I would like to advise representatives that we will proceed to take decisions on committee recommendations in the same manner as was done in the committee concerned unless the Secretariat is notified otherwise in advance. The Assembly will resume its consideration of Agenda Item 13, entitled Integrated and Coordinated Implementation of and Follow-up to the Outcomes of the Major United Nations Conferences and Summits in the economic, social, and related fields to consider the draft resolution issued as Document A/79/L21. Members will recall that in its Decision 79/537 of 6 December 2024, The Assembly decided on an exceptional basis to convene a meeting of the Assembly in December 2024 to consider the draft new Programme of Action for Landlocked Developing Countries for the decade 2024 to 2034, and that the meeting would hear statements by the President of the Assembly, the Chair of the Group of Landlocked Developing Countries, and the Secretary-General of the 3rd United Nations Conference on Landlocked Developing Countries, to be followed by the adoption of the draft program of action. In this connection, as announced by the 54th plenary meeting on 19 December 2024, the President has received a request from the sponsor of the decision to postpone the said meeting to January 2025. In order for the Assembly to take up this proposal and proceed to take action on Draft Resolution A, Slide 79/L21. At this time, it must first agree under Rule 81 of its Rules of Procedure to reconsider the provision contained in paragraph B of decision 79/537. Russian Federation [58:58]: Mr. President, distinguished colleagues, the Russian Federation is the initiator of the process to develop the first international treaty in history on information security, hopes that there will be unanimous adoption by General Assembly of the UN of the draft Convention Against Cybercrime. This document is the outcome of 5 years of painstaking work by the part— on the part of UN member states since the adoption in 2019 of the resolution of the UNGA 74/247 establishing a special committee, and until the adoption of the draft of this treaty in August 2024. Negotiations were tense. Not all participants were constructively Certain countries tried to undermine the process and used dubious methods to do so. They exerted political pressure and to do so used certain tamed NGOs and companies to do so. And they even hindered full participation of the Russian delegation in the event through the ad hoc committee. In particular, Austria and the U.S. refused to to issue visas to heads of delegation, deputy heads, and experts, thus violating their obligations as host countries of UN offices and headquarters. Together with certain other delegations, they called for expanded participation of non-state actors in the work of the special— of the ad hoc committee, thus undermining intergovernmental, interstate, and negotiation process in the UN. This bad sportsmanship of these states also was shown in discussions of the Special Committee. Despite the adopted resolutions of the UNGA 74/247, the mandate of this UN body, that is to develop a comprehensive specialized international treaty, is something the Western countries actively promoted the human rights agenda in it. In their own interpretation of human rights, that's ignoring the aspirations and motivations of developing countries. The efforts of U.S. delegations and their allies caused the text to exclude a number of provisions on the use of ICT for terrorist and extremist purposes and how to prevent that, as well as illegal circulation of narcotics and weapons. As well as incitement to suicide or other dangerous forms of crimes, including attacks on critical ICT infrastructure. And modern methods of identification of ICT crimes were also left out of account— special investigation methods. And there are provisions left that could be used by interested states to withdraw from cooperation in combating ICT criminals. In this regard, the mandate of the ad hoc committee in accordance with Resolution 74/247 was only partially implemented. Russia, with reservations, adopted the August draft convention and reserves the right to make statements and to issue relevant reservations when signing and ratifying the convention. Despite the shortcomings in this text, the adopted treaty is a strong foundation for law enforcement cooperation to combat ICT crime. It is focused on fighting unsanctioned access to electronic data and their illegal seizure, as well as forgery and embezzlement or fraud, laundering ill-gotten revenue, exploitation of children, and harassment of these The document also allows for carrying out the main principle of the UN, that is protecting sovereignty, as well as exchange of electronic evidence, the functioning of a network of national contact centers for investigating crime 24/7. It establishes a permanent review body, the Conference of Member States— of State Parties. However, this universal treaty should not stand still. It needs to further evolve and improve, and this can be done by developing additional protocols. There's opportunities to criminalize the use of ICT for terrorist and extremist purposes. I'd like to also thank the Socialist Republic of Vietnam for the initiative of organizing a ceremonial signing of the Convention Against Cybercrime in Hanoi. We're prepared to provide partners with support in this event and hope to attract the largest possible number of participants. And we will encourage the UNODC to implement necessary assistance, including through Russian voluntary contributions to the budget of this body. We call on UN member states to go to Vietnam to sign this international treaty and ratify it immediately. The launch of mechanisms provided for by the Convention, we believe, will allow us to significantly combat information crime, the scale of which is exponentially growing. Thank you. Argentina celebrates the conclusion of the negotiations on the Convention on ICT and the establishment of an international convention to combat the scourge of online crime. We wish to express our position on preambular paragraph 10. And 10.4 and 15.4 and 16.5, as this can enable the exploitation of minors. The sexual abuse of children using generative AI or other methods is intolerable for human dignity. In the opinion of my delegation, it— there should be no concessions that would enable the exploitation of minors or excuses or impunity for cybercrime. Article 14.4 could normalize child exploitation. While the images may be generated by AI, the creation of this material can contribute to facilitating exploitation and the abuse of children. This is a step in the wrong direction. It can increase demand for child pornography. It could also have a negative impact and facilitate grooming. Article 15.4 generates the same scenario, enabling the exploitation of children and adolescents by their guardians, parents, or other third parties, leading to the commission of prohibited acts. And this could remain unpunished if it was done by by minors. Argentina is committed to protecting children and adolescents from exploitation and from the kind of exploitation that could be facilitated by this regulation. The next article adds criteria that is also damaging. Non-consensual dissemination should be sufficient in order to configure a criminal sanction. Any difficulty in achieving and in finding proof should not be permitted. Chair, my delegation is deeply disturbed over the finding of the Office of Internal Oversight Services, OIOS, which indicated in 9 cases that UNRWA staff members may have been involved in the armed attacks of October 7th, 2023. Therefore, Israel has put forward these oral amendments. We would like to reiterate that the entire process of the submission of the Resolution 78-282, the International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica, was highly politicized. There had been no consultation. In the country to which the resolution relates. An individual submitted the resolution without the consent of the presidency of his own state, and no discussion had taken place either among the peoples living in Bosnia-Herzegovina or in the region at large. On the contrary, the pall of secrecy had been cast over the preparation of the resolution. It all resulted in United member states having to vote on a very sensitive issue that requires consensus. All the resolutions related to atrocity crimes have been adopted in the General Assembly of the United Nations by consensus. Moreover, more than one half of the United Nations member states did not vote for it. Mr. Chair, we trust and believe that the financial crisis and the challenges that define the environment in which United Nations functions should make it incumbent upon us to direct the financial resources from the United Nations budget first and foremost to the field work in order to provide assistance to communities in conflicts and in post-conflict situations with the aim to achieving a substantive process of reconciliation and confidence-building.
