Cooperation between the United Nations and the Organization of Islamic Cooperation - Security Council, 9964th meeting

Bismillahirrahmanirrahim. Assalamu alaikum wa rahmatullahi wa barakatuh. Very good morning. The 9,964th meeting of the Security Council is called to order. The provisional agenda for this meeting is cooperation between the United Nations and regional and sub-regional organizations in maintaining international peace and security. The agenda is adopted. In accordance with Rule 39 of the Council's Provisional Rules of Procedure, I invite following briefers to participate in the meeting. Mr. Khalid Khayari, Assistant Secretary-General for the Middle East, Asia, and the Pacific, Departments of Political and Peacebuilding Affairs and Peace Operations, and Mr. Youssef Al-Dubai, Assistant Secretary-General for Political Affairs of the Organization of Islamic Cooperation. It is so decided. The Security Council will now begin its consideration of Item 2 of the agenda. I now give the floor to Mr. Khalid Khayari. Please, you have the floor, Mr. President.

Mr. President, members of the Security Council, I thank you for the opportunity to address the Council on the longstanding cooperation between the United Nations and the Organization of Islamic Cooperation in maintaining international peace and security. At a time of growing geopolitical complexity, cooperation with regional and sub-regional organizations such as the OIC remains indispensable. Guided by Chapter VIII of the Charter, such cooperation is a key priority of the Secretary-General and an important part of implementing the Pact for the future. The OSCE brings together 57 member states and represents a vital political, economic, cultural, and religious constituency. Its voice carries considerable weight in some of the world's conflict-affected situations. The United Nations values this partnership not only as a matter of institutional cooperation, but as an essential component of our efforts to promote durable peace, inclusive governance, and respect for international human rights law. The United Nations-OIC cooperation spans a broad range of country-specific and thematic areas. The biennial UN-OIC General Cooperation Meeting, mandated by the General Assembly, serves as a vital platform, bringing together senior representatives of our 2 organizations to take stock of our cooperation, and discuss ways to enhance it strategically. In the context of today's complex geopolitical landscape and challenging financial environment, this meeting assumes increased relevance and urgency. Mr. President, in the Middle East, the United Nations and the OIC have long shared common objectives in seeking a lasting and comprehensive resolution to the question of Palestine. Most recently, the United Nations and the OIC organized the annual Joint Conference on the Question of Jerusalem, held in Dakar on July 9th. The United Nations also appreciates the OIC and the League of Arab States for endorsing the Recovery and Reconstruction Plan for Gaza through their Joint Ministerial Committee. This plan reinforces the collective push for a just and comprehensive solution rooted in relevant United Nations resolutions. The upcoming Ministerial Meeting to Support the Two-State Solution, co-chaired by France and Saudi Arabia, is key to highlighting international consensus around these goals and reaffirming the principles sustaining the two-state solution. In Lebanon, the United Nations maintains regular engagement with the OIC, in support of the country's stability. Amid recent regional tensions, the OIC's consistent political backing for Lebanon has proven particularly valuable. In Afghanistan, the OIC is a key partner in our efforts for a coherent and structured engagement with the de facto authorities in the framework of the UN-convened Doha process. The OSCE has also played an important role in supporting the human rights of Afghan women and girls through dialogue with the de facto authorities, drawing on its unique position as the collective and credible voice of the Muslim world. The OSCE is also a vital leading voice in support of the Rohingya, highlighting the need to address the root causes of their displacement and to create conditions for their safe, voluntary, dignified and sustainable return to Myanmar, including the right to citizenship. The United Nations welcomes the continued coordination between the Special Envoy of the Secretary-General on Myanmar and the OIC in pursuit of shared objectives. In Sudan, after more than 2 years of relentless fighting, the warring parties continue to pursue military gains. The OIC's support to international mediation efforts, including those of Personal Envoy Lamamra, remains highly valuable as efforts continue to find resolution that will prevent further disaster and return Sudan to a path of peace. The United Nations welcomes the ceasefire between Israel and Iran continues to hold. All international actors should speak with one voice in impressing upon the 2 countries to adhere to the ceasefire. The OSCE resolution on Iran made at the 51st session of its Council of Ministers last month in Istanbul to establish an open-ended ministerial contact group on de-escalation to work toward the peaceful settlement of the conflict is a valuable contribution to international and UN efforts in this regard.

Across contexts such as the Sahel, Syria, and Yemen, OIC Member States have lent important support to UN efforts to advance peace and security. Mr. President, we appreciate the OIC's cooperation in addressing global challenges that transcend borders. As Islamophobia continues to affect far too many people around the world, and demands attention. We appreciate the leading role the OSCE plays in confronting the rise of Islamophobia and all forms of religious intolerance. The United Nations stands against all forms of hatred and discrimination and firmly believes that diversity in all its forms only makes societies stronger. The Secretary-General's recent appointment of Mr. Mirgil Moratinos, a Special Envoy to Combat Islamophobia, reflects the United Nations' determination to intensify efforts on this important issue in cooperation with the OSCE and other partners. The United Nations and the OSCE also cooperate on electoral matters. Through their longstanding and active partnership in this area, we have jointly implemented several capacity development initiatives in recent years. These have included co-organizing trainings on election observation and promoting women's participation in electoral and political processes for OIC member states. Our partnership has also included staff exchange programs aimed at strengthening cooperation and sharing of experiences and good practices on electoral matters. Our joint efforts in countering terrorism and preventing violent extremism continue to develop. Following the signing of a Memorandum of Understanding in March 2024, the United Nations Office of Counter-Terrorism and the OIC have advanced rights-based approaches through technical assistance, parliamentary engagement, and strategic dialogue. Mr. President, in a world beset by interconnected challenges that continue to grow and multiply, We must pursue every advantage and leverage every instrument we have at our disposal to deliver meaningful and lasting impact, consistent with our shared commitment to peace and security. By joining forces, the United Nations and the OIC are helping to reinvigorate multilateralism and restore trust in our institutions. As we move forward with the implementation of the Pact of the Future, the United Nations-OIC partnership will remain critical to defuse tensions, advance sustainable peace, reinforce multilateral norms and principles, and promote equitable and sustainable development. Saeed al-Rais, معالي السيناتور محمد إسحاق دار، نائب رئيس الوزراء ووزير خارجية جمهورية باكستان الإسلامية. أود في البداية أن أتقدم بالتهنية إلى جمهورية باكستان الإسلامية على توليها رئاسة مجلس الأمن لشهر يوليو متمنيا لها رئاسة ناجحة وأعبر عن خالص الشكر والتقدير إليكم السيد الرئيس ولحكومة جمهورية باكستان الإسلامية على مبادرتها بعقد هذه الجلسة الخاصة لمجلس الأمن تحت بند التعاون بين الأمم المتحدة والمنظمات الإقليمية ودون الإقليمية منظمة التعاون الإسلامي والتي تعكس الأهمية التي يوليها مجلس الأمن لتعزيز التعاون بين منظمة الأمم المتحدة ومنظمة التعاون الإسلامي وأغتنم هذه الفرصة لأعبر عن امتناني لمعالي الأمين العام السيد أنتونيو جوتريش على جهوده المخلصة لتعزيز الحوار والتعاون بين الأمم المتحدة ومنظمة التعاون الإسلامي خدمة لقضايا السلم والأمن والتنمية في العالم وأود أن أثمن عقد هذا الاجتماع الهام خاصة في ضوء انشغال المجتمع الدولي في البحث عن سبل ناجعة وفعالة لمواجهة تحديات عديدة ومتزايدة وغير مسبوقة تحديات تتشابق فيها النزاعات المسلحة مع التوترات الجيوسياسية وخاصة تلك التي تهدد السلم والأمن الدوليين وتصاعد التحديدات الأمنية كالإرهاب والتطرف العنيف وتغير المناخ وانعدام الأمن الغذائي وتحديات التكنولوجيا والذكاء الاصطناعي فضلا عن الأزمات الإنسانية المتفاقمة وأن ما يبعث على الارتياح