There is no society without them. Yet today, the world faces a global housing crisis that affects cities everywhere. Climate change, disasters, and conflict are making the crisis even harder to address. Up to 3.4 billion people lack adequate housing. More than 1.1 billion live in informal settlements and slums. Many more people face inequality, rising rents and housing costs and lack of basic urban services. When we think of housing, we think of a building, but it's far more than a building. It's about access to services, it's about safety, it's about protection, it's about having documents so that they have land tenure. Housing needs to be paid for, and it's very expensive. I mean, even the cheapest newly built house is still very expensive. And for a household living on the African continent, oftentimes that's going to be many, many, many times what they earn in a year. But even so, what they earn a year wouldn't even be recognized by financial institutions as relevant because it comes from so many different places. One of the biggest barriers is understanding that we have an informal population, and that means that they're in an informal economy. And the housing policy, the financial institutions are not designing products for them. But we also need to understand that we need to work with the private sector, so we have to take them on board. So I would say in a practical point of view, we need to design products that can give access to housing. Housing is not the product, but we need products to arrive to the right of housing. And that could be subsidies, that could be blended finance, that could be rental solutions, that could be rent-to-own, leasing. Those are the products, not the house. This World Habitat Day, we turn our attention to adequate housing. Affordable housing must be planned earlier, financed smarter, delivered faster. Adequate housing must be connected to land, basic services, transport, and jobs. Housing must be resilient to climate change. And communities and residents need to be part of the solution. Because every home shapes the city we share. When cities make room for everyone, they become stronger, more inclusive, and more resilient. Let's make adequate housing a reality for all. We come together to reaffirm our shared commitment to advancing adequate, affordable, and sustainable housing for all, and to building inclusive, resilient, and sustainable cities and communities around the world. Although I cannot be with you in person, It is a privilege to join you virtually from Malaysia. I extend my deepest gratitude to our Omani hosts and the UN-Habitat team for launching Urban October from Muscat, a city that beautifully pairs historic heritage with sustainable urban expansion. This year, we focus on a fundamental pillar of human dignity That is, adequate housing for all. As the classic Arabic proverb reminds us, "They planted so that we might eat. We plant so that future generations may eat." True urban stewardship means building a foundation where future generations can thrive. However, we find that the fundamental right to shelter and housing is coming under tremendous pressure. Adequate housing is not a luxury. It is a fundamental human right, the basis for human development, healthcare, economic opportunities, and of course, social stability. So, excellencies, distinguished delegates, factual evidence describe a dire situation all across the world. First, globally, an estimated 2.8 billion people face housing inadequacy. struggling with overcrowding, severe cost burdens, or unsafe structures. Second, nearly 1.1 billion people live in slums and informal settlements, stripped of basic sanitation, clean water, and secure tenure. Third, across rapidly urbanizing regions, city populations are outstripping infrastructure, leaving millions exposed to heatwaves, flooding, and economic displacement. Behind these numbers are real human life. Without legal security, families face a constant fear of eviction. Without basic sanitation and clean water, children suffer preventable diseases. And without climate-resilient housing, vulnerable communities continue to suffer the hardest hit of environmental disaster. A house without clean water, safety, or legal security is not a home. It is a poverty trap. Therefore, to deliver adequate housing for all, we must move away from quick fixes to systemic transformation. How do we do it? First, treat housing as a public good. Government must scale public-private partnership to deliver truly affordable, energy-efficient housing stock as a basis for future fit communities. Second, upgrade informal settlements. We must prioritize slum upgrading programs that not only bring piped water, clean sanitation, and legal security directly to marginalized communities, but include them in the design and delivery of the solutions. Third, align with global frameworks. Scaling adequate housing is the most effective catalyst to deliver SDG 11 and unlock the New Urban Agenda. Excellencies and distinguished delegates, when we secure a home, we actually transform a life. When we plan inclusive cities, we build a resilient planet. Let the vision