to sustain the support for Haiti and their solidarity with the country. This includes contributing to the Trust Fund for the Gang Suppression Force. and the Haiti Peace Dividend Fund, advancing a complementary approach that combines security interventions with efforts in justice, disarmament, dismantlement, and reintegration. A strong national ownership supported by sustained international engagement, including from this council, will be critical to advancing security objectives, bringing the transition to a successful conclusion, and laying the foundations for lasting peace and stability in Haiti. Madam President, distinguished members of the Council. Despite our repeated efforts alongside the Haitian people, we have yet to fully achieve our shared objectives. Today, we have another opportunity through an innovative, collective approach that brings together the strength of the GSF, the effective support of ONUSO, and MINUS political leadership in support of national priorities. Let us seize this opportunity and work hand in hand with Haiti to turn our shared commitments into tangible and sustainable progress for all the Haitian people. I thank you, Madam Chair.

I thank Mr. Ruiz-Macias for his briefing.

I now give the floor to Mr. Jack Christofides.

It's an honor to be given the floor. again alongside SRSG Ruiz-Masieu and Assistant Secretary-General Crossley. I thank the Council for adopting resolution 2829, which gives the Gang Suppression Force continuity at a critical moment. When you adopted that resolution, many of you focused on how quickly the Force could deploy, how it would use its mandate to neutralize, isolate, and deter the gangs, and how this Council could take a more active role in giving guidance and evaluating results. Let me answer these questions in turn. First, on deployment. As of this past weekend, our strength passed 2,000 mark in Haiti from six contributing countries. This represents just over one-third of the authorized force strength. But troop commitments are not the main constraint. The constraint is moving people and equipment, communications, vehicles, and the intelligence, surveillance, and reconnaissance capabilities that make a unit useful once it reaches Haiti. A contingent counts when it can sustain itself and contribute to operations. Both the numbers and the enablers are key. Sending soldiers and police forward without the right tools puts both our personnel and Haitian civilians at risk. Next arriving are several more contingents from Asia, Africa, and Latin America. I've urged all partners with logistical capacity to help. I welcome the work we are doing with a standing group of partners and the United Nations to try and simplify the arrangements for getting equipment to Haiti so that support keeps pace with operations. Second, the force is making a difference with what it has. With the capabilities currently available, we have stayed concentrated rather than dispersed. Since August, the GSF has established several presences in Artibonite and opened forward operating bases in Lobe del Mar and at the Varo terminal. We conduct both independent and joint patrols with the Haitian National Police and remove gang barricades and checkpoints on key routes. We seize weapons as evidence and share information with authorities through the E-Trace system and the United Nations Panel of Experts. In areas where we have established a sustained operational presence, including Delma and Tabar, we are beginning to observe early signs of reduced gang influence and control. We should recognize this progress without overstating it. Gangs are testing the GSF. we recorded an increase in hostile incidents against our force, from two to 15 in a single month. Just yesterday, GSF personnel from El Salvador came under attack in the Port-au-Prince area. The full circumstances are still being established, but we're examining the response and implications for force protection and operational support. Experience is showing us how gangs adapt, how they are localising their attacks and, regrettably, turning more to kidnapping. They are exploiting opportunities elsewhere and pushing deeper into other parts of Artibonite, Grecia and Kenscoff. Our task is to concentrate on areas where we can make a meaningful difference, but the reality is we cannot be everywhere at once. We have also seen gangs retaliate against local communities. In Grand-Anse, for example, reprisal killings were carried out following operations conducted by the GSF and the Haitian security forces. The third point I wish to emphasize is that we are operating with the highest standards of integrity. All operations have been conducted within a law enforcement framework with full respect for applicable human rights standards. Individuals detained during operations are transferred to the Haitian authorities within 48 hours, and special safeguards are in place for children. Notably, throughout our operations and exchanges of fire with gangs, only one minor has been apprehended, and that individual is in the care of the Orientation and Training Center. To date, the GSF has apprehended 26 individuals during anti-gang operations. All were processed in accordance with agreed procedures and transferred promptly to Haitian custody. 18 of those people were subsequently released, underscoring a central challenge of effective judicial follow-through within a system facing significant capacity constraints. We're also fully cognizant of this chain of accountability, so we have arrangements for short-term holding that allow apprehended individuals to be treated safely, their rights protected, and the time for evidence to be documented and preserved before they enter the Haitian judicial system. I want to thank UNSO for its efficient assistance with providing the infrastructure and sustainment to enable these short-term holding arrangements. Human rights due diligence is reviewed every month with the United Nations, and our directive on disciplinary matters is in force. Allegations of misconduct are taken seriously and addressed through the appropriate procedures. In the next months, we will review our concept of operations against the lessons we have learned. In our benchmark report requested by this Council, we will give you a clear picture of where we stand and a factual basis for consideration in March, including where we are behind and where adjustments are needed. Madam President, distinguished members, clearing gangs from an area is an important step, but it is not an end in itself. The lasting test is whether security gains can be consolidated and maintained. As my colleague, the Special Representative of the Secretary-General, said, once territory is recovered, the State must move quickly to restore essential services, institutions, and opportunities for local communities. Otherwise, the conditions that enable gang control will persist, and gangs may return. The GSF must contribute to a sustainable transfer of responsibility to Haitian institutions. A joint plan with the government, the GSF, BINUH, and the whole UN family in Haiti is needed, and we are working to deliver it. The same applies to the political process. The GSF plays an important but indirect role by weakening gangs and creating space for the authorities to lead. I thank the Standing Group of Partners, the United Nations, participating countries, and the government of Haiti for their continued support and partnership. The momentum is real, but so are the challenges. Our immediate priority is to ensure that incoming personnel are fully prepared for deployment, to concentrate efforts in areas where security gains can be sustained, and to transfer responsibilities to Haitian institutions with the capacity to maintain them. Madam President, the GSF was established by this Council to urgently help the Haitian authorities regain the upper hand, not to replace the state. Our success is therefore measured by whether we are helping Haitians recover the ability to protect their citizens, exercise their responsibilities, and build on the security we help create. That is the purpose of this mandate and the responsibility we share in supporting Haiti. Thank you for your continued confidence and support.

I thank Mr. Christofidis for his briefing. I now give the floor to Ms. Daniela Krosleck.

Madam President, Excellencies, thank you very much for this opportunity to brief. When I last addressed this Council on 20th of July, UNSO was consolidating the support architecture established under Resolution 2793. Three months later, we are supporting a significantly larger gang suppression force operating across an expanding geographical area. The six-month mandate renewal under resolution 2829, adopted on 29th of September, comes at an important juncture. As the force advances towards full operational capability, our focus is increasingly on sustaining its growing operational presence through resilient logistical support, close operational coordination, and robust human rights safeguards. Allow me to update the Council on progress under UNSOP's four strategic priorities and the challenges ahead. Madam President, our first priority is to support the deployment and expansion of the Gang Suppression Force. When I last briefed the Council in July, the force comprised just over 1,000 personnel. Since then, UNSOP has supported further deployments from Bangladesh, Chad, Guatemala, and Sri Lanka, doubling the force's strength on the ground. UNSO and the Department of Operational Support have worked diligently to overcome the challenges associated with troop preparedness, availability and transport of equipment, and the need to ensure a strict application of operative paragraph 1 of the resolution 2829 and operative paragraph 10 of 2793. We therefore expect a significant acceleration in deployments through the end of 2026, resulting in a substantial increase in the gang suppression forces deployed strength. The Department of Operational Support and UNSO have been extremely cost conscious while ensuring rapid deployments. Just recently, we decided to transport the advance party from Bangladesh to Sri Lanka to avail of spare capacity in our chartered aircraft between Colombo and Port-au-Prince thereby avoiding expenditure of over $1 million for a chartered flight that would have otherwise been required between Dhaka and Port-au-Prince. ANSOL will continue to facilitate the deployment and provide the necessary support to additional contingents as soon as personnel have completed the required screening and preparations and their equipment is ready. We are deeply grateful for the close and constructive cooperation with a standing group of partners. responsible for first generation, particularly the United States for their continued engagement and close coordination, including when logistical challenges are encountered during deployment. I would also like to thank Belgium and Germany for their contributions to strategic airlift operations, and the Dominican Republic for its critical support in facilitating these deployments. The UN also appreciates all contributions to the GSF Trust Fund, maintained and operated by the Department of Operational Support. As the Gang Suppression Force expands, timely coordination of deployment schedules, contingent requirements and enabling capabilities remain essential. UNSO continues to adapt its infrastructure and logistical arrangements to ensure that incoming personnel can be received accommodated and supported efficiently, enabling them to become operational as quickly as possible. The Gang Suppression Force's geographical footprint has also expanded. In early August, UNSO enabled the first GSF deployment beyond Port-au-Prince, transporting personnel and equipment to Artibonite Department. To support this expansion, UNSO is developing and sustaining eight operational and logistical bases across Haiti, including in Port-au-Prince and Artibonite Department, with Camp Berthiere serving as the Force's principal headquarters and logistics hub. Preparations are also advancing for expansion into a third department, where several hundred personnel and vehicles should operate from. As the Gang Suppression Force grows in strength and geographical reach, UNSOL stands ready to provide the operational and logistical support necessary to sustain its expansion. Madam President, our second priority is to sustain GSF operations. In this context, I would also like to express my deep concern over yesterday's attack on GSF personnel and my hope for the safe return of the Salvadoran personnel reported missing. This incident is a stark reminder of the dangers faced by those serving to restore security in Haiti. Since July, ANSO has supported multiple GSF operations, providing transport, communications, fuel, rations, and medical assistance. This has included several medical evacuations supported by established casualty evacuation procedures and regional medical referral arrangements. I would like to take this opportunity to thank the Dominican Republic, France, and Panama for their support with these arrangements. We have also strengthened operational readiness through dedicated logistic resupply arrangements, maritime transport capabilities, and more responsive communications and technical support. As the Gang Suppression Force expands in size and geographical reach, resilient supply and support chains become increasingly important. And so it's aligning its engineering, transport, aviation, medical, communications and supply chain capabilities with evolving operational requirements, including those of forward locations outside the capital. In parallel, working closely with BINU, and I greatly grateful for the support I received from SRSG Louise Massey and OHCHR. We have strengthened implementation of the human rights due diligence policy through screening, risk assessments, mitigation measures and monitoring. This includes working with the Haitian National Police, the Armed Forces of Haiti and relevant ministries to advance mitigation measures and accountability, as well as engaging civil society and communities in West and Artibonite departments to strengthen dialogue and identify human rights risks early. These safeguards are integrated into planning and delivery of support, ensuring that expanding operations are accompanied by equally robust human rights protections.