في هذا الصدد أن منظمة التعاون الإسلامي والأمم المتحدة واصل تاجهودهما لتجسيد رغبتهما المعلنة في التعاون الوثيق في الميادين السياسية والاقتصادية والاجتماعية والإنسانية والثقافية والعلمية وأيضاً في بحثهما المشترك عن حلول مبتكرة ومستدامة للقضايا التي يواجهها العالم لا سيما في مجالات السلم والأمن الدوليين وتعزيز ثقافة السلام والحوار بين الحضارات وحقوق الإنسان الأساسية والتنمية الاقتصادية والاجتماعية ومكافحة الإرهاب ويسعدني أن أنوه في هذا الصدد بالتفاعل الإيجابي والبناء بين منظمة التعاون الإسلامي والجمعية العامة للأمم المتحدة والأمانة العامة للأمم المتحدة وأكالات الأمم المتحدة ذات الصلة فيما يتعلق بتعزيز التعاون العملي وبناء التكامل بين الأمم المتحدة ووكالاتها المتخصصة وصناديقها وبرامجها من جهة ومنظمة التعاون الإسلامي وأجهزتها المتفرعة ومؤسساتها المتخصصة والمنتمية من جهة ثانية والواقع أن الجهود المختلفة التي يبدل هذا المجلس الموقر في مجال صون السلم والأمن الدوليين تتسق على نحو كامل مع المسائل الحديثة لمنظمة التعاون الإسلامي فيما يتعلق بفضل النزاعات بالطرق السلمية ومن ضمنها الوساطة ومكافحة الإرهاب والتطرف العنيف لقد شكل التعاون السياسي ركيزة أساسية في مختلف حالات النزاع المدرجة على جدول أعمال منظمة التعاون الإسلامي والتي تكتسي نفس القدر من الأهمية على جدول أعمال مجلسكم الموقر بشأن السلم والأمن وعلى رأسها قضية فلسطين القضية المركزية الأولى لمنظمة التعاون الإسلامي ومما يدعو للأسف في هذا الصدد إن استعادة الشعب الفلسطيني لحقوقه العادلة والمشروعة في وطنه لم تتجسد حتى الآن على الرغم من قرارات الأمم المتحدة ذات الصلة بما فيها تلك التي اعتمدها هذا المجلس المواقر ومما لا شك فيه أن التقاعس عن إنفاذ قرارات الأمم المتحدة بشأن القضية الفلسطينية وتأخر الاستجابة العالمية لها وإمعان إسرائيل السلطة القائمة بالاحتلال في سياساتها الاستعمارية قد تسبب في استمرار أطول احتلال استعماري في العصر الحديث وحروب مدمرة وكوارث ومعانات إنسانية متفاقمة في الأرض الفلسطينية المحتلة ومن المثير للصدمة أيضاً ووفقاً للمرصد الإعلامي لمنظمة التعاون الإسلامي للجرائم الاسرائيلية ضد الشعب الفلسطيني فان الحرب الاخيرة على غزة قد اسفرت منذ سبعة اكتوبر عشرين ثلاثة وعشرين عن استشهاد اكثر من تمانية وخمسين الف شخص وجرح اكثر من مية واثنين واربعين الف اخرين معظمهم من النساء والاطفال وفي هذا الصدد لطالما جددت منظمة التعاون الاسلامي دعوتها للمجلس بالضغط على اسرائيل السلطة القائمة بالاحتلال للامتثال لقرارات الأمم المتحدة من خلال وقف فوري وشامل لأعمال الإبادة الجماعية والمجازر والتجويع والتشريد في حق الشعب الفلسطيني في قطاع غزة والضفة الغربية بما فيها مدينة القدس المحتلة ودعت المنظمة مرارا إسرائيل للاستجابة للنداء العالمي وإتاحة أصول الإمدادات الإنسانية إلى غزة وغيرها من المناطق المتضررة في فلسطين دون عوائق والكف عن منع وكالات الأمم المتحدة الإنسانية من الإطلاع بولاياتها وفي هذا السياق تدعو منظمة التعاون الإسلامي إلى تنفيذ جميع قرارات المتحدة لا سيما قرار الجمعية العامة بشأن إعمال فتوى محكمة العدل الدولية الداعية إلى إنهاء الاحتلال الإسرائيلي للأرض الفلسطينية ولهذه الغاية ترحب وتدعم منظمة التعاون الإسلامي استئناف مؤتمر الأمم المتحدة رفيع المستوى المعني بالتسوية السلمية لقضية فلسطين وتنفيذ حل الدولتين تظل القضية الفلسطينية محورا أساسيا للتعاون المثمر بين منظمة التعاون الإسلامي والأمم المتحدة وتشمل الأولويات المشتركة ضمان وقف فوري ودائم لإطلاق النار وتسهيل وصول المساعدات الإنسانية لتخفيف المعاناة الإنسانية في قطاع غزة وتوفير الحماية الدولية للشعب الفلسطيني وحشد دعم دولي قوي لولاية وكالة العنرة ومهمتها الأساسية مع الالتزام التام بالقانون الدولي وضمان احترام جميع قرارات الأمم المتحدة ذات الصلة بقضية فلسطين والامتثال لها كما تتجى شراكة منظمة التعاون الإسلامي والأمم المتحدة استراتيجيا نحو تعزيز حل الدولتين وانهاء الاحتلال والاستيطان الاستعماري الإسرائيلي غير القانوني طويل الأمل وتحقيق حل عادل وشامل ودائم وتمكين الشعب الفلسطيني من استعادة حقوقه المشروعة بما فيها حقه في تقرير المصير وإقامة دولة فلسطينية ذات السياسة ومستقلة ومتصلا جغرافيا على حدود سبعة وستين وعاصمتها القدس الشريفة. سيد الرئيس حافظت منظمة التعاون الاسلامي على مشاركة استباقية مع الامم المتحدة بشأن الوضع في افغانستان وخاصة منذ عام عشرين وحد وعشرين وشارك المبعوث الخاص لمنظمة التعاون الاسلامي الى الى افغانستان في جميع اجتماعات عملية الدوحة التي تقودها الأمم المتحدة وشرح موقف المنظمة بشأن القضايا المهمة ولا سيما حقوق الإنسان وحقوق المرأة والفتيات والحوكمة الشاملة ومكافحة الإرهاب والإتجار بالمخدرات كما يحافظ على اتصال نشط مع بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان يوناما ومسئولية الأمم المتحدة والمجتمع الدولي الأوسع لتبادل الآراء والتنسيق الفعال بالإضافة لأن صندوق منظمة التعاون الإسلامي الاستئماني الإنساني وقع تحت إشراف البنك الإسلامي للتنمية على العديد من اتفاقيات الشراكة مع اليونسيف والمنظمة الدولية للهجرة وبرنامج الأغذية العالمي وتواصل المنظمة الإسلامية للأمن الغذائي تعاونها مع بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان ومكتب الأمم المتحدة المعني بالمخدرات والجريمة وهيئة الأمم المتحدة للمرأة حيث ويعد التعاون البناء مع المجتمع الدولي أمرا ضروريا للتغلب على التحديات في أفغانستان ومنظمة التعاون الإسلامي مستعدة لتوسيع نطاق التعاون في هذا الصدد وأود أن أؤكد مجدداً أن جهود منظمة التعاون الإسلامي في أفغانستان ستستمر في المجال الإنساني وفي الانخراط في حوار بناء مع سلطات الأمر الواقع بشأن القضايا ذات الصلة الموضحة في قرارات منظمة التعاون الإسلامي وخاصة حقوق الفتيات والنساء ومكافحة الإرهاب إن منظمة التعاون الإسلامي تتابع باهتمام خاص تطورات الوضع في سوريا وتؤكد مجدداً تمسكها الثابت بوحدة سوريا وسيادتها واستقلالها وسلامة أراضيها وتشجع على تحقيق عملية انتقالية يمتلكها السوريون ويقودون زمامها وتناشد المجتمع الدولي بما في ذلك الهيئات الإنسانية الدولية تعزيز جهودها من أجل معالجة الوضع الإنساني في سوريا وإعادة بناء التعافي المبكر والإعمار بها كما تدعو مجلسكم الموقر إلى وضع حدًّا للاعتداءات الإسرائيلية المتكررة على سوريا والتي تهدد السلم والأمن الأقليميين وفي الشأن اليمني تؤكد منظمة التعاون الإسلامي التزامها القوي بالوقوف مع وحدة اليمن وسيادته واستقلاله وسلامة أراضيه ورفض التدخل في شؤونه الداخلية ودعمها الكامل لجهود التسويتي السياسية استلاداً إلى المرجعات المعتمدة المتمثلة في مبادرة مجلس التعاون لدول الخليج العربي وآليتها التنفيذية ومخرجات الحوار الوطني الشامل وقرارات مجلس الأمن ذات الصلاة على رأسها القرار 2016-2015 وفي هذا الصدد تؤكد منظمة التعاون الإسلامي دعم المساعي مبعوث الأمين العام للأمم المتحدة إلى اليمن لإيجاد حل سياسي ينهي الأزمة في اليمن وتدعو إلى تكثيف الجهود لانهاء معاناة الشعب اليمني وضمان إيصال المساعدات الإنسانية إلى جميع المناطق المتضررة أما فيما يخص السودان فإن منظمة التعاون الإسلامي تعرض عن قلقها العميق إزاء استمرار النزاع المسلح وتشدد على أهمية صون أمن واستقرار السودان واحترام سيادته وسلامة أراضيه وتؤكد على دعم خيارات الشعب السوداني وما يقرره حيال مستقبله وأهمية إحلال السلام الدائم عبر حل سوداني سوداني يحترم سيادة السودان وسلامة أراضيه ويفضي إلى وقف إطلاق النار ويحافظ على مقدراته ويساهم في تحقيق الاستقرار ودعم جهود التنمية الاقتصادية والاجتماعية مستقبلا وفي هذا الصدد فإن منظمة التعاون الإسلامي تؤكد أهمية الالتزام بما ورد في الاتفاق الموقع في 11 مايو 2023 في إطار مسار جدة والاستجابة لدعوات استناف هذا المسار لمواصلة البحث للوصول إلى حلول سلمية للصراع في السودان وتولي منظمة التعاون الإسلامي اهتماما بالغا بما يشهدوه الصومال ودول منطقة الساحل وبحيرة تشات من تحديات أمنية وإنسانية تتطلب تضامن المجموعة الدولية مع الدول المعنية وتؤكد أهمية تعزيز الدعم الدولي لمواجهة الإرهاب والتطرف ودعم جهود التنمية وبناء مؤسسات الدولة وضمان الأمن والاستقرار مع العمل على معالجة الأسباب الجذرية للأزمات ومساندة جهود الحكومات الوطنية في تحقيق الأمن والاستقرار والتنمية المستدادة سيد الرئيس إن استراتيجية منظمة التعاون الإسلامي بشأن منع النزاعات وبناء السلام والحد من وطأ الفقر تستند على العلاقة الوطيطة بين السلام والتنمية الاجتماعية والاقتصادية والسعي لمعالجة الأسباب الجذرية للنزاعات ولهذه الغاية تدعم منظمة التعاون الإسلامي جدول أعمال الأمم المتحدة بشأن مكافحة الإرهاب والتطرف العنيف والتعصب الديني والإسلاموفوبيا والقولبة النمطية السلبية والتحريض على الكراهية وفي هذا الصدد تشيد منظمة التعاون الإسلامي بقرار الجمعية العامة للأمم المتحدة 254 على 76 الذي أعلنت فيه يوم 15 مارس يوماً دولياً لمكافحة كراهية الإسلام وتثمن تعيين الأمين العام للأمم المتحدة مبعوثاً خاصاً للأمم المتحدة معنياً بمكافحة الإسلاموفوبيا وهي مستعدة للتعاون التام معه في أداء مهماته إن التصعيد العسكري الذي شهدته منطقة جنوب آسيا مؤخراً عقب الهجمات التي شنت على مواقع متعددة في باكستان وأزاد جامو وكشمير في إبريل 2025 تؤكد حقيقة مفادها إن السلام والاستقرار في جنوب آسيا لا يمكن أن يتحقق إلا من خلال تسوية نهائية وعادلة لنزاع جامو وكشمير وفقاً لقرارات المجلس الأمني ذات الصلة كما رحمت منظمة التعاون الإسلامي بالتواصل إلى وقف إطلاق النار الذي أعلن في 10 مايو 2025 وتدعو مجدداً إلى الالتزام التام بجميع الاتفاقيات الثنائية بما في ذلك معاهدة مياه نهر السند لقد واصلت منظمة التعاون الإسلامي تقديم دعمها النشط لاستراتيجية الأمم المتحدة العالمية لمكافحة الإرهاب بهدف وضع تدابير للتصدي للتهديدات الإرهابية الجديدة والناشئة وكراهية الأجانب والتطرف والتحريض على الكراهية على أساس الدين وبناء على ذلك فإنها تؤكد مجددا موقفها المبدعي الثابت المناهض للإرهاب بجميع أشكاله ومظاهره ورفضها القاطعي لجميع المحاولات الرامية إلى ربط أي بلد أو عرق أو دين أو ثقافة أو جنسية بالإرهاب سيد الرئيس تظل قضية مجتمع الروهنجيا المسلم فيما إن مار في صميم أولويات منظمة التعاون الإسلامي بالنظر إلى ما تمثله من تحدم بالغ العامية والتعقيد ليس فقط للمنظمة بل وللأمم المتحدة أيضاً وتواصل منظمة التعاون الإسلامي دعم الحقوق الأساسية للروهنجيا بما في ذلك الحق في الجنسية وذلك استناداً إلى قرارات المنظمتين ذات الصلة وترحب بمستوى التعاون الوثيقة القائم