of Muscat inspire us to plant the seeds of equitable, dignified housing for everyone and everywhere. Let us turn today's pledge into tomorrow's built reality. Thank you. It is now my honor to invite Ms. Anna Claudia Rosbach, UN Under-Secretary-General and Executive Director of UN-Habitat, to deliver the message of UN Secretary-General Antonio Guterres, followed by her own remarks for World Habitat Day here in Oman. UN-Habitat · USG, Executive Director of UN-Habitat [42:55]: Adequate housing is the foundation of dignity, security, and opportunity. Yet, more than 3 billion people are denied this universal human right. Over 1 billion live in informal settlements and slums. and many more experience homelessness or have been displaced by conflict, disasters, and climate change. Investing in adequate housing and transforming informal settlements reduces poverty, tackles inequality, builds climate resilience, and fosters peaceful and inclusive societies. These demands coordinated action at every level, with national and local governments shaping bold policies, building partnerships, and grounding decisions in sound data. The international financial architecture must also be reformed to mobilize adequate, predictable, and affordable financing developing countries need to invest in housing at scale. On this World Habitat Day, let us treat housing as a public good and build a world where everyone has a place to call home. Now, I would like to proceed with my own remarks. His Excellency Minister Kalfan Shuaibi, Minister of Housing and Urban Development, Oman, Your Excellencies, distinguished guests, colleagues, and friends, it is a great pleasure to welcome you here today for World Habitat Day 2026. I would like to begin by thanking the government and the people of the Sultanate of Oman for hosting this year's World Habitat Day. This day formally starts our global Urban October celebrations A whole month dedicated to advocating for adequate and affordable housing and sustainable urban development. This year, Urban October will conclude on the 31st of October with the World Cities Day in Fuzhou, China. Today, here in Muscat, we are talking about something very simple. yet fundamental to everyone's lives, adequate housing. However, this fundamental right remains out of reach for billions of people and communities around the world. Today, more than 1 billion people still live in informal settlements and slums, and more than 300 million people experience homelessness. up to 3.4 billion people around the world lack access to secure, safe and adequate housing. Under the UN human rights framework, housing is considered adequate when it meets seven criteria: security of tenure, availability of services, habitability, affordability, location and accessibility, and importantly, cultural adequacy. Adequate housing means much more than a physical structure with four walls and a roof. It gives people the opportunity to live with dignity. The figures involved are vast and it can be difficult to grasp what they mean. What 3.4 billion people means? Here in Oman, the population is around 4.5 million. The number of people globally affected by housing inadequacy is equivalent to more than 600 times the entire population of Oman. This gives us some sense of scale. But numbers alone do not explain the housing crisis. A family may have a roof and still spend so much on rent that there is little left for food, education or health care. A home may be affordable but located far from jobs, schools or transport. A woman may have lived in the same neighborhood for decades and still have no security of tenure, and increasingly A home can disappear overnight because of conflict, flooding, storms or other crises. In 2024 alone, 45 million internal displacements were triggered by weather-related disasters. This is why building more houses, important as that is, will not by itself solve the housing crisis. We need housing that people can afford. We need housing connected to transport, jobs, and services. We need housing systems that work for people across different incomes and stages of life. We also need to pay particular attention to the places where the scale of the challenge is most visible, the informal settlements. Transforming informal settlements cannot mean simply replacing what exists or evicting communities. It means working with residents to improve housing, basic services, tenure policies, public space and economic opportunity. This year is particularly important for UN-Habitat. As the global review of SDG 11 and a midterm review of the New Urban Agenda at the UN General Assembly earlier this year showed, housing has become a global concern, affecting countries both in the global north and south. And we are opening Urban October here in Muscat with a very practical question: How do we move from recognizing adequate housing as a right to making it a reality at the scale required? That is a question for all of us here today, because each of us has a role to play in turning that ambition into action. The challenge is how we bring those pieces together and turn them into adequate housing that reaches people.