Madame President, our third priority remains to provide support to BINU. Since my last briefing to the Council, we've reached an important milestone with the signing of an agreement between UNSO and BINU in accordance with Resolution 2793. This agreement sets out the respective responsibilities of the two missions, as well as measurable objectives, performance indicators, and mutual accountability mechanisms with a view to ensuring the effective delivery of administrative, logistical, medical and technical services. It thus strengthens the coherence of our support architecture while preserving the distinct mandates of UNSO and BINU. At the same time, the coordination forum and regular exchanges between BINU, the Gang Suppression Force and UNSO promote consistent and complementary planning with due regard for the mandate of each entity. Our fourth priority is to strengthen UNSO's institutional capacities to respond to evolving operational requirements. Since the adoption of our budget in late June, we have continued our recruitment efforts prioritizing essential operational and technical functions while drawing on the expertise of other United Nations missions and specialized service providers. In the coming weeks, we will step up national recruitment, particularly by developing our partnerships with universities, the private sector, and Haitian professional networks including within the diaspora, in order to harness local expertise and promote institutional continuity. In response to rapidly evolving needs, we continue to manage our resources prudently, prioritizing the capabilities that are essential to the implementation of our mandate. Lastly, we are gradually transitioning from temporary startup arrangements towards a more sustainable model by developing the infrastructure required for our headquarters and to support a growing operational presence. Madam President, since July, UNSO has demonstrated its ability to support the expansion of the Gang Suppression Force by facilitating deployments and strengthening the arrangements necessary to sustain its operations. We stand ready to receive and support additional contingents as soon as they are ready for deployment, while continuing to provide BNU with the full range of services mandated by the Council. The next phase will build on the close coordination already established with our partners and on joint planning. Visibility on deployment schedules, contingent capabilities and continued support from Member States for essential operational capabilities will enable UNSO to anticipate requirements and provide sustained support for the Force's expansion. Working closely with the Haitian authorities, the Gang Suppression Force, BINUH, and contributing States, UNSO will continue to discharge the responsibilities entrusted to it by this Council. Our efforts are guided by one fundamental objective: to enable effective and accountable security operations, support the UN presence as a whole, and contribute to the restoration of state authority and improve security for the Haitian population. Thank you.

I thank Ms. Grosleg for her briefing. I now give the floor to those Council members who wish to make statements. I give the floor to the representative of the United States.

Thank you, Madam President, and thank you, SRS G. Maso, Special Representative Christofides, ASG Crosslock for your briefings. The colleagues before I get in further into my remarks, I also want to address yesterday's horrific attack on the Gang Suppression Force. As the Special Representative mentioned yesterday, four Salvadoran GSF soldiers suffered an intense ambush as they were returning to base from a market just outside Port-au-Prince. These thugs attacked their armored vehicle with hundreds of bullets. and explosives. By God's grace, we believe the men, four of the men survived, but they do remain unaccounted for. I just spoke with Ambassador Lopez from El Salvador to send a message to the people of El Salvador, to President Bukele, to every El Salvadorian service member deployed in Haiti that America stands shoulder to shoulder with them and offer the full support. of the U.S. government, in addition to the good offices of the various U.N. agencies, but more broadly to the soldiers around the world risking their lives to save Haiti and now to save their fellow GSF service members. I know the bond you share and that you never leave a fallen brother or sister behind. But to the gangs. and the gang leaders who carried out this cowardly attack. If you think you are going to intimidate this coalition into retreat, you have made a terrible mistake. And colleagues, this is precisely why we need this new type of entity like the Gang Suppression Force. Armed thugs have robbed Haitians of their most simple freedoms, working an honest job, walking their own streets, sending their children to school without fear. But they are clearly ready to attack the international community who is sent there by this committee, by this Council, to protect the civilian populace. And, colleagues, this is also precisely why this Council owes the Haitian people better than business as usual. As I've stated before, but worth reminding, The United Nations has been sending missions to Haiti since 1993, for 33 years, an entire generation of reports and briefings and resolutions back to this council. Last year, we finally started talking about trying something new and different, a mission with teeth, backed by a coalition of the willing. And with our co-pen, Panama, We passed resolution 2793. We appreciate those who supported that resolution that authorized a new type of force, a gang suppression force, to take on the gangs and clear the streets. But supported, obviously, by the UN and supported by the United Nations Support Office. There is no guarantee it will work, but I think it's all but guaranteed repeating what we've done in the past would fail. So now there are 2000 troops on the ground, 3500 slated for the coming months at great personal risk. GSF troops are clearing barricades that the gangs use to extract tolls and raise money. They're seizing weapons. They are charging down gang controlled, controlled streets and places like Tabar and Cite Soleil. So again. I want to personally thank the United States thanks the brave personnel from Chad, from El Salvador, Guatemala, Jamaica, Mongolia, and Sri Lanka, and the UN Support Office personnel sustaining them. And to every country that has pledged troops, equipment, and funds, thank you. Deploying your support out to the field will make all the difference in this fight. And we also thank Panama and this Council for renewing the GSF recently under Resolution 2829 and the Haiti sanctions regime under Resolution 2831, which maintains the arms embargo and targeted pressure on those financing this horrific violence. And as the Secretary-General's report made clear, Gangs are Haiti's greatest security threat and perhaps the region's greatest security threat. But defeating Haiti's gangs is only one part of returning Haiti to the Haitian people. They are hungry for a normal life, some sense of return to normalcy. And that is why we welcome Prime Minister Philomene's leadership and his government's launch alongside the UN of the Haiti Peace Dividend Fund to turn security gangs into real economic opportunities. It's also why we commend the Provisional Electoral Council's preparations for credible elections, the United Nations' B News critical role as Haitian institutions are remade. And as we work towards elections, the U.S. will continue to support that work. But as we approach BNO's January renewal, we also expect them to be laser focused, efficient, and accountable. So let me just close with two messages. One, to the gang bosses terrorizing Haiti, your days of operating with impunity are numbered. You can burn vehicles, erect barricades, terrorize the local police, terrorize civilians, But the gang suppression force is coming for you. The international community will not tolerate it. And again, to our four Salvadoran brothers in arms, you are not forgotten. The GSF is with you. The United States is with you. And we will bring you home. Thank you, Madam President.

I thank the representative of the United States for his statement. I give the floor to the representative of Panama.

Thank you, Madam President. We're grateful for the briefings by the Special Representative of the Secretary-General for Haiti, Mr. Carlos Ruiz Messier, the Assistant Secretary-General, Daniela Kroslock, and the Special Representative for

the GSF, Jack Christofidis.

In addition, we thank them for their leadership and commitment as they carry out their respective roles. We hail also the representatives of Haiti, Saint Kitts and Nevis, and the Dominican Republic, as well as the Vice Minister for Multilateral Affairs of Mexico, Enrique Ochoa, who honours us here with his participation.

Allow me to begin by expressing our concern at the ambush suffered yesterday by the Salvadoran contingent in Haiti.

This unfortunate incident

confirms the risk of the violence that the gangs are capable of if they are not controlled. We sincerely hope that the members of the Salvadoran contingent, whose whereabouts are still unknown, can be located and

rescued as soon as possible.

At the same time, we wish to reiterate our solidarity with all of the victims of violence.

In particular, we send our solidarity to the people and government of El Salvador, which have suffered the consequences

of the violence carried out by the gangs.

We are talking about thousands and thousands of

children who have been robbed of their childhood, thousands of women living under the threat of or being

victims of sexual violence. farmers who are afraid to venture out to work their land, transport operators subjected to extortion by gangs, and an entire population whose opportunities to live in peace are more and more limited every day. This situation is further exacerbated by alarming reports of attacks carried out by the gangs on entire communities in retaliation for operations conducted by the Gang Suppression Force.