بين الجانبين في هذه القضية وتشارك القلق العميق إزاء التحديات التي تعوق العودة الطوعية الآمنة والكريمة والمستدامة لللاجئين والنازحين الروهنجيا إلى موطنهم في مينمار وفي هذا السياق نتطلع إلى مواصلة تعزيز هذا التعاون من أجل إنجاح المؤتمر الرفيع المستوى بشأن الروهنجيا المقرر عقده في 30 سبتمبر 2025 بما يعزز الجهود الدولية نحو حل شامل وعادل ودائم لهذه الأزمة في سياق التحديات الأمنية تود منظمة التعاون الإسلامي التأكيد على أهمية التعاون الدولي لإقامة منطقة خالية من الأسلحة النووية وأسلحة الدمار الشامل في الشرق الأوسط باعتبار ذلك خطوة أساسية لتعزيز الأمن الإقليمي والدولي وأن استمرار المخاوف المرتبطة بالبرامج النووية في المنطقة يتطلب تكثيف الجهود الدولية بقيادة الأمم المتحدة لضمان التزام كافة الدول بالمنطقة بالقانون الدولي ومعاهدة عدم الانتشار بما يسهم في تحقيق شرق أوسط مستقر وآمن وخالد من التعديد النووي سيد الرئيس ولا يزال الاجتماع الذي يعقد كل عامين حول التعاون بين منظمة التعاون الإسلامي والأمم المتحدة والذي عقدت آخر نسخة منه في إستانا بكازاخستان في يوليو عشرين أربعة وعشرين منصة فعالة لتحديد مجالات الشراكة والمراجعة الدورية للتعاون متعدد الأوجه بين المنظمتين وقد عزز هذا الترتيب الثنائي التعاون والتبادل وأفضل الممارسات في هذا الصدد حافظت منظمة التعاون الإسلامي والأمم المتحدة على تعاون ثنائي نشط وطويل الأمد في المجال الإنساني انطلاقا من المبادئ والقيم المشتركة المنصوص عليها في مواثيقهما وقراراتهما وقد أقامت منظمة التعاون الإسلامي تعاونا فعليا مع عدد من وكالات الأمم المتحدة الإنسانية وعلى رأسها المفوضية السامية لشؤون اللاجئين ومكتب تنسيق الشؤون الإنسانية والمنظمة الدولية للهجرة من خلال توقيع مذكرات تفاهم وخطط عمل مشتركة كما أن هناك مشاورات مستمرة مع برنامج الأمم المتحدة الإنماء لتطوير شراكة مثمرة وقد أدى تنفيذ هذه الاتفاقيات خلال الفترة الأخيرة إلى تحقيق العديد من المشاكل من الإنجازات كما أود الإشارة إلى مخرجات المؤتمر الأزاري الأول لمنظمة التعاون الإسلامي حول اللاجئين في العالم الإسلامي الذي عقد عام عشرين اثناعش في عشقباد بتركماستان الذي حضم بدعم قيم من مفوضية The 2 complementary briefings by Assistant Secretary-General Khayari and Assistant Secretary-General Aldubai provide a comprehensive overview of the wide-ranging cooperation between the UN and the OIC, the important work that the OIC is undertaking across regions and across numerous domains to promote the objectives of peace and development. I shall now make a statement in my capacity as Deputy Prime Minister and Minister for Foreign Affairs of the Islamic Republic of Pakistan. Excellencies, distinguished colleagues, it is a distinct honor for me to preside over today's meeting of the Security Council on the cooperation between the United Nations and the Organization of Islamic Cooperation, known as OIC, a subject that resonates profoundly with our multilateral vision and with the collective aspirations of the over 1.9 billion people whom the OIC represents. I thank the OIC Assistant Secretary-General, Mr. Yusuf Al-Dubai, for traveling from Jeddah to brief the Council. I also thank Assistant Secretary-General Khaled Khayari for his valuable briefing. We meet at a moment of deepening global disorder. Wars waged with impunity, occupation sustained without accountability, humanitarian crises multiplying, and ideologies of hatred fast becoming normalized. Amidst prevailing flux and deepening uncertainty, the urgency for coordination and principled action has never been greater. Pakistan firmly believes that in this fractured world, the OIC stands as a key political actor, and its partnership with the United Nations must be strengthened, deepened, and further institutionalized. The cooperation between the United Nations and the OIC is firmly based on Chapter 8 of the UN Charter, which highlights the significance of regional arrangements in supporting the Security Council's primary responsibility for maintaining international peace and security. As the second-largest intergovernmental organization after the UN, the OSCE has consistently served as a bridge connecting the global with regional efforts and aligning political with humanitarian priorities. Its legitimacy derives not only from its vast and diverse membership, but from the principled clarity of its mandate to uphold justice, protect human dignity, respect national sovereignty, independence, and territorial integrity of all member states, and advance solidarity among nations. Whether in championing the rights of the Palestinian people, for freedom and statehood, in advancing for the rights of the people of Jammu and Kashmir for self-determination, an end to the prolonged illegally occupied occupation by India, or in supporting peace efforts across Libya, Afghanistan, Syria, Yemen, and Sahel and beyond, the OSCE has been an indispensable interlocutor for the United Nations also deeply attached to the purposes and principles of the UN Charter. Pakistan holds this partnership in the highest regard. As a founding member of the OIC and a staunch believer in effective multilateralism, we are of the view that this engagement must transcend and evolve into operational synergy. That means early warning systems informed background realities, joint mediation frameworks built on trust, and sustained political and technical collaboration that delivers tangible impact on the ground. Excellencies, the General Assembly, during its 79th session, adopted Resolution 79/9, reaffirming the relevance of the UN-OIC partnership and calling for stronger institutional linkages and strategic cooperation. The OIC's regional presence, cultural sensitivity, and political legitimacy allow it to respond swiftly and credibly, especially in contexts where global mechanisms are constrained or absent. The depth of the UN-OIC engagement continues to grow, from mediation in political transition to coordinated responses in humanitarian emergency to advocacy on issues of disarmament, development, and protection of religious and cultural heritage. This progressive transformation into a proactive, multi-dimensional partnership underscores the maturity and scope of this relationship. The potential of institutional linkage remains much more in this regard. Excellencies, nowhere is this cooperation more necessary than in, in countering the rising tide of extreme extremism, particularly the alarming resurgence of Islamophobia. Religious hatred is not only morally indefensible, indefensible, it strikes at the very foundation of the UN Charter. The international community's endorsement of Pakistan's initiative to designate 15th of March as the International Day to Combat Islamophobia, followed by the adoption of a resolution leading to the appointment of a UN Special Envoy on Islamophobia, are milestones that reaffirm our shared resolve. The OIC has long been a strong voice on this issue, and we must further institutionalize its role in global efforts to promote respect, inclusion, and interfaith harmony. Excellencies, today's interaction is both timely and necessary. Let us recall that this Council has convened briefings on UN-OIC cooperation in 2013, and 2016, and adopted a Presidential Statement in 2013 recognizing the OSCE's constructive role. We must embed this cooperation in regular, durable, and structured mechanisms— mechanisms that reflect mutual trust, institutional coherence, and a genuine commitment to shared responsibility. The OIC is a vital partner in the international peace and security architecture, particularly in theatres where the UN's reach alone has proven insufficient. Similarly, on the important issue of UN Security Council reform, as the largest cross-regional organization, the OIC Member States have called for adequate representation in any category of an expanded Security Council, in line with the OIC's long-held position. Excellencies, Pakistan hopes that today's dialogue will be a catalyst for fresh thinking, renewed commitment, and bold action. Let us be guided by the Charter, grounded in principles, not geopolitics, and propelled by the conviction that global challenges demand global partnerships. Cooperation between the United Nations and the regional organizations such as the OSC is not a diplomatic accessory. It is an indispensable imperative. Excellencies, before I conclude, I wish to thank all delegations for their constructive engagement in agreeing on a presidential statement to be adopted at this meeting that will go a long way in further strengthening the partnership of cooperation between the United Nations and the OIC. Thank you, Mr. President. I also thank Mr. Youssef Al-Dubei, Assistant Secretary-General for Political Affairs, of the Organization of Islamic Cooperation , and Mr. Khaled Kiyari, Assistant Secretary-General for Middle East and Asia and the Pacific, for their briefings. Mr. President, Chapter 8 of the United Nations Charter sets out the imperative of collaboration with regional organizations, as it is accepted that peace, development, and security cannot be achieved in silos. Cooperation between organizations at the national, regional, and international levels is particularly critical in our rapidly changing and complex global environment. As