The Committee will resume its consideration of Agenda Item 3, entitled Organizational Matters. I will first make a statement as at its first plenary meeting, the Committee adopted its agenda and the program of work for the session of the Committee. At its second, third and fourth meeting, the Committee discussed organizational matters and selection of the subject of Protocol 2. In keeping with the program of work that the Committee adopted at its first meeting, the committee will consider agenda items 3, 4 and 6 at its last plenary meeting tomorrow morning. Under items three, the Committee has before it two proposals. The first proposal was introduced at the second meeting and submitted by the Chair. Following consultation with the Bureau and circulated to Member States as document A, AC298 CRP2. The second proposal was introduced at meeting by the delegations of Mexico and away and circulated to Member States As Document A, AC298CRP3. A third Bureau meeting took place yesterday evening to discuss organizational matters, including decision making rules of the Committee. The Bureau discussed proposals submitted by the delegations of Mexico and Norway and made every effort in good faith to bridge diverging views. No agreement on the on a possible bridge building proposal has been arrived at yet on which the delegations of Mexico, Norway would have to be consulted. Under item four, I will make a proposal on the subject of Protocol two that will take into account the views presented by delegations at this session so far. In accordance with Rule 120, this proposal will be circulated to delegations today at our plenary meeting tomorrow morning. In accordance with the rules of procedures of procedure. Each of these proposals will be considered in the order in which they were submitted, grouped by agenda item. The discussions taken by the Committee at its organizational session will be reflected in its report.