It is particularly troubling

that it is precisely those already suffering the consequences of this violence who then become the targets of further atrocities. Such acts must not go unpunished and only serve to underscore the need to place the protection of the Haitian population at the heart of every security response. This context demands and accelerated deployment of the force. We recognise the efforts made by countries that have contributed personnel and financial resources, as well as the leadership of the Special Representative of the GSF, Jack Christofides, and the head of the UN Support Office in Haiti, Daniela Krosleck, working towards the force's full operationalisation. However, the security response cannot proceed in isolation. Just a few months ago, the Secretary-General presented to this Council his recommendations on disarmament, dismantlement and reintegration. More recently, the Haiti Peace Dividend Fund was established. This is an initiative that we welcome due to its potential to reduce violence, strengthen social cohesion and to provide genuine alternatives, particularly for children and young people vulnerable to recruitment by gangs. These developments should now be translated into a Security Council decision that would bring together existing efforts under a coordinated approach tailored to the Haitian context and complementary to the security response. Madam President, For the international response to yield lasting results, these efforts must be accompanied by a sustained and inclusive Haitian-led political process.

We reiterate our call on all political

and social stakeholders in Haiti to prioritise dialogue, overcome their differences, and place the well-being of the Haitian people above any particular interests. In this process, the support of the UN Integrated Office in Haiti will remain essential to making progress towards the holding of free elections through the establishment of minimum conditions, a viable and agreed electoral timetable and clear guarantees enabling the population to fully exercise their political rights and participate in a safe

electoral process.

At the same time, it's worth remembering that international security assistance, which by design is intentional, should at the same time be temporary.

It is

therefore essential to strengthen the capacities of the Haitian state so that its institutions can fully discharge their responsibility to ensure the security of the population. More broadly speaking, Panama reiterates that all security operations, regardless of the actors involved, must be conducted in full respect for human rights and must be subject to appropriate oversight, transparency and accountability mechanisms. In particular, we note with concern the increasing use of drones in security operations, especially in densely populated urban areas,

and the risks that this poses to the lives and safety of civilians.

Madam President, As we approach the end of our term as an elected member of this Security Council, and Since this is our final meeting on Haiti, we wish to reaffirm Panama's commitment to peace in this kindred republic, whose struggle for freedom inspired the ideals of emancipation of the peoples of our Americas more than two centuries ago. Over the past two years, we have sought together with our co-Penholder, the United States, to contribute to an international response that recognizes the complexity of the crisis and that keeps the Haitian people at the center of its efforts. We express our gratitude to the United States for its leadership and coordination, and extend that to all members of the Council, both the current and those with whom we served in 2025, for their cooperation and willingness to engage in dialogue. We also extend our thanks to the countries in our region for their commitment and efforts in support of peace, security and stability in Haiti. We trust that the efforts undertaken will be consolidated and will be translated into tangible improvements for the Haitian people. so that peace, security, freedom and dignity cease to be distant aspirations and become realities that every Haitian man and woman can fully enjoy. Thank you very much.

I thank the representative of Panama for his statement. I now give the floor to the representative of Denmark.

Thank you, Madam President. And I also thank SRS G. Ruiz-Machue, GSF Special Representative Christofides, and SG Kroselak for their briefings. Madam President, as we've heard, Haiti's multifaceted crisis must remain high on this Council's agenda. While some progress has been made, it is clear that much more is required. Allow me to make three points. First, tackling Haiti's security crisis. and preventing further gang expansion must be a priority. Like others, we are extremely concerned by reports of the four Salvadoran soldiers that gone missing yesterday after they came under ambush by suspected gang members east of Port-au-Prince. We express our full support and solidarity for the ongoing search and rescue operation. The Secretary-General's latest report shows continued spread of gang violence, with multiple attacks and massacres reported outside the capital. We recall the appalling gang attack in Kenscoff in August, which underscores the absolute urgency of addressing this scourge. Since then, the Council has renewed the Gang Suppression Force and UN Support Office mandates. We welcome progress in further deployments and commend Member States that have pledged their support. We also welcome the expansion of the GSF beyond Port-au-Prince, with the establishment of an operational presence in Conaive. Members of the European Union are doing our part through a 10 million euro contribution with the OAS for five forward operating bases to assist the security efforts across the country. It is imperative that all efforts to establish security in Haiti are undertaken in strict compliance with international law. The GSF must operate under the highest standards of conduct and discipline. Last week's renewal of the UN sanctions regime remains critical to address the cycle of violence and crime. Denmark reiterates the need for its full implementation. Second, Denmark remains alarmed by Haiti's dire humanitarian and human rights crisis. Internal displacement continues to rise. due to families fleeing violence, while more than half of Haiti's population needs humanitarian assistance. Shocking levels of violence are inflicted on the population, particularly on women and girls, who are subjected to horrific sexual violence. We condemn these acts in the strongest terms and call for the urgent scaling up of humanitarian aid and funding for Haiti's humanitarian response plan. We are alarmed by the number of children recruited and used by gangs, which has risen by a staggering 200% since 2025. Once recruited, these children face threats of retaliation, stigma, and violence. We welcome the preparation for a comprehensive national program made by Haiti's National Commission for Disarmament, Dismantlement, and Reintegration. More resources and support must be provided for this effort to prevent further recruitment. Third, Haiti's political transition must be Haitian-led and owned, and progress in a manner that ensures its legitimacy and sustainability. We take note of the decree by the Provisional Electoral Council postponing the electoral campaign, pending the publication of an updated electoral calendar. Denmark is very concerned that the new electoral decree allows sanctioned individuals to stand for elections. It is fundamental that robust vetting and safeguards are in place to ensure candidates running for office do so for the benefit of their country and are not beholding to malign interests. An inclusive transition through representative, credible elections is the only legitimate path to restoring the constitutional order and democratic institutions. We call on the Haitian authorities to do more to address the systemic impunity that has continued to erode public trust in state institutions. In closing, Let me reiterate Denmark's steadfast support to the people of Haiti, who have suffered way too long. The authorities, with the continued support of the international community, must pave the way for the peaceful and prosperous future they deserve. I thank you.

I thank the representative of Denmark for her statement. I now give the floor to the representative of Latvia.

Thank you, Madam President. I also would like to thank SRS chief Carlos Ruiz-Masieu, Special Representative for the GSF, Jack Christofidis, and the head of UNSOC, Daniel Crosslock, for their comprehensive briefings. As our brief has underlined, the security situation in Haiti remains deeply alarming. The continued killings, retaliations, kidnappings, widespread sexual violence with high numbers of collective rape, extortion, recruitment of children and other serious crimes committed by armed groups must be unequivocally condemned. The cycle of grave human rights violations must be stopped. We note that despite expanding deployment and operations by GSF, significant security improvements are yet to bring results. The brutal retaliations carried out by gangs, which continue to assert their presence, are a matter of a very serious concern. and yesterday's ambush on soldiers of El Salvador as a shocking reminder. Capacity building of Haitian authorities to maintain control over security in territories where gangs have been made is a challenge that needs to be urgently addressed as well. And we demand the immediate and unconditional release of all children recruited by the gangs. and the recruitment and use of children by armed groups constitutes a grave violation of international human rights law. We call on Haitian authorities to hold accountable all those responsible for these crimes. We underscore the utmost importance of continuing to make progress towards the full operationalization of the two specialized judicial poles established to address mass crimes in Haiti. Strengthening the capacity of the Haitian justice system to investigate and prosecute these crimes is essential to ensuring accountability for perpetrators, combating impunity and restoring public confidence in state institutions. Madam President, the security crisis must not be allowed to extinguish the democratic aspirations of the Haitian people. Despite the considerable challenges, preparations for elections must continue with determination. Advancing voter registration, strengthening electoral institutions, and ensuring that Haitians can participate freely and safely in the political process are essential steps towards restoring constitutional order and establishing legitimate democratic governance. We take note on the progress in achieving gender balance in voter registration, which is a notable development towards free, fair and inclusive elections. We also recognize that insecurity presents serious obstacles, particularly for people living in gang-controlled areas and for those who face threats, displacement or restricted access to public services. These challenges must be addressed through practical security arrangements, adequate resources, and close coordination among Haitian authorities, electoral institutions, and the international partners. Security concerns cannot be ignored, but neither should they become a ground for indefinite delay. We therefore encourage Haitian authorities to work decisively to establish an electoral calendar that is realistic and communicated transparently to the Haitian population. Madam President, progress on the political track depends on tangible improvements in security. We therefore underline the need to complete the deployment of the GSF and ensure its full operational capacity. And we commend the work of UNSAC in support of the GSF and express our appreciation to member states contributing troops and assets to the security in Haiti. Building the capacity to confront armed gangs protect civilians, and create the conditions for humanitarian assistance to reach those in need and for electoral preparations to advance safely is crucial for further progress. As armed gangs expand beyond the capital and perpetrate outrageous violence in previously peaceful rural areas, we welcome the decision to strengthen the presence of the GSF outside the capital, especially in the Artibonite region. Finally, we commend Haitian authorities for establishing the Haiti Peace Dividends Trust Fund, which is an important milestone in supporting peacebuilding, reducing community violence, and addressing the underlying conditions that fuel instability. We will continue to support BINUH in its efforts to assist Haitian authorities in advancing key reforms and addressing the fundamental needs for stabilization in Haiti. This includes supporting the work on the national DDR program. as well as promoting preventive initiatives with women, girls, and youth to reduce community violence. Creating safe and viable opportunities for these groups is essential to address origins of violence and lay foundations for a peaceful and secure future for Haiti's next generation. The Haitian people deserve to finally live in dignity and security. I thank you.