the second-largest intergovernmental organization, the OIC plays an essential role in promoting peace and interstate relations based on justice, mutual respect, and good neighbourliness to ensure global peace, security, and harmony. OIC Member States are bound by the Organization's Charter to the purposes and principles of the UN Charter, and to coordinating in humanitarian emergencies, to cooperating in combating global threats such as terrorism, organized crime, illicit drug trafficking, corruption, money laundering, and human trafficking. Strengthening cooperation between the United Nations and the OIC, therefore, provides an important platform to promote multilateralism and strengthen the international response to challenges that threaten global security. Mr. President, Guyana recognizes that the current peace and security landscape requires coordinated responses to the global challenges faced. As conflicts become more complex, complex, with each conflict having its own context, the international community must harness the experience and capacity of all relevant organizations. The OIC's cross-regional membership and historical engagement in conflict resolution serve as a valuable resource to the United Nations. In this regard, the UN, including the Security Council, should promote formal and sustained dialogue with the OIC on emerging and protracted crises that impact countries in the region. The OIC's experience in mediating conflicts within its member states can serve as a resource for the UN in dispute resolution and conflict prevention. The 2 organizations can also establish a joint UN-OIC task force, with initiatives focused on advancing collaboration in priority areas of cooperation. Moreover, enhanced collaboration in delivering humanitarian aid and addressing humanitarian crises in conflict-affected areas, with significant presence of OIC member states, can ensure more effective and culturally attuned responses and sustainable solutions. The United Nations and the OIC can also strengthen their institutional frameworks. To jointly advance peaceful dispute settlements through the establishment of formal mechanisms for regular high-level consultations between the UN and OIC Secretariats, to facilitate coordinated responses and the timely exchange of information when crises emerge. The development of joint programmes on mediation, negotiation, and early warning mechanisms mechanisms can enhance the capabilities of both organizations. The annual secondment of personnel between the 2 organizations, particularly in areas such as peacebuilding and conflict prevention, can also bolster operational coordination between the 2 organizations. Mr. President, Ghana believes that further collaboration between and among organizations advances the collective goal of maintaining peace and security. We commend the work of the UN and the contributions of the OIC, and the Council must continue exploring opportunities to strengthen collaboration with the OIC. Among others, the question of Palestine and the two-state solution remains a singular priority for the OIC, since the birth of the Organization, and addressing the current horrific situation foisted on Palestinian civilians. As members of both organizations, Guyana reiterates our support and commitment to the strengthening of cooperation between the UN and the OIC to foster viable solutions for a more peaceful world. Thank you, Mr. President. I thank Assistant Secretary-General of the OIC, Al-Dabai, and the UN Assistant Secretary Chiari for their valuable briefings. Mr. President, one of the greatest strengths of this organization is is diversity of views, races, languages, faiths, and histories. Time and time again, we have seen that when we manage to find common ground despite our differences, we lay a strong foundation for a better future for all. Multilateralism itself is premised on the proverb, if you want to go fast, go alone, and if you want to go far, go together. The effectiveness of our multilateral system relies significantly on the work of regional and sub-regional organizations and their cooperation, both among themselves and with the UN. In different parts of the world, such cooperation fosters mutual understandings and enables more effective action. Along our shared path, they hold a great potential for helping us to navigate complex challenges in maintaining international peace and security. Slovenia therefore welcomes today's today's briefing on cooperation between the UN and the OIC. Let me make 3 points in this regard. Firstly, we underscored the vital role of regional and sub-regional organizations in fostering mutual understanding. First and foremost, they have a role to play in deepening our understanding of root causes of conflicts, as essential foundations for effective conflict prevention and resolution. With their unique understanding of circumstances, these organizations, including the OIC, can play an important role in preventive diplomacy. They are instrumental in addressing interconnected crises that span political instability, armed conflict, violent extremism and terrorism, human rights violations, climate stress, economic hardship, and humanitarian emergencies. Secondly, we welcome and further encourage the contribution of the OIC and its Member States to international peace and security. We highly value the indispensable efforts of individual OIC Members in peacekeeping, as well as humanitarian and mediation diplomacy. As our attention remains focused on the war in Gaza, we recognize the important role of the Joint Arab-Islamic Ministerial Committee in building pathway for diplomatic solution. We also underscore the cooperation of the EU and the OIC in addressing the situation of the Rohingya. Thirdly, we support the continuation of ongoing cooperation, including collaboration between the Secretariats and the use of formal avenues such as briefings to address issues of mutual interest. This cooperation extends across multiple aspects of our multilateral architecture, including conflict prevention, conflict resolution, peacekeeping, and other related areas. Mr. President, while levels of cooperation, the sophistication of relationships, and the contribution of regional and sub-regional organizations may vary, Slovenia believes that open and meaningful dialogue between the UN and these organizations can strengthen collective security. Such dialogue must be grounded, both in words and deeds, in respect of international law and the UN Charter. When collective interests in peace and security, along with respect for international law, are placed above the interests of individual States, the hope for peaceful future for all can become a reality. Thank you, Mr. President. I want to thank Assistant Secretary-General Hiari and OIC Assistant Secretary-General for Political Affairs Dubai for your briefings. Mr. President, the United States supports the contributions of regional and sub-regional organizations and arrangements, including the OIC, to maintaining international peace and security in cooperation with the UN and member states and consistent with Chapter 8 of the UN Charter. We have seen regional organizations take leadership roles in areas including conflict prevention and peacekeeping, post-conflict stabilization, counter-trafficking, and counter-terrorism. Briefings such as this one can be an opportunity to strengthen this Council's cooperation with regional organizations. However, such engagements must remain focused on this Council's responsibility for the maintenance of international peace and security. These engagements must also allow this Council to better understand how the work of regional organizations is consistent with the Charter and the purpose and principles of the United Nations. Today, OIC member states represent over 2 billion people around the world. Men and women across the OIC's member states should be able to build a new era of prosperity for themselves and their fellow citizens. Children should be able to grow up free from fear and safe from violence. Every person, no matter their faith or ethnicity, should be able to enjoy a life of dignity and hope. Unfortunately, war and terrorism have limited the opportunities of some people to enjoy the safety and prosperity to which we all aspire. There are countless crises and challenges that regularly come before this Council, which affect the lives and livelihoods of people across the member states of the OIC. Examples include the catastrophic war in Sudan that is the cause of the world's largest humanitarian crisis, the violence and blatant disregard for human life perpetrated by terrorist groups in Mali and the region, and the actions of the Houthis that endanger the lives of seafarers and harm economies across the region. In the face of these crises, we encourage the OIC and its member states to use their good offices to resolve tensions and conflicts and strive for peace. We welcome OIC member states' sharing of valuable experiences in countering terrorism and violent extremism. For example, the successes of some OIC members in repatriating, reintegrating, and rehabilitating individuals susceptible to violent extremist ideology can benefit other OIC member states and the international community more broadly. We encourage the OIC and its member states to be a force for cooperation and reconciliation across religious and national lines. This includes supporting Muslim groups facing repression, conflict, and humanitarian crises outside of the OIC, such as Uyghurs in China and/or Rohingya in Myanmar and beyond Myanmar's borders. We would appreciate your sustained engagement with Beijing over the treatment of your fellow Muslims in China. We welcome your efforts to bridge religious divides and encourage the normalization of ties with Israel. We have already seen countries who signed the Abraham Accords benefit from increased security and prosperity. The United States and OIC member states have a common interest in enhancing regional and international security and growing our economies. We look forward to continuing our work with the OIC member states to deter threats and advance peace, stability, and prosperity throughout the world. We hope that greater cooperation between the UN and OIC can advance those goals. I thank you.

Thank you, President, and I'd like to add my thanks to our distinguished briefers, ASG Khiari and ASG Aldobe. Thank you. I welcome the opportunity today to discuss the OIC's important cooperation with the UN on the resolution of conflicts and securing lasting peace and prosperity. I'll make 3 points, President. First, the United Kingdom welcomes the efforts of the OIC to strengthen its role in conflict prevention, confidence-building, peacekeeping, and mediation. In particular, we thank OIC members for their invaluable commitment of troops to UN peacekeeping operations. Effective cooperation and sharing of information between the UN and OIC is important for developing coherent strategies for Conflict Prevention to support national prevention efforts. Second, the United Kingdom values the role of the OIC and its member states as a key partner in our shared fight against terrorism and violent extremism. This requires a multidimensional approach with the support of all relevant UN agencies, regional organizations, governments, and civil society partners. We encourage the UN and the OIC to maintain close coordination to ensure the protection of human rights while countering terrorism. Third, the United Kingdom welcomes its broadening and deepening relationship with the OIC and its members. Including this week hosting the OIC's International Academy of Jurisprudence to strengthen collaboration on key issues and interfaith dialogue. We value this collaboration not least because inclusive governance and respect for human rights are fundamental underpinnings of peace and prosperity. And the United Kingdom firmly believes the rights to freedom of religion or belief and to freedom of expression have a crucial role to play in this regard. Religious intolerance and persecution fuel instability, impeding both conflict prevention and resolution, as we sadly see in a number of the conflicts on this Council's agenda. That is why the United Kingdom was proud to co-pen Security Council Resolution 2686 with the United Arab Emirates in 2023. This was the first time a Security Council resolution had directly addressed the persecution of religious minorities in conflict settings. We remain committed to the full implementation of Resolution 2686. In conclusion, President, when freedom of religion or belief and freedom of expression are respected for all and interreligious dialogue is promoted, we can build trust and understanding between communities, helping to secure sustainable peace. Sierra Leone reaffirms that cooperation between the United Nations and regional and sub-regional organizations as envisaged in Chapter 8 of the UN Charter, is indispensable in the maintenance of international peace and security. In this context, we underscore the relevance and unique positioning of the Organization of Islamic Cooperation, or the OIC, which through its cultural, historical, and political ties with member states has a crucial role in preventing, mediating, and resolving conflicts in various regions. Sierra Leone believes deeply in the power of multilateral diplomacy and regional partnerships. We therefore fully support closer coordination between the UN and the OIC in conflict prevention, humanitarian response, and peacebuilding, particularly in regions experiencing persistent instability and fragility. Specifically, we fully support closer coordination between the United Nations and the OIC in conflict prevention, humanitarian response, and peacebuilding, particularly in regions experiencing protracted crisis, fragility, and instability. We commend the OSCE's proactive engagement in supporting cessation of hostilities, promoting inclusive political dialogue, and facilitating diplomatic initiatives aimed at resolving conflict. The OSCE's efforts to work in complementarity with regional and international actors, including the African Union and the Secretary-General's Envoys, are essential to achieving durable and locally owned solutions. We also acknowledge the OIC's role in addressing humanitarian emergencies. Its efforts to facilitate humanitarian access, support early recovery, and advocacy for the protection of civilians are vital. We encourage deeper collaboration between the OIC and United Nations humanitarian agencies to scale up life-saving assistance and promote principled humanitarian action grounded in international law. Furthermore, OIC's support for inclusive political processes and national reconciliation remains critical to the success of peacebuilding initiatives. We call for sustained engagement to strengthen democratic governance, foster credible and inclusive political transitions, and build the foundations for long-term stability and peace. We recognize the opportunities presented by increased OSCE engagement in regions undergoing transition. Its continued involvement in advancing national dialogue, promoting unity, and supporting the reintegration of marginalized communities will contribute meaningfully to inclusive and sustainable peace. Mr. President, for the UN-OIC partnership to reach its full potential, 3 areas require further attention. First, greater technical and financial support is needed to address the OIC's capacity limitations in conflict mediation and peacebuilding. Second, more deliberate alignment of conflict analysis and early warning mechanisms between the UN and the OSCE could prevent escalation and enhance response readiness. Third, increased joint initiatives in intercultural and interfaith dialogue are essential to counter anti-Muslim hatred, violent extremism, and sectarianism. Sierra Leone supports the continued implementation of the UN General Assembly Resolution on OIC-UN-OIC cooperation and encourages periodic joint assessments and policy dialogues between both organizations. Furthermore, we believe that promoting a culture of peace must remain central to our multilateral peace and security agenda. As such, the United Nations Alliance of Civilizations in coordination with the OSCE, can serve as an effective platform for advancing intercultural understanding, religious tolerance, and the inclusion of youth and women in peace processes. The OSCE, with its broad and diverse membership across Africa, Asia, and the Middle East, is well-suited to lead grassroots efforts in this regard. In conclusion, we reiterate our firm belief that strengthening the cooperation between the United Nations and the OSCE will not only boost regional responses to conflict, but will enhance the legitimacy and effectiveness of global efforts to address the root causes of instability, foster reconciliation, and promote a just and enduring peace. Thank you, Mr. President. I would also like to thank ASG Yousaf Al-Dubei of the OIC and ASG Khalid Kari for their detailed briefings. We also extend our gratitude to the Pakistanis' presidency for convening today's meeting. Since its establishment in 1969, representing 57 member states around the globe, The Organization of Islamic Cooperation has been a guardian of the voice and interest of the Muslim world. The fact that in the Security Council alone, 5 out of 15 member states are OIC members exemplifies once again the importance of the OIC. Article 1 of the Charter of the OIC provides ensuring global peace, security, and harmony as one of the objectives of the organization. Thus, we understand that the Security Council and the OIC share the common aspiration to achieve a more secure international community. Mr. President, as any other beliefs, Islam is a religion of peace. However, many OIC member states are unfortunately experiencing conflict and instability. In Afghanistan, the