I thank the representative of Latvia for the statement, and I now give the floor to the representative of Pakistan.

Thank you very much, Madam President. I thank SRS G. Massieu, ASG. Kraslak, and Special Representative GSF Mr. Jack Christofides for their briefings. We value UN's steadfast support to Haiti despite challenging circumstances. We commend troop contributing countries to the GSF and appreciate the standing group of partners as well as other regional countries in assisting Haiti and for overcoming the impending challenges. We strongly condemn yesterday's attack on El Salvador's GSF troops and hope for their early and safe return. President, Haiti continues to be plagued by a complex set of multidimensional challenges in political, economic, security, and humanitarian domains. Given its long drawn and deep rooted nature, these challenges require a comprehensive response, one that is Haitian led and Haitian owned. Haiti's future and the well-being of its people hinge on the political choices that the leaders in Haiti would make. We take note of the electoral progress amidst the underlying political challenges. We hope that these decisions would be made by keeping in mind, first and foremost, the welfare and security of Haitian population. We remain concerned by the high levels of violence in Haiti. We reiterate our condemnation for all forms of violence perpetrated by gangs or other vigilante groups against Haitian people. The security arrangements put in place by Security Council resolution 2793, once fully deployed, can help address the acute security challenges. It cannot, however, be a substitute for a strong, well-equipped, and trained Haitian National Police, which remains essential for holding on to the gains made by GSF. The continued recruitment of children by the Haitian gangs is deeply troubling and deplorable. The Haitian children represent Haiti's future and must be afforded full care and adequate protection. We view the disarmament, demobilization, and reintegration strategy as central to the long-term stability in Haiti. We commend Binu and other partners in supporting Haiti's National Commission on DDR in the formulation of a comprehensive national program. We also welcome the launch of Peace Dividend Fund by Haitian government in partnership with the UN, inter alia, to support the DDR program. In conclusion, only a Haitian-led and owned process backed by well-coordinated, adequately resourced regional and international support can help ensure long-term stability of Haiti. Pakistan will continue to stand by the people of Haiti in their quest for achieving long-term stability, progress, and prosperity. I thank you.

I thank the representative of Pakistan for the statement. I now give the floor to the representative of the United Kingdom.

Thank you, Madam President. And thank you to Special Representative Reese Mercer, Special Representative Christofides and UNSO Head Kroszack for your briefings. Welcome to the representative of Haiti and Vice Minister of Mexico. The security situation in Haiti remains very difficult, with gangs continuing to terrorize communities with their vicious violence. seeking to coerce individuals, to undermine state authority, and to deny millions of Haitians the security and stability that they seek. In response, this Council has renewed the mandate of the Gang Suppression Force and the UN sanctions regime. The United Kingdom thanks the United States and the Standing Group of Partners for their work to expand and strengthen the Gang Suppression Force. working in the face of unacceptable violence and attacks, such as those of this weekend against Salvadorian members of the Gang Suppression Force. Significant steps have been taken to support Haitian authorities to restore state authority and to extend security beyond Port-au-Prince, including a first operational presence outside the capital, a stronger GSF headquarters, and deployments to support capacity. As operations expand, close coordination with the Haitian authorities and compliance with GSF's human rights compliance framework will remain central. Second, on sexual and gender-based violence. The levels of sexual and gender-based violence in Haiti are atrocious. Almost 700 women and girls reported rape by gangs in July and August of this year alone. with 87% subjected to collective rape. This is shocking and it is unacceptable. The United Kingdom welcomes the progress made by Haitian authorities, with support from the UN Office in Haiti and OHCHR, to improve reporting and response mechanisms for survivors of sexual and gender-based violence. Coordination platforms in six police stations have helped to identify and to refer to police 151 cases of sexual violence, including 96 involving minors. But much more remains to be done. Third, on elections. As preparations for elections continue, we welcome efforts by the Haitian authorities to broaden participation in the electoral process. Measures to facilitate voter registration and to reduce barriers to participation are important steps towards inclusive elections. At the same time, inclusion must not come at the expense of accountability. Changes to candidate eligibility requirements must not weaken important safeguards against the participation of individuals who may seek to exploit violence, coercion or criminality to secure influence within Haiti's democratic institutions. We urge the Haitian authorities to ensure that eligibility requirements uphold the integrity and credibility of the process and enable all eligible Haitians to participate. A sustained improvement in security is essential to protect the population and to create the conditions for credible elections. Those with influence over the gangs must use it to ensure that they lay down their arms and stop their vicious violence. And the Council, Gang Suppression Force partners, and, critically, Haitian authorities must maintain momentum and ensure that operational gains translate into lasting security for Haitian communities. Security, accountability, and inclusive political participation must advance together. And Special Representative, you asked for our sustained support to these aims. From the United Kingdom, you have it. Thank you.

I thank the representative of the United Kingdom for the statement. I now give the floor to the representative of France.

Thank you, Madam President. I'd like to thank the Special Representative of the Secretary-General, Mr. Carlos Ruiz Massieu, the Special Representative for the Gang Suppression Force, Mr. Jack Christofidis, and the head of the United Nations Support Office in Haiti, UNSO, Ms. Daniela Krosleck. Thank you for your briefings and comments. I welcome the presence here of the representative of Haiti, and I would like to express our solidarity with the permanent representative of El Salvador and the Salvadoran authorities following the brutal attacks on four Salvadoran personnel working for the Gang Suppression Force. Madam President, The Security Council must remain mobilized so as to help Haiti restore security across its territory. Over the last weeks, this Council showed on two occasions that it is determined to act. First, it rolled over the mandate of the Gang Suppression Force, which is tasked with, with the support of ONUSO, is tasked with putting an end to the violence criminal gangs are engaged in in Haiti. The Successes of the GSF are real, they're undeniable, and our Ambassador saw this when he recently went to Kentskoye. These gains should be locked in, and swiftly so. Next, the Security Council renewed the sanctions regime. The scope and robust nature thereof should help stifle the flow of weapons and ammunition which fuel the gangs, to dry up the sources of funding available to them and to compel their supporters to stop engaging in criminal activities. France stands with Haiti and the United Nations so as to achieve this end. France is participating financially in the trust fund supporting the GSF. We are also providing logistical support to the force. France supports the ramping up of Haitian capacity as well, the national police, the armed forces, and the national justice system. Madam President, the situation in Haiti nonetheless remains seriously disquieting. The Provisional Electoral Council stated on 5 October that it is postponing several stages of the electoral timetable, a presage that the date for the elections may slip due to the lack of stability necessary for the proper holding of elections. Furthermore, we are seeing that the Haitian people are in distress. 5,700 people have been killed since the start of the year. IDPs on the rise. There are now one and a half million of them and 5.8 million people facing acute food insecurity. This distress is affecting women who are victims of unspeakable sexual violence. It is also the suffering of women who have been kidnapped and recruited by criminal gangs. It is necessary for the Haitian youth to not see its future sacrificed due to gang activity in Haiti. Madam President, faced with this situation, we have no choice. We must double our efforts so as to implement the strategy we've adopted. And this requires action across three key areas. First, accelerating the deployment of the gang suppression force so that the force can begin as soon as possible its operations in full and across its entire operational area with the unstinting respect for international law. This is crucial if we are to weaken the gang's grip on various parts of Haiti and Haitians, as well as to strengthen control over entry points into Haiti through which illicit weapons and drugs are being trafficked into the country. Next, we must broaden travel bans and asset freezes to cover individuals who support and fund the criminal gangs. These individuals are known. They must be held accountable and they must be brought to justice in Haiti. Last but not least, endow the Haitian authorities with the means to establish a dismantlement, disarmament and reintegration program and to strengthen the judicial and prison system. securely disengaging children recruited by gangs, strengthening the fight against impunity, and addressing the ongoing problems of lengthy detention and prison overcrowding are absolutely vital. We must clearly assert this when we renew BINUH's mandate in January of next year. Madam President, this action plan will only bear fruit if the Haitian authorities also shoulder their share of responsibility. Responsibility for building up their security, capacity and for reinforcing control over their borders. We must stand shoulder to shoulder with them. They are also responsible for completing the political transition process by holding credible elections, which is necessary for the reestablishment of democratic institutions and for the cessation of mass violations of Haitian rights. I would like to once again express France's unswerving support for this Action Plan and these vital measures. I thank you.

I thank the representative of France for the statement. I now give the floor to the representative of Russian Federation.

Madame President. We'd like to thank for their briefings the Special Representative of the Secretary-General, Mr. Carlos Ruiz Massieu, and the Special Representative for the Gang Suppression Force, Mr. Jack Christofides. We're also grateful to the head of the United Nations Support Office in Haiti, also, Ms. Daniela Cross-Luck. Thank you for the information you provided about the forced deployment. Having said that, we'd like to underscore that we deem her briefing during the open portion of our meeting to be a departure from established practice. Heads of UN offices without a political mandate tasked with tackling rather operational and logistical issues such as UNSO can traditionally share their assessments with Council members, but only in closed consultations format. We hope that today's incident will neither set a precedent nor hinder established practice being followed in future. Madam President. The situation in Haiti is most fragile and decisive. The electoral process underway there is fragile and decisive, and the way in which the country proceeds through this phase will determine the prospects of Haiti's return to the constitutional development path. We recognize the efforts undertaken to prepare for the election. However, the date of the vote is repeatedly being postponed. Every such postponement increases the risks of an uncontrolled descent into chaos. Here, we are counting on the efforts of the UN Integrated Office in Haiti, BINUH, the key task of which is to assist Haitians throughout the electoral process. We are in favour of responsible international assistance, free from any attempts to influence the pre-electoral situation from abroad. We deem unacceptable attempts to exert pressure on Haitian politicians via unilateral sanctions and especially via Security Council restrictions. Clearly, the security deficit is an objective obstacle on the path to holding an expression of the popular will across the country that would win the people's trust. The gangs who previously terrorized the population only in the capital are now operating across the country, including in rural areas. The number of internally displaced persons has now reached 1.4 million people. 70% of the electorate is compelled to remain in areas controlled by gangs or under threat from gangs, a direct threat. The efforts of the national police and the army aimed at countering crime remain insufficient. Under the circumstances, Haitians are pinning all of their hopes on the arrival of international contingents as part of the gang suppression. force. As we already said at the mission mandate extension vote, we expect the GSF to swiftly deploy and actively discharge its duties. Any further delays risk pushing the elections back yet again, as well as a complete loss of trust by the local authorities, trust both in their own government and in international assistance efforts. What's particularly disquieting are reports about unprecedented attacks on areas where the international contingent is deployed and conducting patrols, including yesterday's incident involving Salvadoran servicemen. We hope they will be located as soon as possible. The brazen nature of these attacks confirm our earlier concerns about the fact that armed groups are prepared to directly challenge the international contingent.

Microphone for the speaker, please.

We think that patching up specific security gaps will hardly, and this has been the case throughout the country's recent history, will hardly result in a long-term stabilization of the situation. We've consistently believed that the main catalyst for the violence is the uninterrupted trafficking of weapons onto the island. Although the origins and the itineraries of these deliveries are well known, no effective measures have been taken, aside from the UN sanctions regime, which is almost little more than pronouncements. To break the cycle of violence, the people need to see not just security restored, they must also be provided with a viable alternative to criminal activities. Against this backdrop, we support work underway by the UN Special Political Mission, together with the Haitian authorities, the work underway to support the national disarmament and reintegration program for gang members. To conclude, we'd like to note the resolve of the Haitian people. Haitians aren't giving up. They're continuing to live their lives, despite all of the trials and tribulations they face, for instance, those related to the establishment of their own effective state institutions, as well as those related to effective international assistance. I thank you.

I thank the representative of the Russian Federation for the statement, and I now give the floor to the representative of Liberia.

Thank you, Madam President. I have the honor to deliver this statement on behalf of the A3, namely the Democratic Republic of the Congo, Somalia, and my own country, Liberia. We thank the Special Representative of the Secretary-General, the Special Representative for the Gang Suppression Force, and the head of the United Nations Support Office in Haiti for their briefings. We welcome the participation of the representative of Haiti in today's meeting. At the outset, the E3 condemns in the strongest terms the ambush against Salvadorian personnel serving with the Gang Suppression Force on 18th October. We express our solidarity with El Salvador and the families of the personnel who remain unaccounted for. and we call for every effort to secure their safe recovery. Those responsible must be held accountable. The attack underscores the urgent need for this Council to continue to stand with the Haitian people. Madam President, for the Haiti, the measure of progress is whether Haitians can live safely, trust their institutions, and choose their leaders. Every decision this Council takes must bring that prospect closer. Political legitimacy, effective security, and improvements in daily life must advance together. First, on political transition. We welcome the efforts of the Haitian authorities and the Provisional Electoral Council to advance electoral preparations. We also take note of the postponement of the electoral campaign and the extension of candidate registration. We encourage the Council, with BINUH's support, to communicate a realistic and credible way forward with clear milestones and the resources required to meet them. Women, young people, persons with disabilities, internally displaced persons, and the communities affected by gang violence must be able to participate meaningfully and safely. Security conditions must inform electoral preparations, but as others have pointed out before me, insecurity must not become an indefinite barrier to restoring democratic governance. We encourage inclusive dialogue among Haitian stakeholders and coordinated support from regional and international partners, including CARICOM. Second, the security response must have the capacity to act and the public confidence to sustain its gains. We welcome the extension of the Gang Suppression Force and the United Nations Support Office in Haiti mandate through resolution 2829 of this year. Notwithstanding the reported progress in expanding the GSF, the deployment gap remains substantial. We urge partners to accelerate deployments and provide predictable financing equipment, mobility, communications, medical support, and logistics. Mandates must be matched by the means to implement them. The GSF must coordinate closely with the Haitian National Police and relevant national institutions. International assistance must strengthen Haiti's own capacity to provide security and uphold the rule of law with sustained investment in police, justice, and corrections institutions. Civilian protection must guide every operation. The Secretary-General's report records 1,123 people killed and 440 injured between 15 July and 12 October. Reports of casualties during security operations, including among people not associated with gangs, require particular attention. All security actors must prevent and mitigate civilian harm. track casualties reliably, and ensure prompt and impartial investigations of alleged violations. Planning must also anticipate gang reprisals against communities. Public confidence is a security asset. Protecting civilians helps to preserve it. We condemn gang violence, including sexual violence, used to terrorize communities. Survivors must have access to medical care, psychosocial support, protection, and justice. Those responsible for violations and abuses must be held accountable. We also welcome the renewal of the Haiti sanctions regime through resolution 2831 of this year. Gangs do not arm or finance themselves in isolation. All Member States, particularly states of origin and transit, must implement the arms embargo fully, disrupt trafficking networks and investigate those financing and facilitating gang violence. Stronger tracing, export and end-user controls, and law enforcement cooperation are essential. We urge full cooperation with the Sanctions Committee and its panel of experts, while safeguarding humanitarian assistance and legitimate civilian activity. Madam President, Third, security gains must translate into a sustained return of public services, justice, and economic opportunity. Communities emerging from gang control need a visible and lasting state presence Recovery and institution building must be planned alongside security operations. Children recruited and used by gangs must be treated primarily as victims with access to protection, education, psychosocial care, and reintegration support. Reintegration must be adequately funded and rooted in communities with credible opportunities for young people vulnerable to recruitment. We welcome the Haiti Peace Dividends Fund and encourage partners to support nationally led efforts linking reintegration, livelihoods, justice, and community violence reduction. The humanitarian emergency demands sustained attention. As of 16 October, only 49.1% of the $880.3 million Humanitarian Response Plan was funded. We urge donors to close this gap. and call for safe, rapid, and unhindered humanitarian access and the protection of humanitarian personnel. Families need assistance now, alongside the longer work of restoring security and institutions. Madam President, Haitian ownership does not and must not mean leaving Haiti to confront this crisis alone. It means aligning international support with nationally determined priorities, strengthening accountable institutions, while fully respecting Haiti's sovereignty, independence, unity, and territorial integrity. The A3 stands in full solidarity with the Haitian people. Our collective commitments must be through safer neighborhoods, reopened schools, functioning institutions, and a credible path to elected government. The Haitian people must be able to see progress where it matters most. in their daily lives. I thank you for your kind attention.

I thank the representative of Liberia for the statement. I now give the floor to the representative of Bahrain.

Madam President, at the outset, I would like to thank Mr. Carlos Ruiz Massieu, the Special Representative of the Secretary-General and head of the United Nations Integrated Office in Haiti, BINUH. We'd also like to thank Ms. Daniela Krosleck, head of the United Nations Support Office in Haiti, UNSO. Our gratitude also goes out to Mr. Jack Christofidis, the special representative of the Gang Suppression Force in Haiti. Thank you for your edifying briefings. The Kingdom of Bahrain would like to express its solidarity with the Gang Suppression Force in particular the Salvadorian contingent, following yesterday's ambush. We condemn all measures undermining Haiti's security and hindering the work of the international force. The Kingdom of Bahrain shares in the international community's concern, given the ongoing deterioration of the security situation in Haiti, the intensification of violence, the growing number of deaths, abductions, the civilians lives lost. There is also sexual violence targeting women and children. This situation is a direct threat to the security of Haiti and the protection of civilians. It is a grave violation of human rights. Against this backdrop, we underscore the importance of strengthening Haitian security institutions. We must ensure coordinated international efforts continue so as to combat armed gangs, restore state authority, as well as the rule of law, all the while ensuring that all security operations are conducted with full respect for international law, including international human rights law. The Kingdom of Bahrain also welcomes the international efforts geared towards strengthening the deployment of the Gang Suppression Force. We underscore the need to endow the Force with logistical and operational support so as to guarantee its effectiveness, viability and the achievement of its stated objectives. This requires ongoing coordination between the Haitian authorities, the United Nations, the contributing countries, as well as regional and international partners. Madam President, the Kingdom of Bahrain would like to underscore how important it is to ensure the necessary security conditions are in place for the holding of the electoral process scheduled for December of this year, with a view to guaranteeing a political transition that is peaceful. That is Haitian led, Haitian owned, underpinned by dialogue and national consensus, promoting greater participation by women, young people and civil society. This would contribute to the success of the electoral process in keeping with the established timetable. Last but not least, the Kingdom of Bahrain would like to reiterate its support for the efforts of BINUH and ONUSO. We highlight the importance of further international coordination, as well as the mobilization of our collective efforts, so as to overcome Haiti's current challenges and restore security, stability and peace in Haiti. I thank you.

I thank the representative of Bahrain for the statement. I now give the floor to the representative of Colombia.

Thank you, Madam President. I'd like to thank Mr. Carlos Ruiz-Massieu, the Special Representative to the Secretary-General, Mr. Jack Christofidis, Special Representative for the Gang Suppression Force, Ms. Daniela Krosalak, Head of the United Nations Support Office in Haiti as well. I also welcome here the distinguished delegation of Haiti and the other delegations joining us at this morning's meeting. We'd like to begin by rejecting the attack suffered yesterday by the Gang Suppression Force, and we'd also like to express our full solidarity with El Salvador, whose troops were affected by this regrettable incident. The situation in Haiti shows that a prosperous, democratic, peaceful country is not possible where violence reigns, where the authorities do not control their territory, where the rule of law has been weakened, and where state institutions have been infiltrated by criminal gangs. As we have expressed in other items on the Council's agenda, security is an essential prerequisite for peace. Colombia acknowledges the gains made in regaining control of territory following the deployment of the gang suppression force. Those gains, however, remain fragile, as evidenced by the increasing expansion of gangs into rural areas and the persistently alarming levels of violence against civilians. Of particular concern is sexual violence, which disproportionately affects women and girls. Against that backdrop, The full deployment of the GSF and the expansion of its geographical reach are priorities. We commend the work of the UN Support Office in Haiti, which has responded swiftly and effectively to the needs of the ground, and we encourage both UNSO and the GSF to keep the Council informed in a timely manner of the developments in their operations. Madam President, we must be clear today. Gang leaders are not the only ones responsible for the violence in Haiti. Responsibility also lies with all those actors in political and economic circles who participate either directly or indirectly in illicit economies, who support, fuel or benefit from violence and instability, and who contribute to weakening state institutions through corruption, tax evasion, and the diversion of public funds. That vicious cycle must end, and those responsible must be held accountable. We encourage this Council to make use of the tools at its disposal, including the sanctions regime, and we urge Haitian authorities to take more decisive action to combat impunity and corruption. It is essential to strengthen the judicial and prison sectors, reduce community violence, and design and implement long-term strategies for disarmament, dismantlement, and reintegration, including safe exit pathways for minors associated with gangs and measures to prevent the recruitment of children and adolescents. We acknowledge the progress made in making the special judicial units operational, and we call on the Haitian authorities to step up their efforts and earmark the necessary budgetary resources to ensure that they can function effectively. Madam President, with regard to the electoral process, we are concerned by the low levels of voter registration. which are unprecedented even in light of Haiti's historically low levels of participation. We note the priority that the government has attached to achieving a prompt democratic transition, and we urge the international community to support Haiti in that process so that minimum levels of security and participation can be ensured, allowing elections to be free, credible, and participatory, and their outcome to be legitimate. The support of Haiti's various political and social sectors for a viable electoral timetable is essential to ensuring the stability, credibility, and legitimacy of the process. In turn, BINUH's role in facilitating inter-Haitian dialogue is more important than ever. On the humanitarian front, the situation remains critical. One and a half million people are displaced. While more than half the population is facing acute food insecurity and is in need of humanitarian assistance, this is the gravest humanitarian crisis on our continent, and yet less than half the humanitarian response plan for Haiti has been funded. To conclude, Colombia is aware that the security crisis in Haiti cannot be viewed in isolation from the regional dynamics of transnational organized crime. Gangs in Haiti are increasingly connected to criminal networks that operate beyond borders and threaten the stability of our hemisphere. The Colombian government reaffirms its readiness to take decisive action to combat and dismantle transnational organized criminal networks in the region and reiterates its solidarity with willingness to continue supporting the people and authorities of Haiti in combating that scourge and in their pursuit of a prosperous, secure and democratic country. Thank you very much.

I thank the representative of Colombia for the statement. I now give the floor to the representative of China.

Thank you, President. I thank SRS G. Marcio, SRS G. Christophe Fides. and ASG Crosslack for their briefings. Over the last three months, the Council has held multiple deliberations and adopted several resolutions on Haiti, demonstrating the efforts and determination of the Council and the international community to assist the Haitian people. At the same time, the situation in Haiti remains complex and grave. The political transition process faces new uncertainties. The security situation has not improved, and humanitarian needs continue to rise. Historical experience has shown time and again that while support from the international community is certainly important, addressing the root causes is more crucial than merely treating the symptoms. Ultimately, whether Haiti can get out of this crisis depends on its own ability to forge political consensus. and rebuild its governance capacity, let me emphasize three points. First, it is imperative to promote substantive progress in the political process. It has nearly been a decade since Haiti last held its general elections. Holding credible and inclusive elections as soon as possible is an important prerequisite for creating a legitimate government and restoring constitutional order. In recent years, Haiti's political transition has progressed slowly, and its electoral timetable has been repeatedly postponed, severely undermining the confidence of the Haitian people and that of the international community. The Haitian authorities and all political parties and factions must demonstrate will, set aside self-interest, and advance the political process without delay. At the same time, elections are not an end in themselves, nor should they serve as an excuse to delay addressing Haiti's deep-rooted governance issues. The Haitian authorities should take the initiative to set clear and feasible goals in areas such as national governance, fighting corruption, and restoring the rule of law, and should take concrete measures and demonstrate tangible results to the international community. China supports BINU and regional organizations, including CARICOM, in continuing to play an active role in this regard. Second, the effectiveness of security governance must be enhanced. Violence and crime continues to run rampant in Haiti. Gang forces are constantly regrouping and expanding, and the rising number of civilian casualties caused by gang violence and security operations is deeply worrying. We are deeply concerned over yesterday's gang attack incident and hope to see the four Salvadorian soldiers return home safe and sound. While noting the progress in the deployment of the Gun Suppression Force, the Council should maintain its close attention and strict oversight to ensure the Force's strict compliance with international law, transparency in its operations, timely reporting, and full accountability, so as to avoid harming innocent people. The ultimate goal of giving international support is to enable Haiti to independently maintain its own security. The Haitian authorities must assume primary responsibility, strengthen capacity building, formulate and implement effective security strategies, and effectively protect the safety and security of the Haitian people, especially children. The continued influx of illicit weapons is a major driver of the worsening gun violence in Haiti. This poses a severe threat to the safety and security of Haitians and that of international troops. China welcomes the Council's adoption of the resolution extending the mandate of the Haiti sanctions regime and urges Member States, especially the country of origin for Haiti's illicit weapons and ammunition, to earnestly fulfill obligations under the resolution, take urgent and decisive measures, ensure the full and effective implementation of the arms embargo, and cut off supplies of weapons and ammunition to the gangs at their source. Third, people's living conditions must be effectively improved. Haiti's humanitarian situation is deteriorating, with nearly 1.5 million people displaced and half the population facing a food crisis. Severe hardships among the people provide the breeding ground for violence. Improving people's livelihoods is both an urgent priority and a fundamental solution. The Haitian authorities must increase investment in people's livelihoods, coordinate resources across all sectors, ensure meeting basic needs such as education, employment, and healthcare, reduce gang recruitment at its source, and create a more favorable environment for people's survival and development. China supports UN agencies as well as international and regional partners in continuing to play a constructive role and help the Haitian people overcome their difficulties. President, to solve Haiti's problems requires sustained efforts, and more importantly, it requires finding the right direction, setting clear goals, and taking action. The key to resolving these issues has always been in the hands of the Haitian people. Together with the international community, China will continue to take a responsible approach and help Haiti out of its crisis at an early date so as to achieve lasting peace, stability, and development. Thank you, President.

I thank the representative of China for the statement.

I shall now make a statement in my capacity as the representative of Greece.

At the outset, I would like to thank the Special Representative of the Secretary-General, Mr. Carlos Ruiz Massieu. the Special Representative for the Gang Suppression Force, Mr. Jack Christofidis, as well as the Head of the United Nations Support Office in Haiti, Ms. Daniela Krosalik. Thank you for your briefings. I welcome the presence of Haiti, Mexico, Saint Kitts and Nevis, the Dominican Republic, and El Salvador here at this meeting. At the outset, we'd like to express our deep disquiet following the incident that occurred yesterday. We condemn the ambush against the Salvadoran forces of the Gang Suppression Force. We sincerely hope that they will be located as soon as possible, and would like to express our unstinting solidarity with El Salvador. Ongoing gang violence is undermining a return to stability in Haiti, and above all, it is compromising the future of Haitians. We have taken note of Haitians' decision to postpone the elections that had previously been scheduled for 13 December, so as to allow for the security situation on the ground to stabilize. We'd like to underscore that it's necessary to guarantee credible, inclusive and participatory elections, all the while maintaining the progress that's already been made on electoral preparations, and also the need to promote broad-based national support for the restoration of democratic institutions. Following the successful renewal of the GSF's mandate last month, the international community should spare no effort in supporting the GSF as well as the Haitian authorities as they combat the gangs.

In view of the above, I would like to make three points. First, the security situation remains deeply alarming. The massacre in Keskov in August and the ongoing killings and human rights abuses perpetrated by gangs are appalling. We condemn all such incidents, including kidnappings, sexual and gender-based violence, as well as the recruitment and use of children. We commend the government's efforts to advance these armament, dismantlement, and reintegration, including the six-month pilot initiative in Keshkov aimed at preventing violence at the community level. We also welcome the release of 13 hostages following the Keshkov incident, and we call for the immediate and unconditional release of all those who remain unlawfully detained.

Moreover,

we support Asian efforts to advance justice reform and ensure accountability for perpetrators of serious human rights abuses and financial crimes. crimes. Second, we reiterate our full support for the GSF and believe in its potential to tackle gang violence in Haiti, provided it is fully and swiftly deployed. We welcome the expansion of its operations beyond the capital, and we thank UNSO for the critical logistical support it provides to enable the full deployment of the GSF. We also welcome the establishment of the GSF's operational presence in Gonaives and underline the importance of predictable deployment planning and continued logistical support to ensure the full and effective deployment of the force. Similarly, we commend all contributing countries and those member states that provide airlift and deployment capacities. We reiterate the need for strict compliance with human rights due diligence, particularly regarding children, who must always be recognized and protected as victims. In this regard, we welcome the transfer agreement between the Asian government and the GSF, which regulates the treatment and transfer of individuals apprehended during operations, while upholding the handover protocol with regard to children. Third, we welcome the renewal of the sanctions regime last week and call for its full implementation as the country moves towards elections. The strict enforcement of the arms embargo through robust border and port controls is essential to restricting illicit arms trafficking and depriving gangs of weapons and ammunition. In parallel, criminal activity must be curtailed and links between gang leaders and aspiring political figures need to be severed. We also emphasize the need to strengthen the justice system and the specialized judicial units to combat impunity for serious human rights abuses, financial crimes, and corruption. In concluding, Greece believes in a sustainable and prosperous future for Haiti, free from gang violence, political instability, and socio-economic constraints.

In this endeavor, the role of BINUH

and its SRSG is of paramount importance. We renew our commitment to working closely with BINUH, the GSF, and UNSO to accompany Haiti on its path toward democratic transition, peace, and prosperity. I thank you. I resume my function as President of the Council.

I now give the floor to the representative of Haiti.

Madam President, I'd like to thank you for convening this meeting on Haiti. in particular the Secretary-General's quarterly report on BINU activities. I'd also like to thank the Special Representative for his briefing. Furthermore, we'd like to thank Mr. Christofidis and Ms. Krosleck for their briefings. We welcome the presence of representatives of the Dominican Republic, Mexico, and CARICOM. The report on Bino describes serious challenges on the way to the restoration of a normal situation in Haiti. There's been a fragile situation unfolding in the Haitian capital since yesterday. GSF members responded to gang attacks for the bulk of the day. The exact number of victims remains to be determined. If the gangs manage to respond to this force in this way, a force that's there to thwart the gangs, it is because the weapons and the ammunition which they have, weapons and ammunition that was not made in Haiti, well, they continue to find ways of entering the country via transnational networks, ending up in the hands of criminals. This latest episode is a reminder, as if we really needed one, of the fact that the security challenges in Haiti are complex and complicated. Respect for resolution 2831 of 14 October 2026, calling on Member States to take urgent and decisive measure to stop the flow of arms into Haiti, should be fully implemented. I commend the bravery of GSF personnel, in particular the soldiers from El Salvador. who came under bandit fire yesterday. We hope that those who are missing will be able to go back to their families unscathed. We commend the unswerving solidarity of each and every one of you with our Haitian brothers and sisters, those who are regularly bearing the brunt of gang assaults, and this for a minimum of five years now. Despite these challenges, Haiti remains resolutely committed to strengthening its security institutions. This determination is borne out by the recently adopted national budget, which allocates a large sum to security and justice. These resources aim to continue the implementation of the progressive expansion and the reinforcement of the national police and our armed forces. Building on these national efforts, Haiti would like to once again welcome the renewal of the Gang Suppression Force mandate and the extension of the sanctions regime. Haiti has entered into agreements with the contributing countries concerning the status of their troops, with a view to ensure they are operating with full respect for international law and Haitian laws as well. These measures should promote more effective action being taken against the gangs, as well as the networks supplying and financing these gangs. To ensure the full effectiveness of these measures, Coordination between the Haitian National Police, the army, the GSF, BINUH and sanctions mechanisms must be reinforced, with respect for the various mandates that are distinct, and this propelled by coherent national leadership. Madam President, security operations alone will not be enough. The reconstitution of the National Commission for Disarmament, Dismantlement and Reintegration attests to our resolve to tackle the root causes of violence. With BINU's support, the Commission is preparing a national DDR programme as well as a community violence reduction programme. Furthermore, we firmly believe that children recruited by gangs must be protected. They must enjoy psychosocial support. They must be given education, granted family reunification, and lasting reintegration. They must be seen as victims first and foremost. With this in mind, on the 14th of September this year, the Haitian Peace Dividend Fund was launched jointly by our government and the United Nations. This demonstrates this integrated approach. We invite our partners to support this mechanism so as to Transform security progress into genuine prospects of peace, justice and recovery for our communities. The restoration of state authority remains a priority for Haiti. The report pinpoints the resumption in July of a criminal trial with a jury in Port-au-Prince. This is a first since 2018. It also points to progress made on operationalizing the two specialized judicial units. The report takes note of preparations underway for the entry into force of the new Criminal Code and the new Code of Criminal Procedure. This headway calls for greater means to be allocated for investigations, prosecution, and sentencing, as well as measures against extended pre-trial detention. Restoring our citizens' trust in justice is inextricably linked to the country's stabilization. Lastly, on the political front, Haiti reiterates its commitment to a return to constitutional order through free, credible, inclusive, and transparent elections. Preparations continue, in particular consultations with the various political players, a revised electoral decree, as well as voter and candidate registration. In the same vein, the 2026-2027 budget allocates funds for electoral activities and support for political parties. Madam President, the government of Haiti is shouldering its responsibilities. The situation remains difficult, without a doubt. Nonetheless, many little steps have been taken in the right direction. As we say in Creole, "Piti piti, zoize finiche." Little by little, the bird builds its nest. Action taken on security, DDR, justice and electoral preparations speak to this reality. The international support that we are requesting will allow us to amplify these efforts. way of conclusion we'd like to say that our common objective is not just to contain the violence but to stop it from resurging to restore trust in our institutions and to create the conditions for lasting peace as well as for a retort to constitutional order in Haiti I thank you for your kind attention and your support for my country

representative for Haiti for the statement I now give the floor to His Excellency, Mr. Enrique Ochoa, Vice Minister for Multilateral Affairs and Human Rights of Mexico.

Thank you very much, Madam President. I begin by reiterating Mexico's steadfast commitment to the people of Haiti and the efforts geared towards finding a Haitian solution to the complex and urgent situation facing the country, with the support and backing of the international community. Allow me also to join in condemning yesterday's attack on the Salvadoran contingent of the gang suppression force, and we express our solidarity with them. Lasting stability requires sustained and simultaneous progress on three fronts. The first is restoring security and state authority with the support of the gang suppression force, holding elections to ensure the legitimate renewal of authorities at all levels of government, and finally, providing strong support for socioeconomic recovery. This strategy requires a coherent, comprehensive framework linking security operations to community stabilization, the reopening of schools and health centers, and the creation of genuine economic opportunities for the population. This process must be led and owned by Haitians themselves as active participants. Progress towards a just, peaceful and inclusive society requires placing women at the center of political and community development. For this reason, Mexico calls for concrete measures to be taken with the support of the UN Integrated Office in Haiti and other UN entities as part of ongoing electoral preparations to ensure women's meaningful participation. Recent figures on candidacies registered with the Provisional Electoral Council show that the minimum quota of 30% established under Haitian law remains far from being met. Furthermore, Mexico deems it essential for UN entities to step up and better coordinate their efforts in cooperation with national authorities and other partners to provide comprehensive medical, psychosocial, legal and protection assistance to survivors of violence, the vast majority of whom are women and girls. Young people, for their part, must be at the heart of efforts to prevent violence and to promote social cohesion. Preventing their recruitment by armed groups requires providing them with viable alternatives. Madam President, Mexico welcomes the renewal of the sanctions regime and the Sanctions Committee for Haiti. This is a vital tool to stem the illicit flow of arms and ammunition, and we reiterate our call on all States to comply with the measures established by that Committee. It is important that the Committee enlist the support of the United Nations Secretariat to provide technical assistance to countries in the region, with a view to harmonizing national measures for implementing the sanctions. In this regard, Mexico highlights the progress made by Haiti's National Commission for Disarmament, Dismantlement and Reintegration in consolidating a nationally owned roadmap. To ensure national ownership over this complex process, a comprehensive strategy must urgently be adopted that incorporates lessons learned from past experience and mobilizes all sectors of society and government. No political or security effort can prosper unless the humanitarian crisis affecting the majority of Haiti's population is addressed. And in this regard, Mexico notes with deep concern that, as at the 6th of October, the 2026 humanitarian response plan for Haiti had received only 48.7% of the funding required. Therefore, we urgently call on the international community and cooperating partners to close this funding gap and to maintain active and predictable solidarity with Haiti. Only through a comprehensive approach that protects women, young people, and that strengthens national institutions and addresses the basic human needs will we be able to lay the foundations for a just, inclusive, and lasting peace. Mexico will continue to stand alongside Haiti on that path. Thank you.

Excellency, Mr. Ochao, for the statement. I now give the floor to the representative of Saint Kitts and.

Madam President, I have the honor to deliver this statement on behalf of the 14 member states of the Caribbean Community, CARICOM. We thank the briefers for their updates on the situation in Haiti. At the outset, Allow me to express CARICOM's appreciation for the Security Council's adoption of resolutions 2829 and 2831, renewing the mandate of the Gang Suppression Force, the GSF, and the Haiti sanctions regime, respectfully. We stress the importance of ensuring that the Gang Suppression Force reaches full operational capacity, in the shortest possible time with the financial, logistical, and operational support required to carry out its mandate. This includes troop contributions, logistical assistance, airlift for deployments, air and sea monitoring capabilities, and essential equipment. We call for the continued and enhanced support of international partners to provide the resources needed to sustain these efforts. Together, these measures will help to restore security and create the conditions for political progress and the holding of elections as soon as possible. CARICOM supports efforts to facilitate elections that allow the Haitian people to exercise their democratic rights and contribute to the restoration of constitutional order and stability. We note that, regretfully, there might be difficulty in holding the elections scheduled for December 13th on time. We call for a clear, revised timeline for the completion of the preparatory work and holding of the elections. CARICOM also underscores that the sanctions regime has a critical role to play in curbing the flow of illicit weapons in Haiti, and limiting the activities of armed gangs by curbing access to financing and other external support. In this context, we encourage all Member States to take effective measures to stem the illicit flow of weapons and ammunition and disrupt sources of support that serve as a lifeline for criminal gangs. Caricom also recognizes the continued efforts of the Haitian National Police Force and Armed Forces, the Standing Group of Partners, the United Nations, the OAS, the Imminent Persons Group, and other regional and international partners. Their continued engagement and coordination remain important in supporting a Haitian-led response to the crisis. Madam President, as we have heard, the economic, social, and humanitarian situation in Haiti remains dire. Even as efforts are underway to improve the security situation, and we see some progress in that regard, it is critical that support for Haiti's institutions of governance and socioeconomic programs are simultaneously ramped up. The Haitian people must be able to see and feel the dividends of peace as an incentive to strengthen their resolve against the gangs. We are particularly concerned about the impact of ongoing violence on women, girls, and young people, including the risk of exploitation, sexual and gender-based violence, and recruitment by criminal groups. Their protection must remain a priority. This should be accompanied by greater context-appropriate disarmament, demobilization, and reintegration initiatives to help prevent further violence and support those seeking to leave armed groups. The challenges confronting Haiti require a coordinated and sustained response from the international community, firmly anchored in Haitian ownership and leadership. Security interventions, political dialogue, institutional strengthening, and socioeconomic recovery must advance together if lasting stability is to be achieved. CARICOM reaffirms its unwavering solidarity with the government and people of Haiti and remains committed to working with regional and international partners to support the restoration of peace, security, constitutional order, and sustainable development. Thank you.

I thank the representative of Saint Kitts and Nevis, and I now give the floor to the representative of the Dominican Republic.

My Madam President, distinguished members of the Council, we recognize Greece for its presidency, and we thank Mr. Carlos Rizmasier, Mr. Christofides, and Daniela Kroslock for their briefings.

We.

Regret the ambush yesterday involving Salvadoran personnel serving with the force, and we hope that those who remain missing can be found safe and sound. The Dominican Republic expressed its solidarity with El Salvador. We recognize its sacrifice and its commitment to the security of Haiti. Madam President, In his report, the Secretary-General concludes that sustained international support is essential to consolidate the momentum achieved. This momentum is reflected in progress that warrants recognition. The Gang Suppression Force has begun being deployed beyond Port-au-Prince and is working in coordination with the Haitian National Police. While several States have pledged to provide strategic airlift capacity to expedite the arrival of new contingents, we commend the countries contributing their personnel, as well as the work of the UN Support Office in Haiti. this progress alone is not enough. The force has less than one third of its planned personnel strength, while violence persists and is spreading to rural areas and additional departments, including Centre and Sud-Est. Every contingent that arrives expands the territory that can be retaken, but every delay gives the gangs time to regroup. Madam President, For this reason, continuity is essential. On the 29th of September this year, the Council renewed for six months the mandates of the Gang Suppression Force and the Support Office. This was a decision supported by the Dominican Republic. But a force that is still working to complete its deployment needs a predictable timeframe. Contributing countries should be able to plan their commitments, and operations need time to produce lasting results. For this reason, we hope and we encourage the the Council to renew the mandate for a longer period in March, and we hope that the deployment will be completed with the resources and funding that the force requires. A fully deployed force will help create the conditions for Haitian society to begin returning to normal life, and for the Haitian people to regain control over their destiny. Madam President, As the Secretary-General also points out, lasting stability requires security, the political process and socio-economic recovery to advance in tandem. Security is the starting point, but it will only be consolidated if the population is able to perceive tangible improvements in their daily lives and if young people can find opportunities other than those that are currently being offered by the gangs. We acknowledge the efforts of the Haitian authorities in that regard. The Haiti Peace Dividend Fund, co-led by the Government of Haiti and the United Nations, provides the international community with a means of supporting the priorities identified by Haitians themselves in disarmament and reintegration, in community violence reduction and in socio-economic recovery and justice. Madam President, the Dominican Republic will continue to contribute to the international efforts to promote security and stability in Haiti. Consolidating what has been achieved requires that support to be sustained over time, as called for by the Secretary-General. The Haitian people expect this and deserve nothing less. Thank you very much.

Representative of the Dominican Republic for the statement.

In accordance with Rule 37 of the Council's Provisional Rules of Procedure, I invite the representative of El Salvador to participate in the meeting.

I now give the floor to the representative of El Salvador.

Madam President.

We are grateful for the briefings.

Provided by the representatives of the United Nations and the Gang Suppression Force in Haiti, and we thank them for their efforts to contribute to restoring security and stability in Haiti. My delegation wishes to begin by referring to the grave events seen on Sunday 18 October, when four Salvadoran aviation technicians, members of Task Force Libertad two were ambushed by heavily armed criminal groups while they were returning to their camp in an armoured vehicle. During the attack, the criminal groups used firearms and explosive devices, setting the vehicle on fire.

Helicopters deployed to provide.

Support also came under attack as response operations were carried out in coordination with contingents and personnel from other countries. In light of these events, El Salvador strongly condemns this attack against our deployed personnel, and we express our deep concern regarding the situation of the four personnel, our compatriots. as efforts continue to establish contact with them and to determine their whereabouts. We are very grateful for the expressions of solidarity voiced during this meeting and for the support and the efforts of the force leadership, Member States and deployed contingents who are contributing to operations to support and locate our personnel. In these circumstances, our immediate priority is to ensure the prompt and safe recovery of our personnel.

We call.

For all coordination efforts to be maintained and strengthened, and for the necessary capabilities to be mobilised to achieve that. This incident is a reminder of the serious risks faced by personnel contributing to international efforts to restore security in Haiti.

The.

Safety and protection of those participating in these operations must remain a standing priority and a responsibility of this Council. In that regard, it is essential that the implementation of the force's mandate be supported by adequate intelligence, surveillance, mobility, communications, medical support, and emergency response capabilities, including for emergencies of the kind that we are unfortunately facing today. President El Salvador reaffirms its full solidarity with the Haitian people and its commitment to collective efforts to restore peace and security in the country. Our commitment is grounded in the conviction that the international community must back its decisions with the political support, resources, capabilities, and safeguards necessary to protect those working on the ground to put those decisions into practice. Today, our thoughts are particularly with our officials, our personnel, and their families. We trust that the joint efforts will allow for their prompt and safe recovery. Thank you.

I thank the representative of El Salvador for the statement. There are no more names inscribed on the list of speakers. The meeting is adjourned.