Taliban's sweeping repression of women and girls under the pretext of Sharia constitutes a misrepresentation of Islamic teachings and values. The OIC is uniquely positioned to counter this false narrative and to engage with the Taliban based on its plan of action for the advancement of women. In this regard, we welcome the recent establishment of the OIC Ministerial Contact Group on Afghanistan and express hope that the OIC's efforts will generate meaningful synergy with the the UN-led Doha process. In Africa, where half of the countries are members of the OIC, multiple crises continue to affect the continent. In Libya and Sudan, internal conflicts between warring parties have deepened human suffering. Meanwhile, the Sahel region has emerged as the new epicenter of global terrorism. And Al-Shabaab's persistent threats in Somalia have intensified, compounded by insufficient funding for the African Union's peace support operations. In this complex environment, the OIC has remained engaged in Africa, playing a constructive role in supporting peace and stability in the continent. It has reinforced African ownership for the AU in addressing conflicts and collaborated in its counterterrorism efforts. Notably, the OIC has played a key role in the peace agreement of the Darfur conflict over a decade ago, and has also actively engaged in peace efforts to end the current conflict in Sudan. At the same time, the OIC has extended its support to Africa through disaster relief efforts in response to mounting climate-related changes. These include extreme weather events, floods, and drought on the African continent, which are all crisis multipliers. It has also made investments in economic development and infrastructure. Playing an important role in post-crisis recovery and resilience building. In the Middle East, since the horrendous terrorist attack by Hamas on October 7th, 2023, and the following harsh military response, we have been witnessing dangerous escalation and instability spreading throughout the region. As we reiterate our demand for immediate ceasefire and release of hostages, as well as support for negotiations to finalize a deal to this end, we take note of the strong voice by the OIC for a permanent end to the war in Gaza. We acknowledge the OIC as a crucial supporter of the Palestinian cause. And we believe that its endorsement for the Gaza Reconstruction Plan adopted at the Arab Summit in March is an important action to reaffirm the OIC's steadfast commitment to a political resolution of the Palestinian question. Meanwhile, the fall of the Assad regime has indeed given Syria the historic momentum to finally build a peaceful and inclusive nation. However, the volatile landscape of regional conflicts and ongoing sectarian violence, undergirded by longstanding intercommunal tensions, are exacerbating the serious challenges that Damascus already faces. Lebanon is also suffering from continued hostilities across the Blue Line. Threatening already precarious stability in the region. And ongoing instability in the Red Sea caused by the continued Houthi attacks is another concerning factor to the region and beyond. To alleviate such tensions on the ground and reach durable solutions, diplomatic approaches based on wise engagement by regional and international actors including the OIC, are essential. And we highly value engagement by the OIC and its members, as well as Islamic Development Bank, to support relevant governments' capacity building. Mr. President, this complex— complexity of all these issues needs collective intelligence to instill better understanding and to reach proper solutions. Thus, continued discussions both inside and outside of the OIC, including with the UN, should be constantly encouraged. As a Security Council member, the Republic of Korea is committed to the peace and stability in those OIC member states and beyond, as well as to cooperating toward the realization of this and, as necessary, both bilaterally and multilaterally. I thank you, Mr. President.

Je remercie Monsieur le Sous-Sécrétaire général pour le Moyen-Orient, l'Asie et le Pacifique, Monsieur Khaled ainsi que Monsieur le Secrétaire général adjoint aux Affaires politiques de l'Organisation de la coopération islamique, Monsieur Youssef Al-Dobey, pour leurs interventions. Ces interventions ont mis en évidence des points de convergence entre les actions de l'OCI et les buts et principes des Nations unies, notamment leurs objectifs communs que sont le maintien de la paix, la résolution pacifique des différends ou la promotion de la coopération multilatérale. Nous nous félicitons de l'engagement pris par l'OCI de continuer à œuvrer à la paix et à la sécurité internationale dans le respect du cadre fixé par le droit international, en particulier par les résolutions du Conseil de sécurité. Nous souhaiterions mettre en avant deux thèmes sur lesquels l'OCI peut contribuer à la réalisation des buts et principes des Nations unies. Sur la situation au Proche-Orient, alors que la conférence sur la solution à deux États que la France copréside avec l'Arabie saoudite se tiendra la semaine prochaine, nous nous félicitons de voir l'OCI soutenir ce chemin vers la paix et la sécurité pour tous sur la base des deux États. Nous sommes enfin convaincus que l'OCI, au sein de laquelle la Syrie vient de retrouver sa place après des années de guerre, qu'elle a traversée peut jouer un rôle dans le rétablissement de la paix civile et la réintégration du pays au sein de la communauté internationale et contribuer au relèvement socio-économique de la Syrie, notamment à travers la Banque islamique de développement. L'OCI peut faire entendre une voix forte en faveur du dialogue intercommunautaire et de la protection de tous les civils, en soutien aux autorités de transition de Damas. De manière générale, l'OCI joue un rôle bienvenu dans l'assistance humanitaire des populations qui en ont besoin. La contribution militaire, par ailleurs, des membres de l'OCI aux opérations de maintien de la paix est également à souligner. La réponse aux défis transversaux est un autre sujet sur lequel l'OCI peut apporter son concours. Le changement climatique, en particulier, exacerbe les vulnérabilités. برئاسة معالي السيناتور محمد إسحاق دار نائب رئيس الوزراء ووزير الخارجية لجمهورية باكستان الإسلامية ونشهد بجهودكم سيد الرئيس في تجديد التركيز على الشراكة الراسخة بين الأمم المتحدة ومنظمة التعاون الإسلامي كما نشكر الأمير العام المساعد للأمم المتحدة السيد خالد خياري والأمين العام المساعد لمنظمة التعاون الإسلامي السيد يوسف الضبيع على إحاطاتهما القيمة السيد رئيس يتيح اجتماع اليوم فرصة مهمة لتطرق إلى العلاقة الراسخة بين الأمم المتحدة ومنظمة التعاون الإسلامي ثاني أكبر منظمة حكومية دولية بعد الأمم المتحدة والتي تتمتع بصفة مراقب دائم لدى الأمم المتحدة منذ خمسين عاماً بصفتها عضواً ملتزماً في منظمة التعاون الإسلامي تؤكد الجزائر على أهمية العلاقة بين الأمم المتحدة ومنظمة التعاون الإسلامي يجدر الذكر أن المنظمتان يجمعهما التزام مشترك بمبادئ ومقاصد ميثاق الأمم المتحدة وأنهما من جهة تواجهان العديد من التحديات المشتركة السراعات والنزاعات التطرف الفقر الظلم ومن جهة أخرى تتشاركان العديد من التطلعات والتي منها السلام التنمية وكرمة الإنسان إن أحدث تقرير للأمين العام للأمم المتحدة حول التعاون بين الأمم المتحدة والمنظمات الأخرى يسلط الضوء على أهمية تعميق الشراكة بين الأمم المتحدة ومنظمة التعاون الإسلامي إن عقوداً من التعاون القائم بين المنظمتين هي الأساس الذي يجب أن نبني عليه معززين كذلك مجالات التعاون العشرة ذات الأولوية بين المنظمتين سيد الرئيس أود أن أسلط الضوء على ثلاثة مجالات تعتبرها الجزائر أساسية للنهوض بهذه الشراكة بروح العمل الجماعي والمسئولية المشتركة أولاً القيمة الاستراتيجية للتعاون بين الأمم المتحدة ومنظمة التعاون الإسلامي حيث تعد شراكة الأمم المتحدة ومنظمة التعاون الإسلامي فهي تظهر الأثر الحقيقي لتعددية الأطراف من خلال دمج الأصوات الإقليمية بشكل هادف في عملية صنع القرار العالمي وبفضل عضويتها الواسعة والمتنوعة تقدم منظمة التعاون الإسلامي منظوراً ثرياً على الساحة الدولية لا سيما في تمثيل شواغل وتطلعات ما يناهز ملياري شخص ثانياً تعزيز السلام والأمن تتطلب التحديات المتنوعة والمعقدة التي تواجه السلام والأمن الدوليين في عالم اليوم تعاوناً أعمق وأكثر استراتيجية حيث يجب تعزيز قدرتنا في مجال الدبلوماسية الوقائية بشكل كبير لتهدئة التوترات المتصاعدة ومنع الصراعات قبل ظهورها لا سيما في العالم النامي حيث غالبا ما تكون العواقب وخيمة وفي هذا المجال تعد قدرات منظمة التعاون الإسلامي في ميدان الوساطة الإقليمية مكاسب قيمة ينبغي الاستفادة منها بالكامل كما ندعو إلى تعاون أقوى في مكافحة الإرهاب حفظ السلام وبناء السلام بعد انتهاء السراع فهذه هي المجالات التي تشتد فيها الاحتياجات حيث أوجه التكامل بين المنظمتين واعدة لتحقيق نتائج والموسى لا سيما في المناطق المتضررة من الصراعات ثالثاً تعزيز الحوار والتسامح من المهم التذكير بأن منظمة التعاون الإسلامي تأسست عام 69 وفي المقام الأول كرد فعل مباشر على الهجوم الذي أدى إلى الحريق المدمر على المسجد الأقصى لم يكن هذا مجرد عمل معزول بل كان اعتداءً استفزازياً على أحد أقدس الأماكن في العالم ومن المؤسف للغاية أنه بعد عقود لا يزال الفلسطينيون بغض النظر عن انتماءاتهم الدينية يواجهون الكراهية والتمييز والحرمان الممنهج من حقوقهم الأساسية ونؤكد مجددا دعوتنا إلى الاحترام الكامل لحقوقهم غير القابلة للتصرف وإعمالها بما في ذلك حقهم في إقامة دولة والعيش بكرامة وحريه وأمن سيد رئيس في عالمنا المترابط لم يعد تعزيز الحوار بين الثقافات والأديان خيارا لم يعد تعزيز الحوار بين الثقافات والأديان خيارا بل أصبح ضرورة ومنظمة التعاون الإسلامي والأمم المتحدة حليفتان طبيعييتان في هذا المجال معًا يمكننا المساعدة في تفكيك التنافر وبناء التفاهم المتبادل وقد انعكس هذا الالتزام بقوة في إعلان الجمعية العامة يوم 15 مارس بمبادرة من جمهورية باكستان الإسلامية يومًا دوليًا لمكافحة الإسلاموفوبيا وفي استحداث منصب لمبعوث خاص للأمم المتحدة لمكافحة الإسلاموفوبيا تمثل هذه الخطوات اعترافاً جماعياً بضرورة مواجهة التمييز بجميع أشكاله في زمن الانتشار الأخير لخطاب الإقصاء والفصل والذي يشكل مصدر قلق بالغ وتطلع عن المستقبل تعتقد الجزائر أن الوقت قد حان لإضفاء مزيد من الديناميكية والتماسك والطموح على الشراكة بين الأمم المتحدة ومنظمة التعاون الإسلامي يجب أن لا يعكس تعاوننا القيم يجب أن لا يعكس تعاوننا القيم المشتركة فحسب بل يجب أن يحقق أيضا نتائج ملموسة على أرض الواقع ومن هذا المنطلق نتطلع لاعتماد هذا المجلس اليوم للبيان الرئاسي بشأن التعاون بين الأمم المتحدة ومنظمة التعاون الإسلامي سيكون هذا اعترافا قيما بمساهمات منظمة التعاون الإسلامي في السلم والأمن الدوليين وخطوة نحو تعزيز أسس هذه الشراكة المهمة في الختام سيد الرئيس تجدد الجزائر إيمانها الراسخ بأن أهدافنا المشتركة السلام والأمن والتنمية المستدامة والكرامة الإنسانية لا يمكن تحقيقها إلا من خلال تنسيق أعمق واحترام متبادل ويجب على الأمم المتحدة ومنظمة التعاون الإسلامي مواصلة العمل معا في هذا المسعى وشكرا.

I thank the representative of Algeria for the statement. I now give the floor to the representative of Greece.

Thank you, Mr. President, and let me thank ASG Hiari and Mr. Yusuf al-Dubai, Assistant Secretary General. of the Organization of Islamic Cooperation for their briefings. Greece very much welcomes today's opportunity to exchange views on the cooperation between the United Nations and the OIC in accordance with the UN Charter and its Chapter 8 provisions. Today, I would like to highlight the following 3 points. First, Greece reaffirms its support for enhanced cooperation between the UN and regional and sub-regional organizations in accordance with Chapter 8 of the UN Charter. Regional organizations have a valuable role to play in promoting regional and, by extension, international peace and security. They can be suitably placed to foster dialogue and facilitate regional solutions to challenges which often exceed the regional scope. We highly value the contribution of such organizations to the peaceful settlement of disputes, as well as their ability to complement the work of the United Nations. Provided that their conduct remains fully consistent with the purposes and principles of the UN, its Charter, and the resolutions of the Security Council, they can serve as important platforms for conflict prevention, preventive diplomacy, reconciliation and peacebuilding, to name a few. In this spirit, Greece encourages the continued dialogue and structured cooperation between the UN and regional organizations, stressing the need for their conduct to be fully aligned with international law and Security Council resolutions. Second, Greece supports constructive engagement between the UN and the OIC towards the fulfillment of UN principles and purposes. The engagement between the UN and the OIC, a cross-regional faith-based organization, particularly in conflict-affected regions such as the Middle East, North Africa, and the Sahel, has the potential to demonstrate the value of regional perspectives in multilateral diplomacy. Enjoying strong bilateral ties with many of its members, Greece additionally acknowledges the active role of current States members to the OIC serving on the Security Council, with which we enjoy excellent cooperation. Third, Greece expresses its serious concern of and opposition to the content of certain resolutions adopted by the OIC, as well as elements in its declarations which contravene international law, the UN Charter, and Security Council resolutions. Greece underscores that OIC resolutions must always be fully aligned with the international law, the UN Charter, and the resolutions of the Security Council, namely on issues pertaining to the Cyprus issue, and the non-interference in the domestic affairs of sovereign States, according to Article 2, paragraph 7 of the United Nations Charter. With regard to the Cyprus issue, Greece emphasizes the need for strict adherence to Security Council Resolutions 541 and 550. The OIC has most regrettably attributed observer status to the secessionist entity on the island, since 2004. This, despite the fact that the Security Council, with its resolutions 541 and 550, clearly condemned its unilateral declaration of independence, demanding it be withdrawn. It equally called upon all states to respect the sovereignty, independence, and territorial integrity of the Republic of Cyprus and not to recognize the illegal entity or assist it in any way. In addition, OIC resolutions and elements in its declarations outright contravene international law. In fact, the OIC's latest ministerial summit joint declaration speaks of a so-called Turkish Muslim minority of Western Thrace, as well as the Turkish Muslim population in the Dodecanese. Any such reference is factually incorrect, as the International Treaty of Lausanne established the status of the Muslim minority in Thrace, Greece, on the basis of religion. Likewise, the small population of Greek citizens of Muslim faith residing in the islands of Rhodes and Kos in the Dodecanese enjoy the same rights as any other Greek citizen, with their religious rights and freedoms fully protected. Mr. President, we regret that past efforts to raise these concerns with OIC Secretariat have not borne fruit. We hope today's exchange offers a fresh opportunity to reaffirm the importance of aligning all regional positions with international law and Security Council resolutions. At the end of the day, adopting positions that blatantly contravene international law does little to advance cooperation with the United Nations or contribute to the work of the Security Council. Greece, an elected member of this Council, will never shy away from raising this issue with the OIC and its member states, as a true believer in the merits of forging honest relationships. I thank you.

Thank you, Mr. Deputy Prime Minister. And let me also thank Assistant Secretary-General Ghebreyesus and Assistant Secretary-General Al-Dubai for their comprehensive briefings. It's been 9 years since the last briefing on cooperation between the UN and the OIC. Let me therefore extend my thanks to Pakistan for organizing this important briefing, and also thank Deputy Prime Minister Dara for his presence here today. Mr. President, at a time when we are faced with multiple conflicts and crises around the world, immediate support and collective action from the international community are needed more than ever. The development of effective partnerships, between the UN and other intergovernmental organizations such as the OIC is imperative. Over 50 years ago, the OIC was established in the spirit of promoting international peace, security, and harmony, as well as interfaith dialogue among various peoples of the world. The new OIC 2025 Programme of Action highlights a comprehensive settlement of the question of Palestine as one of the organization's main priorities. OIC members have worked towards aiding the situation in Gaza and continuously call for an immediate ceasefire. In addition, the Arab League and the OIC have spearheaded effort on the plan for recovery and reconstruction in Gaza, which Denmark supports as a firm basis for discussions of the future of Gaza. We also value the efforts between the UN, and the OIC in countering terrorism and preventing violent extremism. Denmark remains firmly committed to effectively combat this persistent threat, and in doing so, in line with international human rights standards. Mr. President, as the representative body of 57 Muslim-majority states spanning across 4 continents, the Organization holds knowledge and expertise in resolving conflicts, especially those affecting the OIC member states. Denmark would like to commend efforts by the OIC in promoting interreligious dialogue and mediation. We welcome the intention of the OIC to expand its mediation capacities within its general peace and security mandate and acknowledge ongoing dialogue to reinforce cooperation between the OIC and the UN in areas of common interest such as conflict prevention and the fight against terrorism. Mr. President, to conclude, today's complex transnational challenges require closer cross-regional and international collaboration. This is why the OIC and its cooperation with the UN is critical. The OIC has an important role to play in addressing threats to international peace and security. Denmark looks forward to deepening this engagement towards these shared objectives.

Agradecemos a la Presidencia de Pakistán por convocar esta importante sesión informativa, y también agradecemos al ASG Mohammed Khaled Kiari y a Su Excelencia Youssef Al-Dobbiyeh, Secretario General Adjunto de Asuntos Políticos de la Organización de Cooperación Islámica, por sus valiosas intervenciones. El complejo entorno geopolítico actual, marcado por múltiples crisis humanitarias y conflictos armados de carácter transfronterizo, pone de manifiesto una conclusión ineludible: la necesidad de fortalecer la cooperación entre las Naciones Unidas y las organizaciones regionales y subregionales a fin de asegurar respuestas concretas y adaptadas al contexto de cada situación. Panamá reconoce la capacidad especial de las organizaciones regionales y subregionales para comprender y abordar las conjeturas sociales y políticas de sus respectivas regiones, derivada de sus cercanías a las realidades locales. En este sentido, nuestro país valora el papel de la Organización para la Cooperación Islámica como socio clave de las Naciones Unidas en los esfuerzos de construcción y mantenimiento de la paz y la seguridad en sus estados miembros. Panamá comparte los principios que inspiran la cooperación entre la ONU y la OSCE, especialmente aquellos reflejados en la matriz de actividades conjuntas adoptada en la reunión bienal del 2024 celebrada en Astaná, Kazajistán. La promoción de los derechos humanos, la provisión irrestricta de asistencia humanitaria y la prevención del extremismo violento son objetivos compartidos, guiados por la Carta de la ONU y las resoluciones pertinentes del Consejo de Seguridad. Reconocemos también el destacado papel que ha desempeñado la OSCE en la promoción de la tolerancia religiosa. Como nación donde coexisten en armonía distintas expresiones de fe, incluyendo una comunidad musulmana de alrededor de 25.000 personas, Valoramos especialmente su liderazgo en el establecimiento del Día Internacional para Combatir la Islamofobia, en consonancia con los principios de la dignidad humana y la no discriminación consagrados en la Carta de las Naciones Unidas. Además, Panamá reconoce los esfuerzos emprendidos por la OSCE en materia de protección y derechos humanos de las mujeres, una agenda que constituye una prioridad para nuestro país y para la región de América Latina y el Caribe. La firma del reciente Memorándum de Entendimiento entre la OSCE y ONU Mujeres, orientado a promover el liderazgo y participación política de la mujer, representa un paso significativo en la integración de la equidad de género como eje transversal de los esfuerzos de paz y seguridad. De igual manera, Panamá acoge con satisfacción el nuevo plan de acción concretado entre la OSCE y la Organización Internacional para las Migraciones, para mejorar la gobernanza migratoria y responder a las crisis humanitarias. Como país precursor en la implementación del Pacto Mundial para la Migración, destacamos la importancia de manejar el flujo de personas de una manera segura, ordenada y regular, lo que requiere una cooperación amplia entre los Estados basada en la responsabilidad compartida y guiada por los principios consagrados en la Carta en la Carta Internacional de los Derechos Humanos. Presidente, el propósito fundacional de la ONU es evitar que las generaciones futuras sufran el flagelo de la guerra. Allow me to begin by expressing our sincere gratitude to the Pakistani presidency for convening this meeting and for the thoughtful decision to place the vital partnership between the United Nations and the Organization of Islamic Cooperation at the center of the Council's agenda today. I also like to thank our esteemed briefers, Mr. Khaled Khayyari, Assistant Secretary-General for Middle East and Asia-Pacific, and Mr. Youssef Al-Dubai, Assistant Secretary-General for Political Affairs of the Organization of Islamic Cooperation, for their valuable insights and assessments. As a founding member of the Organization of Islamic Cooperation, my delegation attaches great importance to the enduring partnership between the UN and the OIC. Over the years, this relationship has proven itself to be a valuable asset in our collective efforts to maintain international peace and security. Drawing on the OIC's regional legitimacy and the UN's global mandate, we have together addressed a range of challenges, from conflict prevention and mediation to humanitarian aid delivery and post-conflict recovery. Collaborative work in regions such as the Middle East North Africa and the Sahel has demonstrated the practical value of this partnership. Yet we live in a world where threats are evolving rapidly, conflicts can ignite overnight, and narratives of division can spread in an instant. To remain effective, This partnership must not only continue, but be revitalized and reimagined. I wish to offer 3 points for consideration as we seek to further strengthen this cooperation. First, there is scope to enhance joint preventative diplomacy. The UN and the OIC can work jointly on addressing the root causes of conflicts and improve conflict prevention efforts, including strengthening early warning systems and supporting mediation. Leveraging the OIC's regional knowledge and expertise with the UN's global reach makes early intervention more proactive and effective. Second, institutionalizing collaboration should be a priority. Continue to work towards stronger relationships, such as through joint working groups, capacity-building programs, and coordinated approaches to peacekeeping, will create a more systematic and sustained partnership. Third, we must continue to promote intercultural and interfaith dialogue, leveraging innovation and technology to broaden our reach and deepen our impact. Harnessing artificial intelligence, digital communication platforms, and innovative educational tools can counter divisive narratives more effectively. Additionally, adopting technological solutions to bridge cultural and religious divides can reinforce the foundation of lasting peace and inclusivity at all levels of society. To conclude, Mr. President, the UN and the OIC share a commitment to the purposes and the principles of the UN Charter. My delegation remains committed to strengthening the partnership between the United Nations and the OIC, and to meet the challenges ahead more effectively as we advance our shared aspirations for peace and security around the world. Excellencies, dear colleagues, after consultations among Council members, I have been authorized to make the following statement on their behalf. I quote: The Security Council recalls the purposes and principles of the Charter of the United Nations and reaffirms its primary responsibility under the Charter for the maintenance of international peace and security. And in this regard, the Security Council reiterates that cooperation between the United Nations and regional and sub-regional organizations and arrangements in matters relating to the maintenance of international peace and security, and consistent with Chapter 8 of the Charter of the United Nations, can improve collective security. This— the Security Council recalls its previous relevant resolutions and statements of its President, which underscores the importance of developing effective partnerships between the United Nations and the regional and sub-regional organizations, in accordance with the Charter of the United Nations and the relevant statutes of the regional and sub-regional organizations. The Security Council expresses its appreciation for the briefings of the Assistant Secretary-General of the United Nations, Mr. Khaled Khayyari, and the Assistant Secretary-General of the Organization of Islamic Cooperation, Mr. Yusuf al-Dubai. The Security Council reaffirms its commitment to the pacific settlement of disputes in conformity with the Charter of the United Nations, in particular Chapter 6. The Security Council notes the interest of utilizing the existing and potential capabilities of the Organization of Islamic Cooperation in this regard, including through encouraging its member countries to resolve differences peacefully through dialogue, reconciliation, consultation, negotiation, good offices, mediation, and judicial settlement of dispute. The Security Council recognizes the important role of the good offices of the Secretary-General and encourages the Secretary-General to continue to use mediation as often as possible to help resolve conflicts peacefully, working in close coordination with the OIC in that regard as appropriate. The Security Council welcomes the efforts of the OIC, which have been undertaken in coordination with the United Nations, in strengthening its role in the conflict prevention, confidence, confidence building, peacekeeping, conflict resolution, and post-conflict rehabilitation, mediation, and preventive diplomacy, and stresses the need for this work to be consistent with the UN Charter and relevant resolutions of the Council. The Security Council recognizes the importance of interaction and cooperation where appropriate, between the Peacebuilding Commission and the Organization of Islamic Cooperation in support of nationally owned and inclusive peacebuilding efforts. The Security Council recognizes the value of close cooperation as appropriate with regional and sub-regional organizations, including the OIC, in order to enhance the implementation of the United Nations Security Council resolutions in a coherent, efficient, and effective manner. The Security Council notes that sharing of information and analysis between the UN And the OIC is relevant for advancing their shared concerns on conflict prevention, conflict resolution, and peacebuilding, and encourages exploring further cooperation in this area. The Security Council commends the commitment of the OIC to building its capacity in the field of conflict prevention and resolution, mediation, and preventive diplomacy. The Security Council recognizes the relevance of enhancing cooperation with the Organization of Islamic Cooperation in the maintenance of international peace and security and expresses its intention to hold regular briefings of the Security Council as appropriate in this regard. The Security Council requests the Secretary-General to include in his next biannual report to the Security Council and the General Assembly on cooperation between the United Nations and regional and other organizations, recommendations on ways to further enhance cooperation between the United Nations and the Organization of Islamic Cooperation